Purpose
To lead the strategic development of FORWARD’s UK Community and Youth
Programmes, providing critical analysis, management support and delivery of
programmes and projects in line with organisational strategic goals and
objectives. You will ensure robust monitoring and evaluation of programmes,
budgeting, financial management, financial control and reporting to funders.
You will oversee the development of new areas of work including partnership
engagement and resource development. You will contribute to the overall
development of the organization as a member of the Senior Management
Team of FORWARD.
Key responsibilities
Strategic and programme development and technical support

Lead on the UK strategic and programme development in line with
FORWARD’s strategic plan in consultation with the Head of
Programmes & Operations and team members. Contribute to
FORWARDS wider organizational policy and strategy development.

Lead on project development and resource mobilization in partnership
with the Executive Director and Head of UK Programme & Operations.

Develop annual programme plan for the UK programme in line with
FORWARD Strategic Framework and support of team members.

Provide technical direction and support to the team and project
partners and facilitate technical support training and development.

Represent the organization in relevant external meeting and contribute
to developing relationships with external partners, media, statutory
agencies, African women and refugee community based organisations
to influence and shape the programme agenda.

Oversee research and evidence development to inform programme
and policy development in collaboration with partner organisations and
the policy team.
People management & internal relationships development

Lead and inspire the team in the development and delivery of services
and programmes; work plans; targets; and monitor progress of staff
through regular supervision and annual appraisals.

Actively participate in FORWARD’s Senior Management Team meetings,
and the organisation as a whole. Participate in wider organisational
discussions and decision-making - including representing the interests
and welfare of the UK Programme Team.

Line manage programme coordinators and maintain regular
communication with team members

Work closely with other FORWARD Programme staff in particular the
Policy and Communications team to identify new and emerging issues
of relevance to FORWARD’s work and contribute to annual reports and
other communication and fundraising activities.
Monitoring and evaluation of services, projects and programmes

Monitor progress of the UK community programme towards achieving
its targets and outputs and provide quarterly reports to the Head of UK
Programme on variance from the plan and propose remedial actions.

Lead the development of contracts with partners and manage logistics
around disbursement of funds to partners, project inception activities
and reporting with support from team coordinators.

Manage the UK Programme budget and project budget by tracking
expenditure, implementation of target activities, human resources
management, financial and narrative reporting to funders in line with
funding guidelines and ensure that all donor contracts are complied
with, including narrative and financial reports.

To review and monitor the programme’s progress and achievement of
targets and objectives against yearly plans

To monitor demand for services using robust monitoring systems

To evaluate impact of the UK programmes and activities using a robust
outcomes-focused approach facilitate organisational learning and
sharing of programme lessons.

Person Specification
Experience











Minimum of three years’ experience of working with BAMER
communities at the grassroots level.
Minimum of three years’ experience of working on sensitive and
difficult issues with communities
Experience of staff and volunteers management
Experience of programme development, delivery and management
Experience of working on sexual and reproductive health, gender
based violence or FGM issues
Experience of delivering training and workshops at community level
Experience of working with local health authorities, educational
authorities, police authorities, child protection agencies and nongovernmental organisations.
Experience of financial management and budgeting
Experience of donor liaising, reporting and negotiating with external
stakeholders and partners
Experience of fundraising and proposal development
Experience in research and monitoring and evaluation
Abilities
 Ability to manage multiple projects based in several different locations
throughout London and the UK
 Ability to manage and motivate diverse workforce deliver innovative
programmes, including providing emotional support and mentoring.

Ability to plan, manage and deliver targets on time
 Ability to work confidently with minimum supervision
 Ability to develop new and innovative ideas and seize opportunities to
advance the work of the organisation.

 Fluency in English and one BME language will be desirable

 In-depth understanding of the issues affecting women and girls
affected by gender violence, particularly female genital mutilation and
sexual and reproductive health and related cultural and minority
rights.
 Knowledge of the health and social needs of asylum seekers and
refugees
 Child protection and safeguarding awareness

campaign against FGM and child and Force marriage as well as the
campaign to secure the human and sexual rights of African woman and
girls.

diverse backgrounds.
