About City Gateway City Gateway was set up in 1999 by a group of city workers involved in local churches to bring hope to local communities across London, particularly those in and around East London, who hadn't benefited from the areas wider economic development. City Gateway helps the hardest to reach and most excluded NEET young people and women overcome obstacles such as poor language levels, limited aspirations and low skill levels by connecting with, engage and train them and provide them with the skills and opportunities to enter into work. The success rate of City Gateway apprentices is 15.6% above the national average, all the more remarkable given the low starting points of many before training with us. We run award winning youth work, youth training and employment projects, a women's project and children's and families work alongside a number of social enterprises which create work experience, training and employment opportunities for local people. Since starting City Gateway has been recognised as an example of national best practice in apprenticeships and youth engagement and has grown to work with thousands of individuals across London, especially Tower Hamlets and East London more widely. In 2012, City Gateway opened City Gateway 14-19 Provision, the first Alternative Provision Free School in London, providing an alternative education environment for learners who have disengaged from mainstream education. Building on our success in 2010-11 where we were graded Ofsted Outstanding for our Apprenticeship provision; we have since been awarded Outstanding in 2014 for our 14-19 provision. We also became an LSIS Beacon Provider in 2011 and have won awards such the CSJ Award 2011 and a Big Society Award 2012. Page 1 of 5 HR Manager Main Workbase Mastmaker Court, London, E14 9UB Hours of work Contract Line Manager Full time (35 hours plus 5 hours unpaid breaks) Permanent Director of Corporate Services Line Management Responsibility 5 staff Volunteers (variable) Benefits 5% Employer pension contribution after 3 months 25 days annual leave (increasing 1 day per year) + bank holidays 2 weeks bonus annual leave (sell back option) Long term sickness benefit Season ticket loan & cycle scheme Staff discount at CG social enterprises (gym, café, beauty salon) Main Purpose The post-holder will be responsible for the day-to-day running of the HR department and for leading and developing the HR team; ensuring an excellent level of customer service, quality services and good practice. This role will also focus on a number of key strategic projects which aim to develop the organisation. Main Responsibilities HR Develop and oversee the overall HR strategy to ensure it continues to meet the needs of the organisation, including further growth of organisation Oversee training and development of staff across the organisation working with HR Officer to ensure that appropriate opportunities are available to develop staff in line with the needs of the organisation Oversee the recruitment and induction of new staff across the organisation by understanding recruitment needs and ensuring that appropriate recruitment plans are established Ensure all employee queries and grievances are quickly and effectively resolved and carry out any investigations accordingly Carry out disciplinary investigations, working with managers to ensure issues are resolved and in line with employment law regulations Manage the HR budget to ensure appropriate planning and expenditure in key areas including recruitment, training and staff welfare. Working with Finance team to Page 2 of 5 produce budget forecasts and plan required resources to deliver an effective HR service Working alongside HR Officers and Finance team to ensure monthly staff payroll is processed accurately, resolving any issues that may arise Gather and analyse market data to measure the competitiveness of the company’s benefit package, and make recommendations as appropriate in addition to managing the current pension and flexible benefits offered to staff Oversee the performance management framework of all staff including the annual appraisal cycle and advise managers on how to carry out improvement plans to address under-performance Collate and analyse data and report to Executive and Senior Management team on key HR analytics including workforce and absence trends thoroughly monthly and quarterly reports In conjunction with the safeguarding team, ensure that DBS checks for staff and risk assessments are carried out in a timely manner Keep up to date with legal developments and advise management on compliance and risk factors Ensure policies and procedures relating to HR are up to date Ensure that managers and staff are aware of the policies and procedures and able to operate them effectively, carrying out training where necessary Ensure the continuous improvement of HR services to Investors in People Gold standard Ensure the continuous accuracy of HR data records in line with Ofsted inspection requirements Apprenticeship Training Agency (ATA) Oversee the service provided to apprentices and external employers, ensuring that all HR aspects (including contracts and payroll) are processed in a timely manner Working with other key stakeholders, ensure transition of apprentices into a placement including induction and DBS checking Ensure that all disciplinary issues are dealt with effectively, working with representatives from employers where appropriate Page 3 of 5 Team Leadership Effective leadership of 5 members of staff to deliver and maintain an excellent HR service Ensure the personal development of team members using a mixture of internal and external opportunities to enable their progression within City Gateway Lead on the growth of the function and team, ensuring the effective resource allocation To ensure City Gateway’s values are embedded into the business plan for the team Ethos To show leadership in representing, driving forward and embodying City Gateway’s ethos and values Embedding ethos and values across the organisation through HR initiatives Ensuring that all policies and procedures are in line with City Gateway’s ethos and values As duties and responsibilities change, the job description will be reviewed and amended in consultation with the postholder.
