We sell more Real Estate in Benton County! 6 7 PREMIUMS More than $10,000 will be offered in premiums this year in the fair, approximately $1,200 of which is furnished by the Tennessee Department of Agriculture. The remaining comes from the gate receipts of the fair. PREMINUMS PAID OUT Benton County premium checks will be paid during the week of the fair when vouchers are issued by each department head, after judging. Vouchers will be paid out starting on Thursday. The Benton County Fair Association must submit canceled checks to the Commissioner of Agriculture when application is made for the State of Tennessee to refund the amount of allotment made by the state. No voucher will be paid after October 2, 2016. The above will be strictly enforced. STATE AID TO FAIRS “From the funds appropriated by the General Assembly of the State of Tennessee for the purpose of aiding fairs in the paying of agricultural premiums, the Benton County Fair Association has been allotted its proportionate share by the Tennessee Department of Agriculture.” For the purpose of further encouraging fairs to excel in their usefulness to their respective areas, a Merit Award provision was also made in the appropriation. It is hoped that the Benton County Fair can have an exhibition sufficiently creditable to warrant it receiving one of the special Merit Awards in addition to its allotment of state aid. -Fair Administrator 8 INFORMATION & GENERAL RULES 1. 2. 3. 4. 5. 6. 7. 8. 9. 10. 11. 12. 13. 14. 15. 16. 17. 18. 19. 20. 21. The Benton County Fair Association, Inc. Reserves the right to its officers the final and absolute right to interpret these rules and regulation and the special rules of the various departments. Every entry must be made in the name of the bonafide owner or producer. In classes with only one entry; no competition premiums will be paid according to ribbon placed by judges. Only one entry per person in each lot with be allowed. Superintendents will be responsible to the officers of the association. Each entry upon exhibition shall be under the control of the Fair Association management; and, while every reasonable precaution will be taken for the safeguard of same, neither the management nor agents, will be responsible for any loss, damage, or accident that may occur. Should any unforeseen condition arise over which we have no control, the fair officials reserve the right to cancel or call off any part or all of the fair at any time before or even during the fair. And in the event something unforeseen should arise and the Fair Association is unable to pay all the premiums listed, the premiums will be prorated. Only residents of Benton County may compete for premiums. The general manager of the association shall have supervision and control of all exhibits and exhibitions during the fair. Entries will be received on Monday, September 26. Removal of exhibits, except livestock, horticulture items, and certain baked goods, will not be allowed before 1 p.m., Sunday October 2, 2016. No premium will be paid to exhibitors who refuse to parade their stock as required by the judges. Exhibitors must claim their vouchers in person from the department superintendents. Any protest against the exhibition of any entry must be filed at least two hours before class is judged. Any question that may arise in regard to any exhibit that cannot be settled between exhibitor and superintendent of the department in which the exhibit is placed, the general manager and superintendent of such department will make the final and absolute decision in regard to such exhibit. Anyone renting a concession must have passes for all workers. All permits and privileges of the fair are sold with the express understanding that all are to be conducted in a clean and courteous manner. The association reserves the right to cancel all contracts where the license or agent refuses or neglects to comply with the conditions set forth in their contracts. See each department for complete details. Friday is School Day. All school children, bus drivers and teachers will be admitted free until 3 p.m. The Benton County Fair Association is incorporated under the General Welfare Clause of the State of Tennessee. Department superintendents will not be allowed to interfere or influenced the judging. Any item that has won a blue ribbon in a fair of pervious years may not be entered again. All stalls, pens, chutes, etc. located on the grounds of fairs and exhibitions shall be thoroughly cleaned and disinfected with a disinfectant approved by USDA, APHIS between each scheduled fair or exhibition. B. All livestock (except poultry) which enter fairs and exhibitions shall be accompanied by an official veterinary health certificate with individual permanent identification or sufficient description to identify each animal. Certificates for this purpose shall be valid for ninety (90) days from date of issue. (Tennessee livestock only – out-of-state certificates are valid for thirty (30) days from the date of issue) C. No animal showing clinical signs of infectious or communicable disease shall be allowed to enter or remain on premises of fairs or exhibitions. It shall be the responsibility of the manager of each event to assure prompt removal of such animals. II LIVESTOCK AND POULTRY ORIGINATING WITHIN THE STATE OF TENNESSEE [Certificates of Veterinary Inspection Valid for a Period of Ninety (90) Days] A. SWINE: All swine which enter fairs and exhibitions shall be accompanied by an official veterinary health certificate with individual permanent identification or sufficient description to identify each animal. B. CATTLE: All cattle which enter fairs and exhibitions shall be accompanied by an official veterinary health certificate with individual permanent identification or sufficient description to identify each animal. C. POULTRY: (1) Sponsors of poultry shows or exhibitions shall notify the Tennessee Department of Agriculture at least thirty (30) days prior to show or exhibition. (2) All poultry assembled at shows or exhibitions shall be accompanied by evidence of a negative test for Pullorum-Typhoid within ninety (90) days; or be tested on-site for Pullorum-Typhoid prior to exhibition following strict biosecurity procedures; or originate directly from a flock which has been certified as Pullorum-Typhoid Clean under the Tennessee Poultry Improvement Plan. (3) Poultry found not to be in apparent good health shall be removed immediately from any show or exhibition. D. HORSES & OTHER EQUIDAE: Horses and other Equidae six (6) months of age and older must have a negative Equine Infectious Anemia test within the preceding twelve (12) months. E. SHEEP: (1) All sheep imported into or through Tennessee shall be accompanied by an official health certificate and be in compliance with 0080-2-1-.02, and Title 9, Code of Federal Regulations, Part 79.1 through 79.4. (2) All sheep that move within the state, with the exception of wethers under the age of 18 months that are produced for slaughter only, including for change of ownership, shows, fairs, expositions or slaughter shall be permanently, individually identified by a method approved in Title 9, Code of Federal Regulations, Part 79.1 through 79.4. F. GOATS: (1) Goats imported into or through Tennessee shall be accompanied by an official health certificate and be in compliance with 0080-2-1-.02, and Title 9, Code of Federal Regulations, Part 79.1 through 79.4. 18 (2) Goats imported into Tennessee for immediate slaughter to an approved slaughter establishment or to an approved livestock market for sale to a slaughter establishment shall only be required to have a transportation document and be in compliance with Title 9, Code of Federal Regulations, Part 79.1 through 79.4. (3) All registered breeding goats, goats that have been commingled with sheep, goats for exhibition and dairy goats that move within the state, including for change of ownership, shows, fairs, expositions or slaughter shall be permanently, individually identified by a method approved in Title 9, Code of Federal Regulations, Part 79.1 through 79.4. G. CAMELIDS: Camelids must have an official veterinary health certificate as provided in Rule 00802-3-.01 (1). H. CAPTIVE CERVIDAE: Captive Cervidae must have an official veterinary health certificate as provided in Rule 0080-2-3-.01 (1). III. LIVESTOCK AND POULTRY ORIGINATING OUTSIDE THE STATE OF TENNESSEE Livestock and Poultry entering fairs and exhibitions from areas outside the State of Tennessee shall be subject to current Tennessee import requirements. Please contact the state veterinarian’s office regarding questions or recent changes to these rules. A. All SPECIES (except poultry): Official Certificate of Veterinary Inspection valid for thirty (30) days. LIVESTOCK AND POULTRY ORIGINATING OUTSIDE THE STATE OF TENNESSEE B. CATTLE: Certificate of Veterinary Inspection and additional requirements as follows: (1) Tuberculosis: No requirements except from states having a tuberculosis culture positive in the last 12 months. (2) Brucellosis: Test eligible cattle - Intact male or female cattle eighteen (18) months or older. (Vaccinates and non-vaccinates) Certified Herds - No test requirements. Class Free States - No test requirements. Class A - Negative test within 30 days. C. SWINE (1) Breeding Swine (a) 30 day negative test for pseudorabies, or (b) Originate from Qualified Negative Pseudorabies Herd, or (c) Originate directly from a herd in a Stage V (Pseudorabies-Free) State, and (d) If four (4) months of age or older: (1) Negative test for brucellosis within thirty (30) days, or (2) Originate directly from a Validated Brucellosis-Free Herd, or (3) Originate directly from a Validated Brucellosis-Free State. (4) Feeding Swine: (a) 30 day negative test for pseudorabies, or (b) Originate from Qualified Negative Pseudorabies Herd, or (c) Originate from Pseudorabies Monitored Herd, or (d) Originate directly from a herd in a Stage III, IV, V state in the National Pseudorabies Eradication Program. D. HORSES AND OTHER EQUINES: Animals six (6) months of age or older - negative equine infectious anemia (Swamp Fever) test within twelve (12) months. E. POULTRY: 19 Originate directly from a Pullorum-Typhoid Clean Flock, or be accompanied by evidence of negative Pullorum-Typhoid test within ninety (90) days. F. SHEEP: (1) All sheep imported into or through Tennessee shall be accompanied by an official health certificate and be in compliance with 0080-2-1-.02, and Title 9, Code of Federal Regulations, Part 79.1 through 79.4. (2) Tuberculosis: (a) All cervidae shall originate in herds which have had a negative herd test for tuberculosis within twelve (12) months with a USDA approved single cervical test and individual imported animals shall be negative to the single cervical test within thirty (30) days of entry; or (b) Animals not originating in tested herds as described above must test negative to two (2) single cervical tests at least ninety (90) days apart, the second test conducted not more than thirty (30) days prior to entry. NOTE: (Contact an accredited veterinarian for further details of import rules). IV. Fair association or exhibition or management shall inform exhibitors of the rules of this chapter, and shall notify the State Veterinarian or his agent of any violations. Exhibitors shall present evidence of compliance with this chapter to the State Veterinarian or his agent upon request. Exhibitors must have with them health papers for all animals in the show signed by a licensed veterinarian before animals are brought onto the fairgrounds. Exhibitors may tag in 4 goats for the show but may only show two. Any breed or cross breed of goat can be shown, and all classes will be shown by weight. There is a minimum weight of 30 pounds for all animals in this show. All goats must be in direct control of the exhibitor by August 15th. Wethers or doe kids may be shown. All animals must have their milk teeth at weigh-in to show. Kids having adult teeth or exhibiting testicular tissue will be dismissed. No bucks will be allowed in or around the barn area. All goats must be polled, disbudded, or have their horns tipped or cushioned with a material to help prevent injury to exhibitors. All goats must have either a USDA Scrapie ear tag or legible tattoo to be able to show. It is strongly recommended the USDA Scrapie Tag number be used as the tag number for all entries. Awards will be presented for classes as well as a Grand and Reserve Champion. Award will be presented for showmanship. Dress for the show is professional. Exhibitors should wear boots or shoes and nice jeans and a shirt with collar. Weigh-in will take place from 3:00 until 4:30 p.m. on the day of the show. All exhibitors must be present for a pre-show meeting at 5:30 p.m. in the show ring. Federal Law requires that all goats that are exhibited in junior shows in Tennessee, must meet USDA regulations as it deals with scrapie. Each exhibitor may sale their highest placing animal. In the event an exhibitor has two animals in different classes that place the same, the lightest will be sold. Other animals will be sold at regular market hog price. There will be an exhibitor meeting at 3:30 p.m. prior to the show. All exhibitors must be present. Exhibitors must show their own hogs. If any situation arises that the exhibitor cannot show, such as two hogs in the same class, illness or injury, it must be approved by the 4-H Show Committee. Conflicting activities will not be approved. Hogs must weigh at least 225 lbs. to sell at auction. Hogs under 225 lbs. will not be allowed to show or sell. Hogs over 280 lbs. will be sold at 280. All hogs must be fitted for show by the exhibitor. A show fee will be assessed each exhibitor for buyer meals, judges honorarium, veterinary inspection and trucking. The Benton County Livestock Association will sponsor a showmanship award with 1st place receiving $15, 2nd- $10 and 3rd - $5. 1st place winner will receive a Showmanship Buckle sponsored by Hargrove Farms. The Walter Moore Herdsman Award will be given based on citizenship, leadership, and the record keeping manual. This winner will receive an additional $100 check. If an auction sale buyer does not want to take possession of the hog that they buy and the owner/exhibitor wants to sell the hog to another buyer this will be a private sale between 27 them. The 4-H Show and Sale will not handle any private transactions. (If these transactions take place it is very important that the 4-H Show and Sale know about these to avoid confusion about where these hogs will be going for processing.) 19. Register by completing and turning in your contract and fee by Monday, March 2nd. A contract must be completed and signed by participant, parent and Extension Agent. A $70 fee is required by participants. Fees will be used to purchase two USDA approved hams from a packing house at market price (approximately $30). The remaining fees will be used for prizes issued at the Benton County Fair. 4. Clifty Farm, in cooperation with Fair Board members, UT-TSU Extension Agents will: teach you how to cure two country hams at project meetings. Hands-on experience in curing ham will be gained by all participants. 1. One ham will be entered in the Benton County Fair Ham Contest. Participants will get to keep the other ham. A Champion and Reserve Champion ham will be selected in three divisions: Junior, Junior High and Senior High. A Grand Champion ham will be selected from the three division champions. Scoring will combine the scores from the ham contest, speech contest and record book contest. Each participant’s contest ham will be sold at auction at the fair. Participants will keep the auction dollars raised from their ham at the fair. 5. You must be present on the day of the auction for your ham to be sold unless you have been sick or injured with doctor’s excuse (conflicting activities do not count). If you do not attend this day you will have to the last day of the fair to pick up your ham or it will be forfeited and become the property of Benton County 4-H. 6. Participants must attend 3 of 5 planned meetings. 7. Participants must present a two to four minute speech about their country ham curing experience on Thursday, August 25th or September 1st. If you do not complete this portion of the project you will not be eligible to compete for champion prizes. 8. A Country Ham record book must be completed and submitted by August 25th.
