The undertaker tells the US diplomats: "You can have him
shipped home for $1 million, or you can bury him here in
the Holy Land for $100." The US diplomats go into a
huddle and come back to the undertaker and tell him they
still want Obama flown home. The undertaker is puzzled
and asks: "Why would you spend $1 million to get him
home when it would be wonderful to be buried here in this
religious country and you would only spend $100?"
One diplomat replied: "More than 2000 years ago a man
died here, was buried here, and just 3 days later he rose
from the dead.

Update on Stockman Project
This newsletter provides an update on the progress of the Stockman Project now that the Environmental Effects Statement EES) process has been completed. Throughout the development of the EES,
Independence has worked with a wide range of local stakeholders, and the company is committed to
ongoing community consultation as the project progresses through further permitting stages during
2015 and beyond.
At the end of 2014, Independence received a positive assessment from the Victorian Government, and
project approval from the Commonwealth, subject to conditions. This allows the Stockman Project to
proceed to the licensing phase, which is expected to take approximately 18 months to conclude.
Key issues include finalising both the project Workplan in order to obtain a mining licence under the
Mineral Resources (Sustainable Development) Act (MRSDA), and the Planning Scheme Amendment
(PSA) to allow infrastructure outside the mine lease – including the accommodation village – to proceed to the final design and approvals. To be approved, both the Workplan and the PSA must comply
with the Victorian Minister for Planning’s assessment of the EES, and the conditions placed on the
project by the Commonwealth.
Key tasks being undertaken during 2015 to progress the Workplan and the PSA include further
investigations, the field component of which is programmed for April 2015, to support detailed design
of the tailings storage facility (TSF). This work is a requirement of both the Ministerial Assessment of
the Stockman project, and Independence’ own internal processes. In total, the planned TSF design
work will take 9-12 months to complete and will be overseen by a panel of independent
technical reviewers. It is a key component of ensuring water quality in the Tambo River
will not be impaired by Stockman’s operations.

Other work required for Workplan and PSA approval includes finalising the Cultural Heritage
Management Plan (CHMP), and developing a comprehensive Bushfire and Emergency
Response Plan, covering all onsite and offsite facilities and activities, to ensure safety of
employees in the event of a bushfire.
Further environmental management planning will also be undertaken, to ensure that when mining
operations commence, all monitoring plans will be able to be immediately implemented and results
clearly reported to stakeholders. Stockman is required to establish a formal Environmental Reference
Committee (ERC) under the MRSDA, and is required by the Ministerial Assessment to do so prior to
commencement of construction. The ERC will meet and receive regular reports on Stockman regarding
environmental and social performance, and its members, comprised of a broad range of Stakeholders,
will be able to question the company on all aspects of its operations. It is planned to convene the ERC
once some of the current technical investigations have been completed, and the results and further
planned work is able to be reported to Stakeholders.
The Stockman Project is a significant development for Independence and will require a Final
Investment Decision (FID) from the Board in order to proceed once planning and permitting have
reached appropriate points. If the Board concludes the project is strategically and financially viable,
final licencing and project construction is likely to take a further 24 months to complete.
2. Stockman Team Update - John Yeates
Most people who have been involved with the Stockman Project will have met or spoken during the
EES period to Dr John Yeates from Independence. John was based in Perth and led development of the
EES, travelling frequently to Victoria to interact with project stakeholders, regulators and consultants.
John has now relocated to California to support his wife in a key senior environmental role in a major
oil and gas company, but continues to lead approvals for Stockman as our Government Relations and
Permitting Consultant. He will still be a frequent visitor to Victoria, maintaining contact with the community and other stakeholders in the project. He will just spend a bit more time on the commute!
