LUBAO, PAMPANGA – Gov. Lilia
“Nanay” Pineda and Vice Gov.
Dennis Pineda led the distribution of 460 handheld radio
units worth P5 million to village chiefs at this town’s public
gymnasium yesterday.
It was learned that the pro-
vincial government, through its
Provincial Disaster Risk Reduction Management Council, has
already allotted a total of P13.1
million for the purchase of various communications devices.
In 2013, the Capitol purchased and distributed 21 base
radios, one for every municipality and city, as well as 200
handheld radio units for the
Municipal Disaster Risk Reduction and Management Councils,
municipal engineers, other key
municipal officials, and chieftains of coastal villages.
Aside from this, the provincial government also maintains three repeaters at the

Despite ‘objections’, lawyer says
Morales qualifies for 2016 polls
By Charlene A. Cayabyab
MABALACAT CITY – Veteran election lawyer Romulo Macalintal
said incumbent Mayor Marino
“Boking” Morales can still run for
a second term in the 2016 elections.
Macanlintal, during the Elderly Filipino Week Celebration held
at Barangay Mamatitang covered
court here, said Morales can seek
reelection after Mabalacat was
converted into a component city
in 2013 since the city’s population, income, and status have sub-
stantially changed.
“In the case of Mabalacat, naging city ito noong 2012 and during
the 2013 elections, Mayor Boking
ran as the city mayor and nobody
questioned his qualification for
that particular position. Technically speaking, 2013 is his first
term as City Mayor of Mabalacat,”
Macalintal said.
“Sapagkat ang inyong mayor
ay kinikilalang isang mahusay
na lider, isang lider na mapagkakatiwalaan, isang lider na
kinatatakutan ng kanyang mga
kalaban.
added.
“Kung ano ang desisyon ng
taong bayan, ang desisyon na
yan ang dapat igalang. Because
the voice of people is the voice of
God,” Macalintal said. •

David-Dizon on Thursday announced her decision to run for

Dizon, chief-of-staff of Gov.
Lilia Pineda, said she wants to
start her full term as a public servant on the right foot by prioritizing her constituents. She added
that her political plan had “the
blessings and full support” of the
two-term governor.
“I am excited to join the political exercise because I can help
more people when I win. I will be
able to continue the legacy of the
family in public service as well,”
said Dizon, who decided not to
seek a board member seat in 2013
to focus more on her family. She

MANILA – Local cloud
computing and data center firm IPC (IP Converge Data Services, Inc.)
pooled together industry experts at this year’s
Philippine Cloud Summit
to discuss the growing
role of cloud technology
and data analytics in the
enterprise
landscape.
The annual industry
event, held recently at the
Makati Shangri-La Hotel,
highlighted “The Enterprise Cloud Journey” that
businesses must take to
bolster success in light
of the upcoming ASEAN
Economic Community.
“Through the years,
we witnessed an upward
trend in terms of cloud
adoption as more and
more enterprises are beginning to appreciate its
benefits. As CEOs and
CIOs embrace digitization
through software-as-a-
service, employees stand
to experience the ease and
benefits of automation
and real-time collaboration, instigating a significant boost in workplace
productivity and operational efficiency,” said IPC
President Rene Huergas.
“We believe that no
business should be left
behind. Leaders must be
able to make calculated
and well-informed business decisions on the fly.
Cloud technology and
data analytics go hand
in hand to ensure that
they are equipped in this
area. And we at IPC, are
ready to make that shift
as effortless as possible,”
Huergas added.
The morning session,
targeted to business executives and entrepreneurs,
outlined key aspects of the
“Enterprise Cloud Journey.” Jonathan Defensor
de Luzuriaga, President
of the Philippine Software
Industry
Association,
spoke about the process of
transforming the Philippines into a digital economy through enterprise
cloud applications. He
touched on the vital role
of software and mobility
in business operations, as
well as appreciating Philippine software industry
trends.
De Luzuriaga quipped
that the software industry, being a $15.5B industry, may be the “next
OFW phenomenon.” He
enumerated areas to focus
on to be able to reach this
status.

What happens now?
ACCORDING to the United Nations
Working Group on Arbitrary Detention
(WGAD), the detention of former President and now 2nd District Rep. Gloria
Macapagal Arroyo “violates international law” and is “arbitrary on a number of grounds.”
It further recommended that Arroyo
be accorded “with an enforceable right
to compensation” for having been deprived of her liberty.
The Working Group, Clooney said,
recognized that the charges against
Mrs Arroyo are politically motivated,
since she is detained “as a result of the
exercise of her right to take part in government and the conduct of public affairs” and “because of her political…
opinion.”
The body also recommended reconsideration of Mrs Arroyo’s application
for bail, and requests the government
to ensure fair trials which respect all
the guarantees enshrined in international human rights law.
Earlier, Arroyo’s case was brought
to the attention of international human rights lawyer Amal Clooney back
in December 2013. In February 2015, a
complaint was filed by Clooney on behalf of Arroyo.
Clooney welcomed the opinion of
the UN WGAD, and urged the government to comply with it the soonest possible time.
While one of Arroyo’s lawyers said
that the UN body’s opinion is “strong
enough” by itself, Malacañang said in
a statement that it “takes note” of the
opinion of the WDAG. It added that only
Philippine courts can rule with finality
on judicial proceedings in the country.
With this opinion by UN’s experts,
what happens now? Will the government turn a blind eye and a deaf ear, or
will it comply? What does it think of the
timing of the opinion, just a few days before the filing of certificates of candidacy, and six months before the elections?

Healthy students, better learners
by Marc Raphael M. Santos
S
TUDENTS spend most of their
time in school, apart from home.
Because they spend most of their
waking hours in these learning institutions, the school’s environment can
have a big impact on students’ health.
Schools can promote health to
their students by introducing them
to “healthy behaviors” which include
not drinking alcohol, smoking or taking drugs, and of course, bullying.
Schools also have physical education
or PE, which encourage healthy habits like exercise and healthy eating.
We must remember that healthy
students are better learners, so the
school building and its environment
should be a safe and healthy place.
What can lead to poor performance in class? Among known factors are health-related factors such
as hunger, physical and emotional
abuse, and chronic illness. Healthrisk behaviors such as violence and
physical inactivity are also linked to
poor grades.
Academic success, meanwhile, is
a determinant of adult health outcomes, and an excellent indicator
for the overall well-being of youth.
There should be a close relationship
between health and education, and
there is a need to foster health and
well-being within the educational en-
vironment for all students.
Indeed, schools are the right place
for a healthy start. Health programs
have positive effects on educational
outcomes. Moreover, programs that
are designed to improve academic
performance are recognized as important public health interventions.
Apart from home, schools play a
vital role in promoting the health and
safety of students and helping them
establish lifelong healthy behaviors.

Encourage students to read… and enjoy it
by Meraluna I. Mariano
N
OWADAYS, students would
choose to read digitally than
physically hold a book. That’s
still reading, but are they really enjoying the experience when all they
hold in their hands is a cold, hard,
tablet rather than a real book, with
pages?
Yes, we want students to read
more, and enjoy what they are reading. Reading, as we all know, builds
vocabulary, fluency, and background
knowledge.
So how do we promote reading
in and out of class? It would do well
for teachers to set aside time for independent reading. This is not easy
with the K-12 curriculum at play, but
it is essential that students spend at
least 10 to 15 minutes to select a material, and read.
At home, teachers can ask their
students to set aside “story time” each
night, before bedtime, and establish
this pattern. They may be able to find
reading not just enjoyable, but relaxing as well.
Back at school though, how can we
encourage reading inside the classroom when rooms are as bland as
they get? Try setting up a classroom
with a lot of books and other reading
materials. This would provide a setting that would encourage students to
read, write, speak and listen. Classrooms should be an inviting environment that supports independent
reading and student learning.
Reading would not be an enjoyable
experience if we do not introduce students to different authors and genres.

M
maririnig mong tiyak ABEL SOTO
kong madre, “The storm is always
unpredictable in the way it touches
us. Sometimes it simply crashes
into and batters the boat of our
lives, shoving us back and forth for a
while, drenching our emotions and
blowing away a few of the things we
thought were certain and meant to
be. And then it passes as quickly
as it came, leaving us a
little wet, shaken and
dazed.”
At kung minsan ay
dumadaluyong ang unos
Towards
the Light
unos, pinahihintulutang lamunin

Physical activity linked to academic performance
HERE is indeed a link between physical activity and
academic performance of
students in school, according to
studies. Students who took physical education or PE class are found
to do better academically, since it
helps them stay focused.
Students’ activity levels in and
outside of PE class were studied,
and their level of activity to their
grades in the subjects of math, science, world studies and English
were compared.
Being enrolled in PE, it turns
out, has benefits, as the more active students did better in academics. They are better able to concentrate and stay focused after every

physical activity.
It would do well for parents –
as well as teachers – to encourage
students to participate in sports
activities that they enjoy. After all,
sports is more than about fitness,
as they are found to improve motor skills, increase self-esteem, and
foster cooperation and teamwork.
Students who are not up to very
physical sports can participate in
non-competitive activities like biking, swimming and jogging and by
dancing or just playing games.
Social relationships also blossom for students who are active in
sports, as they forge close friendships with others on the team. This
helps in the mental, emotional and
physical health of students, as they
bond together over a common goal.
They also learn leadership skills
through sports, as they are able to
encourage younger team members
to do better. Senior athletes more
often than not provide guidance to
their younger counterparts both
on and off the field.
These skills, which are necessary, go beyond their students’
years of stay in school. They reap
the benefits for the rest of their
lives as adults.

Along with Alden Richards...
Jomarie Nielsen of Starstruck 6,
“Nakakatuwa kasi this is
a very good batch,” she says. “I’m
surprised kasi ang daming good
singers na puwede talagang idevelop. At lahat sila, may dating,
kaya enjoy talaga ako.”
Who are her favorites? “Among the
guys, Migo Adecer and
sa girls, Klea Pineda.
But all the rest, may
karapatang masali sa
Final 14, including my
other bet, Jomarie.”
She’s now in the
thick of preparations
for her concert series this November,
“Regine at the Theatre”, at the Solaire Resort and Casino, in cooperation with PLDT Home and
their Regine Series of landline
phones that all became best sellers with Regine as endorser.
“Medyo kabado ako sa concert
na ito kasi it’s a totally different
venue and I also have a very different repertoire kasi kakaiba ang
concept,” she says. “The venue
is more intimate and I’m hoping
sana magustuhan ito ng audience
and enjoy it. In the past concert
series I did, I paid tribute to movie
theme songs in ‘Regine at the
Movies’ and to Barbra in ‘Regine
Sings Streisand’. This time, I will
be paying tribute to theatre musicals and sing songs from various
hit musicals, not only Broadway
musicals like ‘Phantom’, ‘Les Miz’,
‘Miss Saigon’, ‘The Last
5 Years’, but also local
musicals like ‘Rak of Aegis’, ‘Noli Me Tangere’, ‘El
Filibusterismo’ and Mr.
Ryan Cayabyab’s ‘Katy’, so
very exciting, kasi ngayon
ko lang ito gagawin, with
totally new arrangements
na babagay sa concept ng
show.”
She says ‘Noli Me Tangere’ has a special connection with her. “When I
did it in 1995 playing Maria Clara, doon ako napansin ni
Boss Vic del Rosario and he said,
puwede ka na umarte sa pelikula. Then he got me in ‘Wanted
Perfect Mother’, na nag-hit, kaya
after that sunud-sunod na ang
movies ko. My special guest in all
weekends sa ‘Regine at the Theatre’ is Audie Gemora, who played
Crisostomo Ibarra when I did
‘Noli Me Tangere’. Sa first weekend on November 6 and 7, guest
ko si Aicelle Santos and sa second
weekend naman on November
20 and 21, si Jonalyn Viray. Sabi
sila,” she laughs.
What will be the role of her
husband, Ogie Alcasid? “Wala,
taong bahay siya. Aalagaan muna
niya si Nate habang nagko-concert si Mommy. Hindi, of course,
he’ll be there. Excited nga siya sa
concept ng concert series kong ito,
e.”
What can she say about her
co-host in “Bet ng Bayan”, Alden
Richards, who has since become
very popular because of the AlDub phenomenon? “Sobrang
natutuwa ako for him.
I think
he truly deserves all the success
he’s getting kasi he’s such a nice
and genuine person, bukod pa nga
sa pagiging a good actor and also
a good host. Happy ako para sa
kanilang dalawa ni Yaya Dub.”•

nagmu-move-on, ’yun lang

Okay na rin sina Piolo at

Kaya lang, parang matagal

dahil ang next teleserye niya

makakapareha after makitang may chemistry sila sa
“Etiquette for Mistresses”.
Anyway, nabanggit ni Piolo sina JC de Vera, Enchong
Dee, Matteo Guidicelli, Joem
Basco, Diego Loyzaga at Rayver Cruz na sasama sa kanya
hindi man sa SunPiology Run
ay sa concert afterwards.

Oscar school of acting

acting niya. Tweets ni Mr. Locsin: “Si
Dennis Trillo is an Oscarlevel star. What acting, soft,
subtle, eloquent w/ difficult

Dennis Trillo deserves an
Oscar.
“The best tweets ever”
naman ang sagot ni Dennis
kay Teddyboy at hindi lang
ito ang dapat pasalamatan
ng aktor dahil marami ang
nagalingan sa pagganap niya
bilang si Felix Manalo. Kahapon, pinasalamatan

ng “My Faithful Husband”
nila ni Jennylyn Mercado,

says. “I became quite close
na kasi sa kanila and I felt
‘yung pain na nararamdaman nila. Noong araw
kasi, ako rin, madalas na
nasa bottom so alam ko
‘yung feeling na pinagdaanan nila. But it’s not necessarily the end of their
journey for them. Sana
mabigyan sila uli ng ibang
chance at huwag sila basta
agad susuko.”
As for her, a new soap
is waiting for her right
after her hosting chores
in “Starstruck 6”. This is
“Little Mommy”, the story
of a mentally-challenged
young woman who’s biologically in her mid-20s
but has the intellectual
capacity of a 7-year-old.
It was Carla Abellana who
was first considered for
the role but GMA management changed minds and
gave it to Kris instead.
“I’m really so thankful na
sa akin naibigay ang ganito kagandang project,” she
says. “Very challenging
ang role kasi mabubuntis
ako at a very young age,
then magkaka-baby ako
na gusto namang kunin sa
akin dahil hindi raw ako
fit maging ina because of
my intellectual disability. “I promise to do my
Tito Eddie Garcia and Ms.
Nora Aunor. I’m looking
forward to working with
them kasi alam kong malaki ang maitutulong nila
sa akin para mag-improve
ako in my craft. I’m really
sila, along with Mark Herras, Sunshine Dizon, Rap
Fernandez, Gladys Reyes,
child actress Chlaui Malayao and Direk Ricky
Davao as our director.”•

cgma’s detention... from Page 1
The WGAD, in its
opinion released October
2, had recommended that
Arroyo be accorded “with
an enforceable right to
compensation” for having been deprived of her
liberty.
This was gleaned from
an email by international
lawyer Amal Alamuddin
Clooney to Larry Gadon,
one of Arroyo’s lawyers,
who shared it with the
media yesterday.
The complaint was
filed by Clooney in February 2015, on behalf of
Arroyo, who is suffering
from “multilevel cervical
spondylosis” or the wearing of the bones.
“Mrs Arroyo and her
legal team welcome the
UN’s expert opinion and
cloud computing... from Page 3
urge the Philippine Government to comply with
it immediately,” Clooney
said in the email.
According to Clooney,
the UN opinion “finds
that the detention of former President Arroyo
was arbitrary and illegal
under international law
because the Sandiganbayan court failed to take
into account her individual circumstances when
it repeatedly denied bail,
failed to consider measures alternative to pretrial detention and because of the undue delays
in proceedings against
her.”
“Further, the Working Group recognized
that the charges against
Mrs Arroyo are politi-
cally motivated, since she
is detained ‘as a result of
the exercise of her right to
take part in government
and the conduct of public
affairs’ and ‘because of
her political… opinion,’”
Clooney quoted from the
UN opinion.
Clooney
said
the
Working Group cited the
government’s “defiance of
court rulings removing
travel bans against Mrs.
Arroyo” to illustrate how
it has targeted her and
interfered with judicial
decisions in her case.
The Working Group
also recommended “reconsideration of Mrs Arroyo’s application for bail
in accordance with the
relevant
international
human rights standards
and to accord Ms Arroyo
with an enforceable right
to compensation… for
the deprivation of liberty
which already occurred.”
It also concluded that
“[i]f the remaining criminal cases proceed against
Ms Arroyo, the Working
Group requests the Government to ensure fair
trials which respect all
the guarantees enshrined
in international human
rights law. In particular,
the trials must take place
without undue delay…”

A presentation on Elastic Infrastructure was headed
by Robert Jenkins, Chief Executive Officer and Co-founder of CloudSigma. His talk highlighted the business benefits of cost-efficient and on-demand technology. He further touched on understanding supply and demand from
an IT capacity standpoint, and how IaaS (Infrastructureas-a-Service) can significantly improve a company’s financial health.
Jenkins also addressed the issue of security in the use
of Cloud computing. According to him, there is no one
golden setting that is going to protect a company from
security threats. Security is tackled on (1) a requirementbasis and (2) a layered approach, including physical data
centers and encryption, among others.
Adatos Managing Director Drew Perez concluded the
morning session with a discussion on how data science
can help open growth opportunities. He further shared
how real-time information can be used to make sound
business decisions faster, and how to unlock the business
potential of stagnant data archives.
Perez highlighted the need to understand the Why and

Sinasalya tayo nitong unos, nilulublob tayo nito, at

Sabi nga ng isang kasabihan: A calm sea does not
make a skilled sailor.

Bibingka, Puto Bumbong
The old-fashioned way
TEXT & PHOTOS BY DENCIO PACHECO
TRADITIONAL Pampango kakanins
considered favorites during the
“ber” months are the bibingka and
the puto bumbong. As the Yuletide
is fast approaching, stalls selling
these native delicacies are
mushrooming in the province.
Not so many though,
cook the original bibingka and puto bumbong the old-fashioned
way, using galapong or
the native glutinous rice
that when ground and
soaked in water, forms
either a batter or a
dough. Usually, there is
trapped wild yeast that
causes the mixture to
ferment and cause the
“rising” of the bibingka
or native rice cakes.
When young entrepreneur-cousins Joben
Vicencio Lalu and Jojit
Vicencio Manalansan
of Lubao town decided
to come up with a small
business that figuratively sells like hotcake
during this time of the
year, they never thought
twice to prepare, cook
(bake) and sell bibingka
and puto bumbong the
original, old-fashioned
way.
With their original
galapong recipe and
other secret ingredients, they came up
with the two native
products that truly
delight anyone’s taste
buds. They even cook
their bibingka not in
steel ovens, but in clay
vessels, with organic
charcoal.
Their puto bumbong,
meanwhile, are steamed
in bamboo cylinders,
which give it their original native taste everyone
enjoys. Both kakanins
are topped with grated
coconut and muscovado
sugar for that perfect
taste.
Joben and Jojit sell
their bibingka and
puto bumbong under
native-themed
stalls
along Jose Abad Santos Avenue and the MacArthur Highway, both
in the City of San Fernando. For orders, you
may call Joben at 09176251732.•
