Relay for Life - They are requesting 30 cases of bottled water for the Relay for Life Walk at Canyon Lake Middle School on October 10-11, 2009. Our last contribution was 30 cases in Sept. 2008. b. Elsinore HS Football Moms – This is a new sponsorship request. They are requesting $100 and 10 cases of water. They provide meals for the players and after game refreshments. c. Elsinore HS Air Force JROTC – They are requesting bottled water for the various parades and community events. Our last contribution was for 10 cases in October 2008. d. Elsinore MS P.E. Department – They are requesting 20-30 cases of water for the students during state fitness testing. This is a new request. e. Inland Empire WATERKEEPER – A new sponsorship request, they offer several levels of funding. f. Inner Coastal Watershed Clean-up – A new request to support the cleanup event in Riverside on October 3. Previously, EVMWD has supported the RCRCD in this effort with bottled water. g. Lakeside High School Volleyball – They are requesting cases of water for the volleyball program. Our last contribution was 10 cases of water in September 2008. h. Lakeland Village Middle School PTA – This is a request for 30 cases of bottled water for the Fall Festival and continuing programs. This is a new request. i. Murrieta Rotary Club – They are looking for financial sponsorship for the Field of Honor event at Town Square Park in honor of Veterans Day. This is a new request. j. Temescal Canyon High School Cheer Team – A new request for cases of water. Four events out of the 6 listed are left. k. This is for informational purposes only. ENVIRONMENTAL WORK STATUS NA FISCAL IMPACT NA Attachments: ACWA summary -36- Item #5 Conference Committee Bills Released ACWA Sees Major Problems with Package but Negotiations Continue The Senate-Assembly conference committee on water issued its final report late Wednesday night. The report was signed by eight Democratic members of the committee and no Republican members. The committee has now officially finished its work. The conference report includes five bills that together seek to address Delta conveyance and restoration, conservation, water rights enforcement and water use reporting. The bills include SB 12 (Simitian), SB 229 (Pavley), SB 458 (Steinberg and Simitian), AB 39 (Huffman) and AB 49 (Feuer and Huffman). The bills are available at http://www.acwa.com/issues/09LegWaterPackage.asp. Intense negotiations are under way. The language could be further modified as a result of these negotiations and reintroduced through other legislative vehicles. Alternatively, the conference report could be voted up or down without change on the floors of both houses as early as today. The Legislature is set to adjourn at midnight Friday, Sept. 11. ACWA appreciates the hard work of the conference committee and believes that while some improvements have been made to certain aspects of the package, major problems still exist. Strong recommendations to the conference committee from ACWA and others that would have resulted in a package capable of advancing the co-equal goals were regrettably ignored. Among the significant problems identified by ACWA: • SB 12 and AB 39 fail to treat water supply reliability as a co-equal goal. At a time when California already has lost more than 2.5 million acre-feet of water supply due to inadequate infrastructure, the conference report defines a state policy of further supply losses. This is flatly unacceptable to ACWA and its members. • Other provisions of the conference report could force the proposed Delta Stewardship Council into gridlock over issues of vital importance to ACWA members, especially decisions to move forward on Delta conveyance. • AB 49 would negatively impact urban areas by relying too heavily on regulatory hammers instead of a positive, incentive-based program to trigger statewide conservation. The agricultural provisions in AB 49 have gotten worse, not better. • SB 229 still includes language that would be highly disruptive to water rights throughout the state. The language has no place in a bill focused on the Delta. • The conference report does not include a finance package including an acceptable GO bond, a key condition of support for both ACWA and the governor. In their current form, the bills are very inconsistent with ACWA Board policy. If the conference report comes to a floor vote, ACWA intends to oppose it. Intense negotiations involving ACWA and several of its members are continuing at the Capitol. Problems are being identified and remedies discussed. It is still possible to pass legislation in this session that would take a historic step forward, but it will require significant changes to the bills now before the Legislature.
