In fact, the area has one of the fastest-growing populations in California, according to the Temecula Valley Chamber of Commerce. He remembers being in the third grade in rural DeWitt, Arkansas, and patrolling the school ground to make sure the bullies didn’t bother the other children. Jerry recalls, “the other children would always come to me when they were being bullied because they knew I would take care of them. It’s almost like I was born to do this.” Jerry and his wife, Pam, moved to Temecula in April 1986. They were living in Orange County and had horses. They decided to look for property for their horses, so they drove out to this area to look around. “We got lost and stumbled across a five acre piece of property with a home under construction,” said Jerry. “After taking one look we fell in love with the house, made an offer and the next thing we knew they were residents of Temecula.” Jerry decided to leave his job of five years with the Los Angeles Police Department and hired on with the Riverside County Sheriff’s Department. He worked as a patrol deputy out of the Lake Elsinore Station and spent most of his time as the single patrol deputy for the beat covering Temecula, Murrieta, all the way north to Sun City and east to Winchester. It was about 850 square miles and was covered by one deputy. “You learn real fast how to talk people into going to jail when you’re out there by yourself,” said Jerry. City of Temecula 43200 Business Park Dr. Temecula, CA 92590 Jerry was the first deputy assigned to the Santa Rosa Community Services District, west of Temecula, to help with avocado thefts and minor problems in the area. “This is one of my fondest assignments. I met a lot of great people and made some lasting friendships,” recalls Jerry. Jerry Williams, Police Chief Jerry is the new Sheriff’s Captain assigned to the Southwest Station and the contracted Chief of Police for the City of Temecula. He recently replaced outgoing Captain Mitch Alm. Jerry was transferred out of Temecula in 1993 to work other assignments. He worked his way up through the ranks and in August 2007 came back to Temecula as the top cop. “I am very community oriented and take a lot of pride in my city,” said Jerry. “I believe there is no better job than the one where you can serve your fellow citizens and actually make a positive impact on their lives. In a sense, I feel like I am back on the school ground, making it a safe place to play.” The Auto Dealers of Temecula — Our Community Partners Sales tax is the City’s largest revenue source representing 50% of the total General Fund. Second only to the Promenade Mall, Temecula’s auto dealers have contributed a large portion of that revenue to the City. The General Fund provides for crucial services such as Police and Fire Services which makes our City a safer place to live, work, and play. No longer do they need to drive 50+ miles to larger cities to buy that new car. The selection keeps growing and plans for new dealers are on the horizon. The Temecula Auto Mall has become a very important part of the City of Temecula’s growth and success and continues to bustle with development activity. John Hine Mazda opened its 32,000 square foot facility on August 9, 2007. This is another major anchor and economic stimulus for the Temecula Auto Mall. DCH Automotive Group, a New Jersey-based company, acquired the Norm Reeves group of dealerships in August of 2004. Since changing hands, DCH has made numerous upgrades to its facilities. Most recently, DCH separated its Chrysler-Jeep franchise from the Dodge franchise. The Chrysler-Jeep store underwent a multi-million dollar re- model and expansion to better serve their clientele. In addition DCH has expanded its Honda store, creating a used car operation separate from its new car facility, less than a mile from the main dealership. Future expansion for DCH includes building a brand new Honda facility on 7 acres and a remodel of the Dodge facility. DCH is focused on growing in the market and hopes to bring on additional manufacturers, yet to be named, to another 10 acres of property they have available within the Auto Mall. Rancho Ford also plans to expand its service, collision center, and commercial fleet departments. The auto dealers are partnering with the City to discuss a new full-color electronic L.E.D. sign next to the I-15 freeway. Not only will you be able to view the special auto sales information; but you will be able to see community notices such as special events and announcements in glorious color as you drive by. In addition to the auto dealers’ large contribution to the revenue for the City of Temecula; they also play a huge part in our community. In 2006, their charitable contributions were over $700,000 and surely will match or exceed that amount in 2007. It is common to see one or more of their names as sponsors for many of our local events. They also participate in many fundraisers for the community; volunteering their time and knowledge. It is no surprise to see Terry Gilmore, Isaac Lizaragga, Gary Sorter, or Dan Atwood promoting a community event or fundraiser. It just makes sense…keeping sales tax dollars here in the local area benefits the entire community and will help bring Temecula one step closer to being the best city it can possibly be. Rancho Springs Medical Center Expansion: An Update Construction of the new 44-bed medical /surgical expansion at Inland Valley Medical Center is complete. The new structure increases the total number of licensed beds to 122. More Projects to begin soon include: expansion of the emergency department (ER), imaging department (X-ray) and intensive care unit (ICU) is set to begin soon. This project will more than double the capacity of the ER to 27 treatment bays and create a larger radiology department with a new magnetic resonance imaging (MRI) unit and a second computed tomography (CT) scanner. It will also expand the ICU from eight to 18 beds. A third project, the construction of a new cardiac care center with a new cardiac catheterization lab and a postoperative cardiac care unit, also is in development. Construction of the new two-story patient care building continues to progress at Rancho Springs Medical Center (RSMC). New Obstetrics (OB) Department All OB services of Southwest Healthcare System (SWHCS) will be consolidated and located at Rancho Springs Medical Center. The secure, second-floor department will feature 17 private labor and delivery rooms, 24 private postpartum rooms, and well-baby nursery, two Caesarean section rooms and a neonatal intensive care unit (NICU). “Needless to say, we have a lot of young families who are very excited about this expansion, “ says Ms. Bradley. Linda Bradley, CEO/Managing Director Linda Bradley is the CEO/Managing Director of Southwest Healthcare System (SWHCS). Bradley has been with UHS since 1988, serving in various management positions at four UHS acute care hospitals. Bradley is a registered nurse who maintains an active California license. She is also an attorney who holds a Juris Doctor degree, graduating from Thomas Jefferson School of Law in San Diego, magna cum laude, in December 1997 and is admitted to practice law in the state of California. Additional Projects at RSMC Bradley has committed considerable time to the area since 1996, providing presentations to local Service Organizations on topics such as health care decision- making and advance health care directives. An emergency department is also under construction and will more than triple the current capacity from 8 treatment bays to 27 bays. This new department will encompass two large triage rooms, a dedicated forensic exam room, and a large waiting area for family members. A new laboratory department, an infusion center for chemotherapy, 35 new in-patient beds for a total of 134, a larger ICU, larger radiology department with a new MRI, and a new 44-bed Expansion Opened at Inland Valley Medical Center. Ms. Bradley commitment to the community is seen in many ways. She was instrumental in bringing the first forensic exam center for victims of sexual assault to south Riverside County, known as the Circle of Safe-T, which opened at Rancho Springs Medical Center in July 2002. Additionally, she serves as the Chairperson for the Board of Directors of the Boys & Girls Club of Southwest Riverside County and the Board of Directors for the Temecula Chamber of Commerce. The Temecula Valley Chamber of Commerce Launches “TVCC Business Women Advocates” This event will focus on “Simple Solutions in a StressedOut World,” and feature three successful professional women from the Temecula Valley. Eileen Fry-Bowers, JD, MS, RN, CPNP Eileen is presently Assistant Director of the Medical Simulation Center at Loma Linda University School of Medicine. As a nurse and pediatric nurse practitioner for nearly twenty years, Eileen has advocated for improvement in the health and welfare of families and children. In her current role, she works to improve the quality and safety of healthcare for all patients through education and training of all levels of healthcare providers. Eileen is a member of the Board of Directors of the American Heart Association, Western States Affiliate, Inland Empire Division, past member of the division’s Executive Leadership Team for “Go Red for Women”, current Chairperson of the AHA Inland Empire Advocacy Committee and has recently been named to the AHA California Advocacy Task Force where she serves as a voice for the Inland Empire region. Temecula Today | October 2007 pg 7 Member Events & News Chamber Supporting More Water for Businesses and Region The Chamber Prepares For 2008 Initiatives The Temecula Valley Chamber of Commerce is considering its position on three propositions that have qualified for the February Primary and November General 2008 ballots. These will be the first of what could be over 20 propositions on the ballot between February and November of next year. The Chamber will continue to highlight each proposition that impacts businesses throughout the Southwest region. The Temecula Valley Chamber of Commerce supported legislation to increase more access to water for the region at its August legislative meeting. H.R. 31 (Issa) will allow the Elsinore Valley Municipal Water District (EVMWD), working in conjunction with the Secretary of the Interior’s office, to participate in the design, planning, and construction of permanent facilities that are needed to establish recycled water distribution and waste water treatment for EVMWD’s jurisdiction. EVMWD is responsible for the areas of Lake Elsinore, the City of Canyon Lake, a portion of the City of Murrieta, unincorporated areas of the County of Riverside, and a portion of the Cleveland National Forest. EVMWD provides potable water service, wastewater treatment and disposal, and recycled water to customers within its jurisdiction “This piece of federal legislation is not only important for our neighboring areas, but for our businesses as well so they may succeed and growth can continue,” stated Alice Sullivan, President and CEO of the Chamber. “If businesses throughout our region are not able to receive enough water, it will stunt growth to the entire region,” continued Sullivan. Currently water demand throughout the region has been growing rapidly due to new development and population growth. For example, the City of Lake Elsinore is the third fastest growing city in Riverside County and the county is the second fastest growing county in the Nation. This measure eliminates General Fund borrowing of specified transportation funds, except for cash-flow purposes (repayment required within 30 days of adoption of budget) which the current law allows borrowing for three years where Governor declares transfer would cause significant negative fiscal impact on governmental functions and Legislature enacts authorizing statute. Community Colleges Funding and Governance- This measure establishes in the California State Constitution a system of independent community college districts and a statewide Board of Governors which will over see the community college system. This measure also sets community college fees at $15 per unit per semester and would limit fee increases. November 4, 2008 General Election Ballot Proposition: High-Speed Passenger Train Bond- This new measure would create the Safe, Reliable High-Speed Passenger Train Bond Act for the 21st Century. The bond would provide the issuance of $9.95 billion of bonds, which $9 billion of it would be used in conjunction with available federal funds for the planning and construction of the high-speed train system. The initial high-speed train line would link San Francisco and the Bay Area to Los Angeles with additional lines linking all of the state’s major population centers to include Sacramento, the Central Valley, the Inland Empire, Orange County, and San Diego. The entire 700-mile system would be constructed and in revenue service by 2020 with the initial line in limited service by 2008. Tribal Alliance Opposes Referendums on Gaming Agreements Lynn Valbuena. “These referendums strike at the very core of the right of tribal governments to negotiate and execute gaming compacts in good-faith with the state.” Combined and over the life of the agreements, California’s General Fund stands to receive well over $10 billion in new revenue. The importance of this new revenue stream for the general fund was also cited by tribal leaders as a reason to oppose the referendums. The Tribal Alliance of Sovereign Indian Nations (TASIN), an intergovernmental association of 14 federally recognized tribal governments throughout Southern California, announced that its members voted yesterday to oppose the referendums that would overturn agreements between four tribal governments and the State of California. The four agreements between the State of California and the Agua Caliente, Morongo, Pechanga, and Sycuan tribes were concluded by Gov. Arnold Schwarzenegger last August and approved by the Senate and Assembly earlier this year. “Our TASIN members voted to stand united with our fellow tribes in opposition to these misguided referendums,” said TASIN Chairwoman “Indian people know what it’s like to rely on government services,” added Valbuena. “The people who would be hurt the most by these referendums are those who depend on state funding.” The amended agreements require the four tribal governments to pay $9 million annually into the Revenue Sharing Trust Fund, a fund designed to benefit non-gaming tribes. This amount is more than double what the four tribes currently pay to assist non-gaming tribes. The efforts to break these agreements are funded by a labor union, a Bay Area land developer that owns two race tracks, and two tribes with casinos. We are focusing on existing events by generating extended stay opportunities for visitors from outside the area. Destination Marketing Southwest Airlines -Featured Destination Ad For the 2nd time, the CVB marketed the Temecula Valley through a Southwest Airlines 7-day website promotion. The ad showcased our feature-rich destination by highlighting special airfare rates starting at $59 one way via Ontario and San Diego International airports, discounted room rates, value-added car rentals and the many fun things to see and do in the Temecula Valley. Our first campaign in March 2007 had over 6 million people exposed to our city via the Click ‘n Save email, with 3,799 incremental passengers booking airfare and traveling by August 24th. The July 2007 campaign had over 6.2 million viewers, booking an incredible 18,204 reservations. The national average spending per person, per day is $127, so if 18,204 passengers spent the national average, that could result in $2,311,908 in direct visitor spending per day within our community. Family Travel Study - A new study by Harris Interactive commissioned by Best Western International finds that today’s family vacations are shorter yet more elaborate and expensive, involving journeys to farther--particularly exotic--locations than what most people remember from their childhood, according to a new survey. Travelers are more likely to include pets in their trips over grandparents, aunts, uncles and cousins. Eighty-eight percent of U.S. adults who take family vacations indicated that a getaway these days is different from when they were children. Instead, says The Wall Street Journal, drawing from Expedia.com’s annual Vacation Deprivation Study, many people are opting to break their vacation time into long weekends, according to researchers who track vacation patterns. Some employees are even combining their vacations with two- to three-day business trips to avoid being away from work at all. The study finds that earned vacation time often goes unused. Despite earning the least amount of annual vacation days, Americans will leave an average of 3 days unused—totaling more than 439 million in 2007. The trend has picked up as the work force has grown leaner. The Wolf Creek Fire Station is the fifth fire station to be opened and operated in the city of Temecula. Mayor Chuck Washington led the dedication and ceremony. He asked a member of his newly formed Advisory Board, retired Chief Petty Officer Michael McCracken, to see if he could get a flag that had flown over the USS Ronald Reagan to be donated to the City. McCracken got it done. The flag pole is located by the snack bar and the future site of the Can-Do Monument. There was a pledge of allegiance and the singing of the National Anthem, courtesy of the USS Ronald Reagan. After a luncheon hosted by the City, and the completion of the work session, a traditional ball game with the City was played. The outcome of that game was classified. The flag-raising ceremony was performed by Chief Selects Jaime Ochoa, Christopher L Griffin, and Fonda S. Wilson. Chief Jose Miramontes came specifically to sing the Star Spangled Banner and lead in the Pledge. Each of the Chiefs and Chief Selects received a California State Senate Certificate of Appreciation from State Senator Dennis Hollingsworth’s office. A newly coined award, the Medallion of Initiative, also was awarded by the field representative of Assembly member Kevin Jeffries. During a pause in the Certificate presentations, “Proud to be an American” was performed by Nick Roberts, 13, a Linfield Elementary School student, and his sister, Marissa, 10. Marissa sang and Nick accompanied her on the guitar. Both are students of David Reuther Vocal Studio of Murrieta. From now on, Old Glory will be seen at the flag pole, night and day.
