Regulations of Diploma Programrne as per the Curricutum-20l5 (c-1s) (With effect from th( Academic Year 2015-16) -'---- t. ESTABLISHMENT The organization called the Directorate of Technical Education, under Department of Higher Education, Government of Karnataka. 2. SHORT TITLE AND DEFINITIONS AFID COMMENCEMENT :- :A. The Regulations may be called the "Regulations of Diploma Programmes . as per.the Curriculum-Z}|5 (C-15)" of the powers conferred by under .' sub section (l) of section 7 and section 145 of the Karnataka Education Act,1983[ Karnataka Act 1 of 1995]. B. These regulations shall come in to force with effect from the academic yeat20l5-16 onwards' anything renu C. In th"r" regulations unless there: is anythins repugnant in the subjrlct or cor$ext:- 1. Department : Means the Department of Technical Education, Karnataka. I 2. Director : Means the Director of,Technical Education, Karnataka. 3. B.T.E. \ : N{eans.#onrd of Technica} Exarninations, Karnataka, Bengahxu. 4 4. Chairman : Means the chairman of the Board of Technical Examinitions.-The Director of Technical Education is the Ex-Officio --.-.ehairman of the Boaid of,Technical Ex-aminations. 5. Secretary : of Technical (Examinations), will be the Ex- Means the Secretary of the Board Examinations. The Joint Director Officio, Secretary of the Boardbf Technical Examinations. 6. Examination :- Means the examinations conducted by or on behalf of the Board of Technical Examinations. 7. Candidate : Means for the a person / student who is permitted to appear by the Board of Examinations conducted Technical Examinations. 8. Examination Centre : Means a polytechnic institution recognized by Govt. of Karnataka and affiliated to B.T.E where the Examinaiions are being conducted. 9. Academic Year: Means the date of commencement and closure of academic activities of the institution as prescribed by the Director of Technical Education every year. 10. A.I.C.T.E : Means All India Council For Technical Education, New Delhi. 3. TITLE AI\D DURATION OF THE PROGRAMMBS. 3.1 The ? programme shall be dalled the diploma programme und abbreviated as DCE / DME / DECE / DEEE / DCSE etc. 3.2 The programme duration shall be of and 3 academic years duration of 2 academic yed?s ( 4 semesters) ( 6 Ser$esters). Such semester shall-have a l6 weeks. The examinations shall be- 'eonducted by Board sf Technical the - Examination (BTE) at the end of each semester. -4 .ADMISSIONS AND ELi The candidate must be a citizen of India and should have passed Karnataka S.S.L.C or Equivalent Examination by securing not less than 35a/o marks in aggregate as per A.I.C.T.E norrns or as prescribed by A.I.C.T.E frorn time to time by Notification. Commercial Practice,(b). Apparel Design and Fabrication Technologr and (c) Modern Office Management:- The candidate must be a cit:v:en of India and should have passed Kamataka S.S.L.C or by securing not less than 35o/o marks in , or as prescribed by A.I.C.T.E from tirne to time by Equivalent Examination, aggregate Notihcation. (d). Librar,v Science & Information managemelt:- The candidate mtrst be a citizen of India and,,shuld have passed Karnataka P.U.C-2 cr Equivalent Examination by securing not less than 35Yo marks in aggregate or as prescribed by A.I.C.T.E from time to time by Notification. 6 And or Non-Engineering the candidate should have completbd at least five full also,--f.or Admission tO_ a-nlr- -Engineering programme, academic. years of study in Karnataka between I't Sta-ndard---and qualifuing examination (Study of one class for one year will be treated as one academic year). For Bvening Polvtechnic ( Part Time Diploma Programme): a) The candidate must be a citizen of India and should have passed Kamataka S.S.L.C or Equivalent Examination by securing not less than 3 s%.rnarks in aggre'g,ate. b) The candidate must be a citizen of India and should have completed at least five full academic years of study in Karnataka between 1't Standard and quali*ittg examination ( Study of one class for one year will be treated as one academic year). c) The candidate should have minimum three years of Professional Experience in respective technical field after passing Karnataka S.S.L.C or Equivalent Examination aq on the date of issue of admission t notification and a No Objection Certificate (NOC) given by the employer must be produced at the time of admission to part-time diploma course in the prescribed format. -'{; t-i} 1 I - -^ Prof,essional Experience: Meang 1) Experience earned by the caridjdate working under Govem-ment Registered Class-I -contractor (Civil or Electrieal) and*a be certified to that effect by the contractor concerned. OR 2) Employed on regular basis and presently working: a) In Government, Government Undertaking, Public Sector Undertaking, C orporations. OR b) In a private concern registered under the Directorate of Industrial and Commerce or the Directorate of Small Scale Industries. -oR --'-' c) In a Private Limited Company Registered under company's Act. OR d) In Governrnent I Government recognized Iirstitutions as Technical staff. The period of Apprenticeship Training undergone shall also be treated as Professional Experience, provided sponsored by the Board of Apprenticeship Training, Southe5n Region, Chennai. Central Apprenticeship Council). E) Institution Transfers: A student admitted in a particular institution is expected to undergo and complete the full course in the same instifution. However, in extra- ordinary circumstances, with genuine reasons, sfudents are allowed to to another institution during the i.e. in 3rd 75th semester of study. No student shall be transferred in 2d /4th l6th Semester of studies. (vi). The basis for the calculation-of the attendance shall be the period prescribed in Calendar of Events by the Departrnent of Technical Education. 6.3. The students shall be informed about their monthly attendance status by !h9 Pglytgchnic so that the'students shall be cautioned to make up the. dh.ortage. The Priniipal of thb Polytechnics shall submit the list of students who have been detained for shortage of attendance by the end of the semester to the Secretary, Board of Fxamination, Dept. of Technical Education, Bengaluru, Karnataka. 7, CONTINUOUS INTERNAL EVALUATION (CIE}: 7.1 Each cours€ (subject). of theory or practical or Project work shall have maximurn internal {ssessment marks as prescribed in the Course Assessment and Evaluation table of respective curricula. Blue books should be preserved in the institution as per the BTE nonns. 8 MINIMUM PASS MARKS: The minimum passing marks in any course (subject) of a Programme is as prescribed in the Scheme of Studies of respective programme. . g IBI TO APPEAR RULE FOR ELIGIBILITY FOR EXAMINATION AND PROMOTION TO HIGHER SEMESTER: 9.1. There shall nol be any restriction for promotion from odd semester to even semester, provided the candidate has registered his/her name for the examination for the current odd semester and has fulfilled the attendance requirement. r 9.2. A candidate is eligible for promotion from even semester to odd semester (i.e to next academic year) provided, the candidate has not failed in more than fcjirr subjects of lower semester examinations. Award of Diplonra a) First Class with Distinction A candidate shall be declared to'have Distinction" if he / passed in "First_GJass with she s€€ures not less than 75o/o of the aggregate marks in first attempt iq 5tn and 6th semesters put together. b) First Class , A candidate will be dec-lared to have passed in "First !l.us" if he / she secures not less than 60% of the aggregate marks in first attempt in 5th and 6th semesters c) put together. Second Class: All other successful candidates will be declared to have passed in "Second I I Class". . PROVISION FOR IMPROVEMENTI. 11.1 .. Surender of Resultsi The candidate has to apply for the improvement by surrendering his/her results with in 30 days after the announcement of results by paying fees and as per nonns as '-' . ll.2 prescribed by BTE. No improvement is allowed in Practical I Lab courses (subjects) or Project work or Industrial Training/Technical Tour assessment. _However, improvement is allowed in drawing course(subject). ELIGIBILITY FOR A\ilARD OF DIPLOMA: A candidate is eligible for award of Diploma Certificate if he /she fulfils the following academic regulations. i. A carididate indulging in any of the following acts in the examination hall will be considered as committed malpractice in the examination and booked for the same. (i). Possession of printed/photocopy/written materials pertaining / not pertaining to the day's examination or pertaining to the e*a-ination to the examination already appeared by the candidate in the form of book or loose sheets that have been either made use of I not used in the examination. (ii). Possession of Programmable calculators, Mobile Phones, Pagers, Organizers, Digital memory pad or any other latest-Electronic gadgets etc. with or without matters stored in them reiated to the day's examination and matters used / ngt used in the examination. , I (iii). Writing any matter, formula, definitions, sketches, pertaining / not pertaining to the day's examination, in any part of the.candidate's body, cover, wall, table, drawing board, dress, instrument box, calculator .3:; tlr question paper, hall ticket etc. and used / not used in the examination. (iv). Writing any appeal to Examiner offering money or any irrelevant matters in the answer book, attaching money in answer books and giving contact address, telephone numbers etc. t7 (v). Writing answers in main answer booklet or additional booklet outside the examination hall and passing the same to the candidate in the exdmination hall f-oi replacement or attachment. (xxii). R-efusing to give statement, refusing to receive show cause notice, absenting from enquiries, running away from examination hall when being caught for any malpractice, trying to destroy the evidences by tearing / swallowing / erasing / throwing away the bits, materials etc. (xxiii). Writing llthy / ind_ecent / vulgar words or sketching obscene figures etc in the answer booklet or additional booklets attached. (xxiv). Acts of threats, violence, cgeating disturbance inside / outside the I examination hall, preventing other candidates from entering the hall, misbehaving with the supervising staff etc. \ (xxv). Taking away with him / her the written answer booklet, without handing over the same to the R;;tfinrigilator. (xxvi). Trying to take away or damage other candidate's booklet. answer ty. - .t. (xxvii). Violating'any other rules / regulations prescribed by the BTE from time to time. '. - (xxviii). Impersonation- Arrangiryg some other person to write the examinationfor the candidate (or) attempting to write-the examination for somebody else. (xxix). Assaulting Physically dr attempting to affack any examinatian staff while being caught I booked for any malpractice. (xxx). Causing damage to examination records. (xxxi). Arranging outside persons to threaten the examination staff. (xxxii). Leaving the examination hall with the question pap€r of the day's examination before the expiry of the period prescribed by the BTE. : (xxxiii). Causing damage to-the belongings of ESamirlers, with vengeance. The candidates who are booked under any of the above mentioned malpractices will be enquired by Students' Malpractice Enquiry Committee constituted by the Board punishrnents of Technical Examinations will be awarded by the Secretary, Board Of and Technical Examinations as per the recomrfendation of the Students' Malpractice I, Enquiry Comrnittee. 16. The following are tli'e punishments that can be awarded to such -::; -t{:, students: (i). DISCREPANCIES/ PLBAS: Any Discrepancy /Pleas regarding results etc., shall be represented to the BTE within 90 (ninety) days from the date of issue of results. Thereafter, no such cases will be entertained in any manner. 18. ISSUE OF ELIGIBILITY CERTIFICATE 20. I EOUIVALENCE CERTIFICATE FOR DiPLqMA COURSES A.WARDED BY THE RECOGNISED INSTITUTIONS OF FOREIGN COUNTRIES / OTHER STATES /WITH IN KARNATAKA. The following guidelines are to be followed while issuing Eligibility equivalence certificate recognized institutions for the Diploma courses awarded by I the of foreign countries, other states and within the state. , (i). Diploma programme seeking equivalence must be recognized by the All India Council for Technical Education, New Delhi. (ii). The curriculum of diploma programme seeking equivalence must have 80o/o (Eighty Percent) course relevancy to the curriculum offered by Board of Technical Examinations, Karnataka. (iii). To seek equivalency to any Diploma programme completed :. outside Karnataka state, that programrne must be recognized by the concemed State Board of Technicat Exarninations. 21. GENERAL i.
