President and CEO of PathStone
IT IS OUR PLEASURE TO INTRODUCE YOU TO PATHSTONE
CORPORATION’S ANNUAL REPORT of our accomplishments throughout 2008.
This report captures the measurable outcomes of our complex organization. In
addition, there are thousands of intangible uncounted encounters between our
participants, staff, board members and volunteers. Relationships we have
established with community partners, our important funding sources and our
connection to advocates such as yourself serve to define the heart and soul of
PathStone. We are about the business of “Connecting You to Opportunities.”

Each year, PathStone continues to grow and expand services. Last year, we served
a total of 63,894 participants and their family members. This year, we have
served more than 68,537. The ability to deliver these critical services has been
greatly improved by decisions made by our Board of Directors to dramatically
impact the brand message of our organization. On Oct. 27, 2008, after more
than 18 months of corporate-wide focus groups, advice from consultants and
intense internal deliberations, the Board of Directors voted to change the name
of Rural Opportunities, Inc. to PathStone Corporation. We developed a brand
statement that we believe describes the purpose and vision of our organization.
We created this new brand in an effort to more effectively describe the work we
do in urban and rural communities. Our mission has not changed!
We relaunched our Web site, www.pathstone.org. This interactive participantfocused tool is becoming one of our primary resources for “Connecting You to
Opportunities.” We restructured our corporate Board of Directors to more
effectively govern the growing complexity of our organization. Participanteligible members retain majority control of the Board as required by the
PathStone bylaws. As we publish our 2008 Annual Report, we are developing
plans to celebrate our 40th year of service (1969-2009). This is a major
milestone in the proud history of our organization.
Although our name has changed throughout our history [Bureau of Program
Funding, 1969; Program Funding, Inc., 1971; Rural New York Farmworker
Opportunities, Inc., 1978; and Rural Opportunities, Inc. 1985], one thing has
remained constant: our commitment to help people help themselves. The
national economic crisis has directly impacted our participants through loss of
employment, increased cost of basic family needs of food, affordable shelter,
transportation, education and health care costs. PathStone remains committed to
continue its vital work as a beacon of hope in the midst of the crisis. We hope
you will join with us as we work in partnership to continue “Connecting You
to Opportunities.”

Adult Training and Employment
Skills assessment
PRISCILLA MARTINEZ walked into PathStone’s Fremont, Ohio, office seeking
Career exploration
food assistance. After talking with our staff, Priscilla said she wanted to learn
more about our Training & Employment Program. One of Priscilla’s biggest
barriers was that she had never held a job outside of the fields. However, she had
just obtained her GED and was interested in going to school to learn how to be
a phlebotomist. Priscilla was referred to the Vanguard-Sentinel Career Center and
enrolled in phlebotomy classes. PathStone provided her with an hourly stipend
while she attended classes full time, as well as assistance with travel expenses, a
uniform and supplies she needed to complete her clinical work at Fremont
Memorial Hospital. After receiving a certificate for completing the program,
Priscilla continued working at Fremont Memorial Hospital, where she is now
making $10.80 per hour.

PRISCILLA MARTÍNEZ
caminó hasta la oficina de Fremont, Ohio, de PathStone buscando
asistencia para la comida. Después de hablar con nuestro personal, Priscilla dijo que ella deseaba
aprender más respecto a nuestro Programa de Adiestramiento & Empleo. Una de las barreras más
grandes para Priscilla fue que ella nunca había tenido un empleo fuera de los campos. Sin embargo,
ella había obtenido su GED recientemente y estaba interesada en asistir a la escuela para aprender
a ser una flebotomista. Priscilla fue enviada al Vanguard-Sentinel Career Center y se matriculó en

Child and Family Development
HEIDI SALAZAR-DIAZ has been with PathStone’s Migrant Head Start Program
in Pennsylvania since she was a toddler. We have watched her grow into a
beautiful, intelligent young girl. Her winning smile has captured all of us. Heidi
was very eager to learn and loved to come to school, always participating
graciously in any activities her teachers would give her. While at school, she
enjoyed painting and helping others. When she grows up, she wants to be a “star
or rainbow in the sky!” We think that means she has big plans for herself, and we
have no doubt she will succeed in whatever she decides to do. Since our last
season has ended, Heidi’s mother enrolled her in kindergarten. Upon registration
and testing, the school discovered that Heidi is far more advanced than other
children her age and entered
her directly into first grade.
Everyone is so proud of this
achievement because if it
were not for her years in
PathStone’s Migrant Head
Start Program, Heidi may
not have achieved such
success. Not only has Heidi
learned English with our
program, but she gained all
of the knowledge needed to
jump ahead a grade. This is
only the beginning for Heidi.
With her outgoing
personality, eagerness to
learn and hard work, she will
be that star in the sky.

HEIDI SALAZAR-DÍAZ ha estado con el Programa de Head Start para Emigrantes de PathStone

colocaron directamente en el primer grado. Todos están muy orgullosos de este logro porque de no haber
estado esos años en el Programa Head Start para Emigrantes de PathStone, es probable que Heidi no
hubiese tenido tanto éxito. No solamente Heidi aprendió inglés en nuestro programa, sino que adquirió
todo el conocimiento necesario para saltar un grado. Esto es solamente el comienzo para Heidi. Con su
personalidad extrovertida, deseo de aprender y trabajo arduo, ella será una estrella en el cielo.

EVELYER MENDOZA was referred to PathStone by the Berks County Probation
Office in Pennsylvania for Job Readiness Training. Evelyer started the training
without a lot of confidence, but after some counseling his behavior began to
change. He began to realize that he had the ability to make better choices and
worked hard toward his goal of obtaining a job. Evelyer found a position as a
mail sorter and began a new chapter in his life, earning the right to be released
and sent home. After two months on the job, Evelyer was laid off due to harsh
economic times. Not one to be deterred, he contacted PathStone for assistance
with a new job search. Within a week, he went to work for AutoZone. Evelyer is
now enrolled in the company’s assistant manager program and Reading Area
Community College’s Business Administration program. Evelyer is thankful to
PathStone for helping him achieve his goals and teaching him how to make
better choices to become self-sufficient.

EVELYER MENDOZA fue enviado a PathStone por la Oficina de Probatoria del Condado de
Berks en Pennsylvania para adiestramiento para aprestarse para el trabajo. Evelyer comenzó el
adiestramiento sin mucha confianza, pero luego de un poco de consejería su conducta empezó a
cambiar. Él comenzó a realizar que tenía la capacidad para hacer mejores decisiones y trabajó duro
hacia su meta de obtener un trabajo. Evelyer encontró un puesto como clasificador de cartas y
comenzó un nuevo capítulo en su vida, ganando el derecho de ser puesto en libertad y de ser enviado
a casa. Luego de dos meses en el trabajo, Evelyer fue despedido debido a los tiempos económicos
difíciles. Sin estar desanimado él se comunicó con PathStone pidiendo ayuda para buscar un nuevo
trabajo. Dentro de una semana él fue a trabajar para AutoZone. Ahora Evelyer está registrado en
el programa para ayudante del gerente de la compañía y en el programa de Administración de
Negocio en el Reading Area Community College. Evelyer está agradecido de PathStone por
ayudarle a lograr sus metas y enseñarle a tomar mejores decisiones para llegar a ser independiente.

CARMEN SANTIAGO RODRÍGUEZ
came to PathStone because she did not feel
safe in her home. After evaluating her situation, PathStone provided Carmen
with the first month’s rent and deposit on a new apartment so she could live in a
safer environment. Born into a family where food was their business, Carmen was
interested in taking a course in making pastries in the region of Orocovis in
Puerto Rico. She was referred to another PathStone service to receive this
training. A month after first approaching PathStone about living in a safer
environment and after taking advantage of other PathStone services, Carmen
now has a full-time job and is planning to open her own business.

CARMEN SANTIAGO RODRÍGUEZ llegó a PathStone porque no se sintió segura en su casa.
Luego de evaluar su situación, PathStone proveyó a Carmen dinero para el pago del alquiler del
primer mes y el depósito para un nuevo apartamento para que pudiera vivir en un ambiente más
seguro. Nacida en una familia donde había un negocio de comida, Carmen estaba interesada en
tomar un curso para hacer pastelitos dulces en la región de Orocovis, Puerto Rico. Ella fue
enviada a otro servicio de PathStone para recibir adiestramiento. Un mes después de acercarse a
PathStone por la primera vez para vivir en un ambiente más seguro y luego de aprovecharse de
otros servicios de PathStone, Carmen tiene ahora un trabajo de tiempo completo y tiene planes de
abrir su propio negocio.

WENDY WARE had to face many challenges while growing up. Losing her
mother at the age of 3 and her aunt at the age of 12, Wendy and her two
younger sisters had to live in foster homes. After graduating from high school in
in Rochester, N.Y., in 1973, she became the first black person and the first
woman to work in Kodak’s Bldg. 25. At the age of 40, Wendy had a stroke. She
moved into Andrews Terrace in 1993. “When I first moved in here, the
maintenance was not too bad, but the building wasn’t really accessible.” Now,
with the help from PathStone, Wendy says her apartment is very accessible and
the renovations to her home only took seven days. Having more safety
precautions also makes Wendy feel more relaxed in her home. The renovations of
Andrews Terrace allow present and future residents to experience the new
services and luxuries of the apartment complex.

WENDY WARE se enfrentó a muchos retos cuando se criaba.
La pérdida de su madre cuando
tenía tres años y a su tía a los 12, hizo que Wendy y sus dos hermanas menores tuvieran que vivir
en hogares de crianza. Después de graduarse de escuela secundaria en Rochester, N.Y., en el 1973,
ella llegó a ser la primera persona negra y la primera mujer que trabajó en el edificio #25 de
Kodak. A la edad de 40, Wendy sufrió un ataque cerebral. Ella se mudó a Andrews Terrace en el
1993. “Cuando me mudé aquí, el mantenimiento no era muy malo, pero el edificio no era
realmente accesible.” Ahora, con la ayuda de PathStone, Wendy dice que su apartamento es muy
accesible y las renovaciones de su hogar solamente tomaron siete días. El tener más precauciones de

Housing Programs
RANDY AND LIZ TAUSCHER could only dream about owning a home. Due to a
work-related injury, Randy has difficulty walking, especially up and down stairs.
So, for 22 years, the Tauschers lived in a two-bedroom apartment that made it
easy for Randy to move around. But they wanted more for their daughters,
Cathaline, 21, and Caitlin, 11; and dog, Lady. The Tauschers were amazed when
they learned that with the help of PathStone’s Homeownership Program they
could qualify for a USDA-subsidized mortgage and an Acquisition Rehabilitation Grant from New York State Affordable Housing Corporation to make
repairs and renovations to accommodate Randy’s disability. Today, the Tauschers
are living their dream in a 2,400-square-foot home in Clifton Springs, N.Y. The
home even has a master bedroom and bathroom on the first floor and a backyard
deck with railings.

RANDY Y LIZ TAUSCHER

When IVETTE MUÑOZ of Poughkeepsie, N.Y., found PathStone’s Family SelfSufficiency Program, she was attending college in hopes of becoming a school
teacher. However, she had many challenges, including a lack of reliable
transportation, affordable child care and a low income, all of which she needed
to overcome in order to achieve her dream. With PathStone’s help, Ivette
persevered, and within four years finished not only her bachelor’s degree, but also
her master’s degree. Today, Ivette is a high school English teacher. And her desire
to help “inner-city kids realize their fullest potential” was finally realized.

At 74 years young, FRANKLIN HARRISON lives life to the fullest. Since 1990,
he has resided at PathStone’s Andrews Terrace in Rochester, N.Y. When his
neighbors need a ride, they call Franklin. Franklin enjoys transporting folks
around town and even does the grocery shopping for neighbors who need his
help. Franklin takes people to doctor’s appointments and picks up their
prescriptions. He also drives people to visit their loved ones in nursing homes
and hospitals. In addition, Franklin monitors his neighbors by calling on several
folks each day just to make sure they are OK. Andrews Terrace just wouldn’t be
the same without Franklin.

EMANUEL CARRABALLO is a young man who lives in Yauco, a small, rural
community in Puerto Rico. His goal as a PathStone Farmworker Youth
participant in 2004 was to establish his own business so he could help support
his family and better himself economically. After graduating from high school,
Emanuel took the barber shop course at the Universidad Del Este in Yauco. He
also enrolled in PathStone’s Microenterprise Assistance Program. After
developing a business plan, he submitted it to The PathStone Enterprise Center
and was approved for a start-up loan at a low-interest rate. His barber shop in
Rio Prieto de Yauco has been established now for four years. Emanuel has been
able to dramatically change his economic status and help his family prosper. He
says that PathStone made it possible for him to own his own business.

EMANUEL CARABALLO
es un hombre joven que vive en Yauco, una comunidad rural
pequeña en Puerto Rico. Su meta como participante de Joven Trabajador Agrícola (Farmworker
Youth) de PathStone en el 2004 era establecer su propio negocio para ayudar a apoyar a su
familia y mejorar económicamente él mismo. Luego de graduarse de la escuela secundaria,
Emanuel tomó el curso de barbería en la Universidad del Este en Yauco. También se matriculó en
el Programa de Ayuda para Microempresa de PathStone. Luego de desarrollar un plan de negocio,
lo sometió al Centro de Empresas de PathStone y consiguió la aprobación de un préstamo de
comienzo (start-up loan) con un tipo de interés bajo. Ahora hace cuatro años que estableció su
barbería en Rio Prieto de Yauco. Emanuel pudo cambiar dramáticamente su status económico y
ayudar a su familia a prosperar. Él dice que PathStone le hizo posible tener su propio negocio.

Battling health issues, ROLAND COOK AND HIS FIANCÉ, TERESA , who was 6
months pregnant, had lost their apartment and found themselves homeless.
Wanting something better than city life, they went to Albion, N.Y., where they
found themselves living in a tent behind a farmhouse whose owners hadn’t moved
in yet. On rainy days or nights, they would stay in abandoned houses or under a
bridge, which is where a representative of the Orleans County Department of
Social Services found
them and introduced
them to PathStone.

find PathStone’s
VISIONS
Transitional
Housing Program, a
solution to their
housing dilemma.
When they had
asked for help from
other agencies, the
couple was told they would have to split up, which was not an option for them.
Roland credited the staff at VISIONS with giving him confidence. Now
married, the couple has welcomed the arrival of their son, Micheal Danial J.
Cook, and are living in other PathStone-owned housing. Roland said he looks
forward to utilizing more PathStone programs to help him “build a foundation
for a life.”

Luchando con asuntos de salud, ROLAND COOK Y SU NOVIA, TERESA , que tenía 6
meses de embarazo, habían perdido su apartamento y estaban sin hogar. Ya que querían algo mejor
que la vida en la ciudad, ellos fuero a Albion, N.Y., donde ellos vivieron en una caseta detrás de
una casa de hacienda, cuyos propietarios aun no se habían mudado. En días o noches de lluvia, ellos
se quedaron en casas abandonadas o debajo de un puente y allí fue donde un representante del
Departamento de Servicios Sociales del Condado de Orleans les encontró y les presentó a PathStone.
Roland recuerda cuan contentos ellos estaban por encontrar el Programa de Vivienda Transicional
VISIONS de PathStone, una solución para su dilema de vivienda. Cuando ellos habían pedido
ayuda de otras agencias, le dijeron que ellos tenían que separarse, que no era una opción para ellos.
Según Roland, fue el personal de VISIONS que le dio confianza. Ahora casados, la pareja dio la
bienvenida a su hijo, Micheal Danial J. Cook, y está viviendo en otra vivienda, propiedad de
