The Group is a private family owned business with origins in the UK
dating back to the 1880s. Operating across the world and having
executed projects in over 50 countries; the company has achieved
a level of global penetration unrivalled by any other fabricator.
The Group employs over 1,800 skilled staff and a universal reach
means projects are successfully delivered 24 hours a day, 7 days
a week.
William Hare Limited is the major operating subsidiary of the
Group, The company is primarily involved in the supply of structural
steelwork to the local market in the United Kingdom, as well as
delivering around the world. William Hare Limited is based in Bury,
Greater Manchester and operates facilities in Bury, Scarborough,
Wigan, Wetherby, Grantham and London within the UK. Overseas
the Group has operating facilities in the United Arab Emirates and
offices in India, Singapore, Korea and the Philippines as well as
appropriate local project offices to cater for the individual needs of
each project.
WHG has a solid financial base with an annual turnover of
approximately £190 million ($280m). The business is profitable
and has a net asset value of £60 million ($90m). The company
can undertake and finance projects of up to £100 million ($150m)

from the full utilisation of CNC and robotic machinery to produce
and mark up each component with the minimum of human
intervention. The Hare Station EDM System was developed
in-house and is used for the accurate fit up and checking of all
complex assemblies.
Full material traceability based on unique marking is offered as the
default proposition for all projects with bar code marking used to
track all assemblies through the production process. Services can
be further extended to include full weld traceability as per project
requirements.
All staff are trained to the highest levels to ensure high quality
output at all times. For example, all welders are fully certified to
the relevant international standards and are evaluated at regular
intervals to ensure that the required levels of proficiency are
always maintained.
The William Hare production capabilities are supported by the
Cellbeam subsidiary which fabricates the full range of Fabsec
cellular beams and bespoke products at Wetherby, UK, and Dubai,
UAE. The Richard Lees Decking subsidiary undertakes its own
composite metal floor decking supply. The Cellshield subsidiary
offers its lightweight edge protection system.

In the year ended 31 December 2014 the company generated approximately £190 million
($280m) of revenue from its UK and overseas facilities.
The family owned company has a strong balance sheet with net
assets in excess of £60 million ($90m) and no net debt.
The board of the William Hare Group firmly believes that the
company is well placed to take advantage of the recent economic
recovery in both the UK and overseas markets, whilst also targeting
operational improvements and efficiencies.
18
In the UK the Group is supported with bank facilities from Lloyds
Banking Group, and surety facilities long-term from four of the
largest providers, to a combined value in excess of £100 million
($150m). The businesses in Abu Dhabi and Dubai are supported

PROJECT
MANAGEMENT
William Hare’s project management
teams have a depth of experience
across all sectors and industries,
and an intimate knowledge of the
challenges of steel construction.
Each project benefits from the appointment of a Project
Sponsor at Director Level with ultimate authority for the
delivery of the project. This provides the client with the
comfort of a single point of contact. At all times the Project
Sponsor will keep in mind the objectives from the client’s
perspective. The family owned, hands-on managed nature
of the business results in a strongly connected organisation
and a high sense of ownership which is responsive to the
client’s needs at all levels.
The detail of each project is established with the
preparation of a Project Execution Plan (PEP) by the
assigned Project Team. The further review of this by
multi-functional peer teams ensures that a robust plan is
in place for each project right from the outset.
All Project Managers work within a framework of
detailed procedures with a strong process for change
management, which nevertheless provides scope for
individual free thought and the flexibility to respond to
the specific needs of the client. The in-house Hare Data
System (HDS) provides real time tracking at all key
stages throughout the process. Continual monitoring of
the actual status against the PEP ensures the successful
delivery in terms of safety, programme, quality and cost
every time.

ENGINEERING
DESIGN &
DETAILING
William Hare’s business approach is to work as part of an integrated Engineering Team
with its clients. This, together with its ability to work with conceptual information, helps
to ensure an optimum design solution with clarity and certainty of detail that greatly
enhances efficiency, project delivery and cost certainty.
It is with these objectives in mind that the Group sustains a
technically excellent in-house engineering resource which is
one of the largest engineering resources of any steel fabricator
worldwide. Engineers can be deployed to any location in the world
to facilitate face-to-face design development and information
harvesting to overcome technical challenges. Formal model signoff meetings with all participants prior to commencing fabrication
ensures full coordination with other parties / sub-trades, providing
effective change management, avoiding unnecessary retrofit and
mitigating the risk of delays or disputes down the line.
The success of William Hare’s approach was ably demonstrated
by the Air W1 (Quadrant 3) development in London. This complex
refurbishment project of 3,000 tonnes was completed without a
single clash occurring between the service holes and the M&E
plant which is unprecedented for a project of this size. Overall the
project was delivered four months early and 20% under budget,
with Hare’s use of BIM technology being recognised as a major
factor in this. The project was widely recognised, winning the both
the 2013 Structural Steel Design Awards & Best Practice Award in
the 2012 British Construction Industry Awards.
Group engineering resources comprise over 350 technical staff
spread across the four core operating centres of Bury, Abu Dhabi,
Chennai and Manila. They provide a fully computerised design and
detailing service that is directly linked to the production centres,
providing a seamless transition from CAD to the shop floor.
Key areas of technical expertise include the following:
Care is always taken to value engineer all projects in conjunction
with the client so as to expedite and manufacture them more
efficiently in the best interests of the overall project.
William Hare is a leading user of collaborative Building Information
Modelling (BIM) techniques in which the steel frame is considered
as a part of the whole construction scope. Invariably the client input
model is used as the starting point, and effective use of modelling
protocols ensures that the information can be fed back into the
client master model. These capabilities have further extended
to other areas of the business via the use of ‘4-D’ time-specific
parameters which can be used to monitor the state of progress
of both shop fabrication and site construction, with VDC (Virtual
Design and Construction) being used to manage the interaction
with other trades.

SUPPLY CHAIN
The reputation of the William Hare Group
is built upon its proven project delivery
performance and inherent flexibility which
ensures the company can respond to
clients’ changing requirements.
The company has a developed global supply chain which supports
successful project delivery and execution worldwide. Preferred
supplier agreements are in place for steel, bolts, paint and other
major bought in items. The benefits to the client include security
of supply, shorter lead times, improved cost performance and
assured compliance with all quality, safety and environmental
requirements.
The in-house HDS system is fundamental to managing the supply
chain, and systems have been integrated with those of key
suppliers.
Mutual investment and co-operation on new product development,
together with the introduction of improved working practices,
recognises that the company is not only in direct competition with
other steel fabricators but that the steel industry as a whole must
continue to innovate to remain competitive against other forms of
construction.
Some of the key partnerships that the company has entered into
include:
• Development of new paint products to provide more cost
effective solutions for the fire protection of buildings
• Further development of Building Information Modelling
(BIM) to include sub-trades such as cladding and floor
grating resulting in faster, error free delivery of these
products
• Development of off-site cutting of floor decking to speed
up on-site activity and further reduce environmental
impact and improve safety
For large international projects, the company also embraces
local supply initiatives. For example, during a project executed
in West Africa, local fabricators benefited from the company’s
support. Such arrangements represent a win-win for both the local
community and the client who benefits from a local resource which
is able to respond quickly to any changes to the project.

PRODUCTION
William Hare’s production facilities provide the very latest manufacturing technology for
fast-flow production with more traditional fabrication skills. These capabilities allow the
Group to offer anything from mass produced components at highly competitive rates to
complex bespoke fabrications of extreme size, shape or weight.
The production facilities make use of the latest plant equipment,
including high speed drill lines, plasma cutters and automated
layout marking PeddiWriters to efficiently produce each component
with the minimum of human intervention. Plant is driven via
Raptor software which reads its data directly from the Tekla 3D
CAD model. This approach greatly streamlines the process flow
in comparison to traditional approaches and ensures that revision
control is more carefully managed.
A system of bar codes is used to track all individual items through
all stages of the production process. Full material traceability
is offered as default for all projects regardless of the client’s
specification requirements. This extends from the initial supply
and allocation of material, and continues through all manufacturing
processes to the final inspection of the completed steelwork.
Records are maintained via the Workshop Operational System
(WOS) module of HDS.
All items are assembled to the highest quality levels by a workforce
that has been fully trained in its respective areas of expertise. In
the case of larger, more complex components, survey equipment
linked to 3-D model provides the means to accurately complete
each assembly via a virtual trial erection so that all items can be
delivered to site with a high degree of confidence.
All output produced by William Hare is certified to the highest levels
of quality. In addition to its pre-existing ISO 9001 certification, the
company was the first UK fabricator to achieve a certified Factory
Production Control (FPC) system in line with BS EN 1090-1 for
European CE Marking. Both UK and UAE regional centres can
undertake projects in line with CE Marking Execution Class 4,
ensuring they can deliver to the highest standards of fabrication as
required for safety critical projects such as nuclear developments,
stadiums or structures located in seismically active areas.

TREATMENT
William Hare’s treatment facilities cater
to the growing need in the market for
specialist painting systems including
intumescent fire retardant coatings,
highly durable epoxy systems and
decorative finishes for architecturally
exposed elements.
Led from the dedicated paint facility at Grantham, all William
Hare paint facilities have been equipped with automatic roller
conveyor shot blasting machines, supplemented by manual
blasting facilities. The resulting quality of the shot blasted
steel regularly exceeds the requirements of ISO 8501-1: 2007
standard SA 2½.
William Hare are members of the Industrial Coatings Applicator
Training Scheme (ICATS) and all William Hare painters are
ICATS trained and certified. The company is also accredited to
the National Highways Scheme Sector 19A.
All operations are conducted under an Environmental Permit
in which the company reports its ‘Mass Balance’ back to the
local authority. Initiatives such as solvent reclaim from paint
and thinners ensure that actual performance is driven below
the target levels. All treatment specifications are reviewed both
for technical compatibility and to minimise Volatile Organic
Compound (VOC) emissions to acceptable levels.
GLOBAL LEADER IN ENGINEERED STEEL SOLUTIONS
The range of coating systems applied varies from simple single
coat primer systems to multi-coat systems involving different
paint products. Conventional paint products are applied using
the latest airless spray pumps that can apply high performance
coatings to suit any environment. The application of
intumescent coatings is done via twin post ram high pressure
airless units. All treatment facilities include extensive laydown
areas in which curing times between coats and/or final delivery
can be closely managed.
Final inspections are carried out by both William Hare QA staff
and independent auditors. All facilities are equipped with the
latest inspection and monitoring equipment to ensure that the
necessary wet and dry film thicknesses have been achieved
and that all finishes are of the required consistency, durability
and visual appearance.
In cases where the steel has to be galvanized, William Hare
nominates a preferred galvanizing sub-contractor with a proven
track record to undertake this work. Services can be further
supplemented through the use of approved sub-contractors
to include concrete encasement and the application of
cementitious products.
23
CONSTRUCTION
William Hare was originally founded in
the 1880s as an erection company and
has gained extensive experience in site
construction all over the world. It has
a core of directly employed site labour
wholly allocated to erection activities,
supplemented by specifically chosen and
vetted specialist installation supply chain
partners.
Within the Construction Department, emphasis is placed on
detailed planning of erection schedules and preparation of method
statements and health and safety risk assessments. Performance
is monitored by the site management on a real time basis to
ensure maintenance of the prime objectives - to erect safely, on
time and within budget. This retains the flexibility to incorporate
design changes and modifications that inevitably result from fasttrack construction programmes.
All site teams have direct access to the latest project data and
drawings online resulting in efficient erection in which daily progress
is monitored via the HDS system and 4-D model visualisation.
The company facilitates the installation and integration of plant and
mechanical equipment associated with the erection of steelwork
as the programme proceeds. William Hare also has particular
experience in modular construction whereby structural units are
built complete with the incorporation of ancillary equipment.
Construction teams constantly work alongside other contractors of
varying trades and are experienced in facing challenging conditions,
for example, alongside live plant, during night-time possession on
railways, airside at major airports, on high rise structures and on
congested inner-city sites. WHG are also especially highly skilled
in working within the special site measures associated with nuclear
and defence projects.
The company has extensive experience of working internationally.
Projects have been carried out in geographically and climatically
diverse locations.
Site labour for these projects is provided either by direct hire or
using local sub-contractors. In both cases, the site based project
management team, including supervision, is staffed by William
Hare’s own employees with appropriate training / certification in
a wide array of standards including CSCS, CCNSG, IOSH, CITB
and NEBOSH.

QUALITY
ASSURANCE
The company’s vision for quality is clearly
stated by David Hodgkiss, CEO: “To
exceed the client’s expectations in all
aspects – each and every time”. This vision
is fundamental to William Hare’s business
culture and the most critical relationship
within William Hare’s business is the one
between the company and the client.
William Hare’s commitment to Total Quality Management (TQM)
and lean methodologies is a reflection of its overall corporate
commitment and culture in which quality is placed on an equal
level to safety and there is a continual organisation wide drive to
deliver high-quality products and services to all customers.
It is a vision which involves the full commitment of all personnel,
led by all senior management. Quality is defined by customers’
requirements and all senior managers have direct responsibility
for quality improvement throughout the business. Any corrections
are recorded via the Non Conformance Reporting (NCR) module
of HDS and the data from this is used to identify the key work
processes which need strengthening and streamlining. Each
department has its own Key Performance Indicators (KPI) which
are further used to measure the success of the improvement
objectives.
The success of this commitment is demonstrated by the array of
internationally recognised quality and manufacturing competency
standards in which the company has been certified. William Hare
was in fact the first UK based steel fabricator to achieve a certified
Factory Production Control (FPC) system in accordance with
European CE Marking and one of the first to achieve the same in
the Gulf region. The full range of certifications includes:

HEALTH & SAFETY
William Hare recognises that health and safety is at the core of
its responsibilities. It is committed to being an industry leader and
seeks to deliver all phases of its projects in a safe manner.
The company’s philosophy towards health
and safety is clearly spelt out for all to
follow: “Nothing that we do is so important
that we cannot take the time to do it safely.”
All William Hare manufacturing facilities and project sites are
certified to BS OHSAS 18001: 2007 for Occupational Health and
Safety Management. The company’s positive contribution to site
safety has been recognised in the form of many awards from the
ECIA and the British Safety Council as well as by individual clients.
A positive safety culture is promoted through a set of values
and beliefs that underpin the company’s efforts for continuous
improvement in health and safety. This is built on firm leadership
and communication with the staff at all levels, the existence of a
learning culture and a constant drive to manage risk.
All projects are planned and managed in line with the Construction
(Design & Management) Regulations 2007, ensuring the highest
levels of compliance for export projects even when the local
national standards are less stringent.
The company continually monitors its Accident Frequency Rate
(AFR) via RIDDOR and is proud that its recent AFR of 0.04 is
significantly below the industry average of 0.4 as reported via the
BCSA. Major projects, such as the 8,000 tonne EMAL Phase 2
Expansion in Abu Dhabi, have been completed without a single
Lost Time Injury (LTI).
The company has been innovative in developing products and
technical solutions such as Celltrack MEWP Frames and the Hare
Trailer Edge Protection System which have directly enhanced site
safety and reduced accident rates. It’s most recent development
has been the lightweight Cellshield edge protection system, which
is fully compliant with BS EN 13774:2013 (Class A) at all stages of
the construction process.
A detailed project safety review meeting is held before each and
every project and risks are explored thoroughly and controlled.
Findings are recorded on the hazard register in line with the ERIC
principle (Eliminate, Reduce, and Inform & Control).

ENVIRONMENTAL
SUSTAINABILITY
William Hare is committed to achieving the best possible
environmental performance throughout its activities.
A successful, long-term business strategy involves the
recognition that its operations have an effect on the local,
regional and global environments. The directors and
management are committed to continuous improvements in
environmental performance and the prevention of waste and
pollution at all levels of the business.
All the main operating facilities and construction sites have
been certified to BS EN 14001: 2004 for Environmental

under BES 6001 Responsible Sourcing of Construction
Products. In order to achieve this William Hare had to
demonstrate that the raw materials and constituent products
within its supply chain had been responsibly sourced in line
with governmental policies for a lower carbon future.
The company was the first steelwork contractor to have
achieved certification in the ISO 14064/1 accredited CEMARS
(Carbon Emissions Measurement and Reduction Scheme)
standard by the Achilles Carbon Reduction programme,
demonstrating William Hare’s commitment to measuring,
managing and reducing greenhouse gas emissions.
The company is also a Gold Standard member of the BCSA’s
Steel Construction Sustainability Charter and is required
under this to report its carbon footprint.
Examples include Media City in Greater Manchester, UK,

Communities methodology, and the Al Bahr Towers in Abu
Dhabi, UAE, which achieved LEED Silver Status, as well as
the 2012 Innovation Award from the Council on Tall Buildings
and Urban Habitat (CTBUH).
Some of the many initiatives that have been implemented to
date include:
• Maximised use of off-site production facilities to reduce noise and waste on construction sites
• LED Lighting in facilities, giving large carbon reducing returns handling, along with energy and cost savings
• Long-term partnership so that all scrap metals resulting from production are recycled back into the steelmaking industry
• Office waste is professionally sorted and recycled
wherever possible and with the remainder being
supplied into the UK waste-to-energy sector.
• All timber dunnage is sourced from FSC certified, sustainable forests and returned to the facilities for re-use
• Implementation of energy management systems and air leakage detection in all UK production facilities
This commitment to sustainability has enabled William Hare to
contribute to a number of award-winning sustainable building
projects under the BREEAM and LEED rating systems.
