Swift Response is a joint, multinational exercise designed to train the U.S. global response force alongside high-readiness forces from Belgium, France, Germany, Italy, the Netherlands, Poland, Portugal, Spain and the United Kingdom. “This exercise is the premier military crisis response training event for multinational airborne forces,” said Col. Brandon Hileman, 86th Airlift Wing vice commander. “It allows us the opportunity to train like we fight and practice with allies and multiple U.S. Army and Air Force units. During Swift Response 16, all units will be working together to enable multiple simultaneous airborne operations.” Training opportunities such as Swift Response enable allied nations to strengthen partnerships and practice interoperability for real-world emergencies. “It enables us to think and fight as See NATO, Page 2 Ramstein enacts first dorm-of-the-quarter inspection Summer safety: Reduce risks during trips by ensuring rest and preparation for contingencies. They pick the best dorms out of those three areas, as well as inspect a room chosen by the dorm councils. A day or two later, the command chiefs come out and look at the dorms that were chosen. Clay Lancaster 86th Airlift Wing Public Affairs Trust is the most valuable currency an officer can earn. It’s a medium of exchange that never devalues and one a leader cannot afford to be without. The mission will always continue, but to earn the trust of those around you is what this business is all about. It’s an intangible that cannot be measured, yet minimizes risk and maximizes mission effectiveness. I pulled my Trapper Keeper out three years ago and wrote two goals down during my first week at Ramstein: to have my team want to work with me again and to thrive, not survive, at Ramstein. The former is, yet again, an intangible that cannot be measured. I’m writing this commentary today to say the latter was a success due to some amazing NCOs, Airmen and German local national employees — my team. When I first arrived at Ramstein, there was a common saying being thrown around and I’m certain those reading this have heard it: “All you have to do is survive Ramstein, and the rest of your career will be a cakewalk.” I never subscribed to that saying, and looking back on it, this message was a terrible way to start my first assignment as an officer. I never wanted to “just survive” here or anywhere. I wanted to thrive and exceed expectations. I wanted my team to thrive and exceed expectations. If you’re reading this and you’re the type who likes to tread water and just survive, I encourage you to do some reflecting and reevaluate whether you are in the right business. The Air Force deserves better, and you owe it to your Airmen to start swimming, not treading, with a heading and objective in mind. What I learned in the three years here is we are in the business of people. We are in the profession of arms, and the mission is a byproduct or result. But caring for the team is where the rubber meets the road. I didn’t always take care of my team here, but I learned from those mistakes. I learned from those mistakes because I had a team that cared about me and NCOs and mentors who sat me down and showed me the way. I also learned my team was always there to pick me up and never let me fail; for that I’m grateful and thankful. A leader’s job is to not have all the answers. A leader’s job is to build and maintain the strongest team possible to sup- port the mission and commanders. A leader’s job is to create an atmosphere which welcomes discussion and dialogue where your Airmen feel comfortable enough to engage and dissent. These are not traits that were taught at my commissioning source, and I did not show up to Ramstein with these in my tool chest. Again, my team showed me the way. What I learned here is how to care more about Airmen and make my business people, not mission. My message and charge to those reading this is as follows: First, thank you, and I would work with each and every one of you again if given the opportunity; second is be yourself and keep doing what you all have been doing for three years, which is continuing to be phenomenal Airmen; and finally, never tread water or “just survive,” because you all are better than that. I’ll leave you with a quote from Air Force Chief of Staff Gen. Mark A. Welsh III in 2013 during U.S. Air Forces in Europe and Air Forces Africa’s assumption of command: “Airpower, like mustard on a bratwurst!” You all epitomized airpower during my time here, and you will all be missed. I trust you all. Tschuess! the European theater to deter and prevent conflicts rapidly. “Ramstein has served as a staging base for previous Swift Response exercises, so our team is very aware, prepared and able to support Swift Response 16,” Hileman continued. “This year, we will continue that, in addition to hosting allied aircraft as well. We will also have 86th Airlift Wing aircraft participating this year, contributing to the successful movement of airborne operations.” Airman 1st Class Barry Bailey, 130th Airlift Wing crew chief, said he thinks Swift Response will not only be an exhilarating experience but also an effective way of bringing Airmen from all over together to train. “I’m really excited to participate,” Bailey said. “This is my first time flying, so I’m looking forward to this experience. I think it’s important because it’s a learning experience, especially for all of the newer people like me. It’s a unique opportunity because we’ll be able to train in a way we wouldn’t be able to back home.” Hileman stated that the combined capabilities allied nations have are crucial to success during training and real-world situations. “Today’s challenges cannot be confronted alone,” Hileman said. “Exercises like this allow us the opportunity to connect in all manners to create stronger, more capable forces to ensure European and global security. The theme of this year’s event was “international day of prayer,” which draws from its historical roots that date back to 1953 when members of the Senate and House recognized the importance of the spiritual foundation upon which the nation was built. The first presidential prayer breakfast took place under Dwight D. Eisenhower and soon became an annual event called the National Prayer Breakfast that spread through local communities and military units. Nearly 100 participants from the KMC attended the breakfast that included Gen. Frank Gorenc, U.S. Air Forces in Europe and Air Forces Africa commander, as one of the event’s key speakers. He spoke about faith and how hope has had a critical impact on his life and Air Force career. “I don’t think faith is a future topic. inspection, from page 1 During the inspection, the judges take every little thing into consideration. For Ramstein’s first dorm-of-the-quarter award, the first-place dorm building received a $1,000 budget and the second place winners earned $500 to go toward whatever the residents agree upon to maintain or better their living quarters. “In the end, people who have faith have hope, and people who have hope are resilient,” Gorenc said. “We are a very diverse crowd. We have faith in many different things. It doesn’t matter what you have faith in, as long as you have faith in something. Because without faith, you can’t develop hope. Without hope, when life becomes awful, how are you going to react?” One way Airmen are encouraged to prepare themselves for anything and 86th CES ADL, said the Airmen and volunteers took great pride in bringing their building from an infrastructure to a home away from home. “Even though the building I was in charge of is the newest, I think all of the Airmen understood that they are ambassadors for the entire (base) because the dorm is in a high-visibility location,” Fields said. “We have a lot of visitors, and they know that if whoever is visiting likes something, they may be more inclined to push it out for the rest of the dorms. They all understood that this was bigger than just them winning. It affects the entire campus.” Airman 1st Class Christopher Herring, 86th Medical Support Squadron medical logistics journeyman and dorm vice president, said it was great to see everyone come together, and they’re talking about improvements they can make in the future to win again. Airmen from both the firstand second-place dorms will be able to choose what to do with their winnings. “We’re talking a lot about maintain balance in their lives is with Comprehensive Airman Fitness. “(Taking care of our spiritual needs) is something we should be concentrating on, on a daily basis,” said Brig. Gen. Jon T. Thomas, 86th Airlift Wing commander. “We talk about Comprehensive Airman Fitness. Here in USAFE we call it the RUFIT program. I want to take this opportunity to remind everybody that there are four pillars to that — physical, social, mental, and then the fourth pillar is spiritual. “I think that the theme of today is quite appropriate because faith matters deeply, because from faith many things spring,” Thomas continued. “I encourage everyone in the room, as you go out and talk about fitness, Comprehensive Airman Fitness and resilience, that you remember all of those pillars and faith in particular. Believe that you are a part of something greater than yourself. That kind of faith will sustain.” Spiritual well-being is a priority for Airmen around the Air Force, and gatherings like this are just one way they build a strong foundation for a prosperous life and career. what we want to do with the prize money,” Herring said. “We haven’t come up with anything just yet, but we’re thinking about improving our gazebo, buying personal items for the rooms or a snack fund. Those are just a few ideas we’ve talked about.” With this new program, Airmen’s hard work in maintaining their dorms doesn’t go unnoticed. “We hope this first inspection is an incentive for Airmen to put in hard work so the next time they can earn that money,” Folds said. “Ultimately, we want it to become so competitive that it’s hard for the (judges) to choose. We want it to be a healthy competition where we can recognize the Airmen for the hard work they do.” Herring said the Airmen in his dorm like the new program. “I believe it is important to have some type of recognition,” Herring said. “Aside from all of us having our normal duty hours and others working shifts, we still find the time to uphold standards and be proud of what’s ours.” The next dorm-of-thequarter inspection will take place June 27 and 28. These inspections give Airmen the opportunity to showcase their building and take home the prize money to improve their living quarters. Protest near west gate “Initiative Stop Ramstein" with about 5,000 participants will protest between 11 a.m. and 5 p.m. Saturday outside of Ramstein West Gate. Polizei and the 569th U.S. Forces Police Squadron will conduct vehicle- and crowd-control measures outside of the west gate. The rally will kick off at the main train station in Kaiserslautern at 12:30 p.m. There will be human chain demonstrations from the west gate traffic circle through Ramstein village, on the main road from Kindsbach through Landstuhl, and from Landstuhl city center to the west gate access road back towards the west gate traffic circle. From 3 to 5 p.m., the demonstration will primarily take place at the west gate traffic circle. The use of the Ramstein West Gate should be avoided if at all possible and utilization of Ramstein East Gate and LVIS Gate would be highly recommended to limit the exposure to the protestors. Smoke rolls from windows as firefighters quickly and strategically prepare fire hoses to enter. This training is crucial to ensure the KMC is taken care of in the event of a fire. Firefighters from the 86th Civil Engineer Squadron participated in a biannual exercise June 2 to test their skills for real-world emergencies. Airmen train constantly to ensure their skills stay sharp. “We trained for a typical response for our area of responsibility,” said Tech. Sgt. Daniel Linares, 86th CES district chief and incident commander. “We practice our skills to hone (them) at the basic level. “During these trainings, we’re looking for competency,” Linares continued. “We’re looking to see if the Airmen are able to operate at the level they’re trained to. We also use this as an opportunity to see if maybe some of them can train even at the next level and step outside their comfort zone and expand their (knowledge).” The 86th CES Airmen provide fire emergency services to Ramstein, Vogelweh, Rhine Ordinance Airmen from the 86th Civil Engineer Squadron guide a firehose into a simulated burning house during a biannual training exercise June 2 on Ramstein. The Airmen constantly train for competency in their skill sets as well as to expand their training and knowledge. Barracks and Landstuhl military sites. Senior Airman Bradley Jenkins, 86th CES driver operator, said these kinds of training scenarios help the Airmen prepare for real fires, though the rush of excitement and some other elements could never be simulated. “We’re doing the same steps as we would do in a real-world emergency, but nothing could replace a real fire,” Jenkins said. “The temperatures in these rooms aren’t the same as they would be in a real house fire. Overall, it absolutely helps us prepare for real situations, especially for the newer Airmen who have never fought fires. These trainings help them realize what we need to do if the situation arises.” Linares said their work enables others to feel comfortable doing their job, knowing if there’s an emergency the 86th CES Airmen will be there to mitigate it. “These trainings are extremely important because, for one, it gives us faith in each other to get the job done,” Linares said. “Having faith in each other extends to the public; then they’re able to have confidence in us.” Being a firefighter gives me a feeling of almost invincibility, Jenkins said. “I definitely get an adrenaline rush when we train,” Jenkins said. “There’s something about putting on all of the gear, having all the extra weight and carrying a heavy hose while fighting fire just gives me a sense of being able to do more than I normally would.” Though the Airmen are required to conduct each type of training annually, they continuously work to maintain and expand their skill sets. Family members, loved ones and co-workers welcomed the redeployers as they disembarked from their C-20H Gulfstream IV aircraft. “It feels great to be back here after completing such an important mission,” said Lt. Col. Grant Fish, 76th AS pilot and commander of the C-20H detachment in Afghanistan. “We’re happy to be back with our families. It’s a fantastic feeling getting all these Airmen home after performing an exceptional job.” Fish and his crew provided distinguished-visitor airlift in the Afghan theater, Europe and in the U.S. “It was a resounding success,” Fish said. “We got the (distinguished visitors) to every event safely, reliably and comfortably.” Fish took pride in his crew’s performance during the mission and expressed how their work contributed to the mission of the Air Force to provide global reach and air mobility. “Above all, the attitude and effort of our people, both military and civilian, to come together and provide dedicated airlift accentuates the ability of the United States Air Force’s use of executive airlift to take care of our user and distinguished visitors as we transport them throughout the battlespace and around the globe,” Fish said. Maj. John T. Boomer 21st Theater Sustainment Command Public Affairs Eight drivers with the 6966th Transportation Truck Terminal were recently recognized for having driven over a million safe miles in support of U.S. Army operations. One million miles is equal to 40 times around the earth’s equator and is a significant career milestone for these drivers, often taking decades of daily accident-free driving. The accomplishment of completing 1 million accident-free miles is as much a mark of pride for the unit as it is for the individual driver, according to Winfried Wilhelm, 6966th superintendent and general manager. “I’m proud of my guys,” Wilhelm said. “It takes a special type of person to do what my guys do.” The drivers themselves echoed Wilhelm’s thoughts on the achievement and its meaning to the unit and its personnel. “Transportation is my life. It’s not a profession. It is my life, my everything.” said Uwe Feldt, transportation operations officer. “We have high safety standards, and having well-maintained vehicles are part of those standards.” A driver performs preventive maintenance checks and services on his vehicle after receiving his orders of the day May 18. The 6966th Transportation Truck Terminal recently recognized eight drivers for having completed a million or more accident-free miles, an accomplishment which takes countless hours of maintenance and preparation in addition to driving. Driving 1 million accidentfree miles takes more than just a lot of time behind the wheel, according to Helmut Kraemer, transportation operations supervisor. It also means a lot of time in the maintenance bay, checking, re-checking and checking again. Kraemer also stressed the importance of constant training and development, because the focus is not just racking up miles. It’s racking up safe miles. “I am responsible for 162 drivers, and I have to ensure they are getting the proper training and tools they need to be successful and safe,” Kraemer said. “The number of safe miles is what matters.” Commissioned in 1953 as the 6966th Labor Service Transportation Truck Battalion, the unit was charged with the transportation of ammunition from U.S. depots to units in southern Germany. The unit now is responsible for transporting mail, heavy equipment and general cargo and handle towing missions. The unit has expanded its operations throughout most of Europe, to include Hungary, Ukraine, Poland, France, Italy and Africa. Over the last three years, 6966th TTT has averaged 5 million miles driven every year, playing an important role during important missions including Noble Partner, Saber Strike, Combined Resolve, Immediate Response and Anakonda 16. Outfitted with M915A3 truck tractors, Volvo FH-12 truck tractors, and medium and light cargo vans, 6966th has the truck for every job and every mission. Running 24-hour shifts seven days a week, the 6966th begin their day by receiving their missions, properly providing preventive maintenance service and checks on their assigned vehicles and plotting their routes. Depending on the mission 6966th TTT receives, drivers could do local routes or longdistance routes that take them out of Germany. Local routes accumulate five missions per week, whereas long-distance routes may take a driver a week to successfully complete the mission. Whether driving locally or long haul to locations as far away as Africa, for most of the drivers, the million mile award is a welcomed recognition, but the satisfaction of a job well-done is what moves them to get behind the wheel every day. “I love what I do,” said Roland Weichel, truck driver and awardee with over 1.25 million safe miles. “You have to, otherwise you would not be able to achieve such a thing.” Awarded in this recent ceremony were: Hans Schmitt, 1,025,301 miles; Peter Bauer, 1,028,692 miles; Bernd Heyeck, 1,250,951 miles; Roland Weichel, 1,265,303 miles; Wieslaw Kurpiewski, 1,382,772 miles; Siegfried Schneider, 1,500,000 miles; Herbert Resch, 1,585,577 Miles; and Guenter Echternacht, 1,207,114. Shocking training preps MEDLOG troops for major exercise by 2nd Lt. Nicholas Molinelli 8th Medical Logistics Company The 8th Medical Logistics Company conducted a no-notice shock exercise to test Soldiers’ readiness and prepare for Anakonda 16 May 2 to 4 in Pirmasens, Germany. The company partnered with U.S. Army Medical Material Center-Europe to conduct training on medical logistics and secure medical supplies for the Anakonda 16 exercise. The Soldiers received an alert May 1 and assembled at the company motor pool in Baumholder the following morning after being alerted with their personal equipment packed. Following a mission brief, Soldiers inspected their vehicles and loaded equipment needed for the company to deploy one forward distribution team, one contact repair team, and an optical fabrication lab. Once all the equipment was inspected and packed, the company departed for Pirmasens to establish their site at USAMMC-E’S complex. The shock served as an excellent training expe- rience for Soldiers and leaders, including Chief Warrant Officer 2 Simon Ofosu, a medical maintenance officer with 8th MEDLOG. “The shock served as a great opportunity to test our readiness and identify any shortfalls in our load plans and equipment, which will improve the company for future exercises,” Ofosu said. USAMMC-E provided training on the entire spectrum of medical logistics, which allowed medical supply specialists and biomedical maintenance technicians to experience the entire scope of medical logistics. Soldiers were able to pick up medical supplies off the shelves at USAMMC-E, sort the material, package and transport over 200 lines of medical supplies with a total value over $90,000. All of the medical supplies secured and transported will be used in the Anakonda 16 exercise in Poland. USAMMC-E made special accommodations for the 8th MEDLOG to facilitate the retrieval and packaging of their own supplies. The employees of USAMMC-E helped train Soldiers of the 8th MEDLOG before the execution of this shock exercise, providing the Soldiers an opportunity to put their training to practical use. The Soldiers were able to pick material from many of the storage sections, including temperature controlled material and hazardous material — items important for area support medical companies, aid stations and combat support hospitals. Spc. Tevin Beaty, a medical supply specialist, said he enjoyed the opportunity to put his training to practical use. “This is a great experience, especially for medical supply specialists like myself to get hands on experience and really learn how a warehouse works,” Beaty said. The shock exercise, event organizers said, served as an excellent medical logistics training tool delivered by the subject matter experts at USAMMC-E. It enhanced the knowledge and readiness of the company. This event also provided an opportunity for the company to rehearse establishing their site and capabilities in a deployed setting for the Anakonda 16 exercise. A: In most cases, service of process made by individuals or military unit officials is not legally sufficient. If you are asked to serve legal documents on someone by a friend or colleague, refer that person to the military legal office for more information. A common scenario is that someone in Germany with the U.S. forces, the plaintiff, wants to move along a U.S. lawsuit against someone who is here in Germany, the defendant. As with any lawsuit, the U.S. case may not proceed until the defendant is properly served. Some U.S. states permit service by mail or person, by which a nonparty individual — you, the friend or first sergeant — delivers legal documents to someone in order to continue the case. While that service-of-process procedure may be valid inside the U.S., there are separate rules concerning service of process across international borders. U.S. military installations in Europe are not U.S. soil exempt from these requirements, and service must be made in accordance with the Convention on the Service Abroad of Judicial and Extrajudicial Documents in Civil or Commercial Matters, referred to as The Hague Service Convention. Any international service of legal documents that does not comply with the Hague Service Convention is invalid, and the court will normally reject improper service and require the plaintiff to show proof of proper service. In some cases, a defendant wants to be served and may be willing to waive the Hague Service Convention requirements. Waiver of the requirements is permitted, and defendants in that situation should talk to a lawyer about accepting service and letting the lawsuit proceed. Military legal offices often receive inquiries from plaintiffs and lawyers who want to serve U.S. legal documents on someone who is a member of the NATO forces, military or civilian. We respond with information about the Hague Service Convention and a reminder that the U.S. military is not permitted to accept service on behalf of a NATO member of the force nor can the military effect service by helping the plaintiff to serve the defendant. Proper service under the Hague Service Convention goes through the U.S. Department of Justice to Germany, where the documents are then served on the defendant. Plaintiffs must certify and translate documents for service, even if the defendant is not German or does not speak German. Packets destined for Germany, to include U.S. military and civilian personnel stationed in Germany under the NATO Status of Forces Agreement, are sent to a central agency with the German state concerned to effect service of process. Only after the state completes service has the defendant been properly served. The Unnerhaus Jazz Band will perform an opening concert, and weisswurst, brezeln and sparkling wine will be offered. The hike will be 8 kilometers long and can get started at any time. The route will lead through hiking trails to four stations, where participants can take eating and drink- ing breaks and listen to live jazz music. The first station will be a viewpoint in the forest called “Herrengaertchen.” Here, Danny Wuenschel will perform songs by Johnny Cash, Kris Kristofferson, Hank Williams and Willie Nelson from noon to 3 p.m. Hikers can take a break to eat schwenksteaks, bratwurst and homemade cakes.
