T h e L a k e Shore R a i l r o a d r e d u c e d its
paaaenger r a t e s to two cents at once, and
t h e other r o a d s m u s t soon follow.
"5. T a x e s of E x p r e s s and T e l e g r a p h
C o m p a n i e s Increased.—Aa a result of t h e
e f f o r t s of this a d m i n i s t r a t i o n , t h e t a x
r a t e of t h e e x p r e s s c o m p a n i e s b a a been
increased f r o m one to t h r e e per cent and
of t h e t e l e g r a p h c o m p a n i e s f r o m t w o t o
t h r e e per cent upon t b e gross a m o u n t received by t h e s e companies In t h e S t a t e .
"0. R a i l r o a d T a x e s Increased.—As a
result of t h e effort m a d e a t t h e beginning
of my first t e r m of office, t h e L*'gisluture
of 1897 passed a law Increasing t h e r a t e
of specific t a x a t i o n upon t h e e a r n i n g s of
railroad*. It w a s a b e g g a r l y increase,
and w a s only a short atep in t h e direction of e q u i t a b l e t a x a t i o n . B u t , n e v e r
tbeleas, u n d e r this law, t h e t a x e s which
r a i l r o a d s h a v e been p a y i n g h o v e iucreaaed f r o m a b o u t $750,000 t h e n , to nearly
a inllllon and a q u a r t e r of dollars at t h e
preaent time.
"7. S t a t e T a x Commission L a w P a s s ed.—I hove a l w a y s claimed t h a t if the
property which is e s c a p i n g t a x a t i o n , or Is
under asseMed, should be placed on t h e
t a x rolls, t h e tuxea of t h e amall p r o p e r t y
o w n e r s would be moterially lessened. T h e
people h a v e a p p r e c i a t e d the f o r c e of this,
and t h e discussion of t h e s u b j e c t resulted
in t h e passage, againat the opposition of
t h e S t a t e S e n a t e , of t h e S t a t e t a x commiwriou act, which received my a p p r o v a l
on J u n e 23, 1800.
"8. P r o p e r t y Added
to A s s e s s m e n t
Rolls.—As a r e s u l t of the work of t h e
T a x Commission, $350,000,000 of property, which h a s h e r e t o f o r e been u n d e r
assessed or h a s escaped t a x a t i o n entirely,
h a s been a d d e d to t h e rolls. A l m o s t all
of this Increase h a s been upon p r o p e r t y
of t h e large c o r p o r a t i o n s and w e a l t h y Individuals, w h o h a v e avoided t h e i r s h a r e
of t a x e s In the p a s t , und not upon t h e
p r o p e r l y of t h e o w n e r s of small homes.
"9. T a x R a t e R e d u c e d , — D u r i n g this
n d m i n i s t r a t i o n the a v e r a g e r a t e of t a x e s
in t h e S t a t e has been reduced f r o m $21.17
on each $1,000 assessed valuation of
p r o p e r t y In 1809 to $15.47 lu 1900, a reduction of $5.70 upon each $1,000, or a
d e c r e a s e of over 20 per cent. In some
c o u n t i e s t h e tax r a l e h a s been cut in half
—reduced more t h a n 50 per c e n t .
