BNSF railroad plans to spend $4.3 billion this year on track maintenance and upgrades along with major equipment purchases. The railroad's spending across 28 western states will be significant, but it will be less than the $5.8 billion it spent last year when it was rebounding from significant delays in the northern Great Plains during the winter of 2013-2014. Given that demand has softened in several sectors, BNSF doesn't plan to spend as much this year on expanding the capacity of its rail network. BNSF CEO Carl Ice says the most of the money in the spending plan will go toward maintenance projects, but about $500 million is earmarked for expansion projects. BNSF is based in Fort Worth, Texas, but it is owned by Omaha, Nebraska-based Berkshire Hathaway Inc. LOOKING FOR COMPROMISE Nebraska lawmakers are trying to strike a compromise on a bill that threatens to overturn gun restrictions in Omaha and Lincoln by imposing uniform regulations statewide. Senators debated the proposal Tuesday but adjourned for the morning without reaching a vote. City officials from Omaha and Lincoln oppose the bill by Sen. Laura Ebke of Crete. Omaha's police union says it would undermine the city's handgun registration ordinance, which lets police deny guns to the mentally ill and known gang associates. Union President John Wells says the bill comes across "not so much as pro-gun, but pro-gang." Supporters say the measure would protect gun owners who inadvertently violate the ordinance by traveling through Omaha with a handgun. Want to Live Free for a Month? FOR MORE INFORMATION CHECK OUT OUR WEBSITE AT www.highplainsradio.net PHONE SCAM The scam is back and working its way across the state of Nebraska in a number of communities. This phone scammer contacts business owners and residents and falsely threatens their electricity will be shut off if they do not pay their electric bill immediately with a pre-paid “Greendot” card. Individuals, posing as representatives of the local power company in this case, the Nebraska Public Power District tell the customer they are overdue on their electric bill and must pay up within 20 minutes or be disconnected. They are then instructed to purchase pre-paid cards in order to make immediate payment. A number of businesses in Kearney, Ogallala and Norfolk, and some communities served by rural public power districts, have been contacted by phone through this deceptive practice since late last week and the activity has increased, with the calls demanding payment coming at busy times of a company’s operation.
