A digital copy of the force’s social media guidelines as issued to officers (if such guidelines have been issued) and the date they were issued. 2. The number of official force Twitter accounts, including those for individual officers, currently active as of date of receiving this FOI request. 3. The number of officers who were subject to disciplinary proceedings in 2012 and 2011 involving misuse of social media, including details of their transgression and the resultant action, if any. Purpose and Scope of Twitt er i n the MPS gu idance documen t los ur "The media report has changed dramatically over recent years - mobile phone footage, citizen journalists and social media such as twitter are all immediate , direct communication which sit outside the traditional broadcast and print arenas . They have become part of the mainstream , and controlling the facts and flow of information is increasingly difficult ." ACPO Commun i cati on Adv i sory Group 2010 Introducti on sc The rapid expansion of social media technologies such as Twitter presents the MPS with opportunities to engage with a wide range of people, in a way, which is both accessible and responsive. This guidance document is intended to give (B)OCUs a realistic view into the work required to run Twitter successfully . It details how the (B)OCUs will use Twitter and the process they must go through to gain approval for the establishment and continuation of a Twitter site . Di There are a number of risks associated with the MPS using social media . This document along with training provided seeks to mitigate risks identified and help officers and staff plan for potential situations they could encounter using Twitte r In order to ensure that only appropriate, high quality and correctly risk managed Twitter sites are established, a system for seeking approval and ongoing monitoring has been agreed . Post approval BOCUs will receive a comprehensive `Setting up Twitter presentation .' 6. Appropriate use of Twi tt er in the MPS los In general , the following principles should be the overall guiding force behind any Twitter interaction . The DPA will only approve new Twi tter accounts if they follow the provided p ri nciples. All applications must link directly to the Corporate Communications Strategy . 1 . To i ncrease commun ity engagement and to prov i de i nformat i on and rece i ve feedback from the publ ic 2 . S i mple feedback mechan i sms to empowe r sc Providing information, such as good news and information relating to the specific (B)OCU . Additionally listening to specific audience groups that are unlikely to come to our website and who can be demonstrated to be more likely to engage with the MPS using Social media . Di Such as surveys, customer satisfaction, ratings and consultations in order to identify issues that the MPS need to be addressed, or as an integral part of a campaign - where the MPS wants to generate debate . 3 . Publ i c i nvolvement To allow the public to get involved in priority setting for their local neighbourhood and to receive feedback and discuss ways of solving particularly at a local level . Principles to consider prior se tt ing up a Twi tt er site : 1 . Each Twi tt er application must have specific objectives and be part of a wider communications strateg y M PS There is li tt le benefit to setting up a Twi tt er site just because we can and other organisations a are doing it . Eve ry approval will be based of specific objectives and a clear explanation of how it forms part of the overall communications strategy for your (B)OCU . Application Form QU ESTI ON 2 2 . Impact on resources necessary for creating, moderation and maintenance must be considered . Di • (B)OCU Commanders must sign the Twitter Application Form - thus accepting full responsibility of the running and ri sks of the site . • (B)OCU Commanders must agree to review the Twitter sites objectives and progress quarterly . Application Form QU ESTI ON 3 QU ESTI ON 1 1 Nominate a Twi tt er Team Leader (TTL) FO IA 2. • (B)OCU Commanders must select a TTL (and team if applicable . ) Please note a (B)OCU Commander can choose to be the TTL . • The TTL will take responsibility for the Twitter account ; ensure staffing cover (with absence contingency plans) and gain the support of the relevant communication manager/press officer. The rules explained in the next part of this document seek to mitigate all risks identified . Are they being commented on favorably, ridiculed, shared by their audience with friends . This should be documented . los RENEWING The TTL must review their site against its objectives on a monthly basis . A quarterly review must be held with the signing (B)OCU Commander. Successes and learning's should be provided to the SMG if asked . Application Form QUESTION 9 sc Tweet i ng Rule s LIMITS Twitter imposes a 140 characters limit on tweets . The DPA recommend a 120 character l i m i t so followers can re-tweet . Di DESCRIPTIONS Do not describe people in images published as "suspects . " (In the case of Operation Withern) Do not use the word `riot' use the word `disorder' FO IA PUBLIC PROPERT Y Everything said in the world of Twitter is immediately published . Therefore individuals must check before tweeting . Never delete as this can cause embarrassment if the tweet is retweeted prior deletion . FOLLOW MEDIA AND COPYRIGHT LAW • No photos to be tweeted unless copyright is possessed • Arrested individuals must not be named unless charged • Images of individuals must not be issued on social media. This section b ri efly explains the general principles of Twitter in order to give an understanding to those who are not familiar with the site . 1. 2. 3. 4. los Four Main MPS Twitter Principle s Be Credibl e Be Consistent Be Ethica l Be Inclusive sc Be engagin g The MPS ' s use of Twi tter will involve a shift from telling the public about policing to actively engaging in discussion . Our aim will be to get the public talking , creating , sharing and conversing with the Metropolitan Police . It is not just a broadcast tool for good news . Di Keep it huma n Twitter users can be hostile to the use of jargon or ` corporate ' messages. Whilst the content must be in keeping with corporate key messages make sure the language used for the messages is accessible , human and succinct. Be credibl e While tweets may be informal they should invoke confidence and trust in the MPS . Make sure that content can be defended . Where possible you should include web links to illustrate what the MPS are tweeting (e . g photograph to support a road closure tweet) . FO IA Be In clusive In keeping with the knowledge- sharing culture of social media , you should pursue opportunities to signpost relevant content elsewhere and re-tweet messages from key influencers , stakeholders and other Twitter users . Exclusive use of Twitter for self- promotion can lead to c ri ticism . Ensure complete transparency Never publish posts anonymously or under pseudonyms . Clearly state your name and position within the MPS or where you are not using names make sure the part of the MPS being represented is clear . Take responsibility Remember you are personally responsible for what you publish . Remember that the posts may remain online indefinitely. Think about knowledg e Only cover your own business area - don't engage in conversation on issues , which are beyond your remit without first checking with those whose remit it is . If you set up an account with these websites you will also be able to track your links to review stats on click throughs . You will probably need to use traditional communication methods to encourage people to come to your Twitter space - contact your comms manager for help with this . Consider Neighborhood Watch and SNT ward panel and local contacts to help promote your Twitter in a cost-effective way . Borough Commanders Blogs should : Help Borough Commanders engage d irectly w ith their local commun ity Th is blog is an oppo rtun ity for Borough Commanders to talk about local pol icing issues from a personal perspect ive and to give readers an insight into the work they do and the wider work be ing carried out on the ir borough . sc Posts are l i kely to cover local successes , updates on local in itiatives, ways in wh ich pol ice are foster ing good l inks within the community, etc. As a blog written by an i nd iv idual , posts are l i kely to have a fri endly and personal tone . Di Blogs should be used to provide local pol icing informat ion to people who might not come to the Metropol itan Pol i ce Serv i ce webs i te and would rather engage w i th the Met vi a a social platform . Publ i c i nvolvement and s i mple feedback mechan i sms to empowe r Risks FO IA As a blog , members of the publ ic should be encouraged to ask quest i ons and subm i t the ir own vi ews on subjects . Res i dents and members of the commun i ty should be g iven a chance to get i nvolved in pr iority setting for the ir local ne ighbourhood and d iscuss ways of solv ing pol ici ng issues at a local level . All Bo rough Commander's Blogs w ill be hosted by the Tumblr blogg ing platform . Tumblr has both an ` ask' and `subm i t' funct ion wh i ch readers can use to ask the author quest ions and to subm it the ir own entr ies for publ icat ion on the blog . Readers should be encouraged to make use of both of these tools. All Borough Commander Blogs should use Tumblr. No other blogg i ng platform should be used . The new sanct ions were implemented on 1st December by the Pol ice Conduct Regulations 2008 . The updated regulations introduced two defi ned levels of m isconduct , 'M isconduct ' and 'Gross M isconduct' cases are managed by local management and the max imum outcome w ill be a final written warn ing . Line managers are responsi ble for deal ing w ith m isconduct at the lowest level , e.g . formal misconduct meetings at local level wh ich are descr ibed as Taylor Meet ings . Gross M isconduct w ill be managed by DPS and these formal hearings are descr ibed as Taylor Hear ings . The max imum outcome of a Taylor Hearing is d ism issal from the Pol ice Service. Identifying expectat ions for future conduct Establ ishing an improvement pla n Address ing any underlyi ng causes of m isconduct . sc lo Formal Action : Written Warning: Unlike the pre Taylor Written Warning , the officer does not have to agree, management can impose th is sanct ion . The written warn ing is val id for 12 months and if duri ng that period the officer has another m isconduct matter they may be g iven either a fi nal written warn ing or else referred to a M isconduct Hear ing managed by DPS . Di Final Written Warning : A final written warn ing can be given by a local m isconduct meeting and lasts for 18 months . Any further m isconduct during that per iod can then if necessa ry be referred to a M i sconduct Hearing where the offi cer' s job w i ll be at ri sk. In except ional circumstances the M isconduct Hear ing m ight dec ide to extend the final written warn ing but it can only do th is once Table below show ing the publ ic complaint resul t Local Resolution 0 1 FO I A Local Resolution - This is where the complaint is dealt with locally and with the agreement of the complainant . It can be by way of Desktop - i.e. it is dealt with at the relevant police station or borough, or Management - i .e. it is dealt with by the Directorate of Professional Standards . MP S All MPS police off icers and pol ice staff are expected to adhere to the MPS Informat ion Code of Conduct wh ich sets out the pol icy on the use of MPS Information and informat ion commun icat ion and technology systems . The MPS D irectorate of Informat ion issues regular rem inders to staff on the importance of ensur ing they comply w ith th is pol i cy plus other relevant leg i slat i on such as the Data Protecti on Act . Li ne managers and staff should note the follow ing pol icy statement; "Personal use of the Internet is perm itted up to the po int where it impacts on an ind ividual's ab i lity to del iver the ir official or contracted dut ies." It i s therefore a l i ne management respons i b il ity to pos it i vely task and ensure appropriate use of the Internet is compl ied with. To re -i nforce the grav ity of computer/information m isuse DPS , under the Profess ional Standards Support Programme , has taken respons i b il i ty for del ivering tra ini ng across the MPS wh ich expla ins the importance of us ing all MPS systems in l ine with the Informat ion Code of Conduct , the Data Protect ion Act and the Computer M isuse Act . Th is traini ng a ims to reduce the necess ity of implement ing mi sconduct procedures aga i nst staff who breach the Information Code of Conduct or any other leg islation concerned w ith computer misuse . su re The MPS expects its staff to behave profess ionally, eth ically and with the utmost of integrity at all times . Any i nstance where the conduct of our staff br ings the MPS into d isrepute is treated extremely seriously in l ine with MPS pol icy . sc lo Size of the MP S The MPS currently employs in excess of 32 ,500 pol ice officers and more than 3 ,600 volunteer pol i ce off i cers i n the Metropol i tan Spec i al Constabulary and its Employer Suppo rted Pol ici ng programme . The number of pol ice officers that are d iscipli ned when the ir conduct is proven to have fallen below the standards of behav iour expected accord ingly, each year , represents a very small percentage of those officers employed by the MPS .
