Presentations were made by Congressman Kevin McCarthy’s Office, Senator Jean Fuller, Assemblywoman Shannon Grove, Supervisor Zack Scrivner’s Office, Mayor Phil Smith, Greater Tehachapi Chamber of Commerce and the Tehachapi News. 12 | GREATER TEHACHAPI CHAMBER OF COMMERCE 2013 L ARGE BUSINESS OF THE YEAR McDONALD’S HERITAGE Photo courtesy of Greg Loskorn HISTORY OF TEHACHAPI The Tehachapi community (Greater Tehachapi) is a mountain valley district including 50,000 acres of level land, embracing the Tehachapi, Brite, Cummings and Bear valleys, all with altitudes near 4,000 feet. The first known people to occupy the Tehachapi area were the American Indians known as the Kawaiisu (or, as they called themselves, Nu-oo-ah, meaning the People.) The first permanent white settlers were John Moore and Amanda Brite, who came to the Tehachapi Valley in the fall of 1854 from Texas and three years later moved to Brite Valley, which bears their name. Other settlers like Grant P. Cuddeback, George Cummings and William C. Wiggins soon arrived on the scene and began raising cattle, hay and grain. They also developed a lumber trade. Miners such as Peter D. Greene and John Hendrickson drifted into the Tehachapis and did some gold mining, but the real “gold” was found in the limestone deposits of the area. Kilns were soon built to burn the lime. A small community known as Williamsburg sprung up in the area of the present Golden Hills in the 1860s. For a time this community was also known as Tehichipa. Another town site was established by P.D. Greene. This second site was known as Greenwich and was located several miles east of Williamsburg/ Tehichipa. In 1876, the Southern Pacific Railroad came to the Tehachapi Valley and laid out its own town site named Tehachapi. Eventually, the businesses and people moved to Tehachapi and the former communities faded away. The railroad engineers needed a long, level region at the top of the climb suitable for switching engines and rail cars. Such land was available at and near the Tehachapi site, and the summit about two miles east of the depot. The famed Tehachapi Loop made it possible for the trains to climb from the San Joaquin Valley and proceed through Tehachapi to Mojave, Los Angeles, Barstow and other eastern destinations. Much of the soil in the local valleys is a rich, decomposed granite and vegetable silt, deep and wonderfully productive. Old publications describe Tehachapi as “A location par excellence for the fruit grower.” Orchard production and agriculture began to flourish and the cement industry became a vital economic asset of the new community. These operations still continue. In addition, the persistent winds through the Tehachapi Pass have enabled nearby wind farms to become one of the world’s leading producers of electrical power from wind energy. In 1909, the Tehachapi settlement was incorporated, and the town of Tehachapi was legally established. An act of the state legislature changed the town’s official name to city of Tehachapi in 1946. In 1932, the first state women’s prison was built in Cummings Valley. A 7.7 earthquake in 1952 did major damage to the city, including the prison. The inmates were moved to Frontera. In 1953, the state repaired the facility and made it a branch of the California Institution for Men at Chino. In the mid-1960s, a new medium security facility was built at Tehachapi. In the mid1980s, two maximum security prisons were constructed. In 1998, the prison, now known as the California Correctional Institution (CCI), was annexed into the city. CCI is currently the largest employer in the region, with almost 1,700 persons on its payroll. The building of Highways 58 and 14 placed Tehachapi within a one-hour commute of Bakersfield, Lancaster and Edwards Air Force Base. Because of a favorable climate, many working in these other areas wished to live near Tehachapi. This led to the development of the nearby communities of Golden Hills, Bear Valley Springs, Stallion Springs and Sand Canyon. Today, when one says Greater Tehachapi, it includes all these additional communities and many more county residents as well. GREATER TEHACHAPI CHAMBER OF COMMERCE | 13 Some historical facts about Tehachapi… • Was the first settlement to celebrate the Fourth of July in Kern County HERITAGE • Was at the confluence of five rivers, millions of years ago • Is the location of fiver major global air currents • Has been the training grounds for many pilots and astronauts The Tehachapi Museum is housed in the circa 1931 art deco building originilly built to house a branch of the Kern County Library. THE TEHACHAPI HERITAGE LEAGUE MUSEUM The Tehachapi area has an extraordinarily rich past that spans the story of the American West from pre-history, Native American culture, early exploration by mountain men, padres, the Spanish ranchers and cowboys, through mining, railroading, farming, ranching, early aviation, wind energy and more, including the historic California Gold Rush. The Tehachapi Museum tells Tehachapi’s wonderful stories. Old-timers and newcomers alike come to hear, see, and touch the stories that make a community unique, stories that enrich people with the knowledge, humor and grit that created this community and inform its future. The oldest house in town, the Errea House Museum, is located across the street at 310 S. Green Street. It is named for a Spanish Basque family who lived there for over 70 years. It is open during regular museum hours as a house museum showing a working class family’s way of life, circa 1900 to 1930. A brochure for a Walking Tour of historic buildings and homes is available at the Chamber as well as the Museum. The 1 to 1½ hour walking tour lets you see up close the small town charm of Tehachapi and passes by small downtown businesses where you can stop for refreshments or to shop with small town merchants. The newly renovated Tehachapi Museum is chock-full of items that will spark the imagination. You will find the femur of a mammoth (from the Ice Age), opium tins (from the railroad construction camps of the 1870s), a textile gallery that features clothing and household items, fossilized sharks teeth and a recreated blacksmith shop, complete with a one-horse drawn buggy. Photos show the devastation of on of the most powerful earthquakes in U.S. history, which virtually destroyed Tehachapi. You will see the actual mercantile store clock on display, that stopped at the exact time of the 1952 quake and that’s probably as close as you’ll want to get to that piece of our history. Photos show herds of sheep and cattle on Curry Street, being driven to the railroad stockyards. In a new addition to the Museum, the Mark and Jessie Milano Gallery houses an informative exhibition that showcases the history and culture of the Kawaiisu tribe, the Native Americans who inhabited this area for thousands of years before the coming of the white settlers and explorers. There are changing artifacts and photos exhibited on a regular basis, and always something different to see. Charles White THE HISTORIC ERREA HOUSE The Tehachapi Heritage League purchased the Errea House in 1999 and has since worked to raise funds for its renovation. A new roof, repairs to the foundation and porch, air conditioning and heat, rewiring and a newly refurbished kitchen were completed last year. The 1920s kitchen has just been refurbished with linoleum, wood wainscoting and reproduction wallpaper. It contains many vintage items from local donors and cabinets from a local farmhouse. HERITAGE The charming Errea House Museum, at 311 S. Green Street, is the oldest house in Tehachapi. Listed on the National Register of Historic Places, it takes its name from the Errea family, whose Basque immigrants and descendents lived in the house for many decades. The Errea House was constructed in the 1870s in the original town site of Williamsburg or Tehichipa, in the Old Town area. It was moved to its present location on log rollers around 1900, after the railroad chose a route through what is the current city of Tehachapi. The Errea House kitchen has been restored to its 1920’s charm. Additional improvements have been made recently in the parlour and the bedrooms. The Errea House is currently open during regular museum hours and for special occasions. Tehachapi’s only public garden, the old – fashioned 1900-era Errea Garden is also open to the public during daylight hours. The restored Errea House is a window to the past, depicting the lifestyle of a working-class family living in Tehachapi during the 1900s to the early 1930s. In addition to the ongoing renovations, which take place as funds become available, the Heritage League also accepts donations of clothing and furnishings to be used to furnish the Errea House as a Historical House Museum. The Errea House portrays the rural life found in a small California ranching and agricultural town, circa 1900 to 1930. The Errea Garden is open during all daylight hours and is the only public garden in Tehachapi, featuring colorful views, year round. The signals have been lovingly restored by volunteers of the Friends of the Tehachapi Depot. Re-built in 1904 by the Southern Pacific Railroad, the Depot is a standard Southern Pacific Railroad design known as Plan No. 23. Only six depots are left and the Tehachapi Depot is the only one still situated at its original building site. It is also one of the few buildings that remained standing after the 1952 Tehachapi earthquake. The Depot is listed in the National Register of Historic Places. The Museum houses several large collections of historic railroad artifacts, including antique railroad maintenance equipment and tools, dinnerware, signs and other railroadiana, plus stories and photographs of the men and women who built the railroad and whose lives were affected by it. The Union Pacific Railroad handed keys of the Depot to the City of Tehachapi in 2005. Work began soon thereafter to restore the building to its original condition. On June 13, 2008, with restoration work very nearly complete, tragedy struck and the Depot was completely destroyed by fire. In June 2008, the Tehachapi City Council announced their decision to rebuild. The original floor plans were used to ensure that the new Depot matched the original. Construction was completed in November 2009 and includes a new viewing platform on the north side of the building adjacent to the train tracks. A special feature of the park-style landscaping is the Railroad Signal The Museum also contains a gift shop with souvenirs, books and memorabilia. TELLING THE STORY The coming of the railroads changed the entire world overnight. At the time that the railroads first came into public use in the early 1800’s, horseback was the fastest means of personal transportation, and the only way to move heavy items was by ship or slow moving ox-cart. A trip that had previously taken months on uncomfortable and rutty roads now took just days on smooth twin bands of iron, an order of magnitude increase in speed and efficiency. In addition, the railroads fostered numerous innovations that still impact our lives directly. HERITAGE TEHACHAPI LOOP The railroad was built over Tehachapi Pass from Caliente to Mojave in 1876 and is considered an outstanding engineering feat. The track climbs 3,600 feet in 50 track miles from Bakersfield to Tehachapi using “S” curves back and forth up the Tehachapi Creek watershed. At one point just above Keene, the engineer, William Hood, built a large continuous curve which brought the track back over itself and has become known as the Tehachapi Loop. Cowboys from across the country will come to compete for points toward the PRCA finals and big cash payout purses in grueling events like bronc riding, steer wrestling, team roping and bull riding. Lighting fast Cowgirls will be taking razor sharp turns around the barrels down to the finish line. The adrenaline will be pumping as bullfighters and barrel men will serve as bodyguards for bull riders aboard the muscle and fury of a 2000-pound bull for a wild 8-second ride. The Tehachapi Rodeo began as a youth rodeo and evolved into an adult amateur rodeo. Events included a barbecue, parade, air show and art show. In 1973 the parade included camels for the dignitaries as riders, including Congressman Bill Ketchum as a rider. When the town’s centennial came in 1976 (celebrating the arrival of the railroad) the event was even bigger, with Congressman Ketchum as grand marshal. Aggie Davis was name Citizen of the Year for her volunteer work “above and beyond the call of duty.” Taking notes from a 1968 Mountain Festival brochure that East Kern Historian Marion Deaver saved, and from a Tehachapi history writings by Aggie Davis we learn that an event to celebrate the community actually began as a fruit festival. HISTORY OF THE MOUNTAIN FESTIVAL – 50 YEARS IN THE MAKING Susan Wiggins As Tehachapi prepares to celebrate 50 years of the Mountain Festival it is good to take a look back and see how it all began. New features were added in 1979, including a cow chip throwing contest, fiddlers contest, and donkey baseball! The name Mountain Fruit Festival was given to the event in September of 1964. It was sponsored by the Tehachapi Businessmen’s Association and involved are service clubs and the city council. One of the goals of the event was to promote the city and its businesses, which would ultimately bring in tourism for the area. Various chairmen served including Kern Davis, Herb Snyder and Barney Perez. The first queen to preside was Rhonda Wright, followed in 1965 by Mary Cazares. The initial budget was $1,100 for the three day festival. In 1967 the event was moved to August, hoping for better weather and better attendance since school was still out. The name was changed to Tehachapi Mountain Festival®, which still remains today. In 1968 the committee decided it would be good to have an air show in addition to the art show, but the committee sought the assistance of the city council and funds were provided for the first air show. The city and the chamber of commerce helped subsidize the events each year. A Little Britches Rodeo was held each year, and events were added to Central Park, with the Tehachapi Theater Group putting on events. Wooden Indians made by inmates at the California Correctional Institute were put there to provide directions to each event. The parade continued to grow with local bands, equestrian riders, and floats. The rodeo became a huge success, and there were 90 booths in the park that year. 1980 was listed as the biggest and most successful festival to date with over 10,000 visitors in the park, and 100 entries in the parade. When the festival kicks off this August 1618, the Greater Tehachapi Chamber of Commerce will expect well over the 10,000 visitor mark, over 30,000 people will be in attendance for the weekend. In addition to the parades, rodeo, Central Park Craft Show, carnival and other events the downtown and other areas will be packed with tourists and visitors, boosting the local economy and making the festival a success for everyone. GREATER TEHACHAPI CHAMBER OF COMMERCE | 21 ATTRACTIONS A carnival and musical revue was added in 1974 in the park, along with a gunfighter show, whiskerino awards, and motorcycle stunt team. Hatchet throws, melodramas, Indians artifact exhibits and cannons firing were added as the years progressed. ATTRACTIONS MURALS DEPICT TEHACHAPI’S UNIQUE HISTORY The Tehachapi Main Street Murals Committee has been hard at work over the last ten years, raising funds and planning a series of historical murals to showcase the rich history of the Tehachapi Valley. In 2011, the tenth mural will be completed, to cover a wall of Centennial Plaza on Green Street. It will commemorate the historic BeeKay Theatre, a converted 1932 Art Deco movie house that now serves as the home for the Tehachapi Community Theatre (TCT). The murals are meant to beautify the downtown area, showcase the history of the area for local residents, and serve as a historical guide for visitors to Tehachapi. The Murals Committee made a commitment early on to produce only first quality murals, and Tehachapi now has a wellrespected murals program. The first mural, featuring the world famous Tehachapi Loop, was designed by nationally known trompe l’oeil artist John Pugh, completed with the help of his associate, Mark Spykerbos. The second mural features a street dance held in 1915 when the first electric streetlights were installed in Tehachapi. Phil Slagter, another well-known mural artist used original photos from 1915 to design and paint the mural. Faces of current local residents, and those from the history of Tehachapi were incorporated into the scene. At the time, Slagter lived nearby, in Canyon Country, but has since moved to Montana. It incorporates a village scene from before contact with the white man and portraits around the perimeter show more recent members and elders of the tribe, as well as the type of baskets for which the local Indians were known. At the Apple Shed Restaurant, the T-Hacha-P mural was designed by master artist Art Mortimer, who sketched the mural on the wall to scale and mixed all the paints. H St. DEPO PLAZ T TEHACHAPI PARKA DEPOT DOWNTOWN TEHACHAPI MURAL LOCATIONS The Tehachapi Loop ATTRACTIONS 15 local artists did the actual painting in one day, starting at 8 am and continuing until 5 pm. at that time, the scaffolding was whisked away, the area cleaned up, and a dedication was held. Local artist Lyn Bennett designed and painted the Blacksmith Shop mural, taken from an actual photograph of a circa 1900 blacksmith shop, located directly across the street. She was assisted by Brenda Anderline. The Avelino Martinez mural depicts this legendary Tehachapi resident who worked as a groom for the notorious Joaquin Murrieta horse gangs that rounded up stray horses and other livestock to take back to Mexico. Martinez settled in Cummings Valley and lived to be 113 to 115 years old, according to various accounts. It was painted by Patti Doolittle. A mural commemorating the first Air Mail flight from Tehachapi to Bakersfield on May 19, 1938 was painted by Tehachapi artist Mark Pestana at the Green Street site of the Tehachapi Post Office, circa1953 to 1962. It incorporates a cast relief of a proud American eagle, part of the façade, when built in 1953. In 2008 a mural saluting the 100th anniversary of the township of Monolith and the cement plant that gave it its name was completed. The mural depicts the importance of Monolith to the people of Tehachapi. This mural was made possible by a grant from Lehigh Southwest Heidelberg, current owners and operators of the cement plant. To commemorate the 2009 Centennial of the 1909 incorporation of the town of Tehachapi, a three-panel mural on Tehachapi Boulevard was painted. A brochure of the murals is available at the Chamber office. Other grants, fundraisers, and donations from the building owners, as well as the community, have provided additional funding. GREATER TEHACHAPI CHAMBER OF COMMERCE | 23 ATTRACTIONS It’s unique East-West position across the base of the Coast Range and Sierra Nevada’s makes the Tehachapi Mountain Pass a funnel for the prevailing winds of California’s San Joaquin Valley. The 4,000 foot rise in elevation and thermal conditions of the Mojave Desert further intensify the areas world famous wind resource. Its 3,624 turbines have an installed capacity of 1583 megawatts of electricity. The projected tax revenues by 2030 will exceed $45 million annually. Tehachapi’s wind is inexhaustible, free and clean. Today, approximately, 500 people are directly employed by the wind industry. Another 1500-2,200 are indirect or induced employment. Because of their modularity, turbines can be built and installed quickly and inexpensively as the requirements grow. Grazing, farming, and recreational land use co-exists on wind farmland. The Tehachapi-Mojave Wind Resource Area has grown rapidly since its first turbine began producing in the early 80’s. An industry that began by installing 65kw turbines is now regularly installing turbines in excess of 3000kw. After 20 years of planning, Southern California Edison’s Tehachapi Renewable Transmission Project is nearing its final phase of construction. With 4600 megawatts of capacity, this line is promoting a green revolution for Kern County. Kern County policymakers have set a goal to provide 10,000 megawatts or 10 GW of renewable energy power by 2015. This will create an estimated 8,000 construction jobs, 1,500 operational jobs and up to 25 billion dollars of investment in Kern County’s future. These tours are lead by trained State Park docents on weekends during the spring and fall months. Tours begin with an orientation at the TomoKahni Resource Center at 112 East F Street, Suite B, Tehachapi. ATTRACTIONS Nestled atop a ridge in the Tehachapi Mountains, overlooking Sand Canyon to the east and the Tehachapi valley to the west, Tomo-Kahni, or “Winter Village,” was the site of a Kawaiisu (Nuooah) Village. The location was likely chosen for its moderate temperature and plentiful resources. The Kawaiisu migrated from the Great Basin and made the Tehachapi Mountains their home for two to three thousand years. The Kawaiisu are noted for their finely woven baskets of intricate and colorful design. The moderately strenuous walking tour takes between two to three hours to complete. The overall tour, including orientation and return to the Resource Center, takes about 4 to 5 hours. As Tomo-Kahni is at an elevation of over 4,000 feet, the weather is variable, so layered clothing is crecommended. Water, good walking shoes and sun protection are also necessary. This community outreach provides residents with an easy way to clean up property. In conjunction with the collection events, volunteers scour the roadways and alleys of Golden Hills collecting illegally dumped garbage. This program has helped beautify Golden Hills. • GHCSD works closely with the Kern County Fire Department and the Greater Tehachapi Fire Safe Council to create operational fire suppression water dip sites throughout the District. The CSD encourages fire safe lot clean up, and supports “Chipper Days” as an additional service to residents. • Mosquito-borne disease continues to be of concern and GHCSD maintains a supply of mosquito fish, offering them free to the public. Alpine Forest is located about seven miles West and South of Tehachapi and encompasses 5,000 acres in the Tehachapi mountains at elevations from 4,600 to 6,000 feet. 30 | GREATER TEHACHAPI CHAMBER OF COMMERCE Tract 3423 has water provided by the Alpine Forest Park Mutual Water Company while the other four require wells on the property owner’s lots. COMMUNITY There are approximately 200 existing homes in Alpine Forest, most of which are occupied year round. They are reachable via thirty miles of semi-private roads which are maintained by the Association. The Alpine Forest Park Property Owners’ Association (AFPPOA) was established as a not for profit corporation in 1970 and is comprised of five volunteer Board members who are elected annually. The Association has one full time employee (maintenance) and seven part time employees including an office manager and six security personnel. The annual budget of the Association Is approximately $378,700 and each lot is assessed $350 a year. The Board meets monthly on the Third Saturday of the month and members are urged to attend. The Annual Meeting is held in June followed by a well-attended Bar-B-Q. Schools: Elementary students attend Cummings Valley and Junior and Senior High School Students go to Tehachapi. Wildlife is abundant in Alpine Forest and residents and visitors often see mountain lions, bears, bobcats, coyotes, raccoons, and wild boar and hunting is not allowed. Of course there are also rattle snakes and plenty of “good” snakes and a glance upwards will often let you see condors, eagles, hawks and many smaller birds that frequent the area. MOUNTAIN MEADOWS COMMUNITY SERVICE DISTRICT The Mountain Meadows Community Service District was formed in 1970, with a threeperson board, by the Kern County Board of Supervisors to maintain the roads within the Mountain Meadows Community. It functioned this way until 1987 when the board members all resigned, as they were unable to obtain liability insurance for the District. In July 1991 the district reformed and became responsible for their own function once again. The district maintains (27) miles of roadways, drop inlets (drainage) and street signs. Formed with 3 elected board of directors, general manager and 7 seasonal part time employees. The office operates 3 days a week (Tuesday, Wednesday, Thursday) from 8-12 and 1-4. Special districts are designed to provide a particular function in a specific geographic area and are governed by an elected board of directors. Special districts are independent from city or county governments. Our district was created to provide healthcare services to the Greater Tehachapi area and its surrounding communities. The District oversees the operation of Tehachapi Hospital, a fully licensed and accredited 24-bed Critical Access Hospital offering 24-hour Emergency care, medical acute-care beds, “swing beds” (acute beds which can be used for shortstay long-term care residents), Laboratory, Radiology (including CT, ultrasound and mammography), Cardiopulmonary services, and Rehabilitative Medicine/Physical New Tehachapi Hospital Groundbreaking, March 28, 2013 Therapy. TVHD also offers three outpatient Family Health Centers located in Tehachapi, Mojave, and California City. These clinics operate Monday through Saturday and accept walk-ins. In response to California’s SB 1953 requirement to seismically retrofit or rebuild acute care hospitals, 80% of the voters in the Greater Tehachapi area chose to pass a general obligation bond in 2004. It provided TVHD with an authorization to raise $15 million towards funding the building of a new hospital. In November 2009, the district’s voters graciously approved an additional $50 million in general obligation bond sales to complete the design and construction of a new state-of-the-art hospital for the Greater Tehachapi Valley area. TVHD has been working diligently with SWA architects, the Office of Statewide Health Planning and Development (OSHPD), medical staff members, hospital employees and dedicated community members to plan and design a new “state-of-the-art” facility for our growing population. The new hospital will provide triple the floor space of our current hospital and 25 private patient rooms to maintain our Critical Access Hospital designation. As the need for additional beds arises, the hospital plans will allow for expansion. Under the current TVHD seismic waiver, the new facility must be substantially completed by January 1, 2015. Construction began on March 28, 2013 with an official groundbreaking ceremony on that date. Completion of the new replacement hospital is scheduled for late 2015 and ready for occupancy in early 2016. Examples of those activities are Adventure Camp, aquatic activities, sports leagues such as basketball & softball, T-Ball & Lil Warriors Soccer. Contract classes consist of Zumba, Jazzercise, Martial Arts, Ball Room Dance, Tiny-Tots & Big Tots.TVRPD special events consists of an Easter Egg Hunt & Chick Race, Breakfast with Santa, 4th of July, 5k & 10k runs / walks, as well as concerts and festivals in the park. Philip Marx’s Central Park is a 4.68 acre park in downtown Tehachapi that is filled with mature trees. “E” street & Mojave street border the park on one side & the scout hall, restrooms, & Wells school borders the other side. There are picnic tables, upright BBQ Pits, a playground, horseshoe pits & a gazebo available for rent for that special event. Unique tree carvings are throughout the park from trees that have been removed due to disease & the back of the park is used for contemplation & meditation by park users. Central Park is home to the Mountain Festival, the 4th of July Celebration, Spring Time Faire & the Hot Dog Festival. West Park is 13 acres on the west end of “D” street. The Tehachapi Valley Recreation & Park District Office is located there & most recently, Tehachapi Little League fields. A transformation of the park to accommodate girl’s softball & Little League has taken place & this will be their home for a few years. Golden Hills Community Service District wanted this move so that Meadowbrook Park could be converted into their community park as originally planned. West Park has restroom facilities, snack bar & lighted ball fields. Future plans consist of another restroom facility, enclosed drainage ditch from street Applegate Garden Florist run-off, & improved parking. West Park Activity Center is a 10,000 square foot facility which consists of a gymnasium, restrooms, meeting room & small service kitchen. Youth & adult basketball leagues, volleyball, youth dances, respite care, the food give away program, wedding receptions have taken place there with special events such as the Chamber of Commerce Fall Business Showcase, Fiddlers Contest, Old Timers Picnic, & the Breakfast with Santa Christmas event with vendors to name a few. Future plan is to upgrade the lighting in the gymnasium to be energy efficient. Ollie Mountain Skate Park is an 11,000 square foot facility which is an above ground skateboard park. This facility is located in the West Park complex between the Activity Center & the ball fields. Helmets are required – skateboards, inline skates and bikes are allowed. There have been a few skateboard competitions and fundraisers are planned to improve the park. 1121-H Valley Blvd., Tehachapi Meadowbrook Park is 8 acres in Golden Hills which use to be a diary. The park is located on Westwood Blvd. & is being converted into a community park. Pavilions, BBQ pits, sand pit volleyball, half-court basketball courts & new playground equipment are planned. This new area was developed in 2008 & has accommodated up to 38 dogs one time. There is a majestic oak tree in the middle of the park with smaller trees recently planted near by. A transition area allows owners to calm their dogs before going into the dog park & if the big-dog area is too overwhelming, a small dog area is also available. Benches have been installed & drinking fountains will be available in the spring. Elijah Morris Memorial Park is a 20 acre undeveloped parcel located south of the new Tehachapi High School on Dennison Street. Elijah Morris was an important figure in the development of sports in Tehachapi & this area will be tribute to his legacy. Planned are restrooms, outdoor badminton, sand volleyball, horseshoe pits, formal gardens, walking trail, open green space & a walk of honor. Original plans called for a swimming complex & a performing arts center. Jamison Mountain Park is 60 acres located approximately1 mile north of state highway 58 at the Dennison road over pass, in the Capital Hills area. The park is open range land donated to TVRPD by the Monolith Cement Plant in 1963. There is currently no public access to the property, but there are trails and easements that lead to the park area. TVRPD would like to see Jamison Park used in the near future for hiking, camping, trail riding and other open land activities. Brite Lake Recreation Area is 90 acres located on Banducci Road. This property is owned by the Tehachapi Cummings Water District & they manage the water while TVRPD manages the campgrounds. The area consists of tent sites without water, tent sites with water, trailer pull through sites with water & electric, trailer & RV sites with water, sewer & electric hook ups. Restrooms are available with shower accommodations, 3 pavilions, parking lots, boat ramp & fishing dock. Assortments of tree & road sign carvings are throughout the park which compliments the wild animals that appear periodically. Only dead or dying trees were used for carvings. A dump station is also available for park users. If you have a boat, only electric motors are allowed on the lake & no swimming due this lake being the water source for the community. Future plans consists of a handicapped camping cabin, walking trail, horse trail, paving of certain roads & parking lots. A Boat & Waterways Grant of $100,000 will be used for the paving & parking lots. Proposition 40 funds were used for steel fire rings & picnic tables throughout the park. Student enrollment is just slightly over 4,600, serving students in kindergarten through grade twelve. The district operates three elementary schools, one middle school, one comprehensive high school, and one alternative education site which includes a continuation high school, home-based independent study program and adult education. Tehachapi is well known for its diverse and excellent academic and athletic programs. Tehachapi High School (THS) is the single comprehensive high school serving students in the Tehachapi area. Our high school was named a California Distinguished High School in 2009. THS was founded in 1933 and currently houses over 1,200 students.
