PRINCIPLES
1. Reuse and repurpose existing enterprise licensing and
agreements to extract maximum value for the
Territory.
2. Implement COTs-based solutions wherever possible to
enable configuration (not customisation) and reuse.
3. Partner with an optimum number of industry leaders
with demonstrated delivery experience in education
systems and strategic capability deployment.
4. Leverage intellectual property of other education
jurisdictions.
5. Leverage industry partner advice and support
through strategic partnership agreements available
to both the Directorate and Territory.
6. Ensure alignment with Whole of Government
(WhoG) initiatives and alignment with Service ACT
principles.
7. Adopt cloud/ hybrid cloud opportunities where
viable by utilising a considered risk-based approach
and total cost of ownership assessment.
PORTFOLIO STREAMS
ETD is embarking on a whole of portfolio replacement of its
ICT systems to ensure they are fit for purpose and support the
current and future business of schools. Major programs in the
Portfolio include:
• eBusiness Program – involving replacement of the old
administration (MAZE) and the associated edge systems,
plus introducing a new intranet collaboration portal for
staff;
• eLearning Program – introducing cloud systems for
classroom teaching such as Microsoft 365 and Google Apps
for Education (GAFE); and
• Information Assets Program – introducing a corporate data
warehouse and Business Intelligence (BI) capability.

• The Directorate holds large volumes of data relating to students,
staff, facilities, finances and infrastructure. This rich information is
considered to be under-utilised.
• The Directorate is looking for a solution to provide three key data
enhancements – improved/faster access, easier interpretation for
stakeholders and better ways to represent information to improve
decision making at all levels.
• Local school data is also important. How can schools best utilise
this for local decision making?
Key hurdles to achieving these outcomes are:
• Datasets held within multiple databases on various
platforms and formats
• Multiple copies of the same data housed in different
data stores, undermining data integrity and
consistency
• Different ways of interpreting the same data,
resulting in inconsistencies between reports
• Outdated or non-existent business intelligence tools
limiting meaningful analysis and strategic planning
• Manual intervention required to generate external
and regulatory reports.

Interoperability Validation
• The Hub Integration Testing Service (HITS) is an
NSIP provided facility that allows application
vendors and jurisdictional teams to work with a
reference model of an information hub based on
SIF 3.
• The service is designed to model the interactions
that jurisdictions and vendors will need for simple
and complex integrations. The service will allow
existing SIF developers and teams that have not
yet worked with SIF to become familiar with the
mechanics of SIF 3.
