Steigenga Undersheriff Correctional Facility 12130 Fillmore Street West Olive, Michigan 49460 (616) 786-4140 or (888) 731-1001 Fax: (616) 738-4099 April 2011 Ottawa County Board of Commissioners and Residents of Ottawa County: The mission of your Ottawa County Sheriff’s Office continues to be that of “preserving public order and supporting the Constitution of the State of Michigan through enforcement of state and local laws.” Our mission is accomplished by providing 24-hour service to Ottawa County communities in the areas of responding to direct requests for law enforcement service, criminal investigations, traffic enforcement, and general assistance to the public. With this established mission, we as an organization continue to place a significant emphasis on the victims of crime and the ability to prioritize the resolution of crime for the victims and our communities. Our mission is furthered by the ability to offer a correctional facility that will meet the needs of the criminal justice system in Ottawa County. I continue to emphasize our mission statement and the following statement in various discussions and presentations regarding our agency’s role in the Criminal Justice System. “Professional law enforcement and a well-managed Criminal Justice System play a major role in the foundation of quality of life issues in any community.” This statement embodies the mission of our organization as evidenced by our continuing efforts to provide an effective level of law enforcement and correctional service in Ottawa County. Public education and awareness within our neighborhoods and communities along with crime prevention techniques is essential to the effective operation and service of the Sheriff’s Office. We make every effort to employ news sources and media outlets to educate and inform the public on issues related to crime, crime prevention, and awareness concerns. Even during these tough economic times, Ottawa County and its communities continue to recognize the importance of community growth by still promoting healthy communities, economic opportunities, and tourism. With these county and community standards, we have continued to maintain an emphasis on our law enforcement services as a priority. In preparing this annual report, our staff has once again had the opportunity to review the activity and service levels that are provided. In this day and age of tight budgets and economic concerns your Sheriff’s Office provides levels of service that demonstrate fiscal responsibility. 2010 has been a positive year for the Administrative, Law Enforcement, and Corrections Divisions of the Sheriff’s Office. Jail operations at our 467 bed Fillmore 2010 Annual Report Letter from Sheriff Page 2 Street Complex continue to operate effectively while providing progressive corrections programs. The Sheriff’s Office is proud to have one of the finest correctional facilities and jail operations in the State of Michigan. Our facility affords us the ability for proper classification, screening, and housing of inmates that we receive. In addition, this correctional facility allows for a proper environment to offer a variety of programming for our inmate population. The Ottawa County Correctional Facility is truly an asset to the county’s Criminal Justice System. Our new holding area in the Grand Haven Courthouse completed a process that has seen the Ottawa County Board of Commissioners improve all court holdings and our correctional facility since 1993. As an organization, we believe that a strong, cooperative approach to law enforcement is essential in identifying and controlling criminal activity within Ottawa County. This is best accomplished through proactive law enforcement, which includes community policing, organized drug enforcement, youth programs within our schools, as well as traditional law enforcement methods. As always, specific issues and local concerns are addressed as they are identified. Working in cooperation with all criminal justice entities within the county on current community concerns and initiatives such as domestic violence response, substance abuse, community awareness programs, and traffic-related concerns will remain a priority as we move forward in the years ahead. The Sheriff’s Office staff continues to explore and recommend updated technology in the areas of records management, forensics, and communications. Data systems and technical improvements in records management systems allow for greater access to statistical information, thus enhancing crime-fighting capabilities. Improvements and a focus in the area of forensics investigation provide additional tools to assist in suspect identification and our crime scene investigative abilities. The 2010 Annual Report is once again our opportunity to reflect on the efforts and accomplishments of employees from every division in the Sheriff’s Office. I greatly appreciate the professionalism and integrity exhibited by our staff in fulfilling the responsibilities of their various assignments. The Investigative Unit handled 2,232 new cases in 2010. INVESTIGATIVE UNIT MAJOR CASE INVESTIGATIONS YEAR MAJOR CASE INVESTIGATIONS 2010 2009 2008 2007 2006 2,232 1,684 1,898 1,909 1,968 Criminal Sexual Assault Investigations The Sheriff’s Office continues to be very active working with the Ottawa County Children’s Advocacy Center, located in Holland Township. The center handles cases of physical abuse and sexual assault involving victims thirteen years of age or less. The CAC staff includes both medical and professional therapist components, which provide children and young people with needed treatment. The Sheriff’s Office has two, and sometimes more, detectives assigned to the Children’s Advocacy Center depending on caseloads. Children’s Protective Services also works closely with the center’s staff and our assigned detectives. During 2009, Sheriff’s Office detectives interviewed 248 victims at the Advocacy Center and investigated a total of 376 Criminal Sexual Conduct and Physical Abuse cases. Fire Investigations The Sheriff’s Office Investigative Unit has three specially trained arson/fire detectives who provide assistance to local fire departments in Ottawa County in determining the cause and origin of suspicious fires. Detectives responded to 83 calls for fire investigations during 2010 confirming 24 of the cases to be arson. As a result of the fire investigations 10 arrests were made on charges of arson and two suspects were identified but not charged as they were deceased as a result of the fires that they initiated. 41 Sheriff’s 2010 Annual Report Friend of the Court Investigator Since May of 2001, the Sheriff’s Office had a deputy assigned specifically to work with the Ottawa County Friend of the Court Office. This deputy’s role is to assist with the collection of past due child support obligations and arrest those individuals who the courts have ruled are negligent in their support obligation. During 2010, Deputy Matt VanLiere facilitated resolution in several hundred cases. These cases resulted in 230 arrests. In addition, these case investigations have resulted in the collection of arrearages for child support owed to dependent families in the amount of $ 584,812.98. CCW Background Investigator The introduction of Public Act 381 of 2000 (the Michigan Concealed Weapon Law) made it necessary for the Sheriff to assign a detective to conduct applicant background investigations. In 2010, 1,443 concealed weapon permits were issued and over 1,379 individual background investigations were initiated. Based on the guidelines set forth in PA 381 of 2000, four applicants were denied a concealed weapon permit. Additionally, 28 licenses were suspended and five gun rights restoration matters were addressed. Forensic Services Unit The Forensic Services Unit (FSU) is part of the Investigative Unit of the Sheriff’s Office. At the present time, the FSI is staffed with two full time investigators, classified as a Detective Latent Print Examiner and a Crime Scene Technician (CST). In addition to these positions, a part time Evidence Technician (ET) is employed whose responsibilities include the intake and disposition of all evidence and property received by the Sheriff’s Office. The FSU staff responds to all major case calls with assigned responsibilities including the detection, documentation, collection, and preservation. In addition, this staffs are involved in testing and preparing evidence for court presentation of recovered evidence. The FSU staff also coordinates advanced scientific testing of recovered evidence with both State and Federal crime labs. For the year 2010 the FSU provided scientific assistance in 424 cases. The Latent Print Unit (LPU), consisting of one Latent Print Examiner works cases within the FSU. The LPU has responsibility for the identification of unknown fingerprints collected at crime scenes or developed on items of evidence. The LPU is responsible for the operation of the Automated Fingerprint Identification System (AFIS) and the FBI Integrated Automated Fingerprint Identification System (IAFIS). These systems allow and assist with the immediate search and identification of unknown recovered fingerprints of criminals. Ottawa County has developed a close working relationship with other Examiners throughout the Country and currently practices scientific verifications that are completed out of Agency to maintain quality control and impartiality. Ottawa County’s AFIS 42 Sheriff’s 2010 Annual Report terminal is one of twenty four in Michigan assisting in out of Agency criminal cases. The LPU worked 255 cases making 159 fingerprint identifications from unknown fingerprints and had a total of 202 AFIS / IAFIS transactions during the year 2010. In 2006, the Sheriff’s Office became one of the first police agencies in the State to participate in the Federal, Alcohol, Tobacco and Firearms (ATF) E-Trace Program. This program allows for the immediate submission of information on recovered firearms, where no other record of the weapons exists and is utilized to identify the history of a firearm. The program has had multiple successes in identifying stolen weapons and aids in the prosecution of related offenders. Computer Forensics In 2008 the Sheriff’s Office began implementation of on-site Forensic Computer Investigations. Since 2008 the number of requests for digital media examinations has grown substantially. Currently the Investigative Unit contains one investigator that conducts digital media examinations part-time. Detective Kerri Cannata received her Certified Forensic Computer Examiner certification in March 2009. As a forensic computer examiner, Detective Cannata assists in many investigations that involve digital evidence. This assistance varies from helping to identify digital evidence, internet investigation and forensic examination of digital evidence. Due to emerging and changing technology digital media (computers, cell phones, game systems, cameras, etc.) is rapidly becoming an important element in the investigation and prosecution of nearly every crime, including the creation of crimes that are unique to computers. In 2010 Detective Cannata took part in 42 investigation involving digital media. As part of these investigations she conducted 86 forensic examinations of digital media. Continuing Education and Presentations Detectives continue to attend yearly training seminars involving major case investigation, sexual assault, legal updates, and areas of investigative specialization. In addition to their normal duties, detectives also make presentations to area businesses, schools, and civic groups. Topics include such issues as fraud, embezzlement, violence in the workplace, gang-related activity, and other areas of community interest. 43 Sheriff’s 2010 Annual Report WEMET 2010 REPORT The goal of the West Michigan Enforcement Team (WEMET) is to enforce all narcotics law violations and coordinate multi-jurisdictional investigations dealing with narcotics trafficking. The Sheriff’s Office has one sergeant and five deputies assigned to WEMET. WEMET Ottawa Teams investigated 298 complaints, and made 171 arrests in 2010. Investigators assigned to WEMET also utilized the Sheriff’s Office K-9 Teams, Road Patrol Deputies, and Detectives to further enhance the unit’s productivity within Ottawa County. Detectives had conducted two previous buys into the suspect for an ounce of cocaine each time. Located in the vehicle was 260 grams of cocaine. The suspect was arrested for PWID Cocaine. WEMET was contacted by a C/S and advised of a known drug dealer in possession of 15 lbs of marijuana in his vehicle. The C/S provided information on where the suspect could be found. The suspect vehicle was located and eventually a traffic stop was made on it. The 15 lbs were located. Two subjects were arrested for PWID MJ. WEMET Detectives executed a search warrant at a residence in Grand Haven Twp of suspects believed to be involved in trafficking marijuana. 20 lbs of marijuana were seized along with ecstasy. Three suspects were charged in this incident. WEMET Detectives began an investigation regarding the trafficking of crack cocaine by a known drug dealer in the City of Holland. The investigation resulted in controlled purchases of over 50 grams of crack cocaine on three occasions. The DEA became involved in this investigation and assisted WEMET Detectives. On 3-31-10, WEMET Detectives arrested the suspect and executed search warrants in Holland City and Park Twp. The suspect has been transferred into Federal Custody and is awaiting Trial. A second known drug dealer, who is currently on federal probation, will also be indicted on a conspiracy charge as a result of this investigation. 45 Sheriff’s 2010 Annual Report WEMET Detectives received information from a confidential source that a suspect from Chicago IL had been bringing large quantities of cocaine to the Holland area. WEMET Detectives conducted an investigation and did make contact with this suspect in Holland Twp. A search of his vehicle resulted in the seizure of 113 grams of crack cocaine, marijuana and cash. The suspect who is believed to be a member of the Gangster Disciples street gang was transferred into Federal Custody the following Day and is currently awaiting trial. WEMET detectives conducted several buys purchasing marijuana. Two search warrants were conducted as a result of this investigation. Both search warrants were executed in Holland Twp. Just over a pound of marijuana was located at the suspect’s residence. A total of $1,077 dollars in cash was seized. WEMET detectives, concluding several weeks of surveillance, were able to seize 20 pounds of marijuana from a federal parolee. The subject was just released to a half way house in Grand Rapids after serving 12 years in the federal penitentiary for marijuana conspiracy charges. On the day of the seizure, WEMET detectives followed the subject to a residence in Saginaw and back to the west Michigan area. One subject arrested and several others still under investigation by WEMET and BAYANET (Saginaw) task forces. After purchasing 30 marijuana plants in undercover buys, WEMET detectives arrested a suspect for delivery of marijuana. These buys were done in conjunction with Muskegon WEMET who then executed a consent search at the suspect’s house in Muskegon County. The search resulted in the seizure of 82 marijuana plants. WEMET detectives conducted undercover buys into a Georgetown Twp. house and then conducted a search warrant at the location. The search warrant resulted in the seizure of 3.25 pounds of marijuana and $1,276. WEMET detectives received information that a known gang member in the Holland Twp. area was selling crystal meth. After conducting multiple undercover purchases of crystal meth from the suspect, a search warrant was conducted at the suspect’s residence. The search warrant resulted in additional seizures of crystal meth and drug charges against the suspect's girlfriend. WEMET detectives conducted a search warrant at a Georgetown Twp. residence. Located inside was a 34 marijuana plant grow, a bag of psilocybin mushrooms and a half pound of marijuana divided for distribution. WEMET conducted controlled buys into a known Vice Lord gang member. A search warrant was obtained and executed at his residence. Seized was 107 grams of marijuana and $533 cash. WEMET conducted controlled buys into a known TRG gang member. A search warrant was obtained and executed at his residence. Seized was 275 grams of marijuana, 20 grams of mushrooms and $1,063 cash. 46 Sheriff’s 2010 Annual Report WEMET conducted controlled buys into a known Latin King Gang member. A search warrant was obtained and executed at his residence. Seized was 179 grams of marijuana, 44.5 grams of cocaine, a .38 revolver and $865 cash. WEMET detectives received information from the Ottawa County Sheriff’s detective bureau and neighbors reference two separate addresses that had high amounts of traffic coming and going from the residences. After conducting surveillance at both residences, two search warrants were conducted. Over a pound of marijuana was located between both residences and two subjects were lodged for PWID marijuana. WEMET detectives were contacted by OCSO office in reference to locating 5pounds of marijuana. Interviews were conducted by WEMET detectives, and as a result the subject was lodged on charges of PWID marijuana. WEMET detectives were contacted by the Ottawa County Sheriff Department to assist in an identity fraud/larceny over $20,000 that was to occur at Wild Boar Harley Davidson in Hudsonville. Detectives established surveillance and the suspects were observed engaging in fraudulent activity. Ottawa County Deputies were able to traffic stop and take into custody six subjects from the east side of the state. WEMET Detectives were contacted by Ottawa County Sheriff Department reference a larceny complaint. Car larcenies were occurring in the Hudsonville area. In one of the car larcenies, an IPod was stolen. Deputies had received information that a subject had located the stolen IPod on Craig’s list. A meet was arranged in the Jenison area. WEMET detectives met the suspect to purchase the IPod. Two subjects were taken in custody as a result. Marijuana was also located in the possession of both subjects. WEMET detectives received information reference a suspect sending multiple pounds of marijuana from Texas to Holland, MI. WEMET detectives received information reference this suspect being in the Holland area. Through a confidential informant, detectives were fronted 6 lbs of marijuana. Detectives followed the suspect’s vehicle before and after the deal took place and obtained a search warrant for the residence. Over 60 lbs of marijuana was seized and several thousand dollars in cash. WEMET detectives conducted a search warrant on a known TRG gang member and recovered one ounce of marijuana and $96 cash. WEMET also confirmed intelligence information of connections between the TRG and Latin Kings. WEMET detectives conducted a search warrant at the residence of a known TRG gang member in Holland Township. Detectives recovered approximately 11 grams of cocaine, 2.5 grams of marijuana and $1602 from the residence. 47 Sheriff’s 2010 Annual Report The Ottawa County Sheriff’s Office obtained information that a subject living in West Olive Estates had several pounds of marijuana. WEMET set up surveillance on the subject and observed him leaving his home. The subject was stopped on his way to Muskegon with $843 on his person. A search warrant was obtained for the subject home and an additional $3,123 and 1,065.5 grams of marijuana were located. WEMET was contacted by the Ottawa County Sheriff’s Office and requested to assist with an investigation in Crockery Twp. A search warrant was obtained by the Sheriff’s Office and executed at the home with the assistance of WEMET. After entering and starting to search the home marijuana was located. A second search warrant was then obtained by WEMET. Located in the home was a marijuana grow 11 plants were removed. Also located were 197 pills including Topamax and Protonix, and 65.16 grams of processed marijuana. Case resulted in charges on two subjects living at the home. WEMET was contacted by Ottawa County Sheriff’s Office Detectives to assist them with a search in Grand Haven City. Located in the home were several racks of cut marijuana drying in the suspect’s closet. Also located were several jars of processed marijuana. Total weight for the marijuana located in the home was 1,586 grams. A subsequent search was made at a hotel where the suspects had been staying. Located in the hotel room were 35.66 grams of marijuana and 43.83 grams of hash. WEMET GTF Detectives conducted a search warrant in Holland Twp. Detectives recovered a quantity of crack cocaine and three long rifles. One of the weapons recovered was a SKS assault rifle with a 30 round magazine. WEMET GTF Detectives executed a search warrant in the City of Holland. Traffic Services Unit In addition to traffic enforcement conducted by routine road patrol and community policing units, the Sheriff’s Office Traffic Services Unit consists of one sergeant and two full-time deputies. The sergeant’s duties include supervising the two fulltime traffic deputies, along with serious and fatal crash investigations and reconstruction, which includes forensic mapping of crash and crime scenes. In addition, this sergeant serves as a liaison between state and local offices regarding traffic safety issues. Traffic Services Deputies enforce state traffic laws, investigate motor vehicle crashes, and serve as traffic enforcement training officers for all new deputies in addition to providing traffic safety related educational programs to the public. There are additional township funded traffic units in Georgetown, Grand Haven, Holland and Park Townships. There are also two vessels that are on trailers and primarily utilized on inland lakes and portions of the Grand River. Primary areas of patrol include Spring Lake, the Grand River, Lake Macatawa, Lake Michigan, Crockery Lake, Cranberry Lake, Cedar Lake and Georgetown Lake. During 2010, the Marine Unit focused efforts on education in an attempt to gain voluntary compliance with marine laws and safety regulations. Enforcement continues to be a component of marine safety, but education and compliance with boating laws have the most impact on creating a safe and enjoyable boating environment. Special event patrols for 2010 included the following: Holland Tulip Time Fireworks, Fruitport Old-Fashioned Days Fireworks, Heritage Festival in Spring Lake, Fourth of July Fireworks in Holland, Grand Haven, and Crockery Lake, the Coast Guard Festival activities in Grand Haven, The Lake Mac Triathlon and the Grand Haven YMCA Triathlon, Grand Haven Duckie Derby, and several professional fishing tournaments, including the Grand Haven Offshore Challenge, Wal-Mart FLW Bass Tourney, Grand Haven Salmon Festival and Riverside Park Bass Tournaments. Two OWI boating enforcement dates have been added with the co-operation of area law enforcement and the BAT mobile in an effort to make the public more aware of the dangers of drinking and boating. Marine Unit Deputies also participated in out-of-water events, including area township fire department open houses, as well as area parades in Jenison, Holland, and Grand Haven. Deputies teamed with the Lakeshore Safe Kids Coalition and Beach and Piers Safety in distributing water safety information throughout the Lakeshore Area. Deputies and volunteers distributed child, youth and adult personal floatation devices (PFDs - life jackets.) Whenever boat owners had the wrong type/size PFD or when PFDs were missing altogether or in poor condition, new PFDs were loaned to boaters. PFD’s were also placed on “Loaner Boards” at the State Parks and County parks within Ottawa County. The loaner boards provide parents or guardians of children the use of life jackets to assist in keeping their children safe while enjoying water activities at the beach. Again this year the Marine Unit participated in Beach Survival Challenge in Grand Haven, which focuses on beach and pier safety. In past years the public, along with various lake association groups, have voiced complaints regarding loud mufflers on a number of boats. Reducing these noise violations was a goal for the Marine Unit in 2010. The Spring Lake Beach Association donated two new sound meters to the marine unit which put a sound meter in each patrol vessel. By instituting a program of repair and report, the 53 Sheriff’s 2010 Annual Report Marine Unit has utilized sound meters to ensure that the exhaust system of cited boats was adequately repaired. By utilizing these enforcement tools and by educating the boaters the number of complaints and citations for loud exhaust has been reduced. Issues in the Stahl’s Bayou area continue to require the attention of Marine Unit deputies. On busy weekends during the boating season, it is not unusual for upwards of 380 vessels to be anchored in the bayou at one time. The Marine Unit has responded to complaints of loud music, urinating in public, private property trespass, indecent exposure, reckless boating, and violations of SlowNo-Wake. The Marine Unit will continue to work with responsible boaters, property owners and local units of government to resolve problems, gain compliance, and to educate the public. The Sheriff’s Office Marine Unit consists of one full-time sergeant and forty three seasonal, part-time deputies. Sergeant Keith Koeman currently oversees the Marine Unit. Sgt. These funds assist in paying for new equipment, wages, and operational expenses. 2010 Dive Team Report In 2010 the Sheriffs Dive team was paged to 18 potentially critical incidents. Of these, 14 were deemed unfounded or did not require action by the Dive Team. Of the remaining 4 critical incidents, 2 were fatal boating accidents in which one victims were recovered by Dive Team members, 1 was a drowning at the Grand Haven State Park where the father saved his son from the rip current however he drowned in the process and 1 was a subject who died of hypothermia and whose recovery was assisted by Dive Team members. A dive team member also assisted Muskegon County with the recovery of a drowning in Ludington’s channel. The Dive team conducted 7 training dives and 1 evidence recovery dive. Dive team members also made presentations to civic groups and assisted with the Lake Macatawa and Grand Haven Triathlons. The dive team members volunteered 3 evenings this year to the Holland Aquatic Center for its “float–in” movie nights. The Parents and children watched a movie while floating on rafts and during the movie the dive team members swam the pool bottom keeping them safe. 54 Sheriff’s 2010 Annual Report From the Ed Johnson Memorial Fund the dive team was able to purchase a chainsaw for cutting through the ice during ice rescue/dive situations and an underwater scooter which allows a diver to cover more area while searching for a victim. The dive team also received Port Security Grant funds to purchase a Video Ray underwater robotic camera and side scan sonar. A police honor guard unit consists of members of an individual department who are specially trained to provide certain honorary functions. These functions typically involve special details associated with ceremonial events and police funerals. The department managed to secure monetary donations from private groups and citizens that provided the funding needed to organize this unit. Through these donations all of the necessary uniforms and equipment needed for a formal Honor Guard Unit were obtained. Seven members from the department were selected to participate in the unit and all have received formal and specialized training through the process. As a result, the Honor Guard Unit stands ready to represent Ottawa County and the Sheriff’s Office in a formal and professional fashion. Hopefully, their services will never be needed to conduct a police funeral, however, the unit is prepared to assist in such an event if called upon to do so. The members of this unit are Sergeant Robert Ruster, Sergeant Robert Tease, Detective Kerri Cannata, Detective Michael Tamminga, Deputy Frank Dobroc, Deputy Paul Ortega and Deputy Matthew VanLiere. Substance Abuse Violence Education Since the start of the 2000-2001 school year, the Ottawa County Sheriff’s Office has introduced the Substance Abuse Violence Education Program (S.A.V.E). S.A.V.E. is the product of a development effort by the Ottawa Area Intermediate School District, the Ottawa County Health Department, and the Ottawa County Sheriff’s Office. S.A.V.E. is an eight-week course taught by Sheriff’s Office School Liaison Deputies. Classroom teachers, utilizing the Michigan Model curriculum, also reinforce the S.A.V.E. message in their classrooms through their teaching and instruction modules. The S.A.V.E. curriculum includes such lesson topics as “Drugs, What I Learned Today,” “Consequences to Gateway Drugs,” “Why Some People Use Gateway Drugs,” “How to Say No,” “Decision Making,” “Positive Alternatives and Support Systems,” “Dealing with Violence,” and “Gang Awareness.” Graduates of the S.A.V.E. classes each received a T-shirt and certificate in order to remember the valuable lessons learned. During 2010, the Ottawa County Sheriff’s Office provided instruction in the S.A.V.E. curriculum to 1,970 students in the following schools: Allendale Public and Christian Schools, Coopersville Area Public Schools, Hudsonville Public and Christian Schools, Jenison Public and Christian Schools, St. Michael’s School, St. Joseph’s School, and Zeeland Public Schools. Deputies assigned to teach the S.A.V.E. curriculum during the year 2010 were Scott Dyke, Sarah Flick, David Dewitt, Tonya Kimber, Rick Sykes, John Ortman and Michele Sampson. 58 Ottawa County Sheriff’s Office Victim Services Sheriff’s 2010 Annual Report VICTIM SERVICES UNIT The Victim Services Unit is a volunteer group consisting of 25 dedicated individuals. The mission of the unit is to assist individuals who have suffered a tragedy (either a victim or a victim’s family), thus permitting emergency personnel to concentrate their efforts on the incident at hand. The victim advocates work in teams of two and are paged by the Ottawa County Central Dispatch Authority, upon request of law enforcement or emergency personnel at the scene of an incident. The Victim Services Unit has proven to be a very valuable asset and is available to all law enforcement and fire services personnel in Ottawa County, upon request. The Victim Services Unit is designed to provide support and comfort to victims and their families, thus minimizing the stress of the situation. Advocates make referrals to appropriate agencies and services in the area, and provide victims with information regarding access to the Judicial System and the Victim Compensation Board. They also serve as a go-between for victims, their families, and emergency service providers. In 2010 the unit responded to 47 calls for service and assisted numerous people. Lee Hoeksema serves as the liaison between the Victim Services Unit and the Sheriff’s Office and may be contacted by e-mail at the following address, lhoeksema@miottawa.org 59 Ottawa County Sheriff’s Office Senior Volunteer Program Sheriff’s 2010 Annual Report Senior Volunteer Program (SVP) In 2010 the Ottawa County Sheriff’s Office continued to utilize the services of the Senior Volunteer Program which was established in 2006. Currently the team has 18 members 17 that work out of either our Georgetown or Fillmore office and one that works out of the jail. Typically two teams are on each day and divide the county in half for better service. With this expansion we are able to provide additional services to the community and free up our patrol staff. A new service which began in 2009 and was continued in 2010 provides released prisoner transportation services. On occasion persons released from jail have no means to return to their community many times trying to walk home. With the addition of these services and other similar programs that we use,we hope to eliminate that occurrence. During 2010 our senior volunteers donated in excess of 3,600 hours and traveled nearly 40,000 miles throughout the county. The teams also conducted 582 home security checks, identified 252 handicapped parking violations, and transported to specific drop off sites 62 persons needing a ride from the jail The Senior Volunteers assist the Sheriff’s Office in several key areas including, vehicle transfers, home security checks, handicapped parking enforcement, as well as assistance in the processing of abandoned vehicles. Senior Volunteers also assist at community events such as National Night Out, Community Fire Department Open Houses, and local fairs. The Senior Volunteer Program is supervised by Lt. Hoeksema. Lt. Steven R. Baar The primary goal of the Sheriff’s Office Corrections Division is to ensure the safety of inmates, corrections personnel, and residents of Ottawa County. This is accomplished by detaining inmates in a secure manner, in the least restrictive setting possible, given inmate classification. The Sheriff’s Office Corrections Division strives to provide all inmates with humane living conditions and to protect inmate rights consistent with the United States Constitution, the Michigan Constitution, the laws of the State of Michigan, and Michigan Department of Corrections guidelines. The Corrections Division operates the jail facility located at the Fillmore Street Complex in West Olive. In addition, the unit is responsible for inmate holding areas which are located in each of the court buildings in the county. All Ottawa County inmates are now housed at the West Olive Facility as a result of the final closure of the Grand Haven Jail, which was demolished to make room for the new court building in Grand Haven. The West Olive Facility can hold 462 inmates in podular or dormitory style systems depending on the classification of the inmate. Certain inmates who qualify may participate in a Work Release Program, which allows them the opportunity to maintain their employment status while they are serving their sentence. In addition, other inmates are allowed to work outside of the facility on supervised work crews through the Sentence Work Abatement Program (SWAP). Those inmates who successfully complete the program may receive a reduction in the amount of time they are incarcerated. We are pleased to report that efforts to expand the position of Case Manager were successful. Through funding from the Office of Community Corrections we were able to add an additional position in the jail to provide basic counseling and provide drug/alcohol assessments for probation officers. Our Case Managers focus their services towards inmates that suffer from minor mental illness and the development of relevant drug/alcohol evaluation tools. Programs offered in the jail include: General Equivalency Diploma - offered through the Zeeland Public Schools for the West Olive facility Religious Programs - Offered through the Forgotten Man Ministries, and includes group services and individual study lessons. Area churches continue to be involved in our Jail Ministries Program 61 Sheriff’s 2010 Annual Report Freedom for Women - This program is designed to assist in offering resources to address areas of housing, transportation, employment, budgeting, clothing, food and meal planning and basic mental well-being. Substance Abuse Programs - Inmates who wish to receive support for drug and alcohol dependency can enroll in Alcoholics Anonymous support groups and other substance abuse classes. The goal of these various programs is to assist inmates in becoming law abiding, productive members of the community once they are released from incarceration. Animal Control Deputies routinely investigate complaints regarding the handling and care of companion animals, which includes abuse/neglect situations, and dangerous animals. During 2010, the Sheriff’s Office responded to 2,607 incidents regarding animal control issues, of which, 146 of these complaints, were animal bite incidents. While Ottawa County Animal Control Deputies are concerned with the humane treatment of animals, their primary goal is that of preserving human health, thus the importance of educating the community on the need to license and vaccinate their pets. Animal Control Deputies regularly pick-up stray cats and dogs and assist in reuniting owners with lost pets. These Officers are skilled in preparing new road patrol candidates for solo patrol within Ottawa County. When a newly hired deputy is assigned to road patrol duties, he/she will have successfully completed a 13 week training program administered by the Field Training Cadre. Candidates who successfully complete the FTO Program generally enter the part-time road patrol ranks, filling shifts for regular deputies. Part-time deputies are further considered for full-time positions as they become available. Entry-level road patrol candidates are assigned a team of three FTO’s. The trainee initially participates in a two-week orientation program during which reporting skills and investigative techniques are taught, and an overview of the various department divisions is presented. The trainee then begins several weeklong segments of intensive training with the different FTO’s, who complete comprehensive evaluations of the trainee’s performance. The trainee is provided with instruction in various “training tasks” and is expected to gradually assume greater control of the workload assigned to the team. Those trainees who are deemed ready to move on to the next phase are placed into “semi-solo” patrol, where the trainees actually work a patrol car by them selves. This is under the direct supervision of a FTO. It is during this time that the trainee is expected to perform all of the shift duties on his or her own, without FTO involvement. If the candidate successfully completes this “semi-solo” period, the deputy is then released to solo patrol and remains subject to further training and evaluation as deemed necessary by the FTO’s. As a training unit, Field Training Cadre members strive to offer the best training possible for those selected to become road patrol deputies within our agency. The FTO’s continue to do their best to ensure that the people of Ottawa County are well served by newly trained deputies. During 2010, Sgt.Mike Bagladi assisted by Sgt. For additional information about the FTO Program, you may contact Sgt Wieringa at the following e-mail address, mwieringa@miottawa.org. 68 Sheriff’s 2010 Annual Report Corrections Training Unit The Sheriff’s Office Corrections Training Unit consists of a group of up to five Corrections Training Officers (CTO’s) who are skilled in preparing new corrections officer candidates for solo duty within the Ottawa County Correctional Facility. When a newly hired corrections officer is assigned to the correctional facility he/she will have successfully completed a six-week training program administered by the corrections training officers, and supervised by a Sergeant. Candidates who successfully complete the CTO program generally enter the part-time corrections pool, filling shifts for full-time officers. Part-time officers are considered for full-time positions as they become available. Entry-level corrections officer candidates are assigned to work in tandem with a CTO. They will work with at least two different CTO’s during the course of their six week training period. The trainee will begin with an orientation and observation day. Once they are assigned to a specific CTO they will begin to work in tandem with that officer and this will encompass the majority of the training process. The CTO will complete daily observation reports to document the progress and work load of the candidate. The training program is a “task oriented” program. As the trainee achieves proficiency in each assigned task, they are authorized to perform these tasks on their own. Once the candidate has demonstrated proficiency in all of the outlined tasked there is a “shadow period” were the CTO allows the trainee to perform all assigned duties for that day and progress and achievement are documented. Once a trainee has attained solo status they remain subject to further training and evaluation as deemed necessary by the CTO unit. Each CTO has attended a specific training course in the application of our training program. They have also been instrumental in the development and application of our current program. All Corrections Officers are also required to meet standards pertaining to continuing education. This is accomplished through our monthly in-service training. Douglas with canine Rocky, and Deputy Mike Petroelje with canine Roy. The unit is supervised by Sgt. Keith Garvelink. These canine handlers and their police service dogs have all undergone extensive training. The teams maintain proficiency certification. The areas canines are trained in include tracking, building searches, article searches, obedience training, handler protection, criminal apprehension, controlled substance detection, and ordinance or explosive detection. The teams train in these various areas each week to maintain proficiency and certification. Call types the teams respond to typically include any crimes of a serious nature where a suspect has fled from the scene. The calls include armed robberies, assaults, fugitive arrests, home invasions, and homicides. Canine teams are also frequently called to respond to controlled substance investigations, missing persons cases, and bomb threats. When not performing canine team specific work, the handlers provide general police services for the citizens of Ottawa County. The teams are also frequently called upon to perform demonstrations with the police service dogs for a variety of groups in the community. These searches resulted in 47 arrests by Canine Team activity. 71 Sheriff’s 2010 Annual Report 2010 CONTROLLED SUBTANCE INVESTIGATIONS The Canine Team continues to play a significant role in controlled substance detections, investigations and seizures within the community served. The Canine Team frequently assists other agencies, including the West Michigan Enforcement Team with controlled substance investigations as well as routinely assisting patrol units with controlled substance investigation. In 2010, the Canine Team located controlled substances with a street value in access of $27,000.00. Additionally, the Canine Team located cash monies related to the trafficking of controlled substances of over $260,000.00. ORDINANCE DETECTION Deputy Mark Busse and K9 Ike are a team specifically trained in the detection of ordinance and explosives. This team assists other agencies as well as serving the citizens of Ottawa County in this capacity. Responding to bomb threats is one area where this specially trained team is utilized. Deputy Busse and Ike are also called upon to clear areas for threats prior to large events or visits by dignitaries. In 2010, Deputy Busse and Ike responded to 7 bomb type incidents in addition to other duties. Due to the availability of this team, business’ and schools are able to get back to normal function in a rapid fashion. This team also reduces threats to officers responding to ordinance or explosive type investigations. K-9 DEMONSTRATIONS Canine handlers and their police service dogs are frequently requested by various groups in the community to show the capabilities of the team, and speak regarding the Canine Team and their duties. The demonstrations are very popular with citizens, and result in a greater understanding of the unit’s duties as well as building rapport for law enforcement within the community. In 2010, the Canine Team performed demonstrations for over 500 citizens at a variety of events. OTHER RELEVANT DATA In addition to performing canine specific work for the citizens of Ottawa County, the canine handlers also provide general police service within Ottawa County. This service includes responding to criminal calls, traffic crashes, medical emergencies, assisting motorists, investigating criminal incidents, serving subpoenas and more. In 2010, the Canine Team completed 1882 reports, responded to 119 medical emergencies, assisted 105 motorists, investigated 192 traffic crashes, made 59 arrests for drunk driving, and issued 756 citations. 72 Ottawa County Sheriff’s Office Community Policing Sheriff’s 2010 Annual Report COMMUNITY POLICING Recognizing that a significant amount of law enforcement response is reactive in nature, the administration of the Ottawa County Sheriff’s Office has consistently moved in the direction of community-oriented policing. Our goal is to work directly with local elected officials, schools, courts, businesses and community leaders to identify specific areas of need, and develop strategies to address those needs. We believe that the proactive measures involved in community policing concepts have a direct impact on the reactive actions required of law enforcement. Community-oriented policing has proven to be a valuable tool in dealing with the significant growth that has occurred within Ottawa County over the years. Cooperative efforts between local units of government, school districts, and the Ottawa County Sheriff’s Office have led to many successful Federal grant awards over the years, such as the Department of Justice “Cops” Grant. These programs have provided much of the initial financial foundation for the growth of community policing in Ottawa County. Continued support and partnerships by local units of government, schools, and the county have made communityoriented policing a stable, effective method of proactive law enforcement within Ottawa County. Community policing assignments have taken three primary directions - the township or city community policing deputies, who consider the needs of the local unit of government, the school resource deputies, who focus on school issues during the school year, and Family Court community policing deputies, who deal with juvenile justice issues. Community policing deputies are a visible presence in the communities they serve. In addition to actively participating in community events, the deputies work closely with local units of government, schools, and courts on issues specific to that particular entity. Well-publicized national events have demonstrated the need for development of safety strategies and event crisis management to insure the well being of students and staff members. School resource deputies remain highly visible and assist in proactive problem solving to prevent or limit significant events from occurring on school grounds. Apart from carrying a criminal investigation caseload resulting from crimes committed on campus, school resource deputies are skilled in working with young people. Deputies attend many school academic and sporting events, and act as mentors to students, sharing their knowledge of life skills. Deputies also participate in classroom activities, such as teaching the S.A.V.E. (Substance Abuse Violence Education) Program and speaking on health and government related issues. In addition, some deputies have extended their interest and talents to after school activities, such as coaching and assisting in sports activities in their school districts. The School Resource Deputy’s positions have been secured thanks to the early use of COPS grants but most recently to a partnership between the Schools, local City and Township, and Ottawa County. During non school hours such as spring and winter breaks and summer vacation the deputies cover hours in their respective township or city. The assigned deputies work with court wards (most of whom are designated “high-risk” to reoffend) and who are placed in the community. These deputies also investigate crimes, serve summons’ and subpoenas, transport juveniles, and act as a liaison between the Sheriff’s Office and the juvenile court. In October of 1999, the program was enhanced with the addition of one additional deputy, for a total of three juvenile justice deputies. The Intensive Surveillance Program (ISP) is one of the collaborative efforts between the court and the Ottawa County Sheriff’s Office. This program is designed to be a strong, behavioral intervention program with even greater supervision intensity of high-risk youth living within the community. The ISP deputies are also involved in various other court programs and services requiring different levels of surveillance for these youth. The Ottawa County Sheriff’s Office and 20th Circuit Court, Juvenile Services continue to be leaders statewide in this innovative collaboration of services. In 2010, the total number of youth served in the ISP program was 14. In addition to the ISP Program, officers also worked with juveniles in the Juvenile Drug Treatment Court (JDTC) (25 youth), the Juvenile Community Justice Program (JCJ) (31 youth) and, as needed, community probation cases (36 youth). Managing a case includes developing case treatment plans; writing reports for and appearing in court; attending staff meetings; maintaining a record of contacts, drug tests and case notes in the court’s case management system; and frequent surveillance of the youth in his/her home and school, in the community and at job sites. The deputies assigned to JCJ and JDTC work cooperatively with teams assigned to each program and participate in frequent team meetings; these teams include members from community organizations. The total number of face to face contacts during 2010 exceeded 3,000. Deputies assigned to the 20th Circuit Court, Juvenile Services juvenile justice community policing positions for the year 2010 were: Deputy Allison Anderson, Deputy Tony Boersema, and Deputy Stacy Scholten. Ride-Along Program In an effort to improve police/community relations, educate the public, and provide residents with an opportunity to better understand police procedures and operations, the Sheriff’s Office initiated a Ride-Along Program in 2003. County residents who are at least eighteen years of age and are enrolled in a criminal justice educational program are eligible to apply. The applicant is assigned a road patrol deputy and rides with him/her for a portion of the deputy’s shift. During 2010, 196 ride-along applications were processed. The majority of 76 Sheriff’s 2010 Annual Report participants fell into one of three categories: criminal justice students, community leaders, and family members of Sheriff’s Office personnel. Interested parties must complete an application and waiver of liability form. A criminal records check is run on all applicants. Applications are available at the Fillmore Street Complex during regular business hours, Monday through Friday, 8:00 a.m. to 5:00 p.m. High School and College Internships The Ottawa County Sheriff’s Office High School Internship Program is a coordinated learning experience for high school seniors interested in a career in law enforcement. The Internship Program is one semester in length and supervised by a Sheriff’s Office School Liaison Deputy. Students are exposed to various aspects of law enforcement, including records, the jail, central dispatch, road patrol, and community policing. In 2010, five Ottawa County Students participated in the High School Internship Program. Interested students coordinate with their School Liaison Deputy regarding the application process. Sgt. Those students who receive a recommendation from their college or university may apply for an intern position with the Sheriff’s Office. Applicants participate in a rigorous selection process, consisting of an oral interview, criminal history check, and driving record check. During 2010, 10 interns were placed and obtained valuable experiences in the field of law enforcement. The Sheriff’s Office views this program not only as an opportunity for students to gain real-life experience in the criminal justice arena, but also as an opportunity to showcase our agency and hopefully recruit some outstanding candidates for future employment. The students receive college credit for participation in the 80-100 hour program. Our goal is to provide the students with a well-rounded view of the Ottawa County Criminal Justice System. To that end, students are rotated through different disciplines within the system, including road patrol, investigative unit, records, administration, corrections, the prosecutor’s office, and central dispatch. Students who have obtained a recommendation from their college or university may contact the Sheriff’s Office regarding scheduling an interview. Interviews for fall term internships are held in July and interviews for winter term internships are held in November. 77 Ottawa County Sheriff’s Office Records Unit Sheriff’s 2010 Annual Report RECORDS Records personnel are available Monday through Friday, 8:00 a.m. to 5:00 p.m., at the Sheriff’s Office headquarters in West Olive, to assist residents with processing of CCW applications, fingerprinting, sex offender registration, and obtaining copies of incident and traffic accident reports. In addition, records personnel transcribe officer reports, enter case data and accident report data into the county’s justice system, compile department statistics, and assist with inmate and professional visitation at the West Olive Adult Correctional Facility. Personal Protection Orders offer the plaintiff a measure of protection in that the defendant can be immediately taken into custody if found in violation of the order. Additionally, 551 conditional bonds, associated with domestic violence cases, were entered into LEIN in 2010. Conditional bonds, as they relate to the domestic violence law, also allow for a defendant to be immediately taken into custody if found in violation of the bond conditions. Sheriff’s Office records personnel also manage the entry of criminal warrants into the LEIN system. ***In 2010, records personnel entered 12 felony warrants and 374 bench warrants along with finger printing 4,017 applicant and court ordered prints. * Starting in 2009 handgun registrations are submitted directly to the State of Michigan by the purchaser. **Starting in 2010 increase in original reports and supplemental reports is due to policy change for when reports need to be taken. *** In 2010 all three District Courts in Ottawa County entered all their own warrants. 78 Ottawa County Sheriff’s Office Reserve Unit Sheriff’s 2010 Annual Report RESERVE UNIT The Sheriff’s Office Reserve Unit is comprised of 92 members, although the Marine Unit and Mounted Unit members can also perform reserve details. The department currently has an additional 18 new reserves in a 72 hour reserve academy from which they will graduate in April 2011. The members of the Reserve Unit are individuals from the community who have an active interest to be involved with law enforcement. Reserve deputies ride evenings with full-time deputies, as the second deputy in the patrol car. A reserve deputy that rides as a second uniformed deputy in a patrol unit is not compensated for this service. In addition to ride along responsibilities, reserve deputies also work traffic and crowd control at the county fairs, the Berlin Raceway, high school football and basketball games, the Grand Haven Coast Guard Festival, township park patrols in Holland, Port Sheldon and Park Townships as well as other public and private functions, as requested. When working these special events, reserve deputies are paid by the event contractor through a special contract with the County. Reserve deputies purchase their own department-sanctioned uniforms and equipment, at no expense to the Sheriff’s Office. Reserves also attended monthly training sessions held at the Sheriff’s Office without compensation. The Sheriff’s Office Reserve Unit is comprised of four squads: Holland, Jenison, and Grand Haven/Spring Lake/Marne. Each squad has leaders who handle the assignments in that area. The entire unit is under the supervision of the Sheriff’s Office Law Enforcement Services Lieutenant. The deputies provide their own uniforms, equipment and mounts. The Mounted Unit is a very effective method of law enforcement, as mounted officers can patrol in areas not easily accessible to patrol vehicles, and have better crowd visibility than deputies on foot patrol. The Mounted Unit provides crowd control and security for fairs, business picnics, parades and other major county events during the year. In 2010, the Mounted Unit provided 664 hours of volunteer service and 447 hours of contracted work. Members of the Mounted Unit are provided with extensive training throughout the year. Deputies must pass a prescribed mounted course with a score of 100 percent before they are permitted to work their mounts among the public. Sgt. This proactive approach encompasses a wide range of activities throughout the county such as involvement in Fire Open Houses and Day of the Young Child in order to educate residents of all ages on safety measures for any type of disaster. Other speaking engagements take place throughout the year as employees create awareness and educate a variety of groups such as schools, hospitals, faith-based organizations and many other gatherings. Through the generosity of media outlets such as WCET TV’s monthly journal and MAC TV, the Emergency Management Unit is able to reach many residents with messages of emergency preparedness and mitigation. By distributing 21 NOAA weather radios in 2010 to organizations in our county and talking with them about emergency planning, our residents are better prepared to handle a weatherrelated emergency such as a severe snow storm or a tornado. Our Local Emergency Planning Committee (LEPC) met bi-monthly with additional training being conducted after each meeting. Members were also present at various emergency preparedness events educating the public. One new off-site spill response plan was written this year, and two emergency plans were updated for Ottawa County’s SARA Title III Section 302 sites. To date, 104 out of a possible 120 site plans have been completed. Annual fluctuation in the number of sites is due to the closing and opening of sites. The LEPC Annual Conference was held in March at the Ottawa County Fillmore Complex. This conference was for anyone needing an emergency preparedness plan. 108 people attended the 2010 “Are You Ready?” conference. The Local Planning Team (LPT) met quarterly discussing regional homeland security issues and set priorities for grant funding in the areas listed below. Decisions were based on two criteria, the first being improving Ottawa County’s capability to prepare for and respond to any type of man-made or natural disaster, and the second was emergency response collaboration between the thirteen counties in Michigan Region Six. Members of the LPT also sat on various regional committees throughout the year working on regional projects. Ottawa County Skywarn and other OCEC volunteers donated many hours in 2010, helping with severe weather monitoring, Tulip Time, traffic direction, search and rescue and many other events. Specialized equipment such as the Communication Trailer and the Mobile Command Unit were also utilized this year, often together with our volunteers. Ottawa County is fortunate to be able to work with groups of well-trained, specialized and dedicated volunteers. 82 Sheriff’s 2010 Annual Report The Ottawa County Hazardous Material and Technical Rescue Team continues to grow and increase its’ level of training. The HazMat Branch currently has 13 members that responded to four incidents this year with a total of 37.9 response hours. They held monthly training with 197.25 attendance hours. The Tech Rescue Branch currently has 14 members. They responded to one incident with 58.5 response hours. They held monthly trainings with 252.5 attendance hours. This year also marked the end of the 16 years of dedicated service that Bill Smith provided Ottawa County as Director of Emergency Management. Bill served as Ottawa County’s representative on many committees including the Region 6 Governing Board, Region 6 Bio-Terrorism Committee, and Michigan Emergency Management Association (MEMA). As director Bill also served on Ottawa County Central Dispatch Authority’s Standard Operating Procedures Committee and was chairperson of the Technical Advisory Committee. Bill worked tirelessly to promote Emergency Management in Ottawa County and in the State of Michigan, we thank him for his years of service. The Emergency Management Unit continues to welcome the challenges that come with the unpredictable nature of emergencies and is confident that much progress was made in 2010 toward meeting preparedness goals and objectives. We are thankful for the tremendous support we have received from the people of Ottawa County both in the private and the public sectors.
