Welcome and Introductions Mr. Rubio called the meeting to order at 8:15 pm and asked for introductions from those present. 2. Presentation of notes from meeting on January 28, 2010 The CTTR Committee reviewed the notes and approved the notes as presented. 3. Discussion and Update: Upcoming Pre-apprenticeship class, and requests for reimbursment. Mr. Cardoso informed the group of the current number of candidates there were for the upcoming Pre-apprenticeship class scheduled to start February 16, 2010. Classroom materials needs were discussed by Mr. Cardoso and Mr. Rubio along with a request for reimbursement. The committee made a motion to approve reimbursement to Mr. Cardoso for a $169 expense incurred in purchasing classroom materials. 4. Discussion and Update: Review of Graduation Announcement Correspondence and collaboration opportunities with local education systems and non-profits. A draft of a correspondence to be distributed to local builders was reviewed by the committee. Ms. Kilty, Mr. Rubio and Mr. Banda discussed additional revisions that would need to be made to the correspondence before distribution. Recent communications with local non-profits and educators were brought before the committee by Mr. Banda and Mr. Cardoso. Prospective partners, and collaboration opportunities were discussed by the committee along with local municipal projects. 5. Discussion and Update:Potential sources of funding and the Eligible Trainign Provider List (ETPL Mr. Banda briefed the group on the Eligible Training Provider List (ETPL), and information related to the local workforce investment area policy. Mr. Banda informed the group of current and upcoming funding opportunities. Mr. Tuma and Mr. Banda discussed one funding opportunity that would require further research to determine eligibility. 1 5. Discussion and Update: Preliminary Cost Per Participant Report The committee reviewed the Cost-per-participant report that was prepared by Mr. Banda and informed Mr. Banda of some inaccuracies and revisions that needed to be completed. Mr. Banda informed the group that he would make the revisions bring the updated report to the upcoming CTTR meeting. 7. Next CTTR Meeting – Tuesday, March 18th , 2010, 8am, Pre-Apprenticeship Training Center, Seaside. The goal is to fund projects that keep WIA eligible atrisk youth (ages 16-18) engaged by creating a linkage between academic learning and the summer employment program by connecting in-school learning experiences to real life work activities and career pathways. Emphasis is being placed on identifying existing work-based learning and career guidance programs that focus on one or more of the Science, Technology, Engineering, and/or mathematics (STEM) fields. $500,000 + 100% match required; dollar for dollar cash and/or in-kind match of WIA or non-WIA funds. April 15, 2010 $12,000 to $15,000 No match required. April 15, 2010 Eligible entities: Public, non-profit & private for-profit organizations, local WIB’s, education and training providers and faith-based/community based organizations. The Health Careers Training Program mini grants are designed to strengthen the educational and social foundations by providing direct and indirect program support for underrepresented and/or economically disadvantaged students to build on as they pursue careers in the health industry. Funded activities focus on various categories that may cover academic preparation and support, community service programs, health career conferences and workshops, and/or case management for students. Currently, the grants are offered each fiscal year, with contract activities covering 12 consecutive months. Seven federal agencies released a combined FOA Announcement making up to $129.7 million available over five years to support the cluster. Grant: http://www.energy.gov/hubs/eric. htm Grants-at-a-Glance Eligible entities: (1) An individual Community or Technical College, such as a public community college, a nonprofit community college, a Tribally controlled college, or a Tribally controlled university; (2) a Community College District; (3) a State Community College System; (4) a One-Stop Career Center in partnership with its Local WIB, that specifies one or more community or technical colleges where education/training activities will occur; or (5) an applicant proposing to serve an educationally underserved community without access to community or technical colleges that meet the requirements in the SGA. This joint FOA is the first pilot project of the Interagency Regional Innovation Clusters Taskforce (Taskforce). The Taskforce has been charged with developing a replicable and sustainable model for coordinated federal and regional efforts that foster and use regional innovation clusters to develop and demonstrate sustainable and efficient models for attaining national strategic objectives; create and retain Good Jobs; eliminate gaps between the supply and demand for workers in specialized fields through training and education; increase regional gross domestic product (GDP); promote innovation in science and technology; and enhance the economic, technological, and commercial competitiveness of the United States on the global stage. Due to the critical roles that basic and applied energy research play in attaining two key national strategic objectives— attaining U.S. energy security and reducing the carbon footprint of the United States—the Taskforce selected Energy Efficient Building Systems Design as the topical focus for its first pilot project. The pilot project will be anchored around a DOE-funded Energy Innovation Hub and will also incorporate elements funded by EDA, SBA, and NIST/MEP. Grant Deadline April 29, 2010 *Note: Three or more community, technical, or Tribal colleges will be considered “consortium applications,” and may request an award ranging from $1 million to $5 million. Specifically, the Participating Agencies (defined below) seek to identify an E-RIC that will focus on systems-based approaches to designing, building, and operating commercial and residential buildings. The Consortium must demonstrate how it will link the Hub with the other Co-Applicants and with complementary federal and non-federal investments in business development and support, public infrastructure, workforce development, and education, for the purpose of growing and expanding a robust E-RIC that will achieve the goals of this FOA. Eligible entities: FOA invites Consortia of coapplicants to submit unified proposals to apply for funding from the DOL’s partner agencies. Graduates of this program completed 12 weeks of intensive training in basic construction, electric, plumbing, roofing, and carpentry skills, along with soft/professional skills development. A total of 14 graduates completed the program and are now pursuing advanced construction trades training opportunities, and employment prospects throughout the county. As of February 16, 2010, another class of Pre-apprenticeship training has been in progress. We are currently recruiting and looking for partnering opportunities with industry professionals and providers of construction trades training.
