Amnesty picket at trials by Peter Milbury Students w ill picket in front of ]ity Hall today demanding amnesty {or the 600 people a rrested at SF State during the strik e. As the students picket the tria ls will continue inside City Hall and at the Hall of J u stice, with the bulk of the a r r e ste e s s t ill await ing trial. The SDS sponsored picket line was called for in a leaflet d is tributed on campus during the week. It charged that “ the more than 600 a rrests during the strike w ere made because of the Ad m in istration ’s, Reagan’s , and A lio to ’s political opposition to the 15 dem ands, not because of any‘crim in al a c ts .’ *’ *'The justness of the fight against r a c ism and the T ru stees' (cor p orate) control of the co lleg e” is a lso grounds for am nesty, the lea flet said. Inside the courts one m istrial has already been declared. The cle r k of Judge George Maloney’s Departm ent 5 blurted out “ Oh no, VOLUME 101, NUMBER 18 so m e of those already pled guilty," as he was reading off the names of the defendants. “ The defense attorney im m edi ately jumped up and demanded that a m istr ia l be d eclared," said Helen M eyers, a Legal D efen se Com m ittee courtroom rep o rter, “ but the judge wouldn’t grant it .’’ The defense had to go to Munic ip al Court Presiding Judge Joseph Kennedy before the m istr ia l was granted “ due to the probability that the cler k ’s statem ent would prejudice the jurors against those rem aining defendants." “ The prosecutors have b e e n using up their perem ptory chal len g es to get rid of prospective T hird World jurors and all the young people", one defendant said. Julia Kaplan, L egal D efense C om m ittee coordinator, said that desp ite the undue courtroom harr a ssm e n t, “ the volunteer attor n eys from the Public Defender’s o ffice seem to be doing a good job ," adding that “ the m orale of the groups is high and there is a strong sen se of unity." In Federal Court this morning attorney Mike Sorgen w ill be going before Judge Zirpoli in a “ show ca u se" hearing on Acting P res ident S. I. Hayakawa’s disciplinary procedu res. *‘We have a good chance of stop ping the hearings sin ce there is absolutely no due p r o c e ss, they have weak grounds for pros ecution s — Examiner sto r ie s, po lic e rep orts — and the legality of the Jan. 23 assem bly has not been decided in the courts yet," Sorgen said. FRIDAY, MARCH 28, 1969 San Francisco State College Trustees grab new powers by Dan Moore Complimenting P resident Haya kawa’s on-campus m oves, t h e Board of T rustees has finally put into law new regulations making the A ssociated Students a virtual adjunct of college and T rustee pol icy. The new regulations w ill force the now suspended AS to clear al locations for new or existing pro grams with the c o lle g e ’s chief fiscal officer, vice-p resident Glenn Smith; then the college p res ident, S. I. Hayakawa; then the Trustees, Ronald Reagan. The action countered one of the central demands on the Third World Liberation Front (TWLF) that Hayakawa’s S elect Committee had apparently agreed to. The r e visions, the TWLF contends, would bring to heel student efforts to ward so cia l change. “ What it m eans," said Roger Alvarado of the TW LF, “ is that students who pay $10 a sem ester and elect rep resen tatives to de cide how that money w ill be spent Gator cagers win loop hoop laurels The SF State basketball team recently lost to Am erican Inter national, 80-75, in the NCAA Col lege D i v i s i o n Tournament in Evansville, Indiana, but it neverthe le s s had a highly su ccessfu l season. The Gators shared the Far West Conference title with UC D avis, each with an 11-2 mark, and had an 18-8 record for the entire se a son. Two players, Girard Chatman and Joe Gallaghan, won spots on fte all-conference team , and Bob Thompson was honorable mention. By winning the th irteen -state tournament at Las V egas, the Gat ors became the W estern Regional College Division champion. r e a lly have no say in just how it w ill be spent." “ We are talking about the peo p le’s money. It m akes law what has been a fact for a long tim e — there is no dem ocracy on the cam pus and there can be no s e lfdeterm ination for Third World peoples under the T ru stees," A l varado said. Hayakawa and the T ru stees are tightening up the co lleg e admin istration in an effort to “ provoke students and keep it boiling," Al varado charged. Governor Reagan, of course, w as swept into office by his stand on UC, and both Reagan and Haya kawa stand to gain p olitically if the c o lle g e s “ keep boiling." Albert Duro, AS vice-p resid en t, responded with; “ I’m not sure exactly what it m eans but at m ini mum the athletics budget w ill prob ably be resto red to its form er financial glory. The Gater and the r e s t of the AS program s ought to sta rt looking for independent fund- G a te r needs help to expand Today’s Daily Gater is m ostly advertising. T his is because there aren’t enough people working in the pap e r ’s Advertising O ffice, according to Ad Manager Nick Wahl. “ B elieve it or not, if we had m ore volunteers w e’d be able to c o lle c t the money the advertisers owe us and print m ore pages, so th ere’d be m ore space for n ew s," Wahl said. T he dynamic ad b oss appealed for prospective a ssista n ts to com e to h is office in Hut T - l , or ca ll him at 469-2144 during the E aster vacation. The independent Gater depends en tirely on ads and con tributions to survive. ing. G eorge Yamamoto, AS business m anager, was so su re of the pas sa g e of the r e str ictiv e rev isio n s that he rew rote h is job d escrip tion before actual p a ssa g e putting h im se lf more d irectly under the c o lle g e ’s chief b u sin ess officer, Glenn Smith. “ But I want to look at T itle V ," Yamamoto sa id . “ I can’t say much until 1 read the exact r e v isio n s." On Tuesday, the day before the tr u ste e s acted on the T itle V, they a lso moved against pot and ob scen ity . Introduced but not acted on w as a motion to append two m ore “ comm andments" to the “ Ten Commandments on Student Con duct," as they have com e to be known, p assed last year. Dean of Student A ffairs Ernest B eck er said the academ ic com munity has always drawn away from ru les like th ese. “ With estim ates of student use of marijuana ranging from 10 to 20 percent of the enrollm ent, plus the h ostility this is su e creates toward authority, it could create a ser io u s problem and new ten sions,” Becker warned t h e T r u ste e s. The sam e day ultraconservative T ru stee Dudly Swim shocked som e lib era l fellow T ru stees with a “ T r ia l Balloon" on political tests for co lleg e faculty that would pro vide a better balance between con servative and liberal faculty. Swim , a Carm el Valley rancher, took h is lead from a report p re pared by the San Diego chapter of the Daughters of the American Revolution. The report charged that the State C olleges and uni v e r s itie s are staffed nearly ex clu siv ely by persons of lib eral and rad ical persuasion. Added weight was given Swim’s seem in g whimsy when Governor Reagan seconded it Wednesday. The p olitical balance of faculty “ is lopsided at both the U niversity and the state co lleg es," Reagan told a h astily called p r e ss conference ju st before he voted for the r e str ic tiv e rev isio n s. AS vote slated The embattled A sso cia ted Stu dents has slated its p resid en tial elec tio n for A pril 2 3 -2 4 , and AS Speaker Claude W ilson is trying to make sure it happens. “ The election com m ittee ch air man has quit, Hayakawa’s bans on p olitical activity are s t ill in e ffe c t, and w e’re not even sure that the courts w ill r e le a s e any money to hold the voting," W ilson said. The AS execu tives and le g is la to rs to be elected in A pril w ill p lay som e role in allocating next y e a r ’s $400,000-plus student bud get. With yesterd ay’s changed .n the A dm inistrative Code giving m ore control to the A dm inistra tion, and with the en tire AS now under the courts and State attor ney gen eral’s o ffice, the extent of the student rep resen ta tiv es' pow er is unclear. The blue armbanded Com m ittee for an Academ ic Environment last se m e ste r circulated a petition de manding the r e c a ll of the current p r o -str ik e AS lea d ers. However, the com m ittee failed to turn in the petitions until after the se m ester ended, thus requiring a two-m onths ■|d elay while the Adm inistration prepared this se m e ste r ’s enroll m ent lis ts so the signatures could be checked. With the resignation of election com m ittee chief Bob C olier, AS p h y sica l education representative e le c ted with the conservative slate la st y ear, the prospect of an im m ediate r e c a ll election appears rem o te, Wilson said. “ If I can get a m ore reliable election com m ittee head and get the other problem s straightened out in tim e for the regular e le c tion , w e'll probably just con so lid a te the re c a ll with it," Wilson added. At le a st the usual two sla tes are exp ected in next month’s election — one backed by the pro-strike “ p rogram s," including both the organizations and the educational innovation groups, and another seeking m ore money for the tra ditonal a ctiv ities, esp ecia lly ath le t ic s . T h e program s - s u p p o r t e d “ Community Action Slate" over w helm ingly beat the conservative “ New Consensus Party" last A p ril, putting die current officers in o ffice. As they prom ised to do, the AS rep resen tatives in c r e a se d the program s budgets while cutting such a ctivities as crea tiv e arts and the D aily Gater, and elim inating in tercolligiate ath le tic s altogether. No prospective candidates have yet announced, although the pro gram s are already preparing. Blue armband com m ittee spokesm en deny that their organization w ill run a sla te, but admit that they w ill probably support one which a g rees with them and the State attorney general. The State’s seizu re of student m oney is not stopping the current AS from preparing next year’s budget. “ Budgetary req u ests for the fis c a l year 1969-70 should be sub m itted to the Finance Committee no later than April 10," T reasurer Berwin Lee proclaim ed. A ll student organizations are elig ib le to ask for m oney, but with the Bank of Am erica deducting a 15 percent receiversh ip charge from the com pulsory $10 sem esterly fe e s there probably w ill not be enough to go around, L ee indicated. field Blues Band, Mike Bloom field & Friends and Birth w ill appear through Sunday night. * * * The Avalon Ballroom is running a "Rockaram a” this weekend.
