Dear Residents,
It has been an eventful year so far. The adoption of the progressive wage model for our cleaning contracts has
led to an enhancement of the skills and wages of cleaners. At the same time, the cleaning contractors have made
greater investments in the mechanisation of sweeping and washing, making the presence of sophisticated
cleaning equipment in our town ubiquitous.
While we can expect better service, it is a collective effort of the town council, cleaners and residents to achieve
and maintain a clean living environment by keeping it litter free. To serve as a kind reminder as well as to express
appreciation for our cleaners who work tirelessly to keep our estate clean, we will honour them by celebrating
International Cleaners’ Day on Sunday 15 June by giving them a day off. This follows the first No Cleaning Day in
2013 which received strong support from residents based on an email survey.
With the encouraging responses, I am pleased to announce that we will conduct a pilot run from July to December
this year, to give our cleaners a day off every first Sunday of the month, without affecting their pay. Essential
services will continue with a skeletal team for rubbish collection, and cleaning of markets, hawker centres and
neighbourhood centres. Any emergency cleaning needs will still be attended to and residents can always call
EMSU at 1800-275-5555. I look forward to residents’ support to do our part to keep our estate clean.
A number of community initiatives have been developed to benefit residents. For example, residents can now
take the new bus service from Tampines St 32 and St 33 to Tampines Round Market and Hawker Centre at St 11.

On top of that, we have the Trash for Cash pilot programme in Tampines West to encourage recycling within our
community, a collaboration with public waste collector Veolia and National Environmental Agency . If successful,
this programme is expected to be rolled out to the whole Tampines.
In this issue, we are highlighting some of the activities planned by grassroots organisations to foster social
harmony, create interpersonal connectedness and build a sense of community and pride among residents. These
include Music@Tampines, an open-air concert by Singapore Symphony Orchestra and the Community Sports
Festival.
We quizzed the marathon man, Mok Ying Ren, on what keeps him running, while we basked in the tranquility of
his routine training ground, Tampines Eco Green.
If you are seeking peace and quiet in the neighbourhood, check out POD, a community space that serves simple
unpretentious food.

迹。为了慰劳清洁员工、感谢他们的辛勤工作,我们在此通告,将在6月15日(星期日)庆祝国际清洁员工日,并让
清洁员工放一天假。通过电邮进行的意见调查结果显示,我们在2013年所办的首个“暂停清洁工作日”,也获得居
民热烈响应和支持。
我很高兴地在此宣布,我们将于今年7月至12月实行试验计划,清洁员工会在每个月的第一个星期日获得一天休息,
而且不会影响所得薪金。不过,为了执行必需的服务,我们会保留一支基本工作队伍,收集垃圾,以及清理巴刹、
小贩中心和邻里中心。我们也不会忽略紧急清洁工作,如有需要,居民可以拨1800-275-5555,联系紧急服务小组。
我们希望能获得居民的支持和配合,一起努力,保持社区环境干净整洁。
我们也推行了多项社区惠民计划。其中包括,从淡滨尼32街和33街出发的新巴士路线,川行至11街的淡滨尼圆巴刹

Sehingga setakat ini, banyak perkara penting yang telah berlaku. Penggunaan model gaji progresif bagi kontrak kerja
pembersihan kami telah membawa kepada peningkatan kemahiran dan gaji para pekerja pembersih. Pada masa yang
sama, kontraktor kerja pembersihan juga telah membuat pelaburan yang lebih besar dalam penggunaan mesin bagi kerjakerja menyapu dan mencuci, membuatkan kehadiran peralatan pembersihan yang canggih di bandar kami terdapat di
mana-mana.
Sementara kita boleh mengharapkan perkhidmatan yang lebih baik, ia adalah satu usaha kolektif majlis bandaran, pekerja
pembersih dan para penduduk bagi mencapai dan mengekalkan persekitaran hidup yang bersih dengan memastikan
ianya bersih daripada sampah. Untuk dijadikan sebagai peringatan serta untuk merakamkan penghargaan kepada pekerja
pembersih kita yang bekerja tanpa mengenal penat lelah demi menjaga kebersihan estet kita, kami akan memberikan
penghargaan kepada mereka dengan meraikan Hari Pembersih Antarabangsa pada hari Ahad 15 Jun dengan memberikan
mereka cuti sehari. Ini berikutan ‘Hari Tiada Pembersihan’ yang pertama pada tahun 2013, yang mana telah menerima
sokongan yang padu daripada para penduduk berdasarkan satu tinjauan emel.
Dengan sambutan yang menggalakkan ini, sukacita saya mengumumkan bahawa kami akan menjalankan satu ujian
perintis dari bulan Julai hingga Disember tahun ini, untuk memberikan para pekerja pembersih kami cuti sehari pada hari
Ahad pertama setiap bulan, tanpa menjejaskan gaji mereka. Perkhidmatan-perkhidmatan penting akan diteruskan dengan
sebuah pasukan rangka bagi pemungutan sampah, dan pembersihan pasar, pusat penjaja dan pusat kejiranan. Sebarang

活动如淡滨尼音乐会(Music@Tampines),也是我们本期的重点关注。淡滨尼音乐会是由新加坡交响乐团和社区体育
节联手举办的户外音乐会。
我们还在淡滨尼生态园访问了马拉松好手莫英任。这是他进行日常训练的场地,我们沉浸在园里的一片静谧,听着
他娓娓道来是什么给了他坚持跑下去的动力。

Beberapa inisiatif masyarakat telah pun dibangunkan untuk memberikan manfaat kepada para penduduk. Sebagai contoh,
penduduk kini boleh mengambil perkhidmatan bas yang baru dari Tampines St 32 dan St 33 ke Pasar Bulat dan Pusat Penjaja
Tampines di St 11. Selain daripada itu, kami mempunyai program perintis Sampah bagi Wang Tunai di Tampines Barat bagi
menggalakkan pengitaran semula di kalangan masyarakat kita, satu usahasama dengan pemungut sampah awam Veolia dan
Agensi Alam Sekitar Kebangsaan. Jika berjaya, program ini dijangka akan dilaksanakan di seluruh Tampines.
Dalam keluaran kali ini, kami mengetengahkan beberapa aktiviti yang telah dirancang oleh pertubuhan-pertubuhan
akar umbi untuk memupuk keharmonian sosial, mewujudkan pertalian antara perseorangan dan membina rasa
kemasyarakatan dan kebanggaan di kalangan penduduk. Ini termasuklah Muzik@Tampines, sebuah konsert yang
diadakan di tempat terbuka oleh Orkestra Simfoni Singapura dan Festival Sukan Masyarakat.
Kami telah menyoal pelari marathon, Mok Ying Ren, tentang apa yang membuatkan beliau terus berlari, sambil kami
menikmati ketenangan di tempat latihan rutin beliau, Tampines Eco Green.
Jika anda mencari kedamaian dan ketenangan di kawasan kejiranan, cuba jelajah di POD, suatu ruang masyarakat yang

Engaging Seniors at Block 497,

Activity Centre
Lions Befrienders Service Association
(Singapore) [LBSA], a Voluntary Welfare
Organisation (VWO), aims to enable seniors
to enjoy meaningful and enriching lives. They
reach out to seniors through home visits and
social activities, helping to integrate them into
the community and promote active ageing.
Tampines Town Council (TTC) has engaged
LBSA as part of our corporate social
responsibility (CSR) efforts to actively connect
seniors to be part of our vibrant and active
community. 40 seniors were treated to lunch
and activities organised by TTC at an outreach
event on 19 February.
Comedienne, Abigail Chay and veteran
actress, Er Gu presented a skit by Health
Promotion Board (HPB) educating seniors
and caregivers about Dementia. The seniors
had a great time playing bingo with winners
receiving cash vouchers kindly sponsored by
Yes Supermarket.
Grassroots Adviser, Mr Baey Yam Keng,
gamely joined in the karaoke session and also
heard the seniors’ concerns.
TTC hopes this initiative will encourage
residents to be active and engaged in their
golden years.

Tampines Town Hub
Perspective visual
On 1 June, Tampines residents came together to celebrate the
commencement of the building and construction works of Tampines
Town Hub (TTH). The event also marked the first day of operations
for TTH Connect, a resource centre for residents to make enquiries
and to obtain latest information concerning TTH. Residents were
joined by Advisers of Tampines Grassroots Organisations, Mr Heng
Swee Keat, Minister for Education, Mr Masagos Zulkifli, Senior
Minister of State for Home Affairs and Foreign Affairs, Mr Mah Bow
Tan and Mr Baey Yam Keng.
There were food, games, and performances for everyone to enjoy.
Residents shared the creative spirit of Tampines, through the
hoarding designs that were beautifully put together by various
members of the Tampines community. Residents also had
handprints on the Hand-in-Hand Mural, symbolising the Hub’s
ground-up foundation for the ‘place of many places’ where they can
play, learn and grow together.
Mr Heng Swee Keat said, “Tampines Town Hub is a unique project
as it is based on residents’ own vision of the activities and lifestyle
they would like. As construction begins, Tampines Grassroots
Advisers and I intend to keep on engaging with residents for their
ideas, wishes and even their time if they wish to volunteer, to bring
residents’ Tampines Town Hub vision to life.”
“I am excited to hear the good ideas that Tampines residents have
for our Tampines Town Hub. We are all on a mission together to
create something truly special for our shared home in Tampines.
Next up, we have a string of activities lined up to invite residents
to continue sharing their ideas. We look forward to learning more about
residents’ hopes and ideas for our Tampines Town Hub to keep Tampines our
best home,” he shared.
The scale model of the Hub is on display for residents who want to have a close
look of the development plan.
The Hub will seamlessly integrate many facilities and services such as
swimming pools, a gym, community centre, library, culinary studio, dance
studios, a hawker centre, and so much more! With all these in store, it aims to
enhance the lifestyle of Tampines residents.

Tampines East Community Arts
and Culture Club found a visual
artist Ms Yeoh Wee Hwee, also a
Tampines Resident, to co-create an
installation, STOREROOM, using
cellulose tape to re-mould objects
people keep in their storerooms.
Since March 2014, she worked
closely with students from
Chongzheng Primary School.
The school will be adopting the
installation as part of their 30th
anniversary on 30 May 2014.

SHARING SESSION
On 9 March, Tampines Town Council (TTC) held a sharing session
to seek views on a proposed graffiti wall in Tampines. Street
artists (Adam Wang, Benson Lee and Syamin) and resident (Loh
Wai Poon) gathered at Tampines North CC to share their views
with Grassroots Adviser Mr Baey Yam Keng.
Public outreach and education are important for the graffiti
wall to achieve its objective of bringing the community closer
through art. Suggestions from the participants include live graffiti
demonstrations, art exhibitions and school talks. Residents may
also try their hand at graffiti under the guidance of artists, who
will share about the graffiti subculture.
Proposed wall sites include the Tampines Town Hub, Tampines
Community Plaza, Mango Field at St 81 and the open field at Blk
493A. The artists suggested having a longer 20m wall instead of
10m, and advised on practical aspects such as having a proper
rubbish disposal for empty spray cans as well as storage space for
ladders.
Likewise, TTC hopes to inject vibrancy into our town. With this
shared space for graffiti art, youths will have an outlet to unleash
their artistic freedom, while vandalism can be discouraged.
TTC will continue to seek the public’s feedback as we bring this
project to fruition.

Incredible Water Repellent Messages Make
Pedestrians Stop and Take Notice
The sight of giant mosquito-shaped slogans on sidewalks after
a downpour has attracted the attention of many pedestrians
in Tampines. The slogans, created by the team at advertising
agency Lowe Singapore, is the first of its kind being made
on public property, as part of an anti-dengue awareness and
prevention campaign endorsed by the Tampines Town Council.
The 2m x 2m stencil artwork was first placed on the concrete
ground and a base layer and topcoat water-repellent spray was
applied separately to the surface. When it rains, the following
messages will be revealed:

Check out POD, a social enterprisecum-eatery that operates out of a
HDB block void deck in Tampines
Changkat
Eatery-cum-collaboration space
POD’s Director of Youth & Community Projects, 38-year-old Knik Pang, explained that POD
has been around for about 7 years. It used to operate as a youth-oriented centre offering
programmes and workshops for youths at risk, in collaboration with the Tampines Changkat
Citizen’s Consultative Committee and Ministry of Community Development Youth & Sport.
About 9 months ago, Knik and his team of social workers decided to turn it into an eatery that
doubles up as a collaboration space with communal tables and discussion rooms. His tagline:
Converse, Connect, Create. “I want people to treat POD as a place to converse with one another,
connect on some level, and then create something out of nothing. I hope POD can be a conducive
community gathering place for idea generation and in-depth discussion about issues.”
RED Dish and Johnson Tang
Knik and his team came up with the idea of a special
menu for customers who may prefer to pay for their
meals in services rather than cash. For example, a
RED Dish (served between 11.30am and 1.30pm from
Mondays to Fridays) costs $5, but customers may choose
to pledge an hour (or more) of service as payment. For
example, a group of friends may pledge to volunteer at a pet
shelter, or someone with photography experience may offer their
services for a community event free of charge.
The same scheme applies for their $30 pot of Johnson Tang (budae jjigae, or Korean army stew) that
serves four, available on Wednesday evenings. This unique payment scheme may take a while to catch
on, but Knik hopes to inculcate a culture of community service in our society.

SPORTS FESTIVAL
More than 3000 Tampines residents came together
on 13 April to take part in the Community Sports
Festival (CSF) at Tampines Junior College. The
CSF is an opportunity for residents to get to
know their neighbours better, make new
friends, and get fit through fun sporting
activities. Grassroots Advisers Mr Heng
Swee Keat, Mr Masagos Zulkifli and Mr
Baey Yam Keng also tried out the sports
with their residents.
It was the first time pre-school children
took part in the CSF, with 600 children
from Darul Ghufran, My First Skool and
Tampines GRC PCF competing against one
another in fun games such as field hockey,
hula hooping and rock climbing. Other event
highlights included the Women’s Open Street
Netball and the Mass Workout.

Marathon Man
OF TAMPINES
Mok Ying Ren is a familiar name among sports fans and has won the Men’s
Marathon Gold at the Myanmar SEA Games in 2013. However, did you
know that he is a resident of Tampines? If you frequent Tampines Eco
Green, near Sunplaza Park, you might bump into him on one of his twicedaily runs at 6am and 6pm.
Ying Ren, 26, has lived in Tampines for 15 years, and has fond memories
of growing up here. Like many kids, he spent many happy afternoons at
playgrounds around his neighbourhood. On Sundays when he had no
swimming practice, he would head to Tampines Mart for breakfast at
McDonalds with his family. We are sure many readers can relate to that!
Ying Ren likes living in Tampines, where there are “well-developed park
connectors which make running a breeze.” Like us, he is looking forward
to the upcoming Tampines Town Hub, which will have many more sports
facilities.He spends his spare time at Tampines One and Tampines Mall.
Ying Ren’s Olympic preparation - Road to Rio 2016 is going well due to
his discipline and perseverance, despite the demands of serving National
Service and training concurrently. On top of that, he is involved in a
community project with his fellow running buddies called ‘Run To Walk’, a
way to encourage people to invest in their health through running.
They have weekly runs at 6pm, at Bedok Reservoir (outside Wawawa
Bistro) and Tampines Eco Green. Join them and start your journey to
getting fit. Also, if Mr Baey Yam Keng is reading this, Ying Ren is waiting for
an Instagram invitation to go running together!
Ying Ren has a message for his supporters, “Thank you so much for all your

HAPPENINGS in Tampines!
Over 1500 Tampines residents were treated to an afternoon of arts on 9
March. Held on the field just outside Tampines MRT, Music @ Tampines
2014 saw community music groups and the Singapore Symphony Orchestra
(SSO) bringing their music to the heartland. Everyone was engrossed in the
music, from toddlers to the elderly, as well as Tampines Grassroots Advisers
Mr Heng Swee Keat, Mr Baey Yam Keng and Mr Masagos Zulkifli. A
Dikir Barat group put on a performance tinged with humorous
lyrics, bringing plenty of laughs. The SSO performed several songs,
including popular tunes from The Sound of Music. There were also
handicraft booths, and young budding artists who helped to paint
the event banner.

INTERGENERATIONAL
IT BOOTCAMP
The Intergenerational IT Bootcamp was held over
four days from 17 March, boasting a record 348
participants. Organised by Infocomm Development
Authority of Singapore (IDA) in collaboration with
the People’s Association Active Ageing Council and
Tampines Central Constituency Office (CO), the
bootcamp aims to help senior citizens pick up IT
skills and cultivate a spirit of lifelong learning. The
bootcamp comprised half-day workshops that took
place across 15 schools in Tampines GRC, where
youths guided seniors on basic computer skills,
such as surfing the net and playing online games.

Mr Heng Swee Keat said, “I am happy to see the
seniors and students having fun learning IT and
interacting with one another at the bootcamps.
Such intergenerational bonding programmes
improve communication and understanding
amongst the seniors and the youths, which in turn
enhance the seniors’ social and emotional wellbeing. This is definitely aligned with the Tampines
GRC Wellness Programme to help our seniors lead
happy, healthy and active life by embracing active
ageing and lifelong learning.”

Welcome Party
Tampines Changkat Zone 3 RC hosted a party to welcome more
than 50 new senior residents of Blk 117 Golden Carnation on
18 May. Grassroots Adviser, Ms Irene Ng presented a unique
welcome pack to the new residents who have just moved in.
The welcome pack included a fridge magnet with the Tampines
Changkat Community Club’s phone number which also
featured a butterfly motif, it also included a $10 voucher that
can be redeemed at Tampines St 11 Round Market, a stone’s
throw from their block.

VASANTHA UTSAVAM
On 19 and 20 April, Tampines West Community Arts & Culture Club (CACC), Tampines West Indian
Activity Executive Committee (IAEC) and Bhaskar’s Arts Academy jointly organised a Vasantha Utsavam,
also known as Spring Festival, in conjunction with Tamil New Year celebrations. The event was held at
Tampines Primary School at its Black Box Theatre. Grassroots Adviser Mr Masagos Zulkifli was amongst
the 300 people who attended the event over two days, and he enjoyed the performances together with
the residents. Audiences were treated to violin and vocal performances, music from Indian classical
instruments like the veena and mridangam, and classical Indian dances Bharatanatyam and Kathak.
PIONEER GENERATION PACKAGE
DIALOGUE SESSION
After the release of Singapore Budget 2014, Mr Mah Bow
Tan held a dialogue session on 6 April at Tampines East CC
for 200 pioneer residents in Tampines East. The session
was organised to share and
translate information and
benefits about the Pioneer
Generation Package. It
was conducted in English,
Mandarin, Malay and
various dialects, to better
communicate key messages.

& Educational Awards
The Tampines North Dialogue Session-cum-Scholarship and Bursary
Awards Presentation Ceremony was held on 29 March at Tampines
North CC. Amongst other objectives, the dialogue session with
Grassroots Adviser Mr Baey Yam Keng addressed students’ concerns
relating to studies and future job opportunities, and highlighted the
enhanced Institutes of Higher Learning (IHL) Bursaries for students
from lower and middle income households. In total, there were 252
recipients across five types of awards, namely the Edusave Award
for Achievement, Good Leadership & Service (EAGLES), ITE-Edusave
Merit Bursary, Edusave Good Progress Award, Edusave Character
Award and the ITE Scholarship.
