“We think we’ve come to a real understanding about the EMS situation,” proclaimed
Mayor John Sardelich at last Tuesday’s City
Council meeting.
The Mayor’s proclamation was in reference
to a recent meeting between city officials,
doctors and Matagorda County EMS that was
prompted by statements made to City Council by Dr. Gross, and a later rebuttal from Allegiance Mobile Health vice president, Dan
Gillespie.
The Mayor stated, “When they walked out
of there, everybody felt like a resolution had
finally been worked out. Dr. Gross was satisfied and so were the EMS people.”
The resolution reached is, there will always
be an ambulance available in Palacios. City
Manager David Kocurek stated, “They are
looking for volunteers to train to drive the ambulance and to be EMTs.” Mayor Sardelich
interjected, “They have agreed to train all of
our police officers too.”
A follow-up meeting is scheduled for April.
Miss Teen volunteer
Miss Teen of Texas 2016, Serena Zamarippa wished the council a happy International
Women’s Day and relayed a few facts about
the Miss Teen organization. She will be attending a pageant in Indianapolis in November to compete for Miss Teen of America.
During her presentation to the council, she
stated, “In an attempt to carry on the organi-

Citizen’s Forum
During the ‘citizens forum’, Jeff Kistner,
President of Solar Transmit Technologies,
proposed to the council a system that, at no
cost to the city, broadcasts the history of the
city to visitors who tune their car radios to a
specified channel. The broadcast would require the placement of transmitters on signs
containing the radio frequency information at
each end of the city on Hwy 35.

Tough week for wheels in Palacios

It was a trying week
in the City by the Sea
for wheels of several
vehicles, with a pair of
automobiles sustaining
crippling injuries.
On March 14, a Toyota pickup lost its left
front wheel when attempting to turn from
the far lane and struck
a white Chevrolet pickup, that sustained minimal damage.
The trying times continued on last Friday
when a motorist’s front
right wheel decided to
lose its nuts in the Fifth
St. alleyway between
Main St. and Welch
Ave. No injuries were
reported with either accident.

Sand on the way for Seawall Commission’s
South Bay Beach Enahancement project

New sand is on the way to replenish
Palacios’ South Bay beach area.
At last week’s meeting of the Matagorda County Seawall Commission with
all Commissioners present, Matt Glaze
of Urban Engineering reported the notice to proceed on the South Bay Beach
Enhancement Project has been received
and the contractor is expected to move
in soon with the beach sand being stockpiled shortly.
As with any project of this
size and scope, the final price
tag is a hard target to hit.
At last Tuesday’s Palacios
Beautification & Pavilion
Committee Board Meeting,
it was revealed that the current funding shortfall for the
new Pavilion is $539,000.
That figure is reflected in an
updated funding spreadsheet.
While the board has scrutinized every detail and material choice looking for savings,
necessary revisions, such as
widening of the walkways
and ramps, keep pushing the
price tag of the new Pavilion
in the wrong direction.
Construction
progress,
however, is headed in the
right direction. Mike Murray reported that, with the
pouring of the second floor
concrete approaching, and
enhancement of the wetlands
underway, the new Pavilion is

Matagorda County’s unemployment rate was down
0.2 percent in January 2016
compared to January 2015.
At 7.2 percent, the unemployment rate in Matagorda
County was still 2.5 percent
higher than any surrounding
county. However, Matagorda
was one of only two neighboring counties whose unemployment rates in January
were lower than a year ago.
Texas’ unemployment rate
for January 2016 was 4.4
percent, down 0.3 percent
from January 2015, which is
nearly 1 percent less than the
U.S. rate of 5.3. Matagorda is
one of 46 counties in Texas
with an unemployment rate
higher than 6,0 percent. The
county with the highest unemployment rate in Texas is
Starr County at 14.3 percent,

Civilian Labor Force decreased in January by 22,300 to a total of 13,114,600 people. The number of unemployed Texans
increased in January by 24,800 to a total of 581,500 people.
Over the previous five years, the number of unemployed people increased by an average of 62,100 in the month of January.
Since January of last year, the number of unemployed people
has decreased by 29,700 individuals. Over the year, the number of individuals seeking unemployment insurance benefits
has increased by 29,875 claimants.

Quiet rail zones to remain intact
EL CAMPO: Safety equipment on five El Campo railroad crossings will be upgraded in the next few weeks to
ensure train horns remain silent while passing through the
city. Council approved providing an estimated $16,000 to
help cover the labor costs of upgrading safety equipment
at the FM 653, Meadows Lane, Palacios,Sam Bishkin and
Gladys street rail crossings. In the upcoming effort, Kansas City Southern Railways will pay for the crossing gates,
cable, rock and necessary equipment. “We need to make
the required improvements to make sure that the lights
are not taken out of operation in the event the trucks run
into them as they are trying to make the intersections with
very little turning radius,” City Manager Mindi Snyder
said. “The alternative, should we choose not to make the
improvements, would be that they would not be able to
honor the Quiet Zone due to safety concerns.” - El Campo

Man sent to hospital after fall into dumpster
YOAKUM: A man was transported to the hospital by
helicopter after suffering a fall at the Yoakum waste transfer station last Friday. The man was unloading refuse from
the bed of his truck into a trash trailer when he slipped and
fell, striking his head and breaking an ankle. The container
was approximately eight feet deep. City employee Tony
Maldonado was on the scene when the accident occurred.
Maldonado grabbed a ladder and climbed into the container, immediately checking the injured man for a pulse.
Not finding one, he began CPR, halting after only a couple
of chest compressions when the man squeezed his hand.
Rescue crews arrived at the station and carefully lifted the
man from the trailer. He was transported to the hospital by
PHI and is expected to recover. - Yoakum Herald - Times
Stupidity claims another victim in roll over
LULING: At approximately 12:30 a.m. Saturday, Luling
Police and EMS personnel were dispatched to the Municipal
Airport for a one vehicle accident in which, it was reported, one person was pinned to the ground under the vehicle.
When officers arrived at the scene, they discovered a male
subject laying on the ground, and the vehicle that he had
been pinned under had been turned upright by spectators.
Subsequent investigation concluded that Christian Johnathon Sheehan had been driving the subject vehicle, a 2000
Toyota truck, while the victim, identified as Daniel Aubrey
Greer was standing on the passenger side running board
holding onto the nerf bar. Investigation indicated that Sheehan was apparently spinning the vehicle in circles when he
lost control and rolled the vehicle over, pinning Greer to
the ground. While being evaluated by medical personnel on
Medic 8, Greer complained of pelvic and abdominal pain
and was having trouble breathing. While being transported
to the hospital, Greer went into cardiac arrest and was pronounced DOA at Seton Hays Hospital, Kyle. Sheehan was
arrested at the scene and transported to Seton Edgar B. Davis
Hospital, and consented to a blood draw. He was medically
cleared and transported to Caldwell County Jail, where he
was booked for Intoxication Manslaughter, a second degree

The program is available to
low income recipients to make
essential repairs to modernize
and repair homes, and to remove
health and safety hazards. Most
repairs completed under the program are for roof, window and
door replacements, as well as
electrical, plumbing and air conditioning upgrades as well as
other repairs needed to increase
the home’s energy efficiency
and overall comfort and quality.
Renovations to make a home
wheelchair or handicap accessible are also considered.
To qualify for the program,
applicants must own their home,
and fall within Rural Development’s income guidelines,
defined as below 50 percent of
the area median income and unable to obtain affordable credit
elsewhere. Homeowners, at
least 62 years old, may qualify
for a grant. Grant funding up
to $7,500 is limited and many
times repairs will be funded
grant. One percent loans up to
$20,000 will be on a repayment
term of up to 20 years and will
require low monthly payments.

Champion title for the second straight year with her steer at
the 2001 Matagorda County Fair and Livestock Show.

of Palacios building.

to help facilitate this year’s "Prom SAFE-NITE" event to be held April 23-24 at

A St. Patrick’s Day Side Dish
The St. Patrick’s Day holiday ushers in spring with
shamrocks, leprechauns, and all things green, even your
mealtime side dish. Irish Americans share their tradition of eating corned beef and cabbage as cabbage has
long been a common food of Ireland. But have you ever
heard of a dish that combines our favorite mashed potatoes with cabbage?
Irish Colcannon, a potato dish with an added touch of
green makes a perfect side dish for your St. Paddy’s Day
dinner. Colcannon is most often made with cabbage but
kale or collard greens could be substituted. According
to the Oxford Companion to Food, the word “colcannon” originated with “cal” the Gaelic word for cabbage
and “cannon” which is a derivative of an old Irish word
which translates to leek or onion. Colcannon begins
with a rich dish of mashed potatoes to which is added
finely grated cooked cabbage, onions, and seasonings.
To serve, the dish may be mounded, a well made in the
center, and a small pat of butter placed on top.
An Irish custom of foretelling marriage has it that
rings, coins or thimbles were wrapped and hidden in
mounds of Colcannon. The lucky single young ladies
to find these hidden charms would surely marry within
the year.
My first attempt to make Colcannon began with a
cookbook entitled The Complete Irish Pub Cookbook
gifted to me by a friend, Mary Ann McKinney. As I often do, I began by following the recipe as written the
first time, and from there I perfected it to my own liking;
I call this potato dish my Texas Colcannon.
Texas Colcannon
4 large white potatoes, peeled and cut into small
chunks
4 T. of butter (not margarine)
¾ c. sour cream
½ of a medium green cabbage, finely shredded
6-8 green onions, chopped
1 t. garlic powder
salt and pepper to taste
dash of Tabasco sauce, if desired
Boil the potato chunks until soft. Drain and mash until
smooth. Add butter, sour cream, and salt and pepper to
taste. Set aside and keep warm. Shred the cabbage making sure to remove the core of the cabbage. Place cabbage in a saucepan with water to cover and add garlic
powder. Cook cabbage in boiling water for 2-3 minutes
until done. Drain. Mix the cooked cabbage and chopped
green onions into the warm mashed potatoes. Season to
taste with salt and pepper and a dash of Tabasco sauce,
if desired. If you wish to make this a main dish instead
of a side dish, add 1½ c. of chopped ham.

Jazz - and Blues, a subset of
Jazz - is uniquely American,
originating in the mid 19thearly 20th century as American and European classical
music became entwined with
African and slave folk songs
and the voodoo rhythms of
West African culture. Its
composition and style have
changed many times throughout the years. Improvisation
is an essential characteristic
of jazz and one of its greatest
appeals.
New Orleans (the ‘cradle
of jazz’), New York, and Chi-
cago were and are important
stops for performers such
as Miles Davis, Billie Holiday, Duke Ellington, Benny
Goodman, Paul Whiteman,
Dizzie Gillespie Bo Diddly,
Chuck Berry, B.B. King.
Some selections illustrating Ragtime, the Blues, Dixieland, Big Band, Swing,
and Bebop were played: St.
Louis Blues (by W. C. Handy,
not Louis Armstrong!); One
O’Clock Jump; In the Mood;
Johnny Be Good; The Thrill

Hands’ held April 6 in Bay City
The “Texas Food Establishment Rules (TFER)” was
revised and updated and became effective October 11,
2015. A major change in the
revision now requires all
food employees to complete
an accredited food handlers
training program within 60
days of employment, effective September 16, 2016.
A food handlers course accredited by the Texas Department of State Health Services
is being offered by Texas
A&M AgriLife Extension
Service, Matagorda County.
Food Safety: It’s In Your
Hands is scheduled for April
6 starting at 9:00 a.m., at the
Matagorda County Extension
Office, located at 2200 7th
Street, 4th Floor, Bay City
TX 77414.
This 3-hour course will
now be required for all food
service employees to help
promote the service of safe
food. The certificate is good
for 2 years and is valid anywhere in the State of Texas.
The course is a basic overview of food safety practices
that are necessary to ensure
that safe food is served at
your establishment. Practices
discussed include good personal hygiene, cross contamination, and time and temperature abuse.
To register for the course,

cost is $20.00 per person and
must be paid in full before

A Funeral Mass for Adam
Briseno Rodriguez, Jr., 40,
was held March 10 at Sacred
Heart Catholic Church in
Rosenberg.
Adam was born in Houston, Texas to Rosalie Martino
Lenihan and Adam Briseno
Rodriguez, Sr. on January 7,
1976 and passed away suddenly from injuries sustained
in a motor vehicle accident on
March 3, 2016 in Houston.
He was raised in Palacios,
Texas but lived and made
many friends in Sweeny, San Antonio, and Richmond/
Rosenberg.
He met the love of his life, Cindy, at the age of 13 in
Rosenberg. Adam was a free spirited family man who
loved his wife and children. He never meet a stranger
and was loved by all who knew him. His warm smile and
great sense of humor brightened any room, which was
then followed by his infectious laugh. He will be missed
by all who knew him.
He is survived by his wife, Cinthia Guerrero Rodriguez; his children, Joseph A. Guerrero, Aracely V. Rodriguez, Michael P. Rodriguez, Marcus J. Rodriguez,
and Dora Rose Rodriguez; parents, Adam B. Rodriguez,
Sr. and John and Rosalie Lenihan; sister, Evett Hamlin
and her husband, Philip and their daughters, Ashley Kocian, Madison and Mia Hamlin; step brothers, David
Lenihan, Sean Lenihan, his wife Gentle, and their children Liam and Grace. He is also survived by one grandmother, Savina Rodriguez along with numerous aunts,
uncles, cousins, nieces, nephews, great nieces and great
nephews. Adam held a special place in his heart for his
"twin" Samantha Castro (cousin), his "brother" Marcus
Castro (cousin) and he especially loved his Uncle Harry
Castro and Aunt Delores Castro.
Adam was preceded in death by his daughter, Yesenia Rodriguez; maternal grandparents, John and Mary
Martino; paternal grandfather, Bernardo Rodriguez; and
uncles, John Martino, Jr. and Frank Rodriguez.
Adam's spirit will live on in the hearts of all who knew
and loved him but especially in the smiles and laughter
of his children.
Pallbearers were Michael P. Rodriguez, Marcus J. Rodriguez, Philip Hamlin, Marcus Castro, Rudy Torres,
Danny Gonzales and Robert Ramirez.
Honorary Pallbearers were Adam Rodriguez, Sr., Stuart Kocian and Tyler Mann.

Jean Quintanilla went on to her reward while in Kindred Hospital, Sugarland on Monday, February 29, 2016
after a long illness.
Jean was born on October 26, 1946 in Worcester, Massachusetts to her late parents Henry and Grace Inangelo
Soto.
Jean, a long time resident of Palacios, belonged to the
Fraternal Order of Eagles, along with her late husband
Ruben Quintanilla. In her later years, she was a member
of the Church of Christ. Jean was known for her love
of cooking.
She was preceded in death by her parents, her husband
Ruben , a sister and brother-in-law Marie and George
Lapan and a brother Henry Soto.
Jean leaves behind four children Samuel Ballinger of
Charlotte, NC., Patrick Ballinger of Brockton, MA., Rebecca Ballinger of Harlingen, TX., and Nicolas
Ballinger of Winchester, NH; also sisters Linda Soto
of Port Orange, Fla., Peggy Soto of Ormond Beach,
Fla., Phyllis Luviano (Armando) of Houston, TX., and
Brenda Elizondo of Victoria, TX.; also brothers Charles
(Kathy) Soto, of Telferner, TX., Gary (Lucy) Soto of
Ganado, TX., and Michael Soto of Daytona Beach, Fla.;
as well as 9 nieces and 24 nephews.

Facilities Maintenance
Matagorda County Navigation District No. One (“MCND#1”) is soliciting a Request for Proposals (RFP)
in order to identify qualified firms or
individuals to contract with to implement a general property maintenance
program for the Port of Palacios and
other MCND#1 properties. This program will include, but is not limited
to: preventive maintenance and routine repairs of property and facilities;
minor dock and road repairs; vessel
bilge pump outs, coordination with
vendors and suppliers; compliance
assistance and reporting as needed.
Respondent must have own tools for
general maintenance purposes. A
copy of the proposed Contract with
Scope of Work is available at the Port
Administration Building, 1602 Main
St., Palacios, or by emailing a request
to dmorris@portofpalacios.com.
Response to this Request for Proposals must consist of: MCND#1
Proposal Form with annual lump sum
proposal for execution of a Property
Maintenance Contract, a resume of
Respondent’s maintenance experience with the program requirements,
three (3) references in support of
experience, list of any maintenancerelated certifications and/or licenses,
and contact information. Respondent
must have a vehicle and proof of current vehicle insurance, coverage with
limits of at least $250,000 per incident
and $500,000 per occurrence and
General Liability insurance, including
applicable Workers Compensation,
with limits of $250,000 per incident
and $500,000 per occurrence or the
ability to secure said coverage. A 40-hr
Haz-Mat Certification is preferred, or
the ability to successfully complete a
40-hr Haz-Mat Certification Course or
Refresher Course, as needed.

The Tidehaven Tigers
picked up one win out of
three contests on the diamond
last week.
“A rough week again in the
win-loss column,” said Tiger
skipper Eddie Russell, “but
we still have one week before
we start district. Our defense
will get better and once it
does, the W’s will start following.”
Russell added, “When it is
all said and done we will be
in the playoff hunt trying to
make a run again.”
The Tigers’ lone victory of
the week came in a 12-0 decision over Shiner St. Paul at
last week’s Flatonia Tournament.
Tiger freshman Gordo
Moreno struck out 12 in five
scoreless innings and allowed
just one hit and walked one.
Russell noted Moreno’s lone
walk, was the only batter he
threw more than two balls to.
Brandon Litzau drove in
four runs, scored two and
smacked a triple on a 2-3
night at the plate.
Isaac Ibarra had the hot bat,
going 3-3 with a double, two
RBI and two runs scored.
Kyle Moerbe and Brandon
Brune drove in two runs each.
Earlier in the tourney, the
Tigers were dealt a 9-5 loss
by Sacred Heart.
Kyle Carillo took the loss
on the mound after giving up
eight runs, all unearned, in
1-2/3 innings of work. Carillo finished 1-3 at the plate
with an RBI.
Moreno led the Tigers with
a pair of base hits in three at
bats.
In hardball action early
last week, the Tigers were
trumped by Columbus 11-2.
Brandon
Litzau
was
pegged with the loss after
throwing 4-2/3 innings and
giving up 11 runs, only three
of which were earned. Litzau
finished 3-4 at the plate with
a double and an RBI. Hunter
Saha went 3-4 at the plate
and scored both Tiger runs.
The Tigers were to visit
Needville on Tues. (Mar. 15).
Russell’s squad will open district play on next Tues. (Mar.
22) at home against Hallettsville with JV action set to begin at 4:30 p.m., followed by
the varsity at 7 p.m.
7th annual Rally on the River held April 9
Each spring kayakers, canoeists and stand-up paddleboarders from throughout
the state gather in Matagorda County to engage in a
festive waterborne tribute to
the state’s magnificent freshwater streams. This 7th Annual Rally on the River will
be held on Saturday, April
9, at Bay City’s Riverside
Park. Check-in opens at
8:00 a.m. with the float trip,
on the Colorado River, up to
LCRA’s dam and back beginning at 9:00 a.m. There is
no participation cost and the
daily entry fee into the park
and campground has been
waived. The first 100 paddlers to enroll will also receive a complimentary event

Greaves hurls perfect
game in 10-0 win

The varsity Sharkettes
picked up a pair of W’s on
the softball diamond in blowout fashion over Louise and
Aransas Pass.
While Coach Yvette Garcia’s Sharkettes pounded
out 21 runs in the two victories, Sharkette ace Cameron
Greaves allowed just one run
in the two games.
In early action on the diamond last week, Greaves
tossed a perfect game as the
Sharkettes blew past Louise
for a 10-0 victory.
Greaves was in the groove
and struck out seven and
walked none in five innings
of work en route to the perfect game, her second no hitter thus far in the season.
The Sharkettes struck first
and pushed across six runs
in the bottom of the second
inning. With Louise’s bats
lacking any sting, the Sharkettes plated three in the third
inning and closed the game
with one run in the bottom of
the fourth to push their lead to
10-0.
Palacios’ hottest bat on the
night belonged to Kamryn
Vickers who drove in four
runs on a 2-3 night at the
plate.
In Aransas Pass last Friday,
the Sharkettes blasted the
Lady Panthers out of the water for an 11-1 victory.
Greaves’ dominance on
the mound continued as she
struck out 15, walked three
and surrendered one run on
three hits in the game. She did
it with the stick too, with a
pair of doubles on a 3-5 night
at the plate and drove in three
runs.
Vickers’ hot bat carried
over as well as she finished
3-5 at the plate with two RBI.
Greaves’ battery-mate, sister Sydney, worked a base
on balls three times, scored
twice and drove in a pair of
runs.
The 8-6-1 Sharkettes were
to open District play on Tues.
(Mar. 15) in Altair against
Rice’s Lady Raiders and will
be in Hallettsville on Fri.
(Mar. 18)
Sharkettes 2nd at Bobcat Relays
The Sharkettes grabbed
team silver at last week’s
Bobcat Relays.
Palacios sophomore Elizabeth Ortiz continued to add
to her ever growing medal
collection with a pair of individual golds and pair of relay silvers. She won the long
jump with a leap of 16’ 2” and
was the quickest in the 400M with a 61.54.
Ortiz was joined by Krysti
Stovall, Lila Filip and Cameron Greaves in the 400-M
relay and won silver with a
52.02. The Sharkette 1600-M
relay quartet of Sarah Filip,
Lila Filip, Stovall and Ortiz
clocked a 4:26.72 to finish in
second.
Greaves clocked a 27.97 to
take silver in the 200-M.
Palacios’ 800-M relay contingent of Stovall, both Filip
sisters and Greaves broke the
tape in 1:51.77 to earn silver.
Lila Filip finished third in
the long jump with a bound
of 15’ 7-1/2”.
Tasha Turner finished 3rd
in the 3200-M (15:44.77) and
the 1600-M (6:40.71).
Gabby Figirova placed
fourth in the 1600-M
(6:48.12) and fifth in the 800M (3:02.14).
JV Results
The JV Sharkettes finished
third in the team standings at
Bloomington.
Palacios’ Meagan Ramirez
won gold in the 200-M with
a 29.91 and took silver in
the 400-M with a 68.99. She
placed fourth in the high
jump by clearing 4’ 6”.
Maria Muniz was fastest
over the 100-M hurdles with
a 20.29 and placed fourth
with a 61.65 in the 300-M
hurdles.
The JV 400-M relay contingent of Katie Brown, Shelby
Wilson, Raven Guerrero and
Ramirez placed second with a
time of 58.12.
Shelby Wilson finished
third in the 100-M with a
15.22 and placed fourth in
the long jump with an 11’ 9”
jump. She clocked a 31.07 to
place sixth in the 200-M.
Lybberty Cerda finished
sixth in the 1600-M with a
8:15.86.

In their lone action on the
diamond last week, the varsity Palacios Sharks picked up
a 9-4 win over Hitchcock at
last weekend’s weather shortened tourney in Banquette.
The Sharks started their
scoring frenzy early on after
Joseph Rodriguez led off the
game with a single, swiped
second on a past ball and
scored on a double by Adrian
Ortiz. Following a sacrifice
bunt by Ethan Garcia, Ortiz
was driven home on a single
by Bobby Garcia.
The Bulldogs cut the Shark
lead in half with a run in the
bottom of the third.
In the top of the fourth, the
Sharks pushed across three
runs, highlighted by an RBI
double by Rodriguez.
Shark senior Rodriguez
went a perfect 4-4 at the plate
with an RBI and two runs
scored.
Bobby Garcia went 3-4
with a double and two RBI in
the victory and picked up the
win on the mound with 3-1/3
innings pitched. He struck
out three, walked five and
gave up three runs.
Christian Kacer closed the
door on a Bulldog comeback
with 3-2/3 innings in relief
and struck out six, walked
three and gave up just one
run.
The Sharks are open this
whole week and will open District play on next Tues. (Mar.
22) at home against Industrial.
Junior varsity action is set to
begin at 4:30 p.m., followed
by the varsity at 7 p.m.
