Training strategies for aviation safety in Africa: the imperative for harmonization Maamoune.chakira@icao.unon.org } } } } } Status of aviation training in Africa The Training Experts Working Group The survey on training needs and capacity The 2nd Pan-African Aviation Coordination Conference Role of African Airports Operators and ACI Africa 2 The ability of the aviation industry in Africa to attract and retain a sufficient number of qualified personnel is challenged by today’s context characterized by : qageing personnel ; qcomplex operational requirements; qHigh competition; qglobalization; qlack of planning of aviation human resources requirements at the national & regional . Training Needs Consequences üNew personnel required to replace those who are due to retire in the coming years; ücombination of adoption of modern equipment and solutions along with highly skilled personnel ; ü limited resources for training ; ümigration of personnel to other regions of the world. Training Resources Training capacity within Africa is limited Available training institutes have not kept pace with the advancements in training techniques and technologies Limited number of permanent and specialized instructors Limited number of modern training facilities, laboratories and workshops Few simulators, aircraft, and aircraft/engines shops Training Resources Special AFI-RAN meeting (Durban, Nov 2008) Recommendation 5/8– Training Strategies :Define a master plan for harmonization of training in the AFI Region Meeting of the African Aviation Training Centers, scheduled 04-05 May 2009, Johannesburg, South Africa (hosted by Airports Company South Africa) Establishment of a Training Experts Working Group Assess training needs and resources Using the services of a technical partner contracted by ACIP, develop questionnaires, collect data on training needs and resources and analyze the gaps Actions for States and Training Institutions for the purpose of harmonizing training in Africa Integration Identify Existing commonalities and differences in terns of competencies requirements and Standards applicable to training organizations and courses Integrate measures to close the gaps 7 ◦ For key specialists skills/jobs/functions, assess – levels of staffing – current and forecasted demand of training ◦ Identify Sources of Training – internal – external ◦ Organization information related to human resources – human resources and training plan – language(s) used for training – recruitment and sources of training personnel Training Needs ◦ For key specialized courses, assess – capacity (courses offered and number of seats per annum) – requirements and qualifications standards – Identify capabilities of the Training Organization – Instructors – Accreditations and Quality Management ◦ Identify existing structures for managing training – Development of courses syllabi – Examinations Management ◦ Gather information on – training facilities / aids – students logistics Training Resources Airport Operations Overview of African Training Supply and Demand 1600 1400 4000 Demand students) 1200 Demand 3500 1000 students) 3000 (number of 2500 800 2000 600 1500 400 1000 200 500 UEMOA & Mauritania SADC Other North Africa EAC Central Africa Banjul Accord Group 0 0 (number of Capacity (number of students) Demand for aviation training in Africa, including for airport operations and management is more than the available supply Existing administrative and logistics barriers From the survey we learned Absence of information on existing resources Training Organizations provided training services mostly within their national borders Lack of harmonization of requirements 10 Rationalization of Training Capacities Cooperation between States on training Cooperation between aviation training organizations Improved availability of affordable and quality training programmes, harmonized and standardized, and a common African aviation training accreditation system Harmonization and standardization of training Improved availability of affordable and quality airport operations training programmes, harmonized and standardized.
