A busy summer turned into a busier fall. The Municipality continued its infrastructure investment in water and sewer extensions along Beech Hill Road. We are also continuing to work with our regional partners toward the establishment of a Regional Enterprise Network (REN) and should be in a position to formalize our participation early in the New Year. Staff and the Planning/Area Advisory Committees have completed work on amendments to the Antigonish Fringe Municipal Planning Strategy, a public hearing for which will take place at the Municipal Office on December 16th at 7:30pm. Work is also continuing on the development of a Planning Strategy and Land Use By-Law for Southwestern Antigonish County. We have also completed work on our Municipal Boundary Review. The Municipality is recommending to the Utility and Review Board that the number and composition of Council remains the same, while some district boundaries be adjusted to address significant differences in the number of voters. The full report will be available on our website by mid-December. Speaking of which, please visit www.antigonishcounty.ns.ca to see our new and improved website. We are very pleased with this refreshed look designed by Lower South River based Simply Ducky. We hope that residents and visitors will find the website easier to navigate while providing more helpful information to residents. We are also in the process of better integrating social media. In the New Year, Municipal Council will also continue to meet with our colleagues at the Town of Antigonish in an effort to coordinate and serve the Antigonish area in the most efficient ways possible. Municipal and Town Councils have met on five occasions since November 2013 and will continue to do so. Finally, I would like to welcome our new Deputy Municipal Clerk, Beth Schumacher to our municipal staff. Beth brings with her a wealth of municipal experience, having worked at the Eastern District Planning Commission and the cities of Cambridge and Kitchener, Ontario. I would also like to express a sincere thank you to our retiring Emergency Management Coordinator Bill Dinn. Bill has served the Municipality and the Town in this role for many years and his work and dedication to the safety of this area is to be commended. Thank you Bill! All non -profit, community based groups are invited to post upcoming events, program registrations, festivals, community picnics, fundraisers or just about any other activity that your group is undertaking. Special Olympics Eastern Highlands provides sports training, recreation and competition for children and adults with an intellectual disability. A variety of sports are offered throughout the year, including bowling, track and field, swimming, Masters, soccer and floor hockey. The Highland Quilt Guild meets every Wednesday evening at 7 PM from September to June in the sewing room at Saint Andrew Junior School. We are dedicated to promoting the art of quilting through a variety of workshops and projects. New members whether novice or experienced - are welcome. Antigonish Amateur Radio Club holds regular monthly meetings on the second Thursday of every month. The meetings take place at the People’s Place Library at 7:30pm. We meet on a regular monthly basis to promote the hobby of amateur radio, discuss items of interest such as emergency communications, special events, social activities, projects and more. We also assist those interested in getting involved with the hobby to achieve their license. All visitors are welcome so drop in and see what it is all about. Magnificent view of St. George’s Bay, Cape George and Monk’s Head cliffs. Antigonish Badminton has organized another exciting season of recreational and competitive Badminton. Badminton is a great sport for all ages and provides a great way to spend time and be physically active with family & friends of all ages. The sport of Badminton is also a highly social, competitive & athletically challenging sport as well as providing great conditioning and cross training for athletes from other sports such as hockey, soccer, basketball, football, volleyball, Tae Kwon Do etc. Regular weekly play times are scheduled from September to May. Registration begins in September and is open year round and new members are welcome to join at anytime by attending any of the weekly playtimes (See Website for Play Time Schedule) and completing a membership registration form and paying the annual membership fee: $25.00/Junior, $30.00/Adult, $50.00/Family. Racquets, goggles, shuttles and skipping ropes are available for newcomers of all ages and abilities looking to try the sport for the first time. Our services are provided by a multidisciplinary team that includes: a physician, nurse practitioner, Mental Health Services, Addictions Services, Public Health Services, and the Antigonish Women’s Resource Centre. We are sensitive to the needs of those who experience difficulties in accessing appropriate health services. Health Connections Antigonish is a community health resource centre located in the People’s Place Library on 283 Main Street in Antigonish. It is a service of GASHA in partnership with the Pictou Antigonish Regional Library (PARL) and the Antigonish Town & County Community Health Board. We work with GASHA and other community agencies to provide health promotion programs and educational sessions that are free of charge and open to the public. Some examples of programs offered through Health Connections are: Women Alike Cancer Support Group facilitated by the Cancer Resource Room (GASHA), Being Doing Becoming facilitated by Mental Health Services (GASHA), Caregiver Support Group, facilitated by Caregivers Nova Scotia, Alzheimer & Related Dementia Family Support Group, Your Way to Wellness Program coordinated through Primary Health Care, Varied Health Related Education Sessions. Participants learn how to: set goals and problem solve, improve communication with health care providers, family and friends, eat healthier and become more active, manage symptoms and difficult emotions (fear, anger, frustration). make daily tasks easier, improve self-confidence. Hank’s Jamboree is a night worth watching if you enjoy listening to the live classics. Join musician Hank on the last Sunday of every month at the Havre Boucher Community Centre. The admission fee is $5.00 and that includes a free lunch! Hats off to Hank and Marie and the luncheon crew for their continued dedication. Chase the Ace is back at the Havre Boucher Community Centre. Here is a refresher if you forgot how it’s played: you can buy a strip of 5 tickets for $5, but keep in mind, we have 4 different color strips of 5 tickets (4 strips would be $20)! Our doors open at 7:00pm, and the live music goes from 8:00pm10:00pm. To pass the time we will be opening a cash bar, we will also have a deck of cards, a bowl of chips and plenty of room for you and your friends! So how do you Chase the Ace? With a full deck of cards, all the tickets bought that night gets put into a big drum. At 9pm one ticket will be drawn, eliminating 3 of the other colored tickets. This ticket automatically wins 20% of that night’s ticket sales. This winner also has a chance of cutting the deck in hopes of finding the ace of spades! If the lucky card, the ace, is flipped the winner walks away with 50% of the night’s ticket sales. If this person does not win, the card is discarded. They still keep the 20%, but the other 30% gets thrown into a pot that builds up each week the ace remains in the deck. Congratulations to our last person who drew the ace, winning over $270, 000!!! Instruction is donated by qualified WTF (World Tae Kwon Do Federation) instructors. Club is under the direction of Head Instructor Morgan MacPherson, 4th dan WTF black belt, with over 27 years tae kwon do experience. New students can register during any class at the Havre Boucher Community Centre. Children classes are held every Monday & Wednesday at 5:00pm and Friday at 5:30pm. Adult classes are held every Monday at 7:30pm, Wednesday at 6:00pm & Friday at 5:30pm. Feel free to come and watch a class. The fall session lasts from September until December and costs $40.00. The winter session lasts from January until June and costs $60.00. A summer session will run from July until the end of August, with classes every Monday & Wednesday from 7:00pm to 8:00pm. Antigonish County Adult Learning Association (ACALA) is a community, not-for-profit organization. We have provided adult and family learning opportunities to over 2,200 learners since 1994. Children will play games, sing songs, have story time and be active. They will explore their imagination while taking turns, learning team cooperation, and enjoying structured play inside and outside. They do not exist for senior/student rates. Antigonish Town Tickets are good for two rides in one day. If you ride the bus for a third time in one day, you need to buy another ticket. Interroute county trips will cost $5, regardless of where you get on and off (as long as it is inter-route, i.e before the end point of the route). The Municipality is a member of the Eastern District Planning Commission (EDPC). Through the Commission there is a team available to support you through the building and development process. It is your responsibility to know your correct E911 civic address. Civic number signs are provided with new construction permits. For other buildings local sign shops can make civic address signs, check the Yellow Pages. Posting Your Civic Number Civic number signs must be placed on a dedicated post and adhere to the specifications in the Municipal By-Law: a) civic numbers shall face towards the street or private road on which the lot or building is situated and which forms part of the civic address for the lot or building except that double-sided signage may be used, in which event the civic number shall be on both sides of the sign and perpendicular to the street or private road; b) civic numbers shall be in Arabic numerals (12- not XII or Twelve); c) the bottom of the numerals shall be a minimum of 1.2 metres above grade; d) the color of the numerals shall consist of reflective material that clearly contrasts with the background upon which the numbers are displayed; e) the height of the numerals shall not be less than 9 centimetres The sign must be located on the same side of the road as the building MUNICIPAL INFORMATION Page 24 Municipality of the County of Antigonish Grants to Community Non-Profit Organizations Policy Important Notice The Municipality of the County of Antigonish encourages you to review the County’s Grants to Community Non-Profit Organizations Policy. Applications for the recreation department’s program will be available mid-May 2015. Municipality of the County of Antigonish Dog By-law Be a Responsible Dog Owner. The responsibilities of every dog owner in the County are outlined in the Municipality’s Dog ByLaw. All residents, particularly dog owners, should be familiar with this bylaw. A copy can be found on the Municipality’s website or at the Municipal Administrative Centre, 285 Beech Hill Rd. Responsible dog ownership includes: Reading and adhering to the Dog By-Law. Keeping your dog (s) on your property and properly controlled. When accompanying you off your property, it remains your responsibility to restrain your dog (s) appropriately on a leash. A summary offence ticket can be issued ($457.41) for failure to do so. Leashing your dog keeps them and others safe. Dogs act differently away from home and can be distracted by wildlife and new scents. Away from home you have no control of other people or cars or other peoples dogs, so be responsible and use a leash. Cleaning up your dog`s waste. Ensure your dog (s) is not causing a disturbance as outlined in Dog By-law. Registering Restricted Dogs - Please see bylaw. Ensuring your dog (s) are healthy through a vet check-up, and vaccinations. Ticks, fleas and worms are all important to check for this time of year. With cold and wet weather ensure your dog has adequate shelter from the elements, with access to food and to fresh, unfrozen water. Local vets have confirmed there are serious viruses in our community including Parvovirus which can be deadly to your pet. Call your vet with any health questions/concerns. The County has a Dog Control Officer who is authorized by the Municipality to enforce the Dog By-law. Enforcement can include seizure of the dog and/ or issuance of a summary offence ticket with fines attached, should the By-law not be followed. As fall and winter approach, temperatures drop and the days get shorter. There are many things you can do at home to increase your energy efficiency, including: Seal all leaks around doors, windows and electrical outlets; remove window AC units Get chimney and vent systems checked and cleaned. Have your furnace filter cleaned or replaced and if possible install a furnace filter alarm. Evaluate your heating system. Updating or replacing may seem costly but can often save you up to 30% heating costs. Many heating companies have leasing options. Check insulation in exterior walls, crawlspaces, basement and attics – inadequate insulation can result in 45% heat loss. Make sure all heat and air intake vents are clean and clear of furniture, curtains, toys and that dampers are open. Small leaks in toilets, taps, pipes and hoses waste a lot of water and energy. Don`t water your lawn. Lawns need very little water in the fall. Flush out and shut off outdoor hoses and sprinkler to prevent freezing. When washing clothes, run full loads. Use cold water wash and use short cycle. Grow plants native to NS. They will adapt to weather conditions better. Turn off water when brushing teeth. Use a bucket of water to wash your car, doorstep, walkway, etc. This can save 100L per wash. Most home heating systems are dependent upon electrical power. Power supply interruptions can last from a few hours to several days. They are often caused by freezing rain, sleet storms and/or high winds which damage power lines and equipment. An extended power failure during winter months and subsequent loss of heating can result in cold, damp homes, severe living conditions and damage to walls, floors and plumbing. EMO recommends these guidelines be followed: Keep on Hand: Emergency supply of foods that require no preparation. Flashlights and a battery-powered radio with fresh batteries. Anti-freeze to protect plumbing. Simple fire-fighting equipment and tools. CSA approved emergency heating equipment, such as camp stoves, kerosene heaters, or firewood and adequate fuel to operate a fireplace or woodstove. Do not store fuel in the house. Candles or lanterns to provide light. When Power Goes Off: Check whether the power failure is limited to your home. If your neighbor’s power is still on, check your electrical panel and wires leading to your house. If the wires are obviously damaged or on the ground, stay well back and notify your electric supply authority (residents should keep these numbers near their telephones: Antigonish electrical utility (902) 863-2777; Nova Scotia Power 1-800-428-6004). Turn off all electronic equipment. Turn thermostat(s) down to a minimum. Turn on battery powered radio for information. Keep windows and doors closed; this can keep an unheated home bearably warm for several hours. Conserve fuel by warming only one room and keeping temperatures low but bearable. Wear heavy clothing. Check plumbing to ensure that water pipes are not freezing up. If a power surge occurs, it could damage sensitive electronic equipment such as computers, microwaves and receivers (protecting these appliances with a surge protector is an inexpensive precaution). Page 33 If You Abandon Your House: Turn off main electrical switch. Turn off water main where it enters house and cover the valve, inlet pipe and pump or meter with a blanket or other insulating material. Open the drain on the water heater and all taps inside the house and flush toilets several times. Plunge toilet bowls, sink and bath drains and then add antifreeze. Check draining or frost protection instruction in operating manuals of appliances such as dishwashers, washing machines, etc. Blow out horizontal water lines that won’t drain when valves are open. (Use a tire pump). When Power Returns: Turn off emergency heating equipment. Turn on main water valve, closing taps on the lowest level of the house first. Let water heater fill up before turning it on. Warm house at temperature slightly above normal for a few hours to dry it out. Flush toilets, drain sinks and tubs to dispose of anti-freeze. Check food supplies for spoilage—food kept in the freezer will remain frozen for 24 to 48 hours after power failure if freezer door remains closed. Turn on the main electrical switch. MUNICIPAL INFORMATION Page 34 SOLID WASTE MANAGEMENT: Roadside Collection Program The Municipality of the County of Antigonish provides roadside collection for regular garbage, organics and recyclables. The following three pages contain important information about the Municipality's Roadside Collection program. ROADSIDE COLLECTION SCHEDULE Garbage and green bins are collected on a weekly basis while recyclables are collected every second week. To determine which week your recyclables will be picked up have a look at the “Zone” list below to see which zone you are in, then consult the following table for your collection schedule. PLEASE NOTE: Items should be placed at roadside by 7:00am on the day of collection, cleaned and properly sorted. Regular garbage is to be placed in clear bags, while recyclables goes into blue bags. Residents are reminded that it is their responsibility to keep garbage/recyclable boxes clean and in usable repair. During the winter months, it is extremely important to ensure that snow removal around the garbage/recyclable boxes is undertaken by the residents, to provide easy access for collection. Recyclables normally collected on these days will be collected 2 weeks later on the regular day for collection. The Beech Hill Solid Waste-Resource Management Facility is closed on all holidays throughout the year. Residents are reminded that it is their responsibility to keep garbage boxes clean and in usable repair. During the winter months it is extremely important to ensure snow removal around the garbage boxes is undertaken by the residents to provide easy access for collection. Step 1 (Safety Rinse) Carefully rinse the can - some people use a bottle brush and it is easiest if you do it soon after opening the can! Step 2 (Lid Safety) • If the lid is attached to the can, carefully push it down into the can so that the sharp edge is not exposed. • If the lid has been completely removed from the can, it is best to drop it into the can and then, if possible, squeeze the top of the can to close the opening as much as possible. Then place it into your blue bag. • If you use a can opener that removes sharp edges, you will not be able to place the lid into the can. Place these lids into the blue bag separate from the can. Registrations will be processed on a first received, first served basis. Please use the registration form on page 39. All Other Programs Registration will be DROP-IN or by MAIL. Drop-ins will only be accepted between 9:00am and 4:30pm, Monday to Friday by the Recreation Department. Registration is NOT accepted in class by the instructor. Participants must register with the recreation department, by mail or in person. Phone registration is not accepted. See registration form on page 38. All forms must be accompanied by payment. Class locations for most community education programs will be posted on the bulletin board or in the foyer of the respective schools. With the exception of the swim program, registrants will not receive course confirmation. Applicants will be contacted only if a class is cancelled, or if the class is full upon receipt of their application form. Registration Process In order for our staff to effectively plan and carry out each event it is important to have accurate registration numbers. We have therefore listed a registration deadline for each program and event listed in this newsletter. Please check program description for deadlines for each activity. Community Education programs are subject to a late fee for forms received after the deadline. Cheques can be post-dated up to the day of the event. General Information If classes do not have the minimum number of participants by the registration deadline, they will be cancelled. Registration will not be accepted the first day/night of class. Persons wishing to book community use of St. Andrew Junior School or East Antigonish Education Centre/Academy, contact Heather Butler at (902) 863-1141, or check our website www.antigonishcounty.ns.ca/community-use-of-schools/ Occasionally classes have to be rescheduled due to inclement weather. All requests for refunds must be made at the Recreation office and not at the program site.
