Greetings from County Mayor
Norfolk County has so much to offer!
This guide will inform you of the many choices of events and activities available for
you and your family’s enjoyment. On behalf of Council, many thanks to all staff
members for your hard work and commitment.
We especially want to recognize and thank all of our volunteers, coaches and
sponsors for their generous contributions to our County. Whether you are a
resident or a visitor to Norfolk, I know you will find this guide very useful.

The Corporation of Norfolk County Council
consists of 9 elected officials. The term of
Council is December 1, 2014 to November 30,
2018. County Council is the governing and
legislative body for the municipality. Council
approves policies and authorizes the raising
of revenue and expenditures for the provision
of services.

Norfolk County Information
Office of the Mayor
The Mayor is the head of Council and the Chief
Executive Officer of the Corporation of Norfolk
County. The Mayor presides over Council
meetings and is a member of Council-inCommittee. The Mayor interacts on a continual
basis with Councillors, the municipal
administration, community agencies and
citizens. As head of Council, the Mayor is also
the chief spokesperson on intergovernmental
discussions with other municipalities, provincial
and federal governments.
Regular Meetings of Council
& Council-in-Committee
Occur on the first four Tuesdays of the every
month, except for summer and winter breaks.
Meetings are scheduled to begin at 5:00 p.m.
unless an early start is listed on the agenda. All
agendas for meetings will be posted online at
www.NorfolkCounty.ca before 4:30 p.m. on the
Friday preceding the meeting.

weddings and formal functions, with a capacity of 200 people. This space can also be divided into
two smaller rooms.

Commercial kitchen, audio/visual equipment

portable bar available, round and/or rectangular
tables, podium, stage and fully accessible.
Hourly, 1/2 day and full day rates.

Payment Policies
Post-dated payments are permitted for Recreation Programs only AND registration must be for
greater than two (2) FULL weeks/session of program. Post-dated payments must be scheduled for
one week prior to the start date of courses (Aquatic programs are excluded).
• Full payment must be made at the time of registration
• Refunds are available only with a medical certificate
• If programs are cancelled by Norfolk County, a credit will be applied to your account,
unless a refund is requested.
• Pro-rated credits are available if a withdrawal request is submitted by the 3rd week of
a 10 week session; 2nd week of an 8 or 9 week session or after the first class of a 6
week session.

If your group is a non-profit recreational organization based in Norfolk County, you might want to consider
becoming a Norfolk County Affiliated Group. Doing so can help with some of your costs for school rentals.
Contact Sandy Whitelock at ext. 2226 for an application package. Once you are accepted as an affiliate, you
may register with the school board as a non-profit affiliate and book your program.

Norfolk County Sports Hall of Recognition
How to Nominate a Great Athlete, Coach or
Builder of Sport
The Sports Hall of Recognition Committee does
not nominate potential inductees.
Instead, nomination packages must be submitted
from individuals or organizations in the
community. Nominations are scored by a
subcommittee.
If applicants receive 80 points or greater, they are
recommended to the full committee for
induction. Up to four individuals may be chosen
for induction each year. Provincial winning teams
from 1900 to 2000 are being recognized at
ceremonies planned in the communities of Delhi
and Waterford. Since 2001, provincial winning
teams are recognized at Council or at the Parade
of Champions, held during the Norfolk County
Fair.
All nominations should include the following
information:
• Personal contact information about the
applicant
• Years of service or involvement in sport
• Level of service or competition (community,
district, provincial, national, international)
• Other Awards Won
• Documentation to support the nomination
(newspaper articles, magazines,
Professional Trade Magazines, Sport
Newsletters)
• Photos of the individual in action
• Minimum of two references
• How has the applicant given back to the
community

• Born, raised or lived in Norfolk County for at
least 5 years
• Achieved outstanding accomplishments in
athletics at the local, provincial and/or
national level
• Has brought positive recognition to our County
• Has given back to the community
Builders:
• Contributed to sport in Norfolk as a Coach,
Manager, Organizer, Administrator,
Official or Builder OR contributed
financially for many years as a sponsor
• Served at the local, provincial or national level
for more than 10 years
• Has given back to the community

Participating in sport is a part of a healthy lifestyle. Having fun through recreation can help kids make new
friends, develop leadership skills, deal with stress, increase their physical activity levels and improve their
overall health. When families face financial difficulties, registration fees are often the first to be cut from their
budgets.
Norfolk County Recreation Division has partnered with two organizations that can assist families who are
experiencing financial shortfalls. Funds are available for children ages 4 to 18 years.
Canadian Tire Jump Start and Norfolk KidSport are local funding organizations that can help
your child be part of the fun and learning. Money is available for registration fees or equipment.
• Funding available for incomes lower than $40,000
• An application form must be filled out for each child
• Please allow 3 weeks for approvals
• All applications need supporting documentation before funding
can be approved.

Meetings are held monthly for anyone interested in
becoming involved in this new organization.

Seniors Community Grant Program 2015-2016
The Senior Community Grant Program is an Ontario Government initiative that helps seniors stay
connected, active and involved in their community by encouraging greater social inclusion,
volunteerism and community engagement.
Norfolk County Community Services Department has been successful in
obtaining funding from this grant program to support senior programs.
We will be offering a variety of active and educational programs from
September 2015 to March 2016. These programs will be available to all
seniors at no cost.

Cemetery Boards, a diverse range of active
public urban and rural cemeteries, as well as a
multitude of abandoned cemeteries.
My parents purchased at Oakwood Cemetery,
Simcoe, 4 graves - 2 for themselves and 2 for my
spouse and I. I have made other arrangements
to be interred elsewhere - can I sell the graves
set aside for my spouse and I?
Yes - but first you need to contact the Cemetery
Board, in this case Norfolk County Cemeteries
Division - you would be required to first
document that these graves are yours to sell,
and if you want to sell them privately, you need a
letter from the County authorizing such, which
would detail the present value of the grave(s) to
potential buyers.
You cannot sell grave(s) for more than the
present value.

· Children under 12 years old must be supervised by an adult
· All participants must be wearing skates while on the ice.
· Helmets are strongly recommended
· No food or drink on ice. Anyone under the influence of alcohol may
not participate.
· No games, skating backwards, figure skating or speed skating
allowed.
· No items, such as strollers, skate aids, pucks, sticks etc. are allowed
on the ice.
· No electronic devices allowed while skating.
· No sitting on the boards.
· Skate with the direction of all skaters, and exit ice to rest
· No skaters permitted on ice when zamboni is operating.
· Any verbal/physical abuse by patrons of staff will not be tolerated.

All shinny ice is at the discretion of the arena staff on duty. Shinny ice requests are to be called in to
each arena the day that the individual would like shinny. Shinny is Monday through Friday 8am - 4pm.
The cost is $7.00 per person and all individuals must wear skates. In the summer there must be a
minimum of 6 people for shinny.

Facility Swim Test
This swim test is a minimum of 2 widths of the swimming pool. Swimmers must be able to swim these
2 widths uninterrupted and without touching the bottom of the pool in order to swim in the deep end.
Family
A family includes any two adults and
children that are SIBLINGS (brothers and sisters)
to a maximum of 6 family members.
Birthday Parties
If you are planning a birthday party you are
welcome to attend any public swim or open
swims or privately rent the pool for a party.
Birthday party groups are NOT allowed
during family swims.
Photography Policy
Patrons wishing to use video cameras or other
photographic devices, including camera phones
and personal digital assistants (PDAs), in any
registered or supervised program must receive
permission from staff before filming. The use

of cell phones, PDAs, or any other devices
designed to take photographs, is prohibited in
all change room and washroom areas in the
recreation facilities in Norfolk County.

Lesson Supervisor
A supervisor is on duty during lessons.
If you have any questions or concerns
regarding your child’s progress, please speak to
the supervisor for assistance.
Medical Conditions
Individuals with a serious medical
condition are at greater risk while swimming.
They should be accompanied by another
individual knowledgeable of their condition.
The Annaleise Carr Aquatic Centre is equipped
with orthopaedic stairs and a pool lift for easy
entry into the pool.
Special Needs
If your child has special needs, please complete
the Splashabilities form at our customer service
desk. This information will assist our
instructors.
Progress Memos & Parent Day
Progress memos detailing your child’s progress
are given out midway through a session.
Parent’s Day will be the week after progress
memos are given out. Classes will end 5
minutes early so parents/caregivers may have
the opportunity to speak directly with the
instructor teaching their child.

Norfolk County offers advanced
leadership, lifeguard training, and first aid
programs from the Lifesaving Society. Also
available is the Junior Lifeguard Club and
Lifesaving Fitness Program. For those
interested in becoming instructors, we offer
the Red Cross Assistant Water Safety Instructor
Course and the Red Cross Water
Safety/Lifesaving Instructor Course.

Cancellations & Emergency Closings
There will be no make-up classes due
to absenteeism or weather. Where possible,
every effort will be made to schedule a
make-up lesson when the pool has been
closed for an emergency, required
maintenance, or pool fouling. Staff will
contact participants to advise them of any
cancellations prior to start time. Cancellations

We didn’t know you wanted it!
Sometimes excellent courses with super
instructors are cancelled if someone waits
until the last minute to register. The Aquatic
Supervisor makes a decision approximately
one week prior to the start date to allow for
proper preparation. Please register early!
Pool foulings may cause closure of our pools
anywhere from 1-48 hours
When a pool fouling occurs the pool must be
closed. This causes disruption to our
programs, is costly, and is an inconvenience to
you - our customers. Help keep our pool open
by following these tips and health practices
that will help stop the spread of germs and
reduce the number of closures in our pools:
1. Feed your children at least one hour before
swimming.
2. Wash your body thoroughly with soap and
water before entering the pool.
3. Take your children to the bathroom before
swimming.
4. Children not toilet-trained MUST wear swim
diapers made for pools.
5. Wash your hands with soap and water after
using the toilet or after changing diapers.
6. Do not spit in the pool.
7. Do not swim when you have diarrhea or are
feeling sick. This is especially important for
children in diapers.

Red Cross Swim Preschool - Lesson Info
Parented Program
Please Note: classes are offered in the following combinations; Starfish/Duck for 4-18
months and Duck/Sea Turtle for 18-24 months.
Duck 12 - 24 months
Starfish 4 - 12 months
A water orientation class for babies and
their parent or caregiver. To enter this
level, babies must be able to hold their
head up. The goal of this orientation to
water class is to experience buoyancy,
movement, entries, songs and play in the water.
Sea Turtle 24 - 36 months
For toddlers with a parent or
caregiver. Toddlers will learn through
games & songs the basics of front swim,
kicking, breath control and
jumping into chest deep water.
Caregiver learns age specific water safetyy.
Unparented Program
Orientation to water for toddlers &
caregivers. Learn how to use floating
objects for support through games,
songs and active play. Caregiver learns age
specific water safety.
Squirts: 2 years and up
Transitional program that
includes parent in the water with the
child for the first 5 lessons. Parent
observes lessons from viewing area for
lessons 6 - 10. Program prepares child to
enter the unparented Sea Otter program
when 3 years of age.
Squirts 2: Squirts 2 is for children who
have completed Squirts, but do not
meet the age requirement of 3 years of
age to participate in the
unparented program.

Did you know?
1.Your aquatic staff hold many qualifications and have spent numerous hours
training to be in their positions
2.Staff must recertify their qualifications every two years
3.Staff must participate in regularly scheduled staff trainings throughout
the year to maintain alertness, stay fit, and keep updated on any changes so
they are able to respond to any situation quickly
