Spotlight P acific Gas and Electric Company (PG&E) has served the community of Atascadero for nearly 100 years. PG&E is proud to be a part of this unique city both by providing reliable electric service and contributing to the community. Some 263 residents of Atascadero are employees of PG&E. We are involved in many aspects of life here including as volunteers in service clubs, schools and non-profit groups. The “can-do” spirit that defines PG&E is also evident among city, chamber and community leaders in Atascadero. We are proud to be a part of this community and are dedicated to serving our customers here. One of the ways that PG&E supports strong communities is through our Community Investment program. A highlight of our local involvement in 2011 was the $25,000 community challenge grant awarded by PG&E to the Atascadero City fire Department to build and equip the Disaster Response Trailer. PG&E matched dollar for dollar all contributions up to $25,000, working with the Fire Department to create a “$50,000 in 50 Days” campaign. This effort brought together PG&E’s commitment to personal safety and emergency preparedness with the mission of City Firefighters and Paramedics to be professional, caring and efficient. PG&E volunteers worked alongside community and civic leaders to conduct a “phone-a-thon” supporting this project. Other 2011 charitable contributions included $5,000 to the Atascadero Historical Society to assist in building the Rotary Bandstand at Atascadero Lake Park. This grant was coordinated through PG&E’s Local Government Relations Department representative Patricia Wilmore, a North County resident (office number 595-6405). In total, PG&E makes contributions of approximately $325,000 each year to charitable and non-profit organizations throughout the county. In addition, PG&E employees make individual contributions in excess of $250,000 annually to the Central Coast community, benefitting school programs, senior centers and many other local projects. This past year, PG&E added a Community Relations Representative to our local staff. Atascadero resident Natalie Schaeffer is our team member who heads up that effort. In this role, Natalie has engaged hundreds of PG&E employees in thousands of hours of volunteer service throughout the area. She can be contacted at 595-6468. Through our Energy Watch Partnership with the City of Atascadero, the City and many local businesses have installed energy retrofits that are saving money and hundreds of kilowatt hours. Our Energy Services and Solutions Representative for Atascadero is Perla DeLeon, also a city resident. Perla works with local businesses to improve their energy efficiency. Her office number is 595-6444. PG&E is the largest private employer in San Luis Obispo County. Of the 1,500 employees on the Central Coast, 1,400 work at Diablo Canyon Power Plant (DCPP). DCPP provides safe, clean, reliable power to over 3 million homes and businesses in California. As a major employer and purchaser of goods and services, Diablo Canyon has a total impact of more than $800 million annually in San Luis Obispo County. The more than $25 million in property taxes paid by PG&E to San Luis Obispo County last year helped support local governments, schools and other public services. We believe that innovation will be critical to PG&E’s ability to succeed in the future. The company is working to expand our energy resources for tomorrow. These include “smart” power grids, wind, waves, “ cow power” and solar energy, including the projects in the Carrizo Plain. We are dedicated to system reliability and last year began a major reconductoring project from Atascadero to San Luis Obispo. What brought you to Atascadero to open a business? I was originally from the area and after a number of years was transferred to Atascadero for work and happy to come back to live here. (Committee for Atascadero Public Schools) I Further Information on the Family & Medical Leave Act n my November 2011 article I provided my readers with a Ten Steps Approach to Figuring Out the FMLA. Since that article was the bare bones of the FMLA, I would like to expand on some of the numerous issues not addressed in that article. What employees are covered by the FMLA? An employee is eligible who has worked for at least a year, and at least 1,250 hours during the prior year. But what comprises 1,250 hours? The hours need not be consecutive hours. Time off for sick leave, vacation/annual leave, administrative time off (ATO), compensating time off (CTO), holidays, informal time off (ITO) or personal leave (PL) are not to be counted toward the 1250 hours of work. An employer may require that the need for leave for a serious health condition of the employee or the employee’s immediate family member be supported by a certification issued by a health care provider. The employer must allow the employee at least 15 calendar days to obtain the medical certification When leave is taken because of an employee’s own serious health condition, or the serious health condition of a family member, an employer may require an employee to obtain a medical certification from a health care provider that sets forth the following information: Building Business 3. A statement or description of appropriate medical facts regarding the patient’s health condition for which FMLA leave is requested. The medical facts must be sufficient to support the need for leave. Such medical facts may include information on symptoms, diagnosis, hospitalization, doctor visits, whether medication has been prescribed, any referrals for evaluation or treatment (physical therapy, for example), or any other regimen of continuing treatment; 4. If the employee is the patient, information sufficient to establish that the employee cannot perform the essential functions of the employee’s job as well as the nature of any other work restrictions, and the likely duration of such inability; 5. If the patient is a covered family member with a serious health condition, information sufficient to establish that the family member is in need of care, and an estimate of the frequency and duration of the leave required to care for the family member; 6. If an employee requests leave on an intermittent or reduced schedule basis for planned medical treatment of the employee’s or a covered family member’s serious health condition, information sufficient to establish the medical necessity for such intermittent or reduced schedule leave and an estimate of the dates and duration of such treatments and any periods of recovery; 7. If an employee requests leave on an intermittent or reduced schedule basis for the employee’s serious health condition, including pregnancy, that may result in unforeseeable episodes of incapacity, information sufficient to establish the medical necessity for such intermittent or reduced schedule leave and an estimate of the frequency and duration of the episodes of incapacity; and 8. If an employee requests leave on an intermittent or reduced schedule basis to care for a covered family member with a serious health condition, a statement that such leave is medically necessary to care for the family member, which can include assisting in the family member’s recovery, and an estimate of the frequency and duration of the required leave. If an employee submits a complete and sufficient certification signed by the health care provider, the employer may not request additional information from the health care provider. However, the employer may contact the health care provider for purposes of clarification and authentication of the medical certification (whether initial certification or recertification) after the employer has given the employee an opportunity to cure any deficiencies. 1. The approximate date on which the serious health condition commenced, and its probable duration; The Atascadero Masonic Lodge to Host Our February After Hours Mixer T Kity Arosteguy, owner of The Spa Central Coast & Haven Wine Bistro accepts Business of the Year award from Assistant City Manager Jim Lewis. 6 February 2012 he Atascadero Masonic Lodge located at 2607 Traffic Way, has graciously offered to host the Chamber’s “After Hours” Mixer Thursday February 16th, from 5:30 – 7:00 p.m. The Atascadero Masonic Lodge was chartered in 1920 by a hand full of local masons. The Order of the Eastern Star was chartered in 1916. As the Colony grew so did Masonry and Eastern Star. In the early 1950’s the members of the lodge and Eastern Star decided to purchase the two story, old Printery Building on Olmeda St. so that both organizations had a permanent place to meet. In the early 1990’s the Masonic Lodge and Eastern Star, seeing the need for a Community Center made arrangements with the City to have controlling interest in the building, allowing the Masonic Lodge and Eastern Star to continue their functions. As cost for upgrading the building continued to increase and the City agreed to return the building, allowing the Masonic Building Association to sell in to a local contractor. The current Masonic Center, located at 2607 Traffic Way in Atascadero opened its doors in 2005 and continues to serve the community. The new building, across the street from the San Benito Elementary School has ample parking, a more private location with all the modern equipment including a commercial kitchen, perfect for catering that special function with rental rates that are very competitive. The lodge has, for several years, hosted the Annual Teachers Tea and supported Free Public Education and continues to do so by adopting the San Benito School right across the street. Atascadero Chamber of Commerce BUSINESS REPORTER News From The City By City Manager, Wade G. McKinney Redevelopment Agency Abolishment Next Steps I n June 2011, the State Legislature passed, and Governor Brown signed, legislation that will cause the abolishment of all redevelopment agencies in California and the transfer of our local property tax revenue to the State. This action effectively killed the State’s and the cities’ greatest job creation program. The League of California Cities and the California Redevelopment Association filed a lawsuit with the California Supreme Court challenging that the Governor’s and Legislature’s actions were unconstitutional based on Proposition 22, which was passed in November 2010. Proposition 22 stated that the State could no longer shift, borrow, take, or eliminate local funding sources including redevelopment funds. Sadly, on December 29, 2011, the California Supreme Court upheld the State’s desire to abolish redevelopment agencies. Frankly, we were surprised by the Supreme Court’s decision. Their decision is unclear; with the details of what steps need to be taken being debated as I write this article. We are consulting with attorneys on what the City’s rights are and how we should proceed. This is another serious blow to Atascadero. Most of the new commercial development, Lake Park improvements, and downtown beautification have been funded by the Redevelopment Agency. The solutions will not be easy. The immediate loss will be difficult, but over time we will work together and get through this. What does the elimination of our Redevelopment Agency mean to Atascadero? The Atascadero Redevelopment Agency generated approximately $3 million annually. The following list is just a sampling of what this revenue has been used to accomplish: • Restore the Historic City Hall • Construct the Lewis Avenue Bridge • Provide financial assistance to assist the Galaxy Theatre to be completed From the Office of Supervisor Jim Patterson 5th District Supervisor County Expands Outreach Effort S an Luis Obispo County is increasing its efforts to inform county residents about recent accomplishments, current initiatives and on-going services that the County provides. We recently posted on-line the 2011 Annual Report that “…provides information about the programs and services that the County provides and highlights some of the accomplishments that the County has achieved during the past year”. The report is available on-line at the County’s website www.slocounty.ca.gov. If you don’t have internet access, you can use the computer at any of the local libraries. In its second year, the Annual Report is full of interesting facts and information about our county. It is very user friendly and also contains links to each of the seven cities. While visiting the County’s website, you’ll find a couple of items featured on the home page that you might find interesting. Click on the link titled “Energy Rebates, Incentives and Cost Saving Tips”. The County is committed to helping businesses and residents learn more about programs to help finance projects for improving energy efficiency and saving money. There are a number of programs available to Voice of Business • Improve the Downtown Business Visits o Maintenance of the Downtown, including landscaping, trash removal, fountain upkeep, median and public areas maintained o Renovate the Sunken Gardens including improving accessibility to the park o Provide business stimulus funds for permit assistance, façade improvements, restaurant assistance, and improved signage o Create and fund the Main Street program and related events, such as Winter Wonderland and Sweetheart Stroll o Purchase the Historic Bakery Building, resulting in the removal of an adult oriented business from the Downtown; selling the property later on for a profit o Fund the restoration of the Wrestling Bacchantes statue in Sunken Gardens o Construct the Streetscape program in the Downtown, including the medians, urns, lighting, and landscaping • Purchase the former bowling alley, now renting the building to the City for a temporary City Hall • Fund the creek restoration adjacent to the Historical Society House and City Hall • Fund affordable housing projects • Fund Atascadero’s Tourism program, including marketing, events, Visit Atascadero website, and our involvement in Savor the Central Coast Redevelopment funds have employed hundreds of people in Atascadero and greatly improved our infrastructure within the Redevelopment Area, and for that we are grateful. The elimination of the Redevelopment Agency will impact the City in ways we have yet to find out, forcing the City to make many changes in how it conducts business. The City of Atascadero, along with its citizens, has already been facing hard economic times and this latest blow from the State is challenging, to say the least. I will keep the community informed on our progress of creating solutions and action plans for Atascadero’s recovery from this unfortunate situation we find ourselves in. Designed to help stimulate the economy, the Act provided funding to jurisdictions for investment is a variety of programs. This link describes how the County is using ARRA funding to help our local economic recovery, create and retain jobs and provide safety-net services to our residents hurting from this severe recession. I know you’ll be impressed with what you find there. www.slocounty.ca.gov Recent Updates: At our January 10th meeting, the Board of Supervisors approved the contract with Ravatt and Albrecht & Associates to complete the construction drawings for the new Atascadero Library and County Offices. The timeline goal is for project completion by fall of 2013, as part of the Atascadero Centennial Celebration. Both Carrizo Plain solar projects are under construction. SunPower is setting panels while First Solar is doing site preparation. Both companies are expanding their workforce and of the 100+ employees currently working at the SunPower project, approximately 80% are San Luis Obispo County residents. Under full construction, the companies expect to have a combined work force of 700+. The new Creston Fire Station is scheduled for completion by the end of April. With the ability to house four pieces of equipment, the new station will serve as a hub for improved fire service to the eastern part of the county. Retiring Systems 42 owners Diane & Don Price with Payality president Chet Reilly and his wife Lisa Reilly D on and Diane Price came to Atascadero in 1982 with their $14,000 TR-S 80 Radio Shack computer. One of System 42’s first clients was the Atascadero Chamber. They grew their business while keeping up with technology by offering computer services for CPA’s and moved into bookkeeping/payroll services. Many of Atascadero’s longtime businesses have been their clients over the years. They were active members of the Chamber from the start. Don helped start the ambassador program and he was the first “Ambassador of the Year”. Don has also been on the Board of Directors and involved in other Chamber activities. With retirement on the horizon and the need to update their technology, Don and Diane have sold the business to Payality providing complete employer services solutions to companies with 1 - 500 employees. Payality has the resources to serve their existing customers and add other services needed in today’s business world. They have many years of experience and currently service over 5000 businesses on the Central Coast as well as throughout California and other states. President Chet Reilly and his wife Lisa are happy to be taking on System 42’s clients and look forward to getting to know them and providing excellent service for their individual needs. Chet said “Don and Diane could have exited differently, by selling to one of the big payroll services. This would have meant lost jobs, and personal service. They are committed to the area, keeping employees and a presence in Atascadero to serve the area.” This is a positive change and everyone is looking forward to the future. C olby Jack Café moved to their new location at the Carlton Hotel in November, starting with the bakery serving breakfast, pastries & coffee. They are now serving lunch from 11-3 in the Brie Lauren Bistro Dining Room, dinners from 5-9 on Wednesdays-Saturdays and banquets in the Divine and Ambrosia Rooms. Future plans are to serve all meals in the Brie Lauren Bistro Dining Room. Jack and Natalie are excited about moving to the Carlton and look forward to serving hotel guests and restaurant patrons in the beautifully restored historic hotel. The CCCTC will host over 20 sites that stretch throughout the two counties. The Chaplain Program is a non-denominational, ecumenical ministry provided by volunteer clergy, which functions as a segment of The Southwest Regional Police Chaplains Association.
