Selected Extracts from Telecoms & IT Intelligence
Briefing September 2010
 Telecom NZ structural separation: MED has called for submissions on the potential
implications and regulatory changes of a structural separation of Telecom NZ. Papers due by
Oct 15. Refer:
 Huawei to launch handset in OZ and NZ? Talking to carriers in Australia and New Zealand
about local distribution of its new Ideos mobile phone, which runs the latest version of
Google’s Android operating system
 Australia govt data centre relocation: A request for tenders has been released, the first step
in establishing a new panel of services providers as part of a plan to save USD1 billion in data
centre costs over the next 15 years
 Shanghai cloud development: The 12 projects under the city’s plan to boost its cloud
computing industry are proceeding as planned; a total investment of RMB3 billion is
expected by end‐2012
 Dell to invest USD100 billion over next decade: It plans to open its 2nd centre in China next
year
 Singapore emerges as Asia Pacific’s leading cloud computing hub: according to Ovum, with
firms such as Tata Communications, AT&T, BT, Verizon Business, SingTel, and Orange choosing
Singapore as their preferred location
 Vietnam Data center: Telehouse Vietnam has begun operating in Hanoi. It will provide
data‐related services for businesses involved in telecom, finance and banking
Skills shortage to return, but with variations (Computerworld
October 2010)
Robert Walters - 2010 Global Salary Survey (Selected Extracts)

Wellington - pay rates in many IT skill sets are up this year , especially in contracting.; e.g. senior project
managers

The survey commentary makes predictions for 2010 for both Auckland & Wellington;

In the “Outlook for 2010” in Auckland, the commentary notes “We predict that the overall focus will
continue to be cost-cutting and refining IT processes, helped by a technology push towards cloud
computing, ultimately cutting infrastructure and associated costs

As a result, the demand for skilled candidates who can operate within the cloud environment will be
heightened

Additionally, candidates with skills in application development, data centre operations and
network engineering (including security) will be highly sought-after

Things began to pick up in the final quarter of last year in Auckland, and that this year, “we envisage
that the pattern of slow and steady levels of recruitment will continue in 2010 and we expect a
general shortage of skilled professionals in the IT sector once again

There are already a number of significant programmes of work underway and we therefore anticipate
demand for those candidates with technical project management skills to strengthen in the first
quarter

We expect to see some strength return to the private sector, which will lead to more demand for
highly skilled and experienced candidates across all key IT disciplines

This is expected to drive wage growth due to an ongoing underlying shortage of good quality,
experienced professionals
(Accessed May 2010) (US-BLS) prediction:
 For the foreseeable future computing will be one of the fastest-growing U.S.
job markets in science, technology, engineering, and mathematics (STEM)
 Nearly 3 out of 4 new science or engineering jobs in the U.S. are going to be
in computing!
 Approximately 1 in 5 computing jobs will be in networking
Conclusions:
 Global recession had a significant impact
 Global demand increasing
 Global skill shortages signalled
 Future ICT job potential extremely healthy
 Educate and train now to be ready for the economic
upswing…
