We will bill Medicaid, Medicare, and insurance. 2016-2017 9 WAYNE COUNTY LIVING • ABOUT WAYNE COUNTY WAYNE OFFERS A VARIETY OF NATURAL TREASURES Each November Wayne County’s leaders invite state officials to the county so that local representatives can network with the Georgia officials and show appreciation for past considerations. The event is called Day for Wayne, and it takes place not in a convention center or a fancy restaurant but rather in the woods along the Altamaha River. In fact, the outdoors gathering, showcasing such activities as fishing and hunting, has sometimes been called the “romp in the swamp.” Day for Wayne attests both to the richness of Wayne County’s natural treasures and to the way that local citizens value those treasures. The Altamaha--reportedly the third largest contributor of fresh water to the Atlantic Ocean from North America--is a particularly good example. Designated a bioreserve by the Nature Conservancy in 1991, the Altamaha boasts a large river basin with more than 100 rare or endangered species. When local citizens perceive a threat to these natural treasures, they are quick to respond. In early 2016, for example, Republic Services applied for a permit to build a rail yard that would allow up to 10,000 tons of coal ash a day to be imported to the county for disposal at the company’s Broadhurst landfill. Concern about the potential long-term risk to the natural environment, including valuable water resources, sparked strong opposition to the permit application, which was still pending at mid-year. Covering 646 square miles, the county is bordered by Tattnall County to the north, Long County to the northeast, McIntosh County to the east, Glynn County to the southeast, Brantley County to the south, Pierce County to the southwest and Appling County to the west and northwest. Its shape is similar to that of the state of Georgia. When the county was formed, though, its shape was quite different. In 1805, when it was first surveyed and divided into lots, it was 5 to 15 miles wide and 100 miles long and did not even contain the site of presentday Jesup, the current county seat. The first county seat, Waynesville, is now located 12 miles east of present-day Nahunta in Brantley County. Although its shape has changed, Wayne County has always bordered the Altamaha River. The river now forms the boundary between Wayne County to the east and Tattnall, Long and McIntosh counties to Licensed the west. Doctortown, one of the county’s first settlements, was established across the Altamaha River from what is now Long County. Though now only a memory, for many years it thrived as timber that was floated down the river to Darien in McIntosh County became an increasingly important component of the local economy. Today timber remains a key element of the local economy, as evidenced by the Rayonier Advanced Materials specialty pulpmill near the site of the Doctortown settlement. A mainstay of Wayne County’s economy, Rayonier is by far both the county’s largest private employer and its largest payer of property taxes. Jesup, located several miles south-southwest of the Doctortown area, became the county seat in 1873, only three years after it received its charter. Jesup became the economic center of the county because it marked the intersection of the Atlantic & Gulf Railroad (now CSX) with the Macon & Brunswick Railway (now Norfolk Southern). It contains 34 percent of the county’s population (according to U.S. Census Bureau figures for 2010) and is home to a state technical college, a federal prison, and a variety of major industries manufacturing textiles and other products. The county includes two other cities: Screven (formerly Station Seven on the Atlantic & Gulf line), located in southwestern Wayne County, and Odum (formerly the fifth station on the Macon & Brunswick line), located in the northwestern part of the county. Smaller communities are sprinkled around Wayne County and include Gardi to the southeast and Madray Springs near the northern tip. McKinnon, located at the southern end of the county, is notable as a Finnish settlement dating back to 1921. Much of the farming in Wayne County takes place in the western area, where Lake Grace and the community of K’ville are located. However, many in the county have become community environmentalists this past year as we’ve seen our natural resources come under assault. In a nutshell, our landfill operator, Republic Services has introduced a plan to destroy wetlands at the Broadhurst Landfill so that it can haul in tons of coal ash and other garbage. Needless to say, these are fighting words around here and have alarmed the community such as never before. Hundreds have turned out for stake- holder meetings; thousands of letters have been written; organizations have been formed; and thousands of dollars have been raised to help fight the efforts. I could not be more proud of my community. Wayne County has always prided itself by believing in a healthy balance between industry and our natural resources. However, it’s comforting to know that when the balance is being tipped so far as to threaten this county for generations to come, Wayne County will come out united. In this edition of Wayne County Living, we wanted to explore some of these environmental issues and concerns. We also wanted to touch on some of the initiatives under way to make the community even more of an outdoor person’s destination spot. Wayne County Living is a publication of The Press-Sentinel. As this part of the North American continent was being shaped, a limestone layer was formed. Above it the ocean depth rose and fell, leaving layers of sand deposited over what we now call the coastal plains of Georgia. Beneath the pineland surface of Wayne County lies an enormous cache of fresh water, and above it, on the site of ancient beaches are rich deposits of some of the rarest metals on the planet. The water we know as the Floridan Aquifer. The rare metals we know as titanium and zircon. On the surface, wetlands pool with the plentiful annual rainfall, and streams and rivers flow from here, carrying nutrients and sandy deposits that feed and make up the coastal estuaries and beaches of Georgia. It is all a fragile ecosystem composed of the wealth of natural resources of Wayne and surrounding counties. Today there is a growing knowledge, care and concern for these resources. When faced a few years ago with the prospect of surface mines to tear up the landscape and remove the titanium, the community opposed plans that would have allowed mining close to homes. Plans for mining on a massive scale by DuPont led to fears of failed or poisoned wells and ponds. Intrusion into the aquifer and contaminated runoffs into streams were seen as possibilities. But community opposition eventually led to the company’s repealing its proposals. Some Wayne County residents see those plans as a threat to the standard of living and the way of life here in Wayne County. Many local residents chose this place to live because of the abundant resources provided. Now a new threat is perceived in a plan to deposit foreign and toxic materials in the middle of these same resources. Republic Services, based in Arizona, has plans to dump millions of tons of toxic coal ash at its landfill, located some five miles away from one of the two proposed mining sites of DuPont. Residents are opposed to the plan, fearing what it could mean for local water sources and those downstream from here. Coal ash contains toxic constituents such as arsenic, lead, mercury, cadmium, beryllium and other heavy metals. These metals and other chemicals in the ash are known to cause cancer and developmental and reproductive problems in humans, and they poison and kill fish and wildlife. Earlier, a small deposit of coal ash at the Broadhurst Environmental landfill led to toxins in the water table, providing proof of the risk to the local water supply. Opposition to the plan is increasing along the coast of Georgia as residents there begin to realize the significance of the risk. Two forks of the Penholloway Creek, a dark-water stream that feeds into the Altamaha River, Modern living continues to put a strain on the natural resources in communities across the nation. Wayne County is not immune to these challenges. What businesses and industries are compatible with the abundance of the natural resources found here? Can ways be found to incorporate a friendly business environment without posing undue risks to the great outdoors environment? As more people learn of the riches in Wayne County, the quandary enlarges as to how to welcome new opportunities while protecting the things that make this community unique. 16 2016-2017 straddle the Broadhurst landfill. What if a sizable contamination occurred in this waterway? What would result if poisons reached the Altamaha and its unique river corridor? What would happen to fishing, shrimping and tourism along the coast should toxic pollution reach there? What if a liner beneath the coal ash is breached and toxic intrusions percolate through those ancient layers of sand and into the limestone caverns that form the Floridan Aquifer? What would hundreds of thousands of residents in South Georgia and Northeast Florida do for drinking water? These and other concerns have caused opposition groups both locally and along the coast to voice concerns over the landfill company’s plans. Wayne is on the edge of its future. At one time sinking the Titanic was unthinkable. A building permit is required for mobile homes, which can be obtained in the Tax Assessors’ Office. Even more abundant are the opportunities the water provides. James Boykin Lake in Bill Morris Park has been contoured specifically for fish breeding. Its 10-acre area is stocked with bream, bass and catfish and provides a habitat for ducks and other birds. The Altamaha River, considered a natural and recreational treasure, is nearly essential for local fishers, boaters, campers and swimmers. In addition to teeming with wildlife, the river is also home to longleaf pine, colonies of the endangered red-cockaded woodpecker, gopher turtles, Alabama milkvine and other rare plants. Lake Grace is a popular spot for those looking to get away from it all and enjoy the relaxation of the countryside. It also is a place for fishing and swimming, and it includes a park area for picnickers. Become a Chamber member today! ◆ PIGGLY WIGGLY TO ANCHOR RENOVATED SHOPPING CENTER Renovations at Jesup’s Cherry Street City Center (formerly Cherry Street Plaza) were continuing in mid2016, auguring the opening of a new grocery store. A new Piggly Wiggly supermarket was scheduled to open as the shopping-center anchor in the early fall. A Ranchero’s restaurant was also scheduled to open at the Cherry Street City Center in the fall. Plans call for Piggly Wiggly, Ranchero’s and an existing optometrist office, 007 Eye Girls, to be in operation at the center, and the developer, South Rincon Development Associates, has plans to find tenants for other spaces in the 57,000-square-foot property. The run was established to honor the memory of the late Doug Daniel of Odum and to establish a scholarship for a graduating senior at Wayne County High School who is a member of the cross-country or track team. Participants can choose between the 5K run and the one-mile fun run. For more than 150 years, a bright ball of light has been seen floating around the railroad track on Bennett Road between Screven and Jesup. The Ghost Light Run takes place on the evening of the first Saturday in November. This night run features a 5K route and a one-mile route that will take participants along the route of the ghost light—which might even be seen. ◆ 26 2016-2017 WAYNE COUNTY IS A MECCA FOR ECOTOURISM One of the first tourism boards in the state to recognize the potential of what is now called “ecotourism” was the Wayne County Board of Tourism. As a matter of fact, the local board was used as the poster child of how to use local natural resources to enhance tourism across the state. The Tourism Board plans activities throughout the year to invite people to come and enjoy events that demonstrate what our community has to offer. The events often bring folks here from several states, while others are designed to draw our neighbors from nearby counties. A hog jam, fishing tournaments and a fall leaf paddle provide experiences in the natural surroundings and the abundant recreational opportunities here. Bike rides and runs open other outdoor areas of the county to visitors. Community festivals include the Arch Fest, the Screven Fourth of July celebration and the Dogwood Festival, among others. Day for Wayne brings business and governmental leaders for a day of outdoor sports and great food. When it comes to enjoying water sports, Lake Lindsay Grace offers plenty of room for swimming, boating, jet skiing or the chance to just sit back and enjoy a beautiful sunset. Lake Grace’s 240 acres of recreational water is surrounded by 25 acres of parkland, and two additional covered pavilions now are part of the development on the east side of the lake. A sandy beach area has been added there also, providing an even more attractive area for swimmers and sunbathers. In addition to swimming and fishing, the lake is becoming known as a great location for speedboat racing. Racing fans from several states pitch tents and stay for a weekend to watch fast boats circle the lake. Family gatherings in the picnic areas also invite others to enjoy the atmosphere of a day on the lake. The Tourism Board office is located in the Jesup Train Depot and may be reached by calling Heather Altman at 427-3233. ◆ BUSINESS & ECONOMIC DEVELOPMENT • WAYNE COUNTY LIVING PULP MILL CONSIDERS ENVIRONMENT There’s no question that Rayonier Advanced Materials--whose Jesup chemical plant specializes in manufacturing highly refined pulp products--is both Wayne County’s largest private employer and its largest payer of local property taxes. There’s sometimes a little more discussion, though, in regard to the mill’s relationship with the natural environment. When the Georgia Environmental Protection Division (EPD) renewed Rayonier Advanced Materials’ discharge permit in 2015, the state made the permit requirements more stringent, in part by adopting suggestions made during the lengthy public-comment period prior to the renewal. Altamaha Riverkeeper, though, still didn’t think the permit went far enough. Based in Darien, Altamaha Riverkeeper, often known as ARK, describes itself as “a grassroots organization dedicated to the protection, defense and restoration” of the Altamaha. Riverkeeper has taken the EPD to court in an effort to invalidate the permit. A deci- sion was expected in September of 2016. ARK is represented by GreenLaw, the Southern Environmental Law Center, and Stack & Associates. “ARK is gratified after 15 years of waiting for a new permit to have the opportunity to air our concerns about the Rayonier AM discharge in open court,” said Hutton Brown of GreenLaw. “We are committed to seeing this through until all the people who want to fully use the river, and at all times of the year, are able to do so.” Commenting on Rayonier Advanced Materials’ commitment to Wayne County’s natural resources, Russell Schweiss--the company’s director of corporate communications and corporate relations--says, “We recognize that we have a responsibility to minimize our footprint and have invested millions of dollars over the years to do just that. We have reduced air emissions and greatly improved the quality of the water we discharge from our facility. “The company recently replaced boilers at the plant with clean-burning natural-gas boilers that have greatly reduced our air emissions, and since 2008, we’ve invested more than $70 million in reducing the color [of] the water we discharge from the plant. The primary goal of renovating the Authority’s office building is to accommodate the Chamber offices. Wayne County’s Chamber of Commerce and Industrial Development Authority have always had complementary missions. It makes sense, then, that they would choose to once again share a building. The Chamber of Commerce is a membership organization consisting of volunteers who work to advance the commercial, industrial, agricultural, cultural, civic and general economic interests of Wayne County. It hosts ribbon-cutting ceremonies for new businesses; presents legislative forums, Lunch and Learn seminars, and Business After Hours receptions; sponsors Leadership Wayne classes; and plans special community events, such as the annual Christmas parade in downtown Jesup. Christy Carter came on board as the executive director in the spring of 2015. She works with the Chamber’s Executive Committee, which includes chair Joy Burch-Meeks and immediate past chair Kent Fountain. Cheyenne Moseley serves as the administrative assistant. The Industrial Development Authority’s mission is to promote economic development, thereby attracting and retaining jobs and capital investment. The Authority is considered an arm of the county government, which provides funding. The Authority comprises Randy Franks, chair; Ralph Trapnell, vice chair; Randy Teston, secretary; Mike Burch; Kent Fountain; and Carey Jones. (As of mid-2016, the Authority was awaiting a replacement for Jack Perrett, who had resigned prior to moving out of town.) As president and CEO, Dell Keith heads the Authority staff, which includes executive assistant Candee Harris. In 2014 the Authority moved into its current office building at 261 W. Plum St. in Jesup. The Authority operates out of the middle part of the building and retains the back section for use as an “economic incubator.” The front was being renovated in the summer of 2016 to house new Chamber of Commerce offices, as well as a larger (640-square-foot) community meeting room. The Chamber has long been housed on North West Broad Street and at one time even shared the building with both the Industrial Development Authority and the Wayne County Tourism Board. With continued Chamber growth, though, the building is no longer sufficient even for Chamber operations alone. The Chamber was planning to move into its new offices in the fall of 2016. Hospice exists to provide services and to manage the symptoms of patients and support to their families when they can no longer be assisted by curative care. The goal is to provide a quality of life for all those involved in this situation. Services are designed to provide optimum care, to minimize pain and to assist in providing dignity. Wayne County is home of three full-time hospice services and is also served by hospice care from other out-of-county hospices. All of the local hospices provide home and hospital visits by nurses and case management members. Social workers are available for patients and for family and friends. Parent/ guardian of transfer students must fill out a Records Request that provides the name and address of the previous school with written consent for student-record transfer. Parents or guardians wishing to enroll their children in school must provide their child’s state-issued birth certificate, Social Security Card or waiver, Georgia imunization record and proof of residency. Acceptable proofs of residency are a rental agreement (with a current rent receipt), property-tax statement or home-ownership title (property deed, warranty deed or security deed) or a current utility bill (gas, electric, water, land-line phone or cable). Prekindergarten programs A state-funded prekindergarten program offered through the Wayne County school system helps ensure that 4-year-olds have the chance to be ready for school. Classes are offered at Jesup, Odum and Screven elementary schools. Enrollment in this voluntary program is open to the general public on a first-come, first-served basis. The current number of classes offers places for about 286 students. Parents of children 3-4 (3 by September 1) may apply for enrollment in Head Start but must meet certain income criteria. Slots exist for 102 children; beyond that number, children are placed on a waiting list. Wayne County Head Start is located at 724 N. Fourth St. in Jesup. Two local church programs offer other preschool opportunities—First School at Jesup First Baptist Church, offering 60 slots to children ages 2-4, and School of Discovery at Jesup First United Methodist Church, offering 60 slots—and by some local day-care programs. The Learning Place offers curriculum and 52 slots to children ages 6 weeks to 13 years. It is located on the site of Gilead Ministry Center. Wayne County Library The Wayne County Library opened at its present location on Sunset Boulevard near the old Wayne County High School in 1988. The circulation system is fully automated. The Summer Reading Program, a nineweek program of summer activities with available online activities, is among the many special library programs geared toward children. Boys & Girls Clubs of the Altamaha Area The Boys & Girls Clubs of the Altamaha Area offers a wide variety of constructive activities to youth after school and during the summer. Club activities for members include crafts, board games, music, movies, books, computers and other fun events. The registration fee is $25 per year. The After School and the Summer Camp dues depend on the family size. An example for the After School program rate is: 1st child is $30, 2nd child is $15 and the 3rd child is $15. During the Summer Camp, the rate is as follows: $50 for the 1st child, $20 for the 2nd child, and $20 for the 3rd child. Both After School and Summer Camp program dues are weekly fees and are based on number of children of the same household. During the After School Program, the program dues include a snack and dinner for each child. The club also provides transportation for all registered youth from school to the club. We also offer tutoring for any youth that may be in need of a little extra help. The After School hours are 2:30 p.m. to 6:30 p.m. The Summer Program dues include breakfast, lunch, snack and dinner for each youth. It offers a variety of field trips to various local and area recreational sites during the week of our “Summer Camp.” The summer camp is offered from 7:30 a.m. to 5:30 p.m.; Monday through Friday. Summer Camp field trips are an additional cost separate from the weekly program dues. Some local businesses and/or individuals in the community are generous enough to donate funds to provide scholarships for eligible youth to offset the cost of their program dues. And at the Boys & Girls Clubs of the Altamaha Area community garden, the youth are doing just that. The local Boys & Girls Club has taken over what once was the Jesup Community Garden and made it the club's own. The club has partnered with the city of Jesup to promote and produce the garden. Together, they have been educating children of all ages within the club how to grow food from seed to market. Agricultural classes are offered weekly and led by junior counselors within the club. During each class, all age groups are able to plant seeds, learn about the growth process and help harvest what they have sown. Students are also taught the business of selling produce at the Wayne County Farmers Market with some of their harvest. In addition to selling at the farmers market, the club's youth are able to share a meal with their club leaders during a sit-down dinner and take home produce to share with their families. Though not all of the Vidalia onions produced in Wayne County are grown by Wayne County farmers, they still have a tremendous economic impact, according to Frye. In 2015 there were more a thousand acres of Vidalia onions grown in Wayne County, with a farm gate value of more than $16 million. For Wayne County farmers that grow Vidalia onions themselves or those that lease their land to farmers from neighboring counties, this crop can provide cash flow through the winter months. The farmers market, which opened in June of 2015, has a rich variety of goods from local farmers. The department is located at 244 Peachtree St. in Jesup, and is open from 8 a.m. to 5 p.m. Monday through Friday. The office is closed for lunch from noon to 1 p.m. The department also offers assistance through its website www.waynecountyrecreation.com. This site gives more information on the sports and registration dates. Activities Winter activities include youth basketball, which begins in early January. Youngsters ages 4-14 can register from mid-November to early December. The season begins in early January and ends in late February. Spring and summer activities include youth T-ball, baseball and softball. Boys and girls ages 3-17 can register in February for baseball and girls softball. The softball and baseball seasons begin in late March and continues into June. Youth track is also offered in the spring months. Children 7-14 may register in February as well. Adult softball is also a spring-summer sport; that season opens in mid-April and ends in June. The Babes Mighty Mites program, directed by the recreation department, is open to children in the 3- to 6-year-old range. This instructional T-ball and coach pitch league was founded by the late Babe Davis. The Mighty Mites learn the basics of baseball and softball throwing, catching and hitting. The program serves as a feeder program for recreation department leagues, which in turn help prepare children for school sports. The summer swimming program for youths ages 6-18 starts in May. The season winds up in late July. Swimming activities have been hampered in 2016 as the Cracker Williams pool was closed for inspection. The county is in 60 2016-2017 the process of determining whether to repair the pool, build a new one or take no action. Golf and tennis programs are offered for children ages 7-18. Golf and tennis registration is held in May with the seasons beginning in June and running through July. Fall activities include youth cheerleading, adult flag football, youth football and soccer. Girls ages 4-12 can register for cheerleading in early August and the season begins in late September. Boys and girls ages 5-12 can register for youth football beginning in late August and the football season begins in late September. Youngsters interested in playing soccer (ages 3-18) can register beginning in early August and the season begins in late September. Youth registration fees are $25. Tackle football is $30. With each season the recreation department offers a Buddy Ball event for youth 3 to 18. This program offers an opportunity for children with disabilities to participate in sports and other activities. The programs include soccer, baseball and basketball games and a fishing derby. The park has been transformed from just a few baseball fields and one football gridiron to include a multipurpose soccer field, a 130-foot T-ball complex, a girls softball field, a three-field soccer complex and a 10-acre recreational lake. The Ben Park Complex has added a four-field baseball-softball complex for youths between the ages of 7 and 14. Bill Morris also has a pond, a nature trail and an asphalt walking track. Arts and leisure The WCRD also offers a wide variety of art workshops and fitness classes through its new Arts and Leisure Division. With a 14,000-square-mile drainage basin and 137 miles of riverway, the Altamaha River is one of the larger rivers on the Atlantic Ocean and one of the major reasons many visitors come to Wayne County. Working with a local group, the Carl Vinson Institute of the University of Georgia is studying ways to introduce more people to the river and its adjacent swamps and historical sites. With an upsurge of ecotourism, the possibility of attracting more people to enjoy the Altamaha is the central focus of the study. Possible developments include overnight accommodations on the bluff at Jaycee Landing, a fishing ramp at the landing, a hiking trail from the landing along the river with access to a large sandbar, and access to the site of Doctortown and the bluff area where Confederate soldiers defeated Sherman’s troop during the U.S. Civil War. An interpretation center might recall the glory days of logging rafts along the river and the sawmill at Doctortown. Another might acquaint visitors with the ecology of the floodplain along the river, while another might recall the Battle of Doctortown. The centers might include a look at the timber industry from early logging days to the nano-cellulose products of Rayonier Advanced Materials today. Catfish tourney The most popular fishing event in the community is the Wayne County Catfish Tournament held the first weekend in June. The tournament featured a $7,500 first-place payout this past year and averages a $14,000 total pot. The Wayne County Grand Slam is held the third weekend in August. Fishermen in the Grand Slam must catch three out of five species of fish to be eligible for a $3,000 first-place prize along with other cash prizes. Several other fishing tournaments are held along the river which brings in fishermen of all descriptions to the banks of the Altamaha. The Altamaha River is the largest waterway in the Southeast and the second largest undammed river east of the Mississippi. A 71-mile stretch of the mighty brown river encompasses Wayne County's border to the north and east. The Altamaha has been called one of the "75 last great places in the world" by the Nature Conservancy, and it is a great natural attraction for nature lovers and fishermen alike. Bluegill, largemouth bass, catfish, shellcracker, striper, white perch, redbreast and warmouth thrive in the river's waters and provide plenty of variety for area anglers. Carl Sawyer of Screven landed the state-record flathead catfish in June 2006 in the Altamaha River. He caught the flathead on a rod and reel, and the fish weighed 83 pounds. The previous record was 67.8 pounds set in 2000. This fish can be seen at the Wayne County Heritage Center. Lake Lindsay Grace is a great fishing asset to the area. Wayne County and the Georgia Department of Natural Resources have implemented regulation changes to increase the trophy bass size in Lake Grace. Slot limits on Lake Grace will allow bass to grow in size, increasing the opportunity for a state-record fish to be caught. At Lake Grace, fishermen can also catch catfish, gar, white perch and redbreast. Improved boat ramps There are no federal, state or county parks connected with the Altamaha River in the county, but there are several public and private boat ramps and campsites. Several of the creeks that branch off from the main part of the river are privately owned or restricted to hunting club members. Fishermen have great access to the Altamaha as Jesup boasts the best landing on the river at Jaycee Landing, the site of a Go Fish Georgia project. A bait and tackle store operates daily at the landing. Jaycee Landing is located off Hwy. 301 near the Wayne-Long county line. On the south side near Glynn County is the historic Williamsburg Landing. The landing can be accessed from Howard Road in Mount Pleasant or from Akin Road. Paradise Park, a private landing on the Penholloway Creek, is located off River Road near Gardi. Near Hwy. 169 going toward Tattnall County is Upper Wayne County Landing. The county maintains a nature trail at Upper County. Off Hwy. 169 out from Madray Springs is Oglethorpe Bluff, also known as Pig Farm Landing. Also, Johnson's Station Landing, located under the bridge at Hwy. 84 on the Long County side of the Altamaha River, has been open since spring of 2002. DNR Rangers from the Georgia Department of Natural Resources' Wildlife Resources Division patrol Wayne County. Wayne County's own Mark Williams continues as the DNR commissioner. They will determine whether fishing licenses are current and whether legal equipment is being used. They also make sure there is no boating under the influence of alcohol. He took this 10-foot, 2-inch alligator in McIntosh County with the help of Gary Frye of Happy Acres Expedition. 2016-2017 63 WAYNE COUNTY LIVING • RECREATION TAKING AIM ON HUNTING Wayne County has a long tradition of avid outdoorsmen, and the area's hunting heritage is both a point of pride for locals and a draw for many visitors. While the rich woodlands, which includes Wayne County, teem with a variety of game ranging from alligators and bears to marsh hens and squirrels, opening day for the firearms deer-hunting season is easily one of the most anticipated events for area outdoorsmen. This year, opening day is Oct. 22. The Georgia Department of Natural Resources' Wildlife Resources Division (WRD) enforces game laws that are set by the state legislature, and for deer season, these laws specify that a season total of 12 deer may be harvested per person per season. The WRD further outlines that 10 of the 12 deer must be antlerless and no more than two may be antlered. One of the two antlered deer must have at least four points, 1 inch or longer, on one side of the antlers. New this year for deer hunters is the requirement to provide a harvest record. All harvest records must be reported within 72 hours online through Georgia Game Check (www.gooutdoorsgeorgia.com) or by calling 1-800-366-2661. A confirmation number will be provided with each report. Hunters will be reporting a harvest date and the county where the animal was taken. This information will be used to aid hunters, managers, conservation rangers and biologists. For hunters unwilling to wait until the Oct. 22 opening day for firearms, archery and primitive-weapon seasons offer a unique experience for outdoorsmen. Archery season runs Sept. 10 through Jan. 8, and primitive-weapon hunting is allowed from Oct. 15 through Oct. 21. 64 2016-2017 Hunter education class Dog-hunting during deer season is also permitted in Wayne County in areas north of Hwy. 341, west of Beard's Bluff Road, north of Hwy. 169 and southeast of Hwy. 84. Buck-only season is set for Oct. 2230, and either-sex season will be held Oct. 31-Jan. 8 Turkey season is also a much-anticipated time of year for Wayne County hunters. The season opens March 25 and closes May 15. There is a statewide limit of three gobblers per season. Bear and alligator seasons offer local hunters the chance to bag big game in their own backyards. The Southern Bear Zone has expanded by two counties. Southern Bear Zone now consists of Brantley, Charlton, Clinch, Echols, Lanier, Lowndes and Ware. Bear-season dates in the southern zone include Sept. 29-Oct. 1, Oct. 6-Oct. 8 and Oct. 13-Oct. 15. There is a limit of two bears per season. However, only one of the bears may be taken in the southern zone. For 'gator hunters, the swamps are the No. 1 destination, and the season will be longer starting this year. The season is from sunset on Aug. 19 through sunrise on Oct. 3. Gator-hunting permits are in high demand and short supply, and a limit The Flatwoods Gobblers Chapter of the National Wild Turkey Federation sponsored two hunter education classes at the Jesup Police Department and at the Odum Skeet Range. This has become an annual event with this year’s turnout around 30 students. The event was supported by chapter committee members, chapter high school volunteers, DNR officers and hunter education instructors. This was a two-hour class with students receiving their hunter education card after completing a test. The chapter also provided lunch and door prizes for the participants. of one harvest per permit is in effect. The number of permits for Zone 7--which includes Wayne, Appling, Glynn, Long, McIntosh, Tattnall and Toombs counties--is 150 this year. The deadline for permit applicants is July 31. More information for all quota hunts can be found at www.gohuntgeorgia.com. Georgia's dove season opens at noon on Sept. 3, and the first season runs through Sept. 18. This season is followed by seasons Oct. 8-Oct. 28 and Nov. 24-Jan. 15. The daily limit for doves is 15 per day and 45 in possession. Several small-game animals, such as bobcats, crows, rabbits, foxes, opossums, squirrels, grouses, quails and raccoons, have seasons beginning in the fall and extending through Feb. 28. Also, trapping season for minks, otters, foxes, opossums, muskrats, skunks, bobcats and weasels is Dec. 1 to Feb. 28. There is a designated bird-dog training area near Richmond Hill. Pen-raised quail and pigeons may be released and harvested using shotguns RECREATION (No. 6 or smaller shot) while training, flushing, pointing and retrieving, provided the trainer has proof of purchase of the pen-raised birds. Before doing any kind of hunting, hunters must be aware of the Georgia rules and regulations. Each year the WRD publishes an updated Hunting Seasons and Regulations book, including changes made by the state legislature. It lists each hunting season, which counties lie in which zone, outlines of each Wildlife Management Area, quota hunts and requirements expected of all hunters. The Griffin Ridge WMA is located in Long County off Hwy. 301; Little Satilla is located off Hwy. 32 eight miles from Patterson; Paulks Pasture is located off Hwy. 341 eight miles north of Brunswick; and to get to Sansavilla, turn left at Mount Pleasant on Hwy. 341. The Flatwoods Gobblers Chapter of the National Wild Turkey Federation facilitates a youth hunter safety course each year. The 24-hour number to report poachers is 1-800-241-4113. ◆ BIKE RIDES & RIVER RUNS Routes are marked year-round for bicyclists to enjoy the scenic areas of Wayne and adjoining counties. The routes are a part of two sponsored rides held by the Wayne County Board of Tourism. The first ride—the Southern Pride Ag Ride, or SPAR—is held the third Saturday in March in conjunction with National Agricultural Awareness Week and is cosponsored by Wayne County Young Farmers and the city of Screven. SPAR begins and ends at the community house in Screven. There are five routes of varying lengths to choose from—23, 48, 62 or 106 miles or the nine-mile family route. The routes take riders through agricultural areas of Wayne County and, in some cases, Appling County as well. Ride organizers will work with individual riders to prepare a route of their choice also. There is also a Friday pre-ride available with SPAR. The second ride—the Ride for the River—is held the Sunday following SPAR. The routes parallel the Altamaha River and go through Wayne County and a small portion of Appling County. If riding a bike along the river doesn’t give you the time to enjoy the nature of the Alramaha River, then perhaps a canoe or a kayak will. The Wayne County Board of Tourism sponsors two paddles a year on the river. The first paddle, held the second Saturday in April, is the Altamaha River Run. Paddlers have their choice of two starting points, each of which offers routes of two different lengths. Paddlers can begin at Paradise Park; an eight-mile route ends at Wiliamsburg Landing, which is also the site of the lunch break for a 16-mile route to Altamaha Regional Park in Glynn County. Alternately, paddlers can begin at Upper County Landing; an 11-mile route ends at Oglethorpe (Pig Farm) Landing, and the 16mile route continues on to Jaycee Landing. The second paddle, the Fall Leaf Paddle, is held the first Saturday in October. This 23-mile excursion starts at Carters Bight Landing in Appling County and ends at Upper County Landing in Wayne County. In 2016 the Wayne County Coon Jam became known as the Paul Sheffield Memorial Hunt. The Board of Tourism sponsors the Hog Jam in January and the Coon Jam in February. A Family Connection collaborative can be found in every one of the 159 counties throughout the state of Georgia--each with a commitment to improving conditions of the children and families in its community, Wright says. In the first part of 2016, the Wayne County Family Connection Collaborative FY17 Strategic Plan was developed. Wayne County Family Connection focused on maintaining a close relationship with its partners through supporting schools, civic organizations and the community as a whole. "In part, one of our desired outcomes is to improve school success through third- and fifth-grade students' achieving Developing Learner or above on Milestones English 66 2016-2017 language arts (ELA) assessment," Wright says. "Young children who enter a classroom each year are excited about gaining knowledge and experiences that is new to them," she says. "All children have needs such as safety, food and health, affection, confidence, and the care that their families as well as teachers can provide. However, one of the most important life challenges is learning to read." Many children in Georgia are failing to meet the basic standard for reading by the end of third grade. That problem, Wright says, can produce significant consequences for all Georgians. "The lack of reading skills can and will result in struggles in school and possible health issues," she says. "Children who grow into adulthood with the lack of proper reading skills struggle to become productive adults" with "their competitive capabilities to succeed in life" severely inhibited, Wright says. “The literacy gap in Georgia is [a] serious threat to the well-being of our families and children," she says. "Recognizing that this pressing issue affects our state’s health, safety and ability to prosper, Georgia Family Connection Partnership has launched an initiative dedicated to developing and implementing strategies that address this key indicator.” The Wayne County Family Connection collaborative has a state commitment to the following: •Fostering relationships among local community, business, education and government leaders. •Bringing partners together to address community system-level changes regarding chronic school absence, school environment, child safety and protection, and family economic well-being. Spiced Chickpeas Serves 4 2 cups dried chickpeas (garbanzo beans), soaked overnight in cold water, or two 15-ounce cans chickpeas, drained and rinsed 1 teaspoon ground cumin 1 teaspoon red pepper flakes 1⁄2 teaspoon cayenne 1⁄2 teaspoon kosher salt 1⁄2 teaspoon freshly ground black pepper 6 tablespoons grapeseed oil 1⁄2 shallot, minced 2 garlic cloves, minced Juice of 1⁄2 lemon 1 tablespoon dry sherry 1 cup Scoty’s Marinara Sauce (see below) or store-bought sauce Chopped fresh flat-leaf parsley Makes 6 cups Preheat the oven to 425 F. Combine the chickpeas, cumin, red pepper flakes, cayenne, salt, and black pepper in a mixing bowl, drizzle with 1⁄4 cup of the oil, and toss to coat. Spread the chickpeas out on a baking sheet in a single layer and roast, shaking the pan from time to time, for 20 to 25 minutes, until the chickpeas are firm and dry. Set aside to cool. (The roasted chickpeas can be prepared a couple of hours in advance, covered, and held at room temperature.) Put a large sauté pan over medium heat and add the remaining 2 tablespoons oil. When the oil is hot, stir in the shallot and garlic and cook, stirring, until soft, about 2 minutes. Add the chickpeas, tossing to heat through. Stir in the lemon juice, sherry and marinara sauce and cook, stirring, until the chickpeas are well coated and the sauce is hot, about 2 minutes. Mound the chickpeas in a shallow serving bowl, top with chopped parsley and serve warm. 2 28-ounce cans whole tomatoes, preferably San Marzano 3 tablespoons extra-virgin olive oil 1 onion, finely chopped 4 garlic cloves, minced 1 carrot, finely grated (about 1⁄2 cup) Kosher salt and freshly ground black pepper 1⁄2 teaspoon red pepper flakes Pinch of baking soda 4 fresh basil leaves, chopped 1 tablespoon Earth Balance butter stick Working in batches, put the tomatoes, along with their juice, in a food processor or blender and puree until semi-smooth; you want a little bit of chunky texture. Put a medium pot over medium heat and add the oil. When the oil is hot, add the onion, garlic and carrot; season with salt, black pepper and the red pepper flakes; and sauté until the vegetables are soft, about 10 minutes. Add the pureed tomatoes, stirring to combine, and bring to a boil. Reduce the heat to medium-low and simmer, uncovered, until the sauce thickens, about 45 minutes. Season the sauce with more salt and black pepper, to taste. Remove from the heat, stir in the baking soda, making sure it dissolves, and add the basil and the butter substitute. Once cooled, the sauce can be refrigerated covered for up to 3 days or frozen for up to 2 months.
