Struggling City Schools Face State Takeover
The New York State Education Department identified 144 schools in 17
districts statewide, including nine in
Queens, as Struggling or Persistently
Struggling institutions. In an effort to
improve each school, many of which
are chronically low performing, NYSED created a new section of education law pertaining to school receivership.
“In those schools designated as
Persistently Struggling, there will
be an unprecedented infusion of resources to support school turnaround
efforts,” Board of Regents Chancellor
Merryl Tisch said. “This is an opportunity that communities must seize
to come together to fundamentally
rethink how these schools carry out
their obligations.”
The program addresses two kinds of
underperforming schools: Persistently
Struggling and Struggling. Persistently
Struggling schools are the most severe
and have been so since the 2006-07
school year and Struggling schools
have been priority schools since the
2012-13 school year.
In Queens, nine schools were identified as Struggling. They include PS 11
in District 30; JHS 8 in District 28; MS
53 and Richmond Hill and John Adams high schools in District 27; Martin Van Buren High School in District
26; Flushing High School in District
25 and Grover Cleveland High School
in District 24.
These, along with the 62 other Persistently Struggling and Struggling
schools in New York City – higher
than any other area in the state – will
be placed in the hands of the superintendents of the specific schools’ districts, who will be given “receivership
powers” to improve performances.

Boro Council Members Tout Budget Items

Less than a month after the City
Council passed the city’s Fiscal Year
2016 budget, members of the Queens
delegation are spending the summer
highlighting items in it for their districts.
Councilman Paul Vallone (DBayside) said the budget allocated
$14 million to his district, including
funds to renovate several parks and
fund music and upgrades to several
Northeast Queens schools.
“As promised, I’ve continued
working hand in hand with my fellow elected officials and have been
able to ensure that my constituents
finally begin to receive their fair
share of funding,” Vallone said. “This
year’s budget is another clear victory for our communities and will
go a long way to continue making
our schools, parks, libraries and nonprofits the best they can be.”
Councilman Peter Koo (D-Flushing)
announced that the budget allocated
$13 million in Capital funds for the district including $3.7 million to schools
and almost $3 million to upgrades at
Kissena Corridor Park and Maple playground and security cameras.
Councilman Eric Ulrich (R-Ozone
Park) announced that he had secured
$685,000 for local community groups,
civic associations, senior centers,
volunteer fire departments, athletic
leagues, veterans organizations, and
other local groups in our community.
Some of the grant recipients include:
Ulrich secured $5 million in capital
funds for 30 capital projects within
the district, half of which, $2.51 million, was designated through the Par-
ticipatory Budgeting Project held earlier this year.
“Above all, this year’s budget keeps
New Yorkers and their families safe
and protects the vital services we all
rely upon,” Ulrich said. “It also provides funding for local groups that
serve my constituents in every corner
of the district. Since taking office, I
have made sure that we receive our fair
share of city services and resources in
the budget. This year is no exception.”

Uber Uses App To Target Mayor De Blasio

On Uber’s smartphone application, there is a selection tool on
the bottom that allows a user to
toggle to pick a category – either
a black car, an UberT, UberX, or
UberPool, where you can share
a cab with someone else. In New
York City, the app has added another option – De Blasio.
If users slide to that option,
they will see a message that says
“No Cars- See Why.” When a user
clicks the message, they receive a
notice that says, “This is what Uber
will look like in NYC if Mayor de
Blasio’s Uber cap bill passes.”
A spokeswoman for Uber confirmed the message is embedded
every time a customer accesses
the app in the five boroughs. Some
apps say the wait time under the
“de Blasio” setting is 25 minutes.

Blasio and the City Council for
proposed legislation that would
cap the number of drivers the
company could hire in the city
at 10,000. The ride share company claims the bill will stunt
job growth and make it harder
for customers to use the service.
Uber has also engaged in an advertising blitz on television and
radio across the city. On Tuesday
in Queensbridge, the company
kicked off a “citywide jobs tour,”
aimed at building popular opposition to the legislation.
But supporters of the legislation, such as Councilman Rory
Lancman (D-Fresh Meadows),
claim the proposal is not meant
to kill Uber in the city, rather to
regulate the company in a highlyregulated industry. Lancman,
who called uber “a rogue company,” said the bill would seek
to prevent city streets from being overwhelmed by Uber drivers, and criticized the company’s
practice of “surge pricing,” which
the company contends is necessary to regulate demand and encourage drivers, who make their
own schedules, to work during
times of high demand.
De Blasio, in the meantime,
has spoken out on the issue after
being mum for several weeks.
“There are a lot of unintended
consequences we’re starting to
see, congestion and pollution,” he
told reporters Monday. “There are
real issues in terms of accessibility
for folks who are disabled. There
are a lot of open questions here
that have to be addressed. The
logical thing for government to
do is to say ‘we have to have some
rules here, and some regulation.”
The mayor’s position, however, is not shared by several
prominent elected officials from
his own party. Rep. Carolyn Maloney (D-Manhattan, Queens,
Brooklyn) and City Comptroller
Scott Stringer have both come out
against the Uber cap bill.
“It makes no sense to arbitrarily cap Uber and other for-hire
vehicle companies before we study
the impact of congestion on the
streets of New York,” Stringer said
in a written statement. “We need
to make sure that our transportation system works for everyone,
including the city’s traditional
yellow cabs, for-hire drivers, and
most importantly the riding public. We need to think strategically
about building out our transportation networks in a way that makes
long-term sense for all New Yorkers. In the meantime, we should
delay any vote in the Council and
begin an earnest discussion about
a range of key issues.”

What Ever Happened To Mayoral Control?
More than a decade ago, the antiquated, corrupted, dysfunctional system that
was the Board of Education was replaced with a Department of Education in which
the mayor has a monopoly of power. Mayoral control was one of the first policy items
former Mayor Bloomberg sought to enact.
Now that there’s a new mayor, suddenly mayoral control isn’t all it’s cracked up
to be. Not only did Mayor de Blasio get only a one year extension of mayoral control
from Albany, but now the State Education Department is seeking to take over 69 city
schools, including seven in Queens.
We don’t begrudge the Cuomo administration for doing what it feels it needs to
do to turn around struggling schools, but it’s curious that this is happening now,
while he and the mayor are in the midst of a very public political feud. Why didn’t
Albany go down this road three years ago when the Bloomberg administration’s attempts to close many of these very same schools was thwarted by a court-appointed
arbitrator? Why now?
Advocates for mayoral control, which we have long supported, said often “If you
don’t like the education policy, change the mayor.” New Yorkers did just that. Albany
should give de Blasio a chance to enact his vision, or get rid of mayoral control
completely. They should not be pushing for half measures. Our children deserve
decisive action.

Protect Regents Whistleblowers

e-mail from a Richmond Hill High School assistant
principal allegedly points to a
Regents exam re-scoring scandal of which the public would
have been none the wiser had
it been kept secret. But one
or more staff members, with
discreet anonymity, apparently brought it to the media’s
attention.
If it is true, whoever forwarded it should be praised for
his or her public service. But
had they identified themselves
openly, the whistleblower(s)
could have quite possibly
kissed their jobs good-bye.
Same fate if they are fingered
by others.
This unselfish act of honor
seems to have triggered a lawenforcement investigation of
the possible whistleblower(s).
There is no mention of anyone else being sought or
targeted.
The Department of Educa-
tion’s denial that teachers had
re-scored the exams suggests
that perhaps the claim is fictional or that staff member(s)
were insubordinate by failing
to comply with an illegal order.
Whether or not the denial is
fact-based, it is certainly undeniable that the DOE has a
highly-developed instinct for
exonerating supervisors.
Doing the right thing needs
no long-winded legal exculpation or bogus technical defenses.
Generally speaking, whether a
marginal supervisor is guilty
of a gross violation or a gross
supervisor is culpable of a slight
infraction, the “chips should fall
where they may” and it shouldn’t
be in the lap of innocent mandated reporters.
It was observed that investigators were sleuthing around
the building to catch anyone
who might have “leaked” the
alleged e-mail. When it comes
to sharing with the authorities
any potential wrongdoing that
might embarrass management, the injunction of sages
is “If you see something, say
nothing.”
One should always cooperate with law-enforcement. But
what this story, if all its details
are substantiated illustrates,
is that union-negotiated and
enforced due-process rights
protect not only their own
members but the general public
as well.

Anti-Pirating Laws Don’t Work

for uploading and downloading copyrighted content, or
“pirating.” We can only hope
that a similar law isn’t passed
in the United States, due to the
controversial and somewhat
awkward kinks in Australia’s
law, which has been met with
a number of criticisms.
According to an article written by Marc C. Scott, found on
Australia’s Lifehacker website,
the estimated annual cost to
implement this law and to
make ISPs adhere to the law’s
requirements came to nearly
$131,000, all which may have to
be paid by the ISPs. While this
may not seem like a large figure,
it is assumed that in order to
pay for these obligations, the
cost for consumers to be able
to access the Internet will rise,
hereby making the consumers
pay for it.
Additionally, merely blocking Australians from accessing
websites that host pirated content will not prevent them from
actually accessing the content.
The United Kingdom passed a
similar law in 2012, leading to a
74 percent decrease in Internet
traffic to well-known pirating
sites, according to an Incorpro
report. However, traffic to other
pirating websites increased. A
number of Internet extensions
and proxy websites exist that
allow for users to hide their
location while browsing. These
services are known as Virtual
Private Networks, or VPNs,
and are already pretty popular
in Australia. When Denmark
attempted to block notorious
file-sharing website The Pirate
Bay, Internet users quickly
found ways to get around it.

watch the clips. Downloading
content or viewing it online also
helps build the artists’ brand,
and can lead to the consumer

content through a website like
iTunes, and recommending the
content to others.
If a similar law were to be
introduced in the States, the
same issues expected in Australia would arise. If the ISPs
are required to pay, that would
mean higher Internet access
costs for ordinary citizens,
even those who have never
downloaded any illegal content in their life. People who
do regularly file share illegally
would find ways to circumvent
the blocks. While the possibility of blocking VPN services is
alive, that provides even more
issues for people who use VPN
services for basic online privacy
reasons, which would also be a
breach of Internet users’ freedoms. The Australian law leaves
this possibility a grey area, not
stating explicitly that VPNs
will or will not be blocked. If a
similar law were to be passed
in the United States, it would
have to be much clearer as to
just where copyright holders’
power begins and the consumers’ freedom ends.

City’s First Lady: Read To Your Kids

New York City’s First Lady Chirlane McCray partnered with Scholastic
and the Quinton Foundation to help
publish “Love Is,” a book aimed at promoting early language development in
children. McCray read the book aloud
at the Jackson Heights branch of the
Queens Library on July 15.
“Love Is” was inspired and edited
by McCray, written and developed
by Anna W. Bardaus and designed by
Janie Smith. The book displays loving
photos of children with their parents
while describing the different definitions of love with lines like, “Love is
a song. Love is walking and talking.
Love is you and me.” Towards the end
of the book, McCray has written tips
of things that parents or caregivers
can do with their children while on the
go or at home to improve their child’s
language development.
“We wanted something that also
strengthens the bond between the parents or caregivers and the child, and
reading is a wonderful way to do that
so we thought ‘what better way than
to encourage parents to read to their
children?’” said McCray.
The more words a child knows, the
better they do in school, McCray explained. The First Lady emphasized
though that reading isn’t the only way
to learn different words. Singing and
talking to the child helps them learn
new words at an early stage and “Love
Is” is easy to handle for toddlers.
McCray explained that having children herself gave her insight into how
important language development really is.
“One of the things I most loved to do
was to read to [my children] and they
have their favorites and these are some
of the best memories I have of them as
they’re children,” said McCray. “Those
moments where we got together and
read and learned new words, it’s nothing more important for parents to do.”
The books will be distributed
through city programs, such as Reach
Out and Read, which targets families
unlikely to have personal libraries, including lower income families.
“Love Is” isn’t the only thing McCray has helped to work on to get the
message out there about language development.
“We have these baby book bundles,”
added McCray. “There are tool kits in
these bundles and so there are a number of activities and songs and they
also have a website, it’s called nyc.gov/
talktoyourbaby, the parents can sign up
and get tips every week about how they
can interact with their child to promote
development. It’s a texting service, it’s
really wonderful and again it helps parents and children to connect with each
other in a positive way.”

Prenatal Program Comes To Queens

In their decades long battle to prevent premature birth, the March of
Dimes has brought its successful national program aimed at providing vital healthcare to expecting bothers to
reduce premature birth, Healthy Babies are Worth the Wait, to Queens.
Dr. Sandra McCalla, chairwoman
of the March of Dimes’ New York Division Program Services Committee,
announced at York College in Jamaica
on Thursday, July 16 that this program
will aid in bridging the, “disparity in
economic circumstances.”
She pressed three pillars of the program; partnership with the community, public education and progress
measurement. She noted, “There is a
mechanism for measurement.”
The program will be implemented
at Elmhurst Hospital Center and Jamaica Hospital Medical Center.
Karen Lockworth, director of the
Women and Children’s Division at
Elmhurst Hospital Center, said her hospital has the community relationship that
would, “allow the program to flourish in
an ethnically diverse community.”
Bruce Flanz, president and CEO of
Jamaica Hospital Medical Center. said,
“This initiative is very important,”
adding that its, “model has proven
effective.” He’s happy to read about
the program’s success in the other five
states and feels the implementation of
the program in Queens will provide a
forum for expectant mothers in need
of prenatal care and share their experi-
ences with one another.
Dr. Scott D. Berns, who travels the
country as part of the March of Dimes
National Prematurity Campaign promoting the Healthy Babies are Worth
the Wait program said, “Everyone told
us we wanted to start with these two
hospitals.”
Berns noted with this program,
health care providers do not have to
“re-invent the wheel” to care for women with high risk for premature birth.
“This is a proven program that will
make a difference.”
He said among the 30 sites across
the five states - Kentucky, Texas, New
Jersey, New York and Kansas - they
have made significant progress in getting women earlier prenatal care in
their first trimester.

constituent queries – was shaken up when Michael Foubister, a 54-year-old Glen Oaks man,

“I have a 20-year record of civic
leadership,” Friedrich said. “I didn’t
have to do that, I did it because I
wanted to, because I love this community.”
Satnam Singh Parhar, a community leader and founder of Sant Baba
Nidhan Singh Ji Cultural Society, like
many of the candidates, cited unity
as a top concern. Pahar is one of
three South Asian candidates.
“I believe in a free country,” he
said in response to an audience
question on a lack of South Asian
Council members. “Yes, I am South
Asian, but in City Hall, we are all
one, we are for everyone. It’s not
just about South Asians. America
has one community and that is
America.”
Joe Concannon, the only Republican in the race, took a strong stance
on crime reduction. The former cop
cited rising crime statistics
– which fell this month – as
a sign the city is headed in
the wrong direction.
“As a police officer, I patrolled the streets of every
borough and when there
is an increase in murders, like we’re seeing in
Queens South, there is a
problem,” he said. “I have
disagreed with almost everything this City Council
and this mayor have done
and, if elected, I will fight
to make our streets safe
again.”
Foubister, who prefers
to be called Mike, did not
have much knowledge
of specific legislation he
agreed or disagreed with.
And though he did not
mention particular bills he
would like to introduce on
the Council floor, he assured voters he was there
for them.
“My door will always be
open,” he said. “And the

Despite a brief dismissal of
Foubister’s claim made by Bob
Friedrich, the panel checked the papers and, sure enough, there was his
name on a list from the Camapaign
Finance Board website.
After looks of confusion dissolved
from the faces of both candidates
and audience members, the unexpected candidate was allowed on
stage and the forum was underway.
The event, hosted by the New
American Voters Association and
attended by residents throughout
Council District 23, was held to introduce voters to the eight candidates bidding for former Councilman Mark Weprin’s seat. All but
attorney Ali Najmi and former de
Blasio aide, Rebecca Lynch were in
attendance.
The conversation was cordial,
many of the potential Council members agreed on issues of overcrowded schools, uneven sidewalks
caused by trees and the need to improve blighted libraries.
“My philosophy is that we cannot
leave anyone behind,” said Barry
Grodechik, former deputy borough
president and assemblyman.
Grodenchik’s campaign began
early – he was the first to announce
– and has received endorsements
from Weprin, Borough President
Melinda Katz, the Fire Department
and others. Considered a household
name among Queens elected officials, a couple of candidates called
into question whether or not Grodenchik is too close to the de Blasio administration and other political bosses. The Hollis Hills resident rejected
those concerns.
“I don’t work for the mayor; I’ve
never worked for the mayor. I worked
for our wonderful Borough President
Melinda Katz as her deputy borough
president,” he said. “I have worked
my entire life to bring people together; that is what Queens is about. This

was part of the reason he entered
the race.
“I thought that if this guy could do
it, then I’m definitely going to run,” he
said.
Foubister said the two have a
tumultuous relationship which resulted in a $10 million lawsuit filed
by Friedrich alleging Foubister was
spreading lies about him on social
media. When pressed by reporters,
he said his campaign announcement
was not to get back at Friedrich and
that the Glen Oaks civic leader told
him he would drop the suit.
Perhaps the breakout candidate
on Tuesday night was 25-year-old
Celia Dosamantes, who said she
prides herself on running a “truly
grassroots campaign.” Dosamantes
received rounds of applause after
every question she answered, especially when it came to the so-called
Tale of Two Cities – a reference
coined by the de Blasio campaign
that she has since applied to District
23.
“The lower half of the district, especially in Queens Village is often ignored,” she said. “There are potholes
everywhere and, as Bob [Friedrich]
pointed out, a juvenile facility being
placed there. It is the Tale of Two
Cities. It is not fair to have one part
of the district clean and put together
while another is falling apart.”
New American Voters Association
did not endorse any candidate after
the forum, as it is a bipartisan group,
but candidates were invited to seek
out the endorsements of individual
members.
Najmi, Friedrich, Lynch, Grodenchik, Dosamantes, Pahar and Fousbister will face off in the Democratic
primary scheduled for Sept. 10.
“It’s the day before September 11,
so we know it’s going to be a low voter turnout,” Friedrich said. “We need
you to get out and vote though.”

A New Place For Laughs In Long Island City

A new comedy venue has taken
residence on Vernon Boulevard at
Hunter’s Point where the former
Laughing Devil Comedy Club once
stood. The Standing Room, located
at 47-38 Vernon Blvd. in Long Island
City, is now up and running and offering a variety of specialty cocktails,
local and microbrewed beer, music,
comedy and more to the locals in the
area.

Local Drama Group Performs Footloose

A local Queens teen drama group
will kick off its annual musical production this upcoming August. The
Holy Child Jesus Teen Drama Group
is presenting ‘Footloose the Musical,’
a production popularized by Kevin
Bacon in the 1984 dramatic film.
The musical is about an upbeat
Chicago teen who moves to a small
suburban town where dancing and rock
music have been banned.
“Teen drama always provides a
unique experience for teens - they are
able to explore talents they may not
have even known they had! That really comes to fruition in ‘Footloose’,
a timeless story of digging deep into
your heart to be who you want to be,
and fight for what is right, even if you’re
standing alone,” said Director and
Choreographer Christine Breviario.
“It’s a battle cry for teens to stand up
and be counted - a story they can truly
relate to. We are privileged to have so

Entertainment will feature Nina Et
Cetera. The band, varying between a
duo, trio or quartet, features original
songs and original takes on classic songs
from artists like Elvis, Bo Diddley, Buddy
Holly, Johnny Cash, Bob Dylan and
many more. Front woman, Nina, and
bass player, Tim, have been playing music together for more than 21 years. Nina
studied at Berklee College of Music.

and giving your best effort,” said a volunteer of the production.

Aug. 6 at 7 p.m. with additional performances on Aug. 7 and 8 at 8 p.m..

Carol Sudhalter is hosting a house concert on Sunday in Astoria.

Everyone enjoys good music and a
good concert, and now house concerts
– concerts held in homes or apartments
or other spaces smaller than a typical
venue – are becoming a new trend. On
July 26 at 2 p.m., there will be a house
concert that will take place in a live
recording studio in Astoria. While the
location is not disclosed due to limited
seating, the concerts take place once a
month and the coordinated by Carol
Sudhalter.
Sudhalter is a part of a band where
she plays the tenor saxophone and the
flute. The band also includes Patrick
Poladian on the piano, Shawn Lovato
on the bass and Doug Richardson on
the drums. This Sunday, the band will
include a special guest appearance by
Ron Horton on the trumpet. Suggested
donations are $20, which goes to the
band. The audience for the concert has
been limited to about 15 people since it is
taking place in a live recording studio.
The series of house concerts that
Sudhalter has been involved with
started about three years ago and have
been done in many different locations
such as Pittsburgh in Highland Park,
Little Neck, Massapequa as well as
in England and Italy. The interesting
thing about the series is that Sudhalter
allows different communities to host
some of these concerts at their house
or apartment.
Sudhalter said although the pay she
receives from the concert isn’t at great,
due to the fact that she only gets paid
based on the number of people that
show up, she loves what she does because
people pay attention to her music.
“[The audience] listens extremely
intently, so it’s the most wonderful
vibe and you feel so satisfied because
you get this kind of energy back and
forth between you, the performer, and
every single person that’s there,” said
Sudhalter.

Mets’ Piazza Doesn’t Make The Cut At Cooperstown

The Baseball Hall of Fame will
welcome the Class of 2015 this
weekend, but Mike Piazza will not
be among them. The former Met,
who hit more home runs as a catcher
than anyone else in history, failed
to receive enough votes in his third
year on the ballot.
“It makes no sense,” said Peter
Golenbock, author of Amazin’: The
Miraculous History of New York’s Most
Beloved Baseball Team. “He should
have been a first ballot Hall of Famer.”
Piazza finished his career with
427 home runs, with a record 396 as
a catcher.
“He was the greatest offensive
catcher,” said Desi Relaford who joined
the Mets in 2001 after five seasons with
the Phillies. “With a bat in his hand
there aren’t many on his level.”
Piazza had a reputation for being surly, which may have hurt his
chances with a few sportswriters
who vote for the Hall of Fame.
“He’s secretly funny, but pretty
private, which is understandable,”
Relaford said. “As a teammate, I
could see why megastars are standoffish. You get bombarded for pictures and autographs while you have
a mouthful of steak. ‘I
hate to bother you but
can I bother you?’ I see
why they kind of get a
bum rap but he’s a really
good dude.”
