President’s Message
Billy Garrett
At the time of this writing I am getting prepared for our committee meeting in
Dallas on August 28. We have invited locksmiths to represent TLA, GHLA,
ALNT and LASA as well as Jim Hancock of Cothron's School of Locksmithing
and representatives from ALOA. We look forward to putting together a basis for
locksmith education which can be adopted by the PSB and set the standard for
all future education. If you have suggestions that you would like us to consider,
call or email me, or contact your local locksmith association.
By the way, we have been getting many questions on the 800 TLA INFO phone
as of late. Most of the questions are asking how people can get their license or
where they can learn profession of locksmithing. I see this as an excellent opportunity for those of us who have shops to take some of these "eager beavers"
and show them what locksmithing is all about. I would rather hire someone who
has the desire to work and learn than someone who just wants a paycheck.
I don't know how many of you attended the ALOA convention in Orlando, but as
for me it was well worth the trip. While the family went to see the sites, I was
busy in the Trade Show area trying to get some new vendors for our upcoming
convention in Houston. I also got a chance to talk to some locksmiths from
across the country and get their perspective on different issues. The State of
the State forum gave us a glimpse on the difference between our locksmithing
laws and those of other states. We also found that the scammers are plentiful
all over the nation, not just here in Texas
Finally, prior to the membership meeting there was presentation by Jon Goldman where he asked us to look at how we are presenting our business before
the public. Do we have the proper signage on our buildings and vehicles? Do
we show up to a job in T-shirts or do we wear uniforms? Do we show the public
we are in business to make money or is this a side line? I had to look hard at
my business and found some of his ideas to be useful. If we honestly gave our
businesses a strong look I think we all can find areas that need to be "spruced
up". Just a thought.

1st Vice President’s Report

Hello Fellow TLA Members:
I can’t believe it’s been a month already since my last report
seems like a week ago. This really is a second full time job, but after 6 plus years of serving the membership I should know that by
now!! But hey I still enjoy working for you our members. Anyway
just wanted to let everyone know we just added two more vendors
to the show.
Shane Williams and I had a meeting this past Tuesday 8/10/10 we
are about to start our second attempt at getting vendors in the
show; in our meeting we have decided to remove approx. 25
booths from the floor plan due to very poor lighting at the very back
of the hall. This will still give us almost 100 booths to sell, and we
will be working very hard to get that done.
I want to give a BIG Thank You to our president Billy Garrett, while
Billy was at ALOA he made several contacts for me to help get this
show filled up, and Shane and I really appreciate that!!!
As of today, we are up to 37 booths, below is a list of the vendors
we have to date:

Happy August from your membership director, can you believe that
over half of the year is already gone and your 2011 convention is
just around the corner!! The convention is going to be HUGE this
year with many vendors and great classes!! Your BOD is working
hard to make next year’s show awesome with new classes as well
as new and different vendors showing off their products at the
Expo so make your plans to attend….we can’t wait to see you
there.
How are things going with membership for 2010 you might ask?
This year has been good for your organization with membership up
10% from the previous year, below is the breakdown of the current
membership:
Regular Members: 348
Associate Members: 22
Life Members: 61
Honorary Member: 1
Total Active Members: 432
There is much to do for all of us to get our membership up still, just
in our database alone we have over 800 people that one time or
another was a member, so we ask each one of you to help your
organization grow by recruiting new or inactive members to make
TLA strong. We will be conducting a phone/email/mail drive in the
upcoming months to encourage all to renew and rejoin the Texas
Locksmiths Association!
Just as a reminder your dues for 2011 is just around the corner, in
order to save money on postage they will be mailed out with the
convention books in the next couple of months.
During the annual membership meeting this past year a resolution
was presented and passed unanimously to increase the annual

dues. This very important resolution was adopted in order to keep
your association alive and strong to fight for you rights legislatively.
In addition, as a reminder, that the dues have not increased for
many many years to keep up with standard operating cost, inflation
etc. so an increase was necessary. As most business owners, like
yourselves, have had to increase your charges to your customers
over the years due to rising cost we appreciate your understanding
and continued support. The current annual dues for 2011 will be
ninety five dollars.
Membership and participation with your association is important as
well as makes our industry strong and we, your BOD, would like to
thank you for your continued support of your association.
GHLA President Report

We had a great training this past weekend. The Key-Pro Auto
class taught by Stacy Hetchler was held at the Hobby Auto Auction. With the exception of it being very HOT we had a great class
with 17 attendees. We had a locksmith from Atlanta, Georgia and
several locksmiths from Louisiana take the class.
For those of you that are lacking ethics (lol) we are having a 1 hr.
ethics class starting at 6:00 pm before our G.H.L.A. general meeting on September 14, 2010. The class is free for all GHLA members in good standing and $25.00 to all non-members.
We also are expecting Wayne Howard with Laser Security to be at
the meeting to give us a demonstration of his new 3D High Security Machine. We have a lot of education planned for the remainder
of the year. I encourage you to go to the GHLA website to see
classes as they become available.

LOCKSMITH ASSOCIATION OF SAN ANTONIO
will be 50 years old in 2011!
A number of events to celebrate this landmark anniversary are being planned for 2011. The primary purpose of this association in
1961 was education and this purpose has not changed. Many
other things have changed within the locksmith industry in Texas
and across the entire globe but education and fellowship remain
much as they were some fifty years ago. How we do education
may change. What constitutes fellowship may change. But the desire to promote the common interest of Locksmithing remains.
We welcome your support in joining us for any or all the events

Licensing
I recently read a locksmith’s blog about his displeasure of locksmiths needing to be licensed/regulated by the TX DPS PSB. He compares it to socialism and “says it turned a free market enterprise into a state run bureaucracy
in which the individual no longer was master of his/her destiny.” He also
was unhappy with ALOA because of its legislative involvement with the
“security industry” and felt that it no longer represents the individual locksmith.
I suspect that there are quite a few locksmiths out there that think being
regulated is a bad thing. Being involved in various trades within the security
industry including the trade associations, I believe I’ve gained a broader perspective than some of my fellow tradespersons. To say regulation was a
bad thing would be like saying getting a drivers license to drive a car was a
bad thing. Being a motorcycle rider, I’m glad people are required to get
some training and take not only a paper test, but also an actual driving test.
In fact I think it should be more difficult to get a drivers license. I can not
count the number of times I have had near death experiences because of
poor drivers.
I use a drivers license as my example because I’m sure none of us want to
be involved in a vehicle accident, especially with someone that does not
have vehicle insurance. The same logic holds true with locksmiths. How
does your average citizen know who a skilled, respectable and honest locksmith is? I’m in the industry and have no good way of knowing who is reputable! I do not deny that there is some bureaucracy involved with getting
and staying licensed. I would argue that it is a small price to pay if it keeps
just a few of the criminals out there from disguising themselves as legitimate
locksmiths and doing harm to Texans.
I believe that anyone who can come to our door and enter as a trusted
tradesperson should have experience, training, knowledge of applicable
codes and laws, be insured and be background checked. The bottom line is
you can not get those traits without some sort of regulation and that means
licensing. We do not pay DPS just to look pretty. DPS collects fees so they
can perform the administrative duties required to confirm that the licensing
requirements are met every renewal period. Those fees also pay for law
enforcement officers to go out and arrest the trunk slammers that do harm to
our industry by not following the rules and ripping off innocent Texans.

I believe that much of our problem is not licensing or minimal bureaucracy,
but the laziness and apathy of my fellow trades people. How are people, let
alone the government, supposed to respect you and your business if you
can not stop complaining about the injustices of the world instead of actually
getting involved? By getting involved I mean plugging in to a trade association that has a voice and committing some time to a legislative action committee (LAC). If you expect change, you need to help make it happen. That
means volunteering some of your time, getting informed and getting involved. Why are 10% of Texas locksmiths having to do 90% of the work?
When was the last time you volunteered or got involved? Being an association member is a good start but not where the job ends.
We have three well established regional trade associations throughout
Texas. Greater Houston Locksmiths Association (GHLA), Locksmiths Association of San Antonio (LASA) and Associated Locksmiths of North Texas
(ALNT). We also have the Texas Locksmiths Association (TLA) which has a
lobbyist and is the recognized voice of Texas locksmiths at the Capital.
Ideally our regional associations should work with TLA so we can all get better informed about our local and state needs and speak with one voice. Unfortunately problems arise when a few locksmiths do not want to play with
the rest of us and try to go it alone. I am sure they mean well, but as the
saying goes the road to hell is paved with good intentions. Being a lone wolf
only muddies the water and gives our Representatives the ability to do nothing by saying “Come back when you guys agree.”
Licensing is not going away. Embrace it and appreciate the basic standards
that it affords us. We have the ability to help guide our industry through TLA
and we have the legal enforcement, through DPS, to penalize those that do
not follow those regulations. In an ideal world we should all be master of our
universe and do what we want, how we want, when we want, but that is not
freedom, it is called anarchy. True freedom is good people banning together
and agreeing to work under basic regulations for the good of our industry.

recipient of the TLA Scholarship Award. I am very excited over this
award as it will give me the opportunity to continue my education as a full
time student which will enable me to begin my career in Nursing much
sooner.
Being chosen to receive this award means more than any other scholarship that was available to me as I have grown up with TLA and it’s members, Mom and Dad have always considered TLA as family and that
makes this honor even more special.
It is a difficult thing to combine school and raising small children but having some of the financial burden lifted as a result of your generosity will
