Democratic decisiondecision-making is indispensable for environmental and social considerations, and, in order to achieve an appropriate decisiondecision-making process, it is important to ensure stakeholder participation, information transparency, accountability, and efficiency in addition to respect for human rights. PRA is a way of learning from , and with, community members to investigate, analyze, and evaluate constraints and opportunities, and make informed and timely decisions regarding development projects. Main Study Flow Participatory Rapid Appraisal (PRA) is an intensive, systematic but semi-structured learning experience carried out in a community by multi-disciplinary team which includes community members. It can be used for : • needs assessment • feasibility studies • identifying priorities for development • implementing development activities where new information needs to be collected • monitoring and evaluating development activities 37 It requires attitudes favoring: • participation • respect for community members • interest on what they know, say, show and do • patience, not rushing, and not interrupting • listening, not lecturing • humility • methods which empower community members to express, share, enhance, and analyze their knowledge JICA CALA F/S Participatory Rapid Appraisal EIS Process Preparation of Alternative Scenarios Social & Environmental Constraints - socially vulnerable facilities/areas - protection and constrained areas Assessment of Alternative Scenarios -IEE Study for alternatives -Social Assessment ∆: 1st STM Letter of intent Formulation of Optimum Project Plan Resettlement Framework Scoping process EIA Study Feasibility Study Preliminary RAP Preparation of EIS document Submission of EIS document ECC acquisition Detailed Design -Finalization of ROW Parcellary survey -set of cut-off date Detailed EMMP Complete RAP Preparation of resettlement Construction Land acquisition & resettlement Operation & Maintenance Monitoring & evaluation Implementation of EMMP ∆: 3rd STM ∆: 8th STM Video Segment of a Barangay Consultation Overall Schedule of Environmental & Social Considerations Task Main Study Items Preparation of survey implementation Verification of prerequisite and preparation of transport network development 1 2 Main Tasks of ESC Explanation on project and study process Explanation on procedures of stakeholder meetings March 17 Preparation of the Environmental Impact Statement of the Proposed Urdaneta Bypass Road Project Review of necessary environmental process • Collection of baseline data • Initial social assessment • Preparation of draft scoping • Assessment of alternative scenarios and selection of the optimum scenario Schedule • • 3 Stakeholders’ Stakeholders’ Meeting • • ESC study (IEE level) of alternatives Social assessment of alternatives Confirmation on principle of preparation of scenarios ESC study (IEE level) • Impacts to the area in case of zero option July Outline of alternatives Alternative measure in zero option • Scope and methodologies for ESC study (EIA level) October • • 4 Formulation of the Optimum Project Plan Environmental and social evaluation on alternative routes Preparation of Resettlement Framework • ESC study (EIA level) • Support of EIS process • • • • Overall Schedule of Environmental & Social Considerations Task 5 Main Study Items Feasibility Study of EastEast-West Road and its Affiliated Works Main Tasks of ESC Stakeholders’ Stakeholders’ Meeting Schedule ESC study (EIA level) • Preparation of Resettlement Action Plan (RAP) • Support of EIS Process • Results of the ESC study Overall evaluation on project validity • Mutual consent on optimum project March 2006 Outline of F/S FollowFollow-up of the ESC study Explanation of resettlement policy May Progress of F/S Explanation of framework of RAP July • • • • • • • • • Outline results of F/S Mutual consent on framework of RAP September 38
