Canaryville Veterans
Association
On Sunday, July 18th from Noon - 4:00pm at The
Village Inn, 40th & Wallace, The Canaryville Veterans
Association will be hosting a going away party for one
of our own.
Ken Doty, United States Navy, has been activated
and will shortly be stationed in the Middle East. Although Ken is not a native of Canaryville he has lived
here for quite a few years and has given his time to the
Vets and the Canaryville Little League.
Please come out & join us in giving him a great send
off and also showing our support for his wife Eva (Chiachi Sanchez).
The Vets will take care of the food and there will be
a cash bar. We will have 40th Street blocked off from
Wallace to the alley. We'll throw out the beans bags and
have a good old fashion going away party.
Remember "They're Still There & We Still Care"...
"Taking Care of Our Own".

What the Cobra Subsidy
Extension Means To You
Getting Out
from Under Debt
Those who have been laid off in the troubled economic
climate clearly face many challenges, such as paying their
bills and finding new employment. If you are out of work,
maintaining your health insurance may be a little easier,
however, because of a new law signed late last year. The
Illinois CPA Society explains what you need to know.
COBRA CONSIDERATIONS
Under the Consolidated Omnibus Budget Reconciliation Act, known as COBRA, it’s possible for former
employees to continue receiving health care coverage
under their old employer’s plan. The former employee
must pay for their continuing coverage, which can last up
to 18 months. They must pay the entire premium, which
makes COBRA out of reach for most unemployed individuals.
RESPONDING TO THE RECESSION
In the midst of tough economic times, the government
last year offered a special subsidy to those who were out of
work and struggling to keep up payments on their COBRA
coverage. Those who were eligible were subsidized for
65% of their COBRA premiums for up to nine months,
starting in March 2009, allowing them to pay as little as
35% of their insurance bill for continuing group health
insurance coverage. Note that although COBRA coverage
is available to those who choose to leave a job, this special
subsidy is intended only for those who face involuntary termination, such as a layoff. The subsidy was scheduled to
expire on December 31, 2009, but with unemployment still
high, Congress decided to extend and expand the benefit.
A SUBSIDY EXTENSION
To qualify under the new rules, you must have been fired
or laid off between September 1, 2008 and February 28,
2010 rather than by December 31, 2009 meaning that more
people who lost their jobs in recent months are eligible. In
addition, the period of time you can receive the subsidy has
been lengthened, from nine months to as long as fifteen
months.
WHAT IT MEANS TO YOU
If you qualify, the premium reduction applies to coverage beginning on or after February 17, 2009. For example,
if you lost your job in June 2009 and your employer-paid
health coverage ended at the same time, you can elect to
continue being covered on your employer’s plan for as
long as 18 months, assuming you are otherwise eligible.
For 15 of those months, you pay only 35% of the health
care premiums, and a premium reduction (65% of the full
premium) is reimbursable to the employer, insurer or
health plan as a credit against certain employment taxes.
LIMITS ON ELIGIBILITY
There are some rules governing who can receive the
subsidy. You no longer qualify if you become eligible for
health care coverage under another group plan-by taking
another job that offers health care benefits, for example-or
for Medicare. In addition, you are only eligible for the full
benefit if your adjusted gross income is below $125,000
during the tax year in which you receive the subsidy (or
$250,000 for married couples filing jointly). The subsidy
amount declines on a sliding scale for those with adjusted
gross incomes between $125,000 & $145,000 (between
$250,000 & $290,000 for joint filers). Those with adjusted
gross incomes above those figures must repay the premium
subsidy if they receive it.
Are you facing problems managing a heavy debt
load? If so, you’re not alone. Households with credit
cards had an average of nearly $11,000 in debt in those
accounts, according to the latest figures from the
Nilson Report, which follows credit card transactions.
In addition, job loss or upward adjustments to mortgage payments have left many people wondering how
to pay off their monthly bills. The Illinois CPA Society
offers some tips to help you get out of debt and do a
reality check on your spending.
Make A Call
There are a number of steps you should take if you
are unable to keep up with your payments. First, contact your creditors, whether the mortgage lender, utility company or credit card issuer, and explain your situation to them. These businesses would prefer to keep
you as a paying customer, so they are often willing to
work out alternative plans. These might include debt
moratoriums, in which you defer paying your bills for
a certain period until you’re back on your feet, or payment plans, in which you lower your monthly bill by
stretching out your payments.
Also be sure to ask your credit card company about
lowering your interest rate, a step that could also
reduce your monthly expenditure. No matter what kind
of help you are seeking, don’t be afraid to have an honest conversation with your creditor, because they may
be willing to help. This simple step will also likely end
calls from creditors asking about payments, which
should reduce stress and make it possible for you to
concentrate on getting back on your feet.
Get Help
A reputable credit counselor can assist you in negotiating with your creditors or putting together a realistic budget that can bring you through your current crisis and get you on sound footing for the future. The
National Foundation for Credit Counseling can help
you find a reputable counselor in your community who
will offer free or low-cost advice. Contact them at 800388-2227 or learn more at www.nfcc.org.
Be aware that there are many scam credit counseling operations that make unrealistic promises about
lowering your interest rate or getting your debt
reduced or forgiven altogether. Be very cautious if a
company’s offers sound too good to be true or if a
hefty upfront payment is required.
Get A Fresh Start
Whether you are in debt because of poor spending
habits or an unexpected financial crisis, this is a good
time to prepare a budget that reflects your current situation. In the next month, keep a list of everything you
spend each day. You may be amazed at the number of
unnecessary expenses that have crept into your budget. At the end of that month, review the list and decide
how you can change your habits so that you will cut
back on the things you don’t really need.

S is for Savings
Six Ways to Start Teaching Your Children to Save
The Illinois CPA Society cites survey showing you can still save in tough economic times. The American Institute of Certified Public Accountants (AICPA)
recently reported that despite the current economy people are still managing to save
money. In a survey conducted for the AICPA by Harris Interactive, although 54 percent of adult Americans say they’ve not been able to save over the last 12 months,
a large number - 46 percent - have managed to save something. How did they do
it? Many said they simple curtailed their spending on discretionary items like
dining out, travel and clothing.
That accomplishment is an important message to send to our children. Saving is
possible even in tough times and it’s essential for getting a good start on a secure
financial future. The Illinois CPA Society recommends teaching your children to
save as early as possible and offers these six ways to get the lesson started:
1. Start now - It’s never too early to save and start a good habit that can last a
lifetime. Even children as young as five years old, should be taught that some portion - no matter how small - of allowance or money gift received should be saved.
2. Say why - Answer the classic kid question of “why.” You save money now for
things you may need or want later. One of the best ways to explain why you save
is to provide real examples. Encourage children to save for things they want like
cool new shoes and tell how you saved for something the whole family enjoyed like
a vacation. Don’t forget to add how you save for emergencies such as home repairs,
and things they really need, too, like a college education. Find opportunities to
show the difference between “needs” - basic things for staying safe and healthy and
“wants” - things you’d like but that aren’t essential. Let them know they can save
money by making good choices.
3. Show results - Whether the money is in a bank account or a Piggy bank, visit
the “savings” and make it real. Watch the progress of how a dollar becomes five
dollars, and five dollars, twenty dollars.
4. Set an example - Talk through what you do with money and how you save. If
you saved five dollars using coupons at the store, show how you’ll add five dollars
to your bank account. Explain the benefits of saving and the trade-offs in spending
- how not going out to eat means you’ll have enough money for the whole family
to see a movie together instead.
5. Stay positive - Don’t convey a negative impression about how hard it is to
save and keep track of your money. While saving money is not a game, it can be
interesting and rewarding; acknowledge the sense of accomplishment your child
should feel for every dollar saved.
6. See it though - Make sure your children understand that saving is an ongoing
process and do your part by talking about saving on a regular basis. Send the message that saving is something you always do and money saved is something you
should always have available to you. Once you save enough for a goal like a new
Wii game - you don’t stop saving.

The last decade has seen a growing interest in “going green,” and taking steps to
preserve natural resources and protect the environment. But did you know that
there can be tax benefits when you take environmentally friendly steps, such as
minimizing energy usage? The Illinois CPA Society explains what you can do to
help the environment and cut thousands of dollars off this year’s tax bill, as well as
your home energy costs.
New Incentives
Last year’s American Recovery and Reinvestment Act extends a tax credit (the
Nonbusiness Energy Property Credit) that encourages individuals to make energyefficient home improvements. While the government has previously offered this
incentive for making energy friendly upgrades, the credit percentage and the maximum credit allowed have been increased. You can now receive a tax credit for 30%
of the total cost of qualifying improvements, in some cases including the price of
labor to install the products. A maximum credit of $1,500 is allowed for all the
improvements that you put in place in 2009 and 2010. To qualify for the credit, you
must make the improvements to your principal residence between January 1, 2009
and December 31, 2010. The credit does not apply to new construction.
A Range of Choices
Many different kinds of improvements are covered. They include insulation and
energy efficient windows, doors and skylights, some roofs, and a variety of other
specified residential energy property.
Benefits for Alternative Choices
Those aren’t the only incentives available. Another energy tax credit (the
Residential Energy Efficient Property Credit) applies to your purchase of qualifying alternative energy equipment, including solar electric systems and water
heaters, geothermal heat pumps, and wind turbines. The credit is allowed for up to
30% of the cost of qualifying equipment, including labor in most instances, with no
maximum limit on the amount. This credit expires on December 31, 2016 and it is
good for existing homes and new construction, as well as both principal residences
and second homes. However, the credit does not apply to rental residences.
Check the Labels
The products or materials used must meet the Internal Revenue Service standards for energy efficiency, which have been raised for this new credit. As a result,
be sure to check for a manufacturer’s certification attesting to the fact that the products you use meet IRS standards. Consumers may be familiar with the Department
of Energy’s Energy Star) label that can be found on
many appliances, but not all of these products qualify
for these credits (although there are often separate
state rebates for products with this label).
