write a letter supporting the proposal. “I like your development,”
Lambesis told project officials. “I
think it’s going to help the neighborhood.”
Also at the meeting, residents
were asked to collect signatures for
a petition that opposes the mosque
and to testify at a June 17 hearing
on a request by the Islamic Center
of Chicagoland to allow religious
assembly on the commercial site.
The zoning board will hold the
hearing during the 2 p.m. session of
its meeting on Friday in the
Council Chamber at City Hall, 121
N. LaSalle St.

The Mayfair Civic Association at
its June 9 meeting endorsed a plan
to build a Wendy’s restaurant near
Pulaski Road and Montrose Avenue, but on another issue the group
is asking residents to oppose a proposal to open a mosque at 4846 N.
Elston Ave.
The restaurant would have a
drive-through facility and would be
constructed on an approximately
25,000-square-foot parcel at 440620 N. Pulaski Road, which formerly
was occupied by a car wash. Plans
call for 25 parking spaces, with a
vehicle entrance on the north end
of the site and an exit on the south
end.

Mat Knupp said that the restaurant would feature an outdoor dining patio and the restaurant
chain’s new prototype design, with
a mostly glass exterior in front and
a 55-seat dining room with a fireplace. Knupp said that about 500
customers a day are anticipated,
with up to 100 in the busiest hour.

parcel that is surrounded on all
three sides by alleys, one of which
runs behind a row of bungalows in
the 4800 block of North Kentucky
Avenue. The vacant building was
once used by a former auto body
business at 4856 N. Elston Ave.,
where the Islamic Center is planning to operate a community center.
Residents have expressed concern that the mosque would create
more traffic in the alleys because
there is no direct access to the property from a street and that the
mosque also would increase parking congestion. The community
center, which would be on Elston
across the alley from the mosque,
would have a 37-space parking lot.
“The reason we’re opposing it is it
backs up to residential on Kentucky,” Lambesis said.
Association president Ron Duplack said that the building that
would be used by the mosque typically had no more than five auto
body workers in it, causing no disruptions for the neighborhood.
Islamic Center officials have said
that the mosque would have between 100 and 150 members and
that the combined occupancy of the
mosque and community center
would be 296.
“This absolutely has nothing to
do with religion and race,” Lambesis said. “We want this in our
neighborhood. Let’s find a place
that is suitable for the use.”

A commercial development could
be coming to a vehicle storage lot in
Portage Park, while plans are moving forward to build a Starbucks
coffee shop in Norwood Park.
Alderman Nicholas Sposato
(38th) was scheduled to hold a community meeting Tuesday evening,
June 14, on a redevelopment proposal for a 32,000-square-foot parcel at the southeast corner of Irving
Park Road and Central Avenue,
where a Saturn dealership closed
in 2007. The site is across the
street from Portage Park, 4100 N.
Long Ave.
A proposal was made in 2015 to
rezone the site so it could be used
by a company which buys cars and
transports them elsewhere to be
sold, but the plan was dropped.
The property, at 5555 W. Irving
Park Road, is being used to store
vehicles for a car dealership, but
that use is not allowed under the
RT-4 zoning of the site. The existing zoning is intended primarily for
multi-family construction.
A spokesman for Sposato said
that plans for the development are
preliminary and that the alderman
wants the developer to get the opinions of residents before proceeding
further.
An initial plan reportedly showed
two one-story buildings, one of at
the northwest corner of the property and the other set further back
from the street.
The Sposato spokesman said that
no tenants for the commercial space
have been confirmed, but the
Portage Park Neighborhood Association reported on its Facebook page
that Sposato's office has informed
the group that Starbucks is considering the site. Also in the Portage Park
area, plans recently were announced
for a new Starbucks at Cicero and
Berteau avenues.
Meanwhile, an application for a
special use permit has been filed
with the city to allow a Starbucks
chop with a drive-through facility
on a vacant 27,000-square-foot parcel at the southeast corner of
Northwest Highway and Harlem
Avenue. The triangular parcel,
which has been for sale for several
years, was once used to store cars
for the former Norwood Park Dodge
dealership.

Ward Zoning Advisory Committee
have expressed support for the
Starbucks as long as the city Department of Transportation approves a traffic plan for the site, at

The Lincolnwood Village Board of
Trustees decided at the June 7
meeting of the Committee of the
Whole to not lift the village’s ban on
video gambling.
Laredo Hospitality, which operates video gambling establishments under the names Stella’s
Place and Shelby’s in many suburbs, approached the village about
opening a business in the village.

West Devon Avenue. The average
annual revenue for municipalities
from the 38 Laredo establishments
in Chicago area is about $24,000.
According to the Illinois Gaming
Board, the average amount that
was played at Laredo establishments last year was $5,776,771.03
and the amount that was won was
$5,298,726.12. The establishments
make about $478,044.91 on average, the state gets $119,511.82, and
municipalities get $23,092.35. The
highest amount netted was about
$1.2 million at a Stella’s in
McHenry, which received about
$60,000.
“Most of the people who have
approached me were overwhelmingly against approving gaming in
the village,” Trustee Barry Bass
said. “I’m opposed to it.”
Trustee Craig Klatzko said that
operating video gambling “is not
the right image for Lincolnwood.”

Wildwood students visit Pacific Garden

Fifth grade students at Wildwood
School recently built a portable
“soup kitchen” that was used to
provide food and care packages to
the homeless at the Pacific Garden
Mission, 1458 S. Canal St.
The project was part of the school’s
annual International Baccalaureate
Primary Years Program exhibition.
The International Baccalaureate
Program’s philosophy, which encourages critical thinking and respect for
others, is incorporated throughout
the school’s curriculum.
This year’s exhibition asked students to explore how people express
themselves. “It has to have an action
component,” Wildwood International
Baccalaureate Program coordinator
Monica Balen-Tilkin said. “You just
can’t put down all the facts. You have
to do something.”
The project required students to
recruit parent volunteers to assist
with the construction of the cafe,
which has collapsible decorative
walls. “The children decided to incorporate art, music and dance to make
the Wildwood IB Cafe a place where

one eats alone,” Balen-Tilkin said.

Tax rates released by clerk’s office
The Cook County Clerk’s Office
released the 2015 property tax
rates for the more than 1,400 taxing agencies in the county, the final
step in the process before bills are
mailed.
The average residential taxpayer
in Chicago should expect to see a
12.8 percent increase in their tax
bill while home owners in suburban
Cook County will see their property
tax bills go up slightly, according to
the clerk’s office. The tax bills will
be due on Aug. 1.
The City of Chicago was reassessed in 2015, resulting in a 9.3
percent increase in equalized
assessed value. While the city
increased its pension levy by $318
million this year, because of the
reassessment the city tax rate
increased less than 1 percent over
2014, according to the clerk’s office.
Cook County is divided into the
regions, each of which is reassessed
by the Cook County Assessor’s
Office every 3 years. The southern
suburbs were reassessed in 2014
and while the northern suburbs
will be reassessed later this year.
Tax rates are calculated by dividing the amount of money each taxing agency or district has requested
in the levy by the total taxable
value within each district. A taxing
agency or district is a body of government such as a school district, a
library or a municipality which
levies real estate taxes. The tax
rates of all districts that service
each property are added to create

to restore its campus, to
start a fund for its school
and for shared ministries.
The initiative, under
the Archdiocese of Chicago’s “To Teach Who
Christ Is” campaign, has
received more than
$200,000 in pledges.
The campaign is designed to ensure that
parishes are strong communities of faith. The
parish’s goal is to raise
$400,000 will provide for
campus restoration projects, $300,000 to establish the “Falcons Forever
Fund” and $312,000 for
the shared ministries of
the archdiocese.

Six Corners, the bustling commercial hub of the northwest side’s Portage Park neighborhood, will again
throw a huge party over Father’s Day weekend when it hosts its sixth annual “6 Corners BBQ Fest” on the
4000-4100 blocks of N. Milwaukee Avenue. (Six Corners is the intersection of Milwaukee, Irving Park Road
and Cicero Avenue.)
One obvious highlight will be plenty of barbeque including ribs, chicken and pulled pork from vendors that include Blackhawk BBQ & Seafood, Chicago BBQ Company, Rancho Mateo, Robinson’s Ribs and
Texas Lightning.
There will also be plenty of music, arts & crafts and daily crowd-pleasing wrestling shows (late afternoons) plus a kids’ area including art activities, inflatables, kiddie rides, camel rides and skits by local
performing arts groups.
Among this year’s music stage performers will be hip hop tribute band Too White Crew, the global funk

Just in time for next year’s BBQ Fest, the
Six Corners shopping district is expected
to have an influx of new businesses.The
two biggest projects involve former Bank
of America sites. At 4747 W. Irving Park
Road, Clark Street Development is planning to build a stylish one-story shopping
center with rooftop parking. Anchor tenants will be an Aldi grocery store and a
Ross Dress For Less store. The other former bank site will include a Binny’s Beverage Depot, a fitness center, and pending
approval of a special use permit, a drivethrough Culver’s restaurant. The developer also reports that he is in negotiations
with Elly’s Pancake House to open next to
Binny’s. Attempts also are being made to reactivate a second-floor theater inside the former bank at Irving
Park and Lamon avenues.

We are thrilled to kick off summer in Portage Park with our 6th Annual 6 Corners
BBQ Fest on Milwaukee Avenue near Irving Park and Cicero, an event that transforms one of Chicago’s busiest intersections into a beloved neighborhood celebration.
Grab your friends, family, and neighbors for tasty BBQ and cold drinks, professional
wrestling, live music from the likes of Kashmir, Too White Crew, and 97Nine as well as
an area dedicated to fun for the children! The laughter and enjoyment of this Fathers’
Day weekend will enhance the Milwaukee Avenue corridor for months to come and
will be weaved into our Six Corners stories.
I’m often apt to say, “Everyone has a Six Corners story.” Today, we are imagining what
that story will be for a new generation of northwest-siders.
Each of us have emotional attachments to important places in our lives, attachments
that create identity. These places have meaning and hold memories, take us back,
remind us who we are and where we came from. For many, that place is Six Corners.
I’m privileged to hear your stories on a daily basis: stopping at City News to get the
Sunday paper and lunch at Woolworth’s, school clothes from Sears and prom corsages
from Lorch Brothers. Six Corners is alive with remembrance and feeling, connection
and pride. We are attached to this space.
Throughout the past year, our Design and Promotions committee volunteers have
planned and implemented “placemaking” initiatives at Six Corners, a concept that
builds such attachments by engaging and enhancing public spaces for the benefit of
the community by inviting folks to reimagine these well known places in new ways.
Placemaking leverages a neighborhood’s assets —what is already good about this
place— to promote happiness and wellbeing, sociality and connectedness. On Milwaukee Avenue, we have bike and walk-ability while Irving boasts visibility. We’re
planning projects to further highlight these strengths for the benefit and use of our
neighbors.
This spring, we’ve installed four teal bike racks, two beautiful bike-themed murals, an
18 ft. blue chair sculpture, and nearly ten additional rotating pieces of art in the windows of businesses on Irving Park Road. The coming months will bring 160,000+ sg.
ft. of new and renovated commercial retail space wherein we are diligently planning
amenities for people to gather, congregate, and linger — to reimagine a physical place.
These projects bring vitality into our shopping district, invite our residents out onto
our streets, and welcome us all to stay.

the middle of the shopping district. The Six Corners Association recently had the “Whoa” sculpture by Gary Kulak installed in front of the Klee Plaza, 4021 N. Milwaukee Ave. Arts Alive Chicago helped coordinate the project,
which is part of the Chicago Sculpture Exhibit.

Adler show explores dwarf planets
The Adler Planetarium,
1300 S. Lake Shore Drive,
opened a new sky show
that explores the largest
of Pluto’s neighbors in the
Kuiper belt.
The observable universe is more than 90 billion light years across,
and most of it is empty
space. For centuries, astronomers have used
mathematics and physics to explore it.
Decades before Clyde
Tombaugh first observed
Pluto, astronomers Percival Lowell and William
Henry Pickering had pre-
dicted the existence of a
mysterious “Planet X” in
the same celestial neighborhood.
While Pluto’s status as
a planet has been debated
since the International
Astronomical Union reclassified it as a dwarf
planet in 2006, scientists
have been exploring the
class of worlds to which
Pluto now belongs, the objects of the Kuiper belt.
The work has led them to
consider the possibility of
a true ninth planet, far
beyond the orbit of Neptune.

“We are excited to be
releasing our newest sky
show, especially in light
of news on a potential
ninth planet lurking in
our solar system,” planetarium Space Visualization Laboratory director Mark SubbaRao said.
“After Mike Brown’s lecture at the Adler last
spring, we decided to collaborate on a sky show.
Already in production for
months, we were able to
get ahead of the curve
and give our visitors a
glimpse into the very latest science, including the
evidence as to why we
think another large
planet is out there.”
The show explores the
dwarf planets Eris, Haumea and Sedna.
The discovery of Eris
prompted the International Astronomical Union to agree on a definition
of planet in 2006. Eris is
almost exactly the same
size as Pluto, yet it weighs
25 percent more. It also is
remarkably bright, reflecting 97 percent of the
light it receives from the
Sun. The moon reflects 12
percent of the Sun’s rays.
Haumea rotates once
every 4 hours, and the
rotation causes its football shape. If it rotated
more slowly, gravity
would pull it into a
sphere, which is why it
qualifies as a dwarf planet even though it is not
round.
Sedna’s orbit takes it
deep into the far reaches
of the Solar System, almost 20 times as far as
Pluto goes. A year on
Sedna is 11,400 times as
long as a year on Earth.
Sedna astronomers that
there are many more
objects yet to be found,
according to the planetarium.

The Washington Library, 400 S. State St., will
feature an exhibit titled
“Beer Chicago: The Refreshing History” through
Jan. 8 in the Special Collection Exhibit Hall.
The exhibit, which was
created by the Elmhurst
History Museum, will
feature Chicago’s cultural and historical connections as they relate to
beer. Beer has been a
part of Chicago’s history,
with German immigrants establishing the
city’s first brewery in
1833.
That same year at
Sauganash Tavern, the
Town of Chicago became
official after a gathering
and vote of 12-1. Beer
has been a component of
Chicago’s fabric ever
since, and its popularity.
The exhibit will feature

Cultural Affairs and Special Events has announced the lineup of performers at the Petrillo
Music Shell at the 36th
annual “Taste of Chicago”

Deb Mell, Andrade left
as political ‘orphans’

No politician wants to be an
“orphan.” They crave having a
mentor and protector who gets
them elected and keeps them in
office.
Dick Mell’s demise in the 33rd
Ward makes “orphans” of his proteges — his daughter Deb Mell,
who is the ward’s alderman, and
his former aide Jaime Andrade,
who is the area’s state representative. The protector is gone. They’re
on their own.
Mell was defeated in the March
15 election for Democratic ward
committeeman, after a recount by
50 votes. The winner was Aaron
Goldstein. The final tally was
5,457-5,407, with Mell winning 16
of the ward’s 28 precincts and
Goldstein taking 12. Mell got more
than 60 percent of the vote in three
precincts, and Goldstein got more
than 60 percent in four.
For Mell, the ward boss and
alderman from 1975 until his 2013
resignation, the loss is beyond
embarrassing. Goldstein, a criminal defense attorney, ran against
Andrade in the 2014 Democratic
primary for state representative
and got a measly 10.9 percent of
the vote in the ward. He was hardly a political Goliath, yet his 248
votes in 2014 mushroomed to 5,457
votes in 2016.
Mell’s facile excuse is that he didn’t care, didn’t want the job any
more, didn’t rouse himself and his
organization to campaign energetically, and wasn’t sad that he lost.
That is not true, Goldstein said.
GOLDSTEIN ASSERTED that
his election day workers were outnumbered 15-1 by Mell’s at every
polling place, that there were at
least Mell five workers in every
precinct, and that Mell sent out a
wardwide mailing piece accusing
Goldstein of wanting to allow convicted sex offenders to live in the
ward’s numerous Section 8 apartments, based on a 2014 questionnaire answer by Goldstein that he
opposed applicant discrimination.
He said that Mell spent $94,004 to
his $9,727, that state Representative Luis Arroyo (D-3), the
adjacent 36th Ward Democratic
committeeman and an emerging
area Hispanic boss, sent close to 50
workers into the ward for Mell, and
that Arroyo offered him a judgeship
if he didn’t run against Mell. If
that’s not aroused I don’t know
what is.
Also, the ever-wily Mell, who had
endorsed Hillary Clinton for president, distributed disingenuous
fliers throughout the ward, one picturing Mell and Bernie Sanders
and urging a vote for both and
another picturing Mell and Clinton
and urging a vote for both.
According to Goldstein, the
Clinton/Mell piece was delivered to
every white woman’s household and
to every Democratic-voting household in the predominantly white ethnic areas west of Sacramento Avenue
and north of Irving Park Road. The
Sanders/Mell piece was delivered in
the upscale Manor neighborhood, a
string of 10 east-west streets north
of Montrose Avenue and east of
Manor Avenue, just west of the
Chicago River, in Albany Park,
which is east of Sacramento between
Montrose Avenue and Foster
Avenue, and in the Hispanic-majority precincts south of Irving Park to
Diversey Avenue.
Mell, known as “Old Gringo,” was
endorsed by Hispanic heavyweights
U.S. Representative Luis Gutierrez
(D-4), state Senator Iris Martinez
(D-20) and Arroyo. Andrade ran a
joint campaign with Mell in the
ward. Andrade was opposed in the
March primary by Harish Patel, a
self-proclaimed “serial social work-
er” whose theme was that Andrade
was insufficiently liberal. Patel
flopped. Andrade beat him districtwide 12,886-8,812 (with 59.4
percent of the vote) and in his home
33rd Ward 6,746-3,488 (with 62.2
percent), where he ran 1,339 votes
ahead of Mell. Andrade benefited
from a torrent of Mike Madigan-paid
mailers touting Andrade’s “opposition” to Governor Rauner’s agenda,
establishing his “liberal” bona fides.
With the speaker as his new mentor,
Andrade is becoming better positioned to keep his seat. During the
2015-16 election cycle, through
March 31, Andrade spent $228,112
and Patel spent $128,473.
Interestingly, Martinez, who has
been a state senator since 2002,
lives in the 33rd Ward and had pondered challenging Dick Mell in
2016 and Deb Mell in 2015. She is
aligned with the area’s reform/liberal Hispanic faction, but the rival
Arroyo/Berrios/Maldonado faction

did not field an opponent against
her this year. She won the primary
unopposed with 37,221 votes, getting 7,806 votes in the 33rd Ward.
Her term expires in 2018.
“He (Mell) definitely wanted to
keep his job, but the voters definitely didn’t want him,” Goldstein
said. “They wanted change.”
In the presidential race, Sanders
beat Clinton 7,873-5,199, getting
59.9 percent of the vote and winning all of the 33rd Ward’s precincts. According to the 2010 census, the ward is about 55 percent
Hispanic, but whites are more than
half the voters. The ward runs from
the river to Kedzie Avenue, between Foster and Diversey.
NOW THE FUN begins.
Goldstein, age 41, said that now
have any future plans other than to
work for the Democratic ticket,
including Clinton. He is allied with
other area “progressive” Democratic
committeemen and alderman, such
as Aldermen Scott Waguespack
(32nd), Carlos Ramirez-Rosa (35th),
Milly Santiago (31st) and John
Arena (45th) and new 39th Ward
Committeeman Robert Murphy.
They are all part of the anti-Rahm
Emanuel bloc.
Goldstein’s options include an
aldermanic bid in 2019, another
shot at Andrade or a shot at
Martinez, which he could win a
three-way race.
In his campaign, Goldstein
stressed two “reforms.” The first
dealt with polling place judges, who
earn $175 a day, all appointed by
the respective party committeemen, but there is no Republican
Party in the 33rd Ward, so Mell
does all the appointing. Goldstein
said that the judges should not be
family or friends of Mell precinct
captains. He said that polling
places should not be like Mell’s
ward office and that the atmosphere of 33rd Ward polling places is
intimidating.
The second dealt with Democratic slating, especially for Circuit
Court judges. He decried the practice of insider committeemen such
as Mike Madigan, Ed Burke, John
Daley, Pat O’Connor, Bill Lipinski,
Joe Berrios and Mell dictating who
gets slated and who gets on the
bench. (Although, as noted in past
columns, almost half the slated
judicial candidates lost.) He said
that past donations should not
merit future rewards, slating
should be open and all committeemen should have an opportunity
to vote on all prospective candidates.
Compared to Andrade, Deb Mell’s
position is the more tenuous. In
2008 she decided she wanted to go
to Springfield. Her qualifications
included being a graduate of the
California Culinary Academy, being
a gay rights activist and being Dick
Mell’s daughter. It was a done deal.
Dick Mell arranged to dump 12year incumbent Democrat Rich
Bradley. In Springfield, Mell
pushed for gay marriage and
became the first Illinois legislator
to have a gay spouse, albeit married in another state.
Dick Mell is a family man —
meaning he takes care of family
first, like all politicians. In 1992 he
arranged for his son-in-law, Rod
Blagojevich, who is married to his
elder daughter Patti, to be slated
for state representative. Blagojevich won. In 1996 Mell made
deals to get “The Kid” elected to
Congress, and in 2002, when
Blagojevich ran for governor, Mell
made promises galore to the 101
Downstate county chairmen,
implying that they would get 10 to
30 jobs each if they delivered for
“The Kid.” Blagojevich won the primary by 15,469 votes, due to
Downstate support. For Mell,
promises made are rarely promises
kept. He is renowned for promising
jobs or promotions to get people to
work precincts or buy dinner tickets and not delivering.
MELL RESIGNED in 2013, and
he “suggested” to the mayor that his
daughter be his replacement, and
she was. The committeemen then
named Andrade as her replacement. Deb Mell’s problem is that
she is not gregarious like her father,
not a born politician, and that she
labored under her father’s shadow.
She shared an office with him in the
ward, making her appear political
and servile. She also was an automatic pro-Emanuel vote.
The 2015 aldermanic election
showed major voter discontent. In a
turnout of 8,171, which was 2,513
less than the 10,684 in 2016, Mell
got 4,103 votes (50.2 percent of the
total), to 2,779 for Tim Meegan and
1,289 for Annisa Wanat. Under
Chicago’s election rules, a runoff is
required if no candidate gets more
than 50 percent of the vote. Mell
got 50 percent plus 18 votes, barely
avoiding a runoff. She got a majority in 13 of the 28 precincts and a
plurality in eight; in eight precincts
she got more than 60 percent of the
vote. She got 1,304 fewer votes
than her father got in 2016 and
2,643 fewer votes than Andrade got
in 2014. The Mell machine was
crumbling.
The public sector and teachers’
unions spent money for Meegan
mailers, while Mell spent $155,754.
Meegan plans to run in 2019.
To her credit, Mell got the message. She opened her own office on
Irving Park. She voted against the
2016 Emanuel budget and property
tax increase. She refused to run for
committeeman. She is focused on
service.
If Mell compiles an anti-Emanuel
record, the Service Employees
International Union and the
Chicago Teachers Union will give
her a pass in 2019. Mell has
$31,895 in campaign funds on
hand, and the now-defunct 33rd
Ward Democrats have $26,012.
Unlike her father, Mell cannot rely
on mercenaries, including precinct
workers sent into the ward by
Arroyo and his crowd. She is on her
own.
As for Dick Mell, he and Patti
Mell incorporated the Maytag
Group, a lobbying firm, in 2014. He
wants to make money while his
buddies are still in office.

Mayor Gerald Turry, who initially
was in favor of the proposal and
who said that it would not harm
the village, said that he withdrew
his support for the proposal because village residents are not in
favor of video gambling.
“Some citizens have concerns and
we can respected that,” Laredo
Hospitality chief executive officer
Gary Leff said. “Some of the concerns were a bit overblown, but I
thank you for putting in the time to
consider this. Should something
change in the future, we would definitely be interested in coming
back.”
Also at the Committee of the
Whole meeting, assistant village
manager Douglas Petroshius said
that the village would implement a
new citizen request management
system on its Web site beginning
June 13. The new “Public Stuff”
system will replace the “E-Gov
Link” system that has been in place
since 2005.
The system is for residents and
local governments to manage service requests. There were 6,915
requests submitted by residents
and staff to “E-Gov Link” in 2015.
The old system was designed for
desktop computers and not mobile
devices.
The new system will feature categories that residents can report
issues including animals, forestry,
general, parking, parks and recreation, permits and inspections,
property maintenance, public safety and sewers.
A mobile application will be available for free download from the
Apple App Store and Google Play
on June 24. The village will pay
about $3,800 to subscribe to the
service.
At the regular board meeting, the
trustees waived the bidding process
and approved a contract with
Burke Engineering for the of a
relief storm sewer at the North
Shore Channel. Turry provided the
deciding vote on the issue, with
Trustees Jesal Patel, Lawrence
Elster and Jennifer Spino voting in
favor of the resolution and Ronald
Cope, Klatzko and Bass voting
against it.
In July the board voted to waive
competitive bidding on the engineering services and to authorize
Burke Engineering to complete the
design work for the project. Village
manager Timothy Wiberg said at
that meeting that Burke has completed a significant portion of the
work to construct the berms and
restrictors but that during the
design process the company discovered that two components of the
program required review.
The original pilot area was
bounded by Pratt Avenue, McCormick Boulevard, Devon Avenue
and Lincoln Avenue. Burke found
that the area bounded by North
Shore Avenue, Columbia Avenue,
Kimball Avenue and McCormick
Boulevard contained reverse-slope
driveways that are in the lowest
area of the village and that runoff
that does not enter the village sewers usually flows to that area
because it is blocked by McCormick
from entering the North Shore
Channel.
Burke recommended that the
pilot area be bound by Pratt, an
alley of Drake Avenue, Arthur
Avenue and McCormick.
TWO MEN were arrested after
shots were fired during a funeral
procession for a gang member at
about 11:05 a.m. Thursday, June 9,
at Mount Olive Cemetery, 3800 N.
Narragansett Ave., according to
16th (Jefferson Park) District police.
Officers who responded to numerous reports of shots fired in the
cemetery discovered shells and saw
a man park a car away from the
funeral procession and join the
group, according to police. Officers
discovered a gun in the man’s vehicle, and he was arrested, police
said.
The suspect was identified police
as Javier Pascasio, age 24, of the
2100 block of North Leclaire
Avenue.
A second man was arrested at
about 11:25 a.m. the same day after
officers saw a man attempting to
retrieve an envelope from under a
car and discovered that the envelope contained bullets, according to
police.
The suspect was identified by
police as Isai E. Rivera, age 24, of
the 5200 block of West Lake Street.
EMPLOYEES reported that the
Chase Bank, 5352 N. Elston Ave.,
was robbed at about 6:05 p.m.
Wednesday, June 8, according to

An employee reported that a man
handed her a note demanding
money and threatening to hurt
other people and she handed him
$1,000 in cash, according to police.
OFFICERS saw a man fire a gun
at about 4 p.m. Wednesday, June 8,
in the 3200 block of North Cicero
Avenue, according to 16th (Jefferson Park) District police.
Officers who responded to a
report of shots fired saw a man running with his shirt pulled over his
face firing a gun into moving traffic, according to police. Officers discovered eight shell casings at the
scene, police said.
A MAN REPORTED that two
men threatened him at about 10:30
p.m. Tuesday, June 7, in the 6100
block of North Indian Road, according to 16th (Jefferson Park) District police.
The 44-year-old man reported that
he was in front of his home and that
a vehicle containing two men drove
by and the men shouted that they
were going to kill him and pointed a
gun at him, according to police.
A MAN WAS arrested after he
allegedly threatened his girlfriend
with a knife at about 8 p.m. Sunday, June 12, at a home in the 6700
block of North Central Avenue,

A 44-year-old woman reported
that during an argument the man
held a knife to her throat and
threatened to kill her, according to

The 21-year-old woman reported

The man was described as white,

A WOMAN reported that her

Addison Street was burglarized at
about 4 p.m. Sunday, June 12,

District police.
The woman reported that she discovered that $580 in cash, a checkbook, a social security card and
three sets of keys were missing,

A WOMAN reported that her

The woman reported that when

A MAN REPORTED that he was

The 26-year-old man reported at
Northwestern Memorial Hospital
that as he was standing at a bus
stop, two men got out of a car and
took $300 from him, according to
police. The man said that one of the
men struck him on the head with a

fired a gun at him but missed,

A MAN WAS shot at about 6:05
a.m. Sunday, June 5, at the BP gas
station, 3968 W. Belmont Ave.,

Witnesses reported that the 27year-old man argued with a man at
the station and that the man made
a phone call and another man
arrived, shouted gang slogans and
fired a gun, striking the man in the
head, according to police. The
shooting victim was admitted to
Illinois Masonic Hospital in serious
condition, police said.

at about 10:30 a.m. Saturday, June
4, in the 5900 block of North Forest

The 33-year-old man reported
that as he was walking, a man in a
