Kedvale lots sought Reopening set for ‘Rock the Badges’ event will begin with cycle ride to create new park Fischman Liquors by BRIAN NADIG Alderman Margaret Laurino (39th) has asked the Chicago Park District to buy an 11,553-squarefoot triangular parcel at 4542-48 N. Kedvale Ave. for the purpose of building a park there. The property, which consists of four residential lots, is for sale for $795,000. Last spring members of the Mayfair Civic Association asked Laurino to explore the possibility of the city or the park district acquiring the land. “It has sat vacant for a number of years, and the existing structure is no longer habitable. In fact, the home and the garage are being marketed as ‘tear downs’ because of their current dilapidated state,” Laurino testified at the July 13 meeting of the park district’s commissioners. “Building a new park district facility here would fill an important need for the community because it N would be the only park or open space within the 320-acre triangle formed by North Pulaski (Road), West Lawrence Avenue and North Elston Avenue. The area has a population of 4,121, including 960 children under the age of 14. “Mayfair Park is three-quarters of a mile away and requires children to cross Elston Avenue. Tiny nearby Spikings Farm Playlot is a mere 5,000 square feet and is pressed up against the busy traffic of Pulaski,” Laurino said at the meeting. Laurino spokesman Manuel Galvan said that there are no park district or city funds allocated for the project but that the commissioners indicated that they would consider the alderman’s request. The property is not in a tax increment financing district. TIF district funds can be used for land acquisition. (Continued on Page 14) ADIG 4937 N. The tavern, which features a large rectangular bar, was popular for its craft beer events. Last winter Fischman’s held an indoor farmers’ market. The Fischman’s in Jefferson Park was one of five stores that immigrant Jonas Fischman and his sons opened on the Northwest Side starting in 1915. Milwaukee Ave. Fischman owners Gus and Shanna Karamaniolas made the announcement at a July 23 private party for friends. Alderman John Arena (45th) posted a video of the announcement on Facebook. Gus Karamaniolas told friends that “volume two” of Fischman’s will feature a bar, a restaurant and a packaged goods section. Karamaniolas said that while Jefferson Park was the longtime home of Fischman’s for 80 years, he is glad that the business will remain on Milwaukee Avenue in the Six Corners shopping district. Lawrence Ave., will begin with a 70-mile motorcycle ride that is designed to generate publicity for the annual fund-raiser, which benefits firstresponder families. Response to news that a charity ride was being added to the festival’s schedule has been overwhelming, according to the ride’s sponsor, Chuck DeCicco, president of the Chicago Chapter of the Iron Justice Motorcycle Club. “I’d be happy with 150 bikes, but it might swell to 350, 400 bikes,” DeCicco, a 16th (Jefferson Park) District officer, said. Registration for the ride will begin at 10 a.m. on the day of the festival, and the 2-hour ride will begin at noon. The cost to participate is $20 for riders and $15 for passengers, and each participant will receive admission to the festival and a tshirt. It’s safer,” DeCicco said. Iron Justice, which was founded in 1998, has chapters in Chicago and in Lake and McHenry counties, and most of its members are active or retired law enforcement officers. Proceeds from the festival are donated to the Chicago Police Memorial Foundation, which provides support to the families of officers who are killed or catastrophically injured in the line of duty, and to Ignite The Spirit, which helps Chicago firefighters in need. The annual event has raised about $40,000 for the charities since 2013. The outdoor festival, which will be held from noon to 11 p.m., will feature eight bands, each of which has at least one police officer or firefighter in it. However, unlike past years, there will not be a battle of the bands competition between the police and firefighter bands due to a lack of available firefighter bands, Chicago police lieutenant John Garrido, the founder of the event, said. “It’s just first responders playing great music, with things for kids to do,” Garrido said. Activities will include face paint(Continued on Page 14) More officers assigned to patrol in 16th District by BRIAN NADIG Six new police officers are being assigned to the 16th (Jefferson Park) Police District this month in an effort to help address the personnel shortage in the district. Earlier this year Chicago police superintendent Eddie Johnson pledged to assign more officers to the district, which has about 190 officers, compared to 270 in the early 2000s. Even with the additional officers, the district reportedly has fewer officers than at the start of 2016 due to retirement and other attrition. “He came through on his promise,” district commander William Looney said at he July 21 meeting of the 16th District Advisory Committee. “I was able to put them on midnights and put three more seasoned officers on tactical. That’s a step in the right direction.” Assigning more officers to the tactical unit will help the district focus on preventing robberies of burglaries, Looney said. The number of robberies reported in the district in the past 4 weeks was 15, compared to nine over the same period last year, and the number of burglaries was 48, compared to 31 last year. It also was reported that the number of motor vehicle thefts reported in the district during the past 4 weeks was 39, compared to 45 during the same period last year, and that the number of people arrested in connection with vehicle thefts was 11, compared to two. Looney said that the some of the arrests occurred during traffic missions that the district conducted. Also at the meeting, Looney said that the Police Department has suspended outdoor roll calls due to concerns about officer safety following the killing of five officers in Dallas. Earlier this year the department mandated that each district hold weekly outdoor roll calls to help improve the relationship between police and residents. Looney said that the district’s outdoor roll calls have been well received and that about 300 people recently attended a prayer vigil in front of the 16th District station, 5151 N. Milwaukee Ave., in memory of the slain Dallas officers. “In this area the police and community are working together,” he said. Also due to safety concerns, the department recently ordered districts to stop using patrol cars with one officer. The requirement of having two officers per car reportedly has led to fewer beat cars on patrol during some shifts. It also was reported that two men were arrested in connection with an attempted burglary of a Ford pickup truck at about 3:40 a.m. Monday, June 6, in the 5200 block of West Berenice Avenue. An officer saw one of the of the men attempting to gain entry to the vehicle, while the other man waited in a vehicle in the middle of the street, according to police. The suspects were arrested a short time later, and one of them allegedly possessed about 3 grams of suspected heroin, police said. One of the suspects, who was identified by police as Ricardo D. Smith, age 53, of the 1600 block of West Ogden Avenue, was charged with attempted burglary, theft of Repair permits sought for building on Agatite by BRIAN NADIG The new owner of a seven-unit apartment building at 5121 W. Agatite Ave. is seeking to have the site rezoned so that construction permits can be issued to repair the property. Alderman John Arena’s chief of staff Owen Brugh said that the building has had seven apartments “for as long as anyone on the block can remember” but that the RS-3 zoning of the site does not allow seven units. The city considers the building a legally nonconforming six-flat. Brugh said that the previous owner reportedly represented the 89-year-old building to the purchaser as a legal seven-flat and that without a zoning change the new owner would have to deconvert one of the apartments in order to receive the construction permits for the repairs. Based on comments made at a June 30 community meeting, plans call for the site to be rezoned to RT- 4.5, which allows seven units, and for the property to be rezoned back to the more restrictive RS-3, which is the predominant zoning in the area, after the permits are issued, Brugh said. RS-3 zoning is intended for two-flats and single-family homes. “He’s refurbishing the full property,” Brugh said. “Everyone is eager to see the building repaired. The building is in a little rough shape.” Brugh said that several residents expressed concern at the meeting about the condition of a fence on the property. In 2014 the city Department of Buildings issued citations for failure to maintain a rear wood fence in proper condition, for failure to maintain a chimney in a safe and sound working condition, and failure to maintain exterior stairways in a safe condition, according to the department’s Web site. Natoma Ave. The event will feature a Chicago police canine unit, a mounted unit, a crime lab display, a police helicopter, live music and a classic car show. Village sues to force clean-up of site by CYRYL JAKUBOWSKI The Village of Lincolnwood has filed a lawsuit in June against North Capital Group hoping to force the owner of the site of the demolished Purple Hotel to clean up the site as part of a pre-development agreement. “We sent them a 30-day notice in May informing them that they were required to clean up the existing demolished property to maintenance standards as part of their pre-development agreement, but that has expired,” village manager Timothy Wiberg said. The village has granted three extensions of the agreement, as North Capital Group has not begun work on a development that the village approved. On Feb. 16 the Lincolnwood Village Board of Trustees hesitantly approved a third extension to the agreement Group for demolition activities at the site provided that the firm produced a construction loan of about $117 million by May 15 and final plans for construction of the Shoppes at Lincoln Pointe mixed-use development by Sept. 15. “We kept giving them extensions, and unfortunately May 15 came and went and we gave them a 30day notice to comply and they didn’t, so we will be enforcing our laws,” Wiberg said. “It’s all up to the judge now,” Wiberg said. “The judge can either force them to comply to clean up the site or we will do it for them. Either way, they will pay for it.” Wiberg said that the clean-up of the site is expensive because the foundation of the hotel is still intact and the basement remains. The property is at 4500 W. Touhy Ave. “We need to get the property up to speed so the neighbors are not complaining and the property complies with our laws,” Wiberg said. “To clean up the property it is something like a million dollars. It almost looked better when the hotel was still standing.” According to the lawsuit, code violations include the failure to restore the property to a clean and safe condition, to backfill all excavated portions of the site, to remove concrete and asphalt pavement, to seed or sod, to grade and maintain the property to prevent soil erosion, to prevent the accumulation of stagnant water and to keep site free from rodents. The fines associated with each of the violations are up to $2,500 per day that the property has been in (Continued on Page 14) Budget cuts affecting number of teachers for classes at Taft by BRIAN NADIG The recent budget cuts at Taft High School mean that teachers may not be available for classes that would be half-filled. “We scheduled really tight,” principal Mark Grishaber said at the July 19 meeting of the Taft High School Local School Council. “‘AP Music Theory’ can’t run with 15 (students).” In the past that class may have been kept, Grishaber said. The school lost eight teachers and one clerk through attrition, and except for the hiring of two new teachers, those positions will not be filled due to a projected loss of about $600,000 in the school budget from last year, Grishaber said. Some teachers will be paid extra to teach an additional class because it is less expensive than hiring a fulltime teacher, he said. The typical class at Taft this fall will have about 28 students, according to Grishaber. The school’s budget is $21,341,507, but about an additional $250,000 may become available if Taft’s enrollment is higher than projected, and those extra funds will be allocated for capital improvements, Grishaber said. The school system is projecting an enrollment of about 3,210, but Taft officials have estimated enroll- ment of about 3,260. The school system has cut the per pupil spending for all schools from a year ago, and Taft’s discretionary budget lost about $150,000 because fewer families registered for the federal free and reduced-cost lunch program. Schools are allocated funds for each student who qualifies for the program. Grishaber said that there may be less incentive for parents to register their child for the program since free lunches are now available to all students and that fewer families in the area may qualify due to the relative affluence of the Far Northwest Side. Students who qualify for the program pay $18 for an AP exam, compared to the standard $90 fee, he said. Parent LSC member Joe McFeely questioned the need for the school to maintain its director of school climate and culture with teaching positions being left unfilled. Staff LSC member Mary Kay Cobb said that the director, Kat Hindmand, coordinates security efforts at the school and works with those students who would “fall through the cracks” if she did not give them guidance and support. “I see it every day,” Cobb said. “We have kids with huge, huge issues.” Grishaber said that under Hindmand’s leadership, teachers are being encouraged to resolve issues by talking to the student, and in some instances involving a parent, instead of seeking punishment. “No more are we saying ‘go to the dean,’” Grishaber said. A student who is sent to the dean’s office will have a negative feeling about that class for the rest of the school year, and problems are more likely to persist, Grishaber said. “There’s no longer a disconnect” between students and the administration, resulting in a positive atmosphere in the school and fewer disciplinary problems, Grishaber said. “We have no graffiti in he school,” he said. Grishaber said that students today are different from when he was in high school, when he “would have run through a wall” if a coach demanded. He said that getting a promise from student and shaking hands on the agreement can be much more effective than a detention or suspension. Some LSC members asked Grishaber to provide the council statistics on the number of instances of student misconduct, such as fighting, that are reported each month. State introduces new ‘Open Book’ Web site State comptroller Leslie Munger has announced a Web site titled “Open Book,” which allows residents to compare state contracts with campaign contributions at openbook.illinoiscomptroller.gov. Residents are able to enter the name of an organization that does business with the state and look at the political contributions that the entity or its employees have made. The site features a search system, a mobile interface that allows taxpayers to access the application and tutorial videos. “I am excited to make this announcement because I believe that government should be an open book that provides a full accounting for public dollars,” Munger said. “This site is a true portal of transparency for state government, where every dollar donated to a campaign is recorded and can be traced back to any state contract awarded.” Driver safety class set An AARP driver safety class for people age 55 and older will be held from 1 to 5 p.m. Tuesday and Thursday, Aug. 2 and 4, at the Norwood Park Senior Center, 5801 N. The campaign will provide residents with tips to protect against the virus when traveling and also to protect against other mosquito-borne illnesses here in Chicago. Zika is most commonly transmitted through the bite of an infected Aedes species mosquito. It has predominantly affected parts of Latin America and the Caribbean. People living in the Chicago area who have not traveled to those areas generally are not considered at risk for Zika virus infection. The department recommends that women who are pregnant avoid travel to regions where Zika transmission is occurring. Male sexual partners who travel to those regions are recommended to use condoms while having sex for the duration of the pregnancy. Although mosquitoes in the Chicago area do not currently carry the Zika virus, there are steps residents can take to protect themselves from mosquitoes during the summer months. Residents should consider using insect repellent that includes DEET, picaridin or oil of lemon eucalyptus. The Illinois EPA will remove used tires from certain locations across Illinois. The agencies have divided the state into three priority zones for used tire removal. The zones are based on where Illinois would more likely see Zika virus, such as the southern counties that typically have hotter weather. Zone 1 is the highest priority area and is defined by an east-west line going through Effingham and areas south of that line. Zone 2 is the next highest priority area and is defined by an eastwest line through Peoria south to the Effingham line. Zone 3 is the third highest priority area and is defined by an east-west line through Peoria north to the Wisconsin border. The EPA will collect, transport and dispose of used tires from public and abandoned properties. Additional activities planned by the agency include monitoring regulated used tire sites located in Zone 1 and using larvicide to treat and mitigate sources of improperly managed used tires. The agencies will enter into an intergovernmental agreement to allocate $750,000 to improve statewide mosquito-control activities related to mosquito-borne diseases. In the 20th Illinois House District, 20-year Republican incumbent Mike McAuliffe is confronting a whole world of grief, which he refuses to meekly accept. His tenure is at serious risk. Illinois House Speaker Mike Madigan (D-22) has decided that a compliant and controllable Democrat must occupy that seat to protect the speaker’s 71-47 super majority. Madigan and his public sector union allies, particularly the Service Employees International Union health care political action committee, are pouring money and manpower into the district. The latter just sent out two anti-McAuliffe districtwide mailings. It’s just business for Madigan, Rich Miller, the publisher of the CapitolFAX newsletter, said. With Jack Franks’ McHenry County seat open and with Donald Trump running 20 points ahead Downstate, the Democrats could easily dip to 67 seats. “He needs to beat McAuliffe,” Miller said. For the speaker, “business” means doing whatever needs to be done to keep his job, his power and his majority. McAuliffe, Chicago’s only Republican state representative, whom Madigan gave a free pass in the last six elections (from 2004 to 2014), is suddenly “unacceptable.” Despite a favorable 2011 remap, Madigan fully understands that the 20th District, which encompasses the 41st Ward, a few precincts in the 38th Ward, all of Rosemont and Harwood Heights, north Park Ridge and a few precincts in Norridge, is winnable . . . provided he spends $500,000 and unleashes reams of misinformation and disinformation regarding McAuliffe. He will. “The lies, distortions and outright fabrications have already started,” McAuliffe said. It will be a nasty and expensive campaign. McAuliffe said that robocalls that assert that he “accepts campaign contributions from known sex offenders” have saturated the district. THAT ALLEGATION is based on the fact that in 2002, after McAuliffe was remapped into a district with pro-Madigan incumbent Democrat Bob Bugielski, House Republican leader Tom Cross interceded with then-U.S. House Speaker Denny Hastert to get a $2,000 donation to McAuliffe from a fund controlled by Hastert. “I’ve never met the man,” McAuliffe said of Hastert. Hastert resigned in 2007, after the Democrats retook the House. Earlier this year he was convicted of illegal bank transactions and sentenced to 15 months in jail based on an alleged cover-up of sexual abuses dating back to the 1970s, when he was a Yorkville High School coach. The judge called him a “serial child molester.” Expect to see lots of mailers with pictures of Hastert and McAuliffe. McAuliffe’s Democratic opponent is Merry Marwig, a 31-year-old political neophyte and a self-described “member of the leadership team” of the anti-noise FAIR Coalition, which opposes new O’Hare runways and altered runway use. McAuliffe said that the “lies” will be coming fast and furious over the next 90 days. They will be as follows: Number One: “Madigan has no role in my campaign,” Marwig said. She said she spontaneously decided to run in late 2015 because “things are getting so bad” in Illinois. Everyone knows that the speaker is a philanthropist. He willingly and eagerly spends vast sums of money and deploys trained manpower to elect Democratic state representatives who, of course, can vote as they wish, not as they’re told. Marwig promised that she will “vote the district” if she is elected. If Madigan and the unions spend $500,000 to elect you and bury the district with negative mailers, there will be no quid pro quo? You won’t feel obligated to vote as you’re told? “I will accept help from my party, from everybody,” Marwig said, adding that McAuliffe “is going to get a lot of money” from Governor Bruce Rauner. McAuliffe said that Marwig “was the sixth or seventh candidate” that the Democratic Party of Illinois, chaired by Madigan, tried to recruit to run against him in 2015. ‘“They wanted a woman,” McAuliffe said. She was the first to agree.” Marwig admits that it was Tim Heneghan, now the Democratic 41st Ward committeeman and an ally of state Senator John Mulroe (D-10), who collected the bulk of her nominating petition signatures. Analysis and Opinion by Russ Stewart Marwig, who has raised $7,960 since announcing her candidacy, just opened an office, three Madigan staffers are on their way, and Madigan has tasked his 13th Ward alderman, Marty Quinn, as the campaign overseer. Marwig works precincts every day, as is obligatory in any Madigan-run effort. Number Two: “Voters are fed up with career politicians,” Marwig said. “People tell me that 20 years is enough.” McAuliffe was first elected in 1996 to replace his late father. Voters know how long McAuliffe has been in office? “Voters are very well informed,” Marwig said. “They’re tired of the games. They’re tired of the finger pointing. They’re tired of the partisan politics. They’re angry that Illinois has $160 billion in debt.” AREN’T MADIGAN, who’s been in Springfield for 46 years, majority leader Barbara Flynn Currie, who’s been there for 38 years, and deputy majority leader Lou Lang, who’s been there for 29 years, “career politicians”? Aren’t they among the game players? “I will work for change,” Marwig said. “I won’t take orders from Madigan.” Both Currie, age 76, and Lang, age 66, are hanging around so they can be speaker when Madigan, age 74, retires, presumably some time before 2030. Does that mean term limits for members and leadership? “I will look at it,” Marwig said. Number Three: “McAuliffe is not doing his job,” Marwig said. “I can do a better job,” That’s interesting, inasmuch as Marwig grew up in the East Dundee/Carpentersville area and lived in Wicker Park after college, moving to Norwood Park in 2013 after marrying. So, having lived outside the district for 16 1/2 years of McAuliffe’s 20-year tenure, what is McAuliffe “not doing?” “He’s been anti-labor recently,” Marwig said. Marwig has a valid point. As shown in the adjoining vote chart, McAuliffe did vote “present” on two key SEIU bills. Under past administrations, state workers’ collective bargaining gave them the right to set wages and work conditions. Senate Bill 1229 and House Bill 580 mandated that any contract dispute not mediated by the governor and the legislature must go to arbitration. “Arbitrators always favor the employees,” McAuliffe said. Rauner vetoed the bills, and McAuliffe voted “present” on the override, which failed. McAuliffe also opposed House Bill 5764 to give contract home health care workers a pay raise to $19 per hour. “It would have cost $1.1 billion over 3 years,” he said. He also opposed several determination of needs bills that gave providers more money. McAuliffe does support an elected Chicago school board, and he opposes right-to-work provisions. Number Four: McAuliffe is a stooge for Rauner because he “opposes more taxes on millionaires and billionaires.” That’s true. He voted against a bill in 2014 which would have put a 3 percent surcharge on gross incomes over $1 million. Marwig said that Rauner has “slashed vital services, has left unfunded those in need, and has not submitted a real budget.” “The (state) Constitution requires a balanced budget,” McAuliffe responded. He said that Madigan’s budget has $32 billion in revenues and $39 billion in projected expenditures. “That’s a $7 billion deficit,” McAuliffe said. “There can be no budget without either new revenue or spending cuts.” Another $8 billion is due vendors. FOR MARWIG, that’s no problem. She wants to “cut waste and inefficiencies,” “repeal all the corporate tax loopholes” and impose a “progressive income tax,” with anyone earning less than $50,000 paying 3 percent and everyone earning more than $450,000 paying 9.75 percent. “Middle class families should not be asked to do more,” she said. “I oppose any property tax hikes.” Gee, that sounds like a plan to find $15 billion. McAuliffe raised $133,850 in the past year, and he will be heavily funded by Republican sources, including Rauner’s political action committees. The district has a Republican lean, but there is a solid Democratic base of about 40 percent. In 2014 Democrat Mo Khan, who got no help from Madigan, lost 18,87911,354, spending about $30,000. If Marwig goes to Springfield, she will be owned lock, stock and barrel by Madigan. McAuliffe will eke out a narrow win. The woman reported that as she was walking to her vehicle, a man attempted to engage her in conversation and touched her chest and genitals over her clothing as she entered her car, police said. A 35-year-old woman reported that a man assaulted her at about 3:20 p.m. Tuesday, July 12, in the 5200 block of North Laramie Avenue, according to police. The woman reported that a man talked to her, slapped her buttocks and exposed his penis, police said. A 17-year-old teenager reported that a man assaulted her at about 3:30 p.m. Thursday, July 14, in the 6100 block of West Waveland Avenue, according to police. The teen reported that a man approached her from behind and touched her buttocks and chest. The man was described as Asian or white/Hispanic, age 17 to 25, 5-1 to 5-5 and 120 to 140 pounds, with short black hair. The bureau is advising residents to pay special attention to people loitering in the area and to report them to the police and to remember any unique descriptive characteristics of offenders. The bureau said that residents never should pursue a fleeing assailant and that they should walk in pairs if possible.
