Reports of BB pellets hitting moving cars, the evacuation of Ebinger
School and a police appreciation
rally were discussed at the June 16
meeting of the 16th (Jefferson Park)
Police District Advisory Committee.
Since June 4 five motorists have
reported BBs breaking a car window
while they were driving between
10:30 p.m. and 12:30 a.m. in the
4000 block to the 5200 block of North
Cumberland Avenue.

Looney said that it is not clear if the
shots were fired by someone in
another vehicle or hiding off the
roadway. Looney said that the Cook
County Forest Preserve District and
nearby suburban police districts are
aware of the incidents and that Des
Plaines police stopped a vehicle
which was found to have BB pellets
on the floor of the car but that no
arrests were made.

Chicago police superintendent
Eddie Johnson promised to assign
more officers to the 16th (Jefferson
Park) Police District and to give
district commanders more discretion in organizing their community
policing departments at a June 23
community meeting.
About 100 people, including many
off-duty police officers who live in
the area, attended the 70-minute
meeting, which Alderman Anthony
Napolitano (41st) held at Taft High
School. “I wish more people were
here,” Napolitano said. “I know we
get more complaints than this.”
“Everyone in the city has the
right to feel safer in their neighborhoods,” Johnson said. “I’ve committed to giving you more police as the
year goes on.”
Information on the number of
additional officers for the district
was not available at the meeting, but
Johnson said that it would be a mix
of “veterans who know the lay of the
land” and “younger, aggressive officers.” The 16th District has about
190 officers, compared to about 270
in the early 2000s.
Johnson said that he is giving district commanders the authority to
increase their community policing
staffs. Several years ago each district was ordered to reduce its community policing department from
two sergeants and about eight officers to one sergeant and two officers
in an effort to deploy more police on
the street.
“With things like that, you can’t
have a cookie-cutter approach,”
Johnson said. The best way to fight
crime can vary by district, and commanders should have some discretion in how they use their personnel, he said.
Johnson also discussed a recent
video showing an officer kicking a
suspect in the head after the man
reached for the neck of another officer, who was trying to handcuff the
suspect while the two were on the
ground. The Independent Police
Review Authority is reviewing the
incident.
“He was protecting his partner,”
Johnson said of the officer’s actions.
Johnson said that he could not
comment further on the matter due
to the pending investigation but
that there are procedures in place
on how officers can best subdue a
suspect and that he has the back of
any officer who makes an honest
mistake. “Intentional misconduct is
quite different,” he said.
Johnson said that mistrust has
built up between the police department and African-American and
Hispanic communities over a long
time and that he has been talking
with activists, including those whom
he may disagree with. He said that
Chicago has not experienced the
riots which have occurred in some
cities recently because the department is meeting with community
leaders.

Independence Library
set to reopen next year

The Independence Library, 3548
W. Irving Park Road, is expected to
reopen by early 2017 after a fire
gutted the facility last October, but
city officials are investigating the
possibility of building a new library
elsewhere some day.
The library has been closed since
the fire, which started in a nearby
business. The approximately 100year-old library has been located in
its current storefront space since
1995, according to the Chicago
Public Library.
“Our number one goal has been to
resume, in the short term, library
service,” Chicago Public Library
government affairs director Patrick
Molloy said. “Long-term, we continue to explore all other options.”
Several Northwest Side aldermen
and community groups have called
for a new, larger library, but funds
for the project are not available.
The library is in a tax increment
financing district, which produces
funds that can be used for capital
improvements. However, the district
is relatively new, and it may not
have sufficient funds, Molloy said.
The lease for the Irving Park
building expires this year, and the
city Department of Fleet and
Facility Management is negotiating a new lease that would give the
city flexibility in the event that a
new library can be built, Molloy
said. The city also is investigating
leasing an additional storefront on
the block so the library would be
larger when it re-opens, he said.
The building’s owner will have to
complete repairs before the library
can move back into the storefronts,
Molloy said. The books that were
removed after the fire are going
through a restoration process due
to smoke and water damage, and
some materials may not be usable,
he said.
Reading programs which are normally held at the library during the
summer will be available at the
Independence Park fieldhouse, 3945
N. Springfield Ave. Participation in
programs at the library usually is
highest during the summer, Molloy
said.

patrons are being encouraged to

lot of confusion among officers earlier in the year but that things are
returning to normal.
Johnson said that while the number of murders in the city is up from
last year, the murder rate remains
significantly lower than it was about
30 years ago and that about 1,400
people are responsible for a significant portion of the violence in the
city. “We know who these individuals are, but we can’t just pluck these
people off the street because there’s
something called the Constitution,”
he said.
It also was reported that the
department is bringing back the
“officer friendly” program, which is
intended to familiarize children with
law enforcement, to the schools.
Johnson said that since he was
appointed to the superintendent’s
post 3 months ago, he has received
numerous requests for the program,
which was popular in the 1970s and
1980s.
Also at the meeting, concerns were
expressed about panhandling near
CTA transit centers and expressway
exit ramps. 16th District commander William Looney said that the during the first few months of this year
a sergeant and two officers were
assigned to address homeless and
panhandling issues in the district
and that efforts were made to connect those individuals with social
service agencies. The officers are on
bike patrol during the summer, he
said.
“Panhandling is not illegal, but
aggressive panhandling is,” Looney
two men were arrested after they
allegedly used a pellet gun to shoot
out lights in an alley in the 7300
block of West Addison Street, police
said. Looney said on June 23 that
the suspects were not charged with
any of the incidents on Cumberland
but that since the arrests there have
been fewer pellet shootings being
reported in the area.
It also was reported that Ebinger
School, 7350 W. Pratt Ave., was evacuated on Monday, June 13, after a
custodian, who was later arrested,
threatened to return to the school
with a gun following an argument
with a co-worker. The gun was not
brought to the school and no one was
hurt, according to police.
Looney said that the evacuation
occurred in the afternoon after many
of the school’s students had left for
the day and that dogs were used in a
search of the building to make sure
no students had been left inside. “It
was a good drill for us,” he said.

at Our Lady of Victory School

6040 W. Ardmore Ave., and a south
campus at the former Saint Pascal
School, 6143 W. Irving Park Road.
The campuses of Our Lady of
Victory, 4434 N. Laramie Ave., and
Saint Cornelius School, 5252 N.
Long Ave., are not being used for
the academy.
More than 5,000 graduates of the
school and others attended an
“Aloha” party in April. “It was just
one last chance to come together
and enjoy the memories,” Feeney, a
1985 OLV graduate, said. “It was a
huge showing.”
Our Lady of Victory Parish was
founded in 1906, and in 1911 the
School Sisters of Saint Francis
from Milwaukee opened the parish
school with a reported enrollment
of 200, according to the parish Web
site. By 1925 enrollment was 706,
and in 1949 a new school building
was constructed at a cost of
$300,000.
At times, enrollment at the school
surpassed 1,000, but like many private schools in the area, Our Lady

A lot of traditions were celebrated
for the last time at Our Lady of Victory School during the past year,
but school officials hope that students will share their memories of
the closed school with future generations.
“Our motto was make sure you
take a piece of OLV with you,” principal Mary Feeney said. “Keep the
‘Flames’ burning. We made every
effort to make sure every ‘last’ was
the best we could.”

Notre Dame High School for
Girls, which was founded in 1938,
will close on July 1 due to financial
difficulties and a steadily declining
enrollment, according to the Archdiocese of Chicago.
The school, which has been operating on the third floor of Saint
Ferdinand School, 3131 N. Mason
Ave., had a projected enrollment of
31 students for next year, a significant drop from a few years ago.

that the school not reopen in the
fall after a review of its finances
and enrollment figures.
The archdiocese and the archdiocesan school board endorsed the
recommendation, and Archbishop
Blase Cupich “saw no reason not to
accept this recommendation,” according to a press release.
The archdiocese also said that
the Saint Florian School, 13110 S.
Baltimore Ave., will close on June
30. The school had an enrollment of
49 students for next year.
“Any time you close a school it is
a sad state of affairs,” Notre Dame
interim principal Tom Trengove
said. “We’ve had thousands of successful people graduate from the
high school since it opened in the
1930s, and many alumni have
called and expressed their sorrow
and offered their sympathies when
they found out that we would be
closing.”
Trengove became the school’s
interim principal after former principal Irene Heidelbauer stepped
down to spend time with her family
and relatives after her mother,
Saint Ferdinand principal Doctor
Lucine Mastalerz, died at the age of
66 on May 20, according to the
archdiocese.
Trengove said that the school’s
declining enrollment is the main
reason for the closing. “It’s tough
out there for single-gender school
these days,” he said.
Trengove said that Saint Ferdinand has an enrollment of 270 stu-
dents, but he expects that to increase to about 300 students in the
fall.
Trengove said that Saint Ferdinand likely will use the third floor
for its school when the high school
leaves. He said that other Catholic
schools have reached out to the families of the students who will be
affected by the move.
“The Archdiocese of Chicago
remains committed to providing
strong Catholic schools throughout
Cook and Lake Counties,” the archdiocese said in a statement. “The
archdiocese commends the dedicated leaders, faculty and staff at
Saint Florian and Notre Dame
High School for Girls for their tireless work to instill a rich Catholic
identity into academically excellent
communities.

ways for their children to continue
their Catholic education. Please

moved to a vacant floor at Saint
Ferdinand in 2009 after 70 years at
3000 N. Mango Ave.
Notre Dame was founded in 1938,
and its peak enrollment was about
1,475 students in 1970. Saint
Ferdinand had an enrollment of
280 students in 2008.
In 2008 the Ohio Province of the
Sisters of Notre Dame de Namur,
the sponsors of the high school,
announced plans to move the school
to Saint Ferdinand, citing the high
cost of operating the Mango Avenue
building for an enrollment of 231
students.
The religious order transferred
ownership and operational responsibilities of the high school building
to the Archdiocese of Chicago, and
Saint Ferdinand Parish sponsored
its school and Notre Dame High
School.

weather alerts to be able
to act quickly when severe weather is forecast.

Joseph said that it is critical for people to have
multiple ways to receive
notifications and updated
information about severe
weather warnings, such
as through a weather
alert radio, wireless
emergency alerts, weather alert applications, television and radio broadcasts, the Internet and
outdoor warning sirens.
National Oceanic and
Atmospheric
Administration weather alert
radios can be programmed to issue a tone
alarm and provide information about a warning
that has been issued for a
county.
Emergency alerts are
available on most smart
phones, and individuals
should
check
their
phone’s notification settings under “Government
Alerts” to ensure “Emergency Alerts” are turned
on. In the event of severe
weather, individuals will
receive tornado and flash
flood warnings issued for
their location.
Many
communities
have outdoor warning
sirens which can alert
people of an approaching
hazard.
The agency recommends that individuals
seek shelter in a basement or cellar if a tornado
warning is issued for
their area. If an underground shelter is not
available,

Fireworks vendor advisory issued
The Illinois Department of Natural Resources and the Office of
the State Fire Marshal
are reminding organizations and individuals
sponsoring fireworks displays in the state to be
sure their fireworks vendor has the required state
licenses and certificates
issued by the departments prior to their fireworks show.
The Illinois Explosives
Act requires that anyone
who purchases, possesses, uses, transfers, stores
or disposes of explosives,
including display fireworks, must have an
explosives license and
explosives storage certificate issued by the department.
Licensing and storage
requirements administered by the department
do not apply to consumer
fireworks. Approved consumer fireworks are regulated by the fire marshal and are permitted
only in villages, counties
and municipalities that
have passed ordinances
allowing such displays.
Consumer fireworks
may be purchased and
displayed only by adults
who have obtained permits from their local
jurisdiction. Hand-held
fireworks, including firecrackers, roman candles
and bottle rockets are
not approved for sale or
use in Illinois.
The department’s Office of Mines and Minerals Explosives and
Aggregate Division administers the Illinois

Exhibit on ‘DaVinci Machines’ open
The “DaVinci Machines
Exhibition: The Titans
Experience” is featured
on the third level at
Water Tower Place, 835
N. Michigan Ave.
The exhibit features
hand-crafted interactive
models that were digitally re-created from 500year-old designs by scientist, inventor and artist
Leonardo DaVinci. It features the secrets behind
DaVinci’s robotic lion.
Models in the exhibit include the “bicycle,” the
“spring powered car,” the
“hang glider,” the “water
organ” and the “air screw,”
which are arranged according to the themes of
“War Machines,” “Flying
Machines,” “Nautical and
Hydraulic Machines” and
the “Principles of Mathematics.” Each model is
accompanied by explanatory notes and panels that
include DaVinci’s drawings.
Also featured in the
exhibit is the screening of
a documentary film titled
“DaVinci Genius” and
large graphic installations of DaVinci’s masterpieces, including replicas
of “The Mona Lisa” and
“The Last Supper.”
Guided tours take visitors through DaVinci’s
Renaissance period. Visitors will receive wristbands that allow them to
leave the exhibit and
return on the same day,
and visitors also will
receive a pass that will
allow entry into the
Chicago Sports Museum

The Newberry Library,

“Newberry Book Fair”

The Chicago Public Schools purchased the former high school
building from the Sisters of Notre
Dame for $8.735 million in 2009 to
convert it into Camras School. The
school was renovated in 2010 for $6
million.
The Camras School attendance
area was created from portions of
the attendance areas of Reinberg
School, 3425 N. Major Ave., Lyon
School, 2941 N. McVicker Ave., and
Schubert School, 2727 N. Long Ave.
The renovation project involved
the demolition of the convent on the
site to make way for a new parking
lot for 30 cars, construction of a
parking lot and a playground, accessibility upgrades including elevators, interior renovations, kitchen
renovation, additions of fire alarms,
security, phone and computer networking systems, code-required
modifications and other work.
The late Marvin Camras was a
Chicago-born inventor who invented
magnetic tape recording, which
eventually led to electronic and digital media, including audio and videocassettes, floppy disks and credit
card magnetic strips, according to
the Illinois Institute of Technology.
Camras, who died in 1995 at the age
of 79, had more than 500 patents,
and he was inducted into the
National Inventors Hall of Fame in
1985, according to IIT, where he
received two degrees and taught for
50 years.

The 18-year-old woman reported
that as she crossed a yard at
Narragansett and Belle Plaine
avenues, a man wearing a ski mask
approached her from behind, covered her mouth and threatened to
cut her, according to police. The
woman said that the man cut open
her shirt with a knife, threw her to
the ground, got on top of her and
started to unbutton her pants until
he saw a vehicle and ran away,
police said.
The man was described as white,
6-0 to 6-2 and 150 to 200 pounds,

black hooded sweatshirt and blue

Fund-raising is measure
of politicians’ ambition
by RUSS STEWART
A penurious politician cannot be
an ambitious politician. Those lacking significant campaign cash will
not be elected to office, will not
advance to a higher office . . . and
likely will not get re-elected to their
current office.
As detailed in the adjoining chart
on fund-raising, there are giants
and dwarfs, and plenty in between.
There are those with the Golden
Touch, and those who sweat every
election.
For a few prominent office holders, the amounts accumulated
almost border on the obscene, and
the source of those funds are the
special interests which these politicians serve so assiduously. Were
Bernie Sanders around, he would
be foaming at the mouth about
these bloated political plutocrats.
For example, Alderman Ed Burke
(14th) had $6,273,896 in campaign
funds on hand as of March 31.
Illinois House Speaker Mike Madigan had $6,332,933 in three funds,
Friends of Madigan, the Democratic
Party of Illinois and the Democratic
Majority Fund. Governor Bruce
Rauner had $20,311,643, and state
Attorney General Lisa Madigan,
Rauner’s presumptive 2018 foe, had
$2,173,498. County Assessor Joe
Berrios had $1,197,298 in his campaign and ward accounts, his buddy,
former alderman Ray Suarez, had
$870,947, and Alderman Brendan
Reilly (42nd) had $1,012,213.
Here’s an eye opener: In the 2016
contest for the obscure post of state
comptroller, occasioned by Judy
Baar Topinka’s death, two obscurities are competing, appointed Republican incumbent Leslie Munger
and Chicago City Clerk Susana
Mendoza. It’s a proxy war between
the governor and the speaker. Mendoza is Madigan’s creation, unknown
Downstate and barely known in
Chicago. Hispanic candidates are a
hard sell Downstate. However,
Mendoza she had $1,102,541 on
hand, and she raised $1,054,607,
including $454,900 from unions, as
directed by Madigan. In fact, it was
Madigan’s imprimatur that drove
state senator Dan Biss out of the primary.
Munger had only $224,496 on
hand, but Rauner will spend a couple million to elect her. Illinois will
be awash in money for what is
arguably the least important state
job.
Other state, Chicago and Cook
County politicians had stashes ranging from less than $500,000 down to
$25,000. Money is deemed a form of
self-defense: the more of it, the less
likely is credible opposition to surface, although there are spectacular
exceptions. Milly Santiago upset
Suarez for 31st Ward alderman in

was arrested after he was found
carrying a loaded handgun at
about 7:15 p.m. Sunday, May 1, in
the 4800 block of West Irving Park
Road.
Officers found the gun during a
protective search of the man after
they smelled the odor of marijuana
coming from the man’s car, which
was parked in a tow zone, police
said. The suspect was identified by
police as Mahmud Y. Issa, age 23,
of the 3400 block of North Oketo
Avenue.
A female passenger also was
arrested after she was found to be
in possession of Xanax without a
prescription, police said. The suspect was identified by police as
Zayna Karaman, age 24, of the 3800
block of North Pioneer Avenue.

Money also is a window into a
politician’s future aspirations.
Those with negligible fund-raising
are either content and secure in
their present office or are heading
for the door. Mayor Rahm Emanuel
had only $42,354 on hand, having
raised a subpar $463,344 over a 9month period. That’s barely $50,000
per month. During the early heyday
of his first term, from 2011 to 2013,
Emanuel was raising more than $2
million a year, or $175,000 a month.
Of course, the mayor raised more
than $25 million in the 24 months
before the April 2015 runoff, so he
probably can dawdle until mid2017, but he needs to quickly spike
his fund-raising haul, to the range
of $350,000 to $400,000 per quarter. The next disclosures are due in
mid-July. If Emanuel’s numbers
haven’t rebounded to more intimidating levels, the 2019 race will
begin immediately, as he will be

perceived as either crippled and
unelectable or intending not to run.
His already-dwindling power will
evaporate, and he’ll be a mere figurehead.
In the chart, potential 2019 contenders are marked with an “(M).”
There will be a diverse field, containing blacks and Hiispanics, a
gay candidate, several women, an
anti-Emanuel white male “progressive” bankrolled by the public sector unions, an Irish candidate
backed by the South Siders, and
maybe Emanuel. Many are “exploring” the race, but none, astutely,
has emerged as a virulent Emanuel
critic. Their presumption is that
Emanuel will continue to selfdestruct, so they prefer to wait.
Those “pondering” are the following, with their cash on hand in
parentheses: The black candidates
are Cook County Board President
Toni Preckwinkle ($216,291), city
Treasurer Kurt Summers ($253,808)
and Aldermen Roderick Sawyer
($14,456) and David Moore
($10,773). There will be a consensus
candidate. Note in the chart that
Kim Foxx, Preckwinkle’s protege,
raised $2.3 million to beat Anita
Alvarez for state’s attorney in
March, with $1,850,511 in the final
90 days. Preckwinkle ran her campaign and raised that money. In
2019, sufficient money will be there
to elect a black mayor.
The possible Hispanic candidates
are county Commissioner and 2015
loser Jesus Garcia ($13,618) and
Alderman Proco Joe Moreno
($250,604), with Moreno expected
to run against Berrios for assessor
in 2018 to build up his outsider
image and name identification. The
women are county Commissioner
Bridget Gainer ($453,888), who has
ties to the 19th Ward, and Metropolitan Water Reclamation District
President Mariyana Spyropoulos
($210,006), who would have money
from Greek supporters. The Irish
possibles are county Sheriff Tom
Dart ($446,646), from the 19th
Ward, and Alderman Brendan
Reilly ($1,012,213), a onetime protege of Madigan who represents the
Gold Coast 42nd Ward.
The progressive/union candidate
would be either Alderman Scott
Waguespack ($87,017) or Alderman
John Arena ($27,315), who would
be funded lavishly by the Service
Employees International Union to
the tune of well over $1.5 million.
The gay candidate would be Alderman Tom Tunney ($73,592).
Chicago’s nonpartisan municipal
election/runoff system ensures that
anybody who gets 25 to 30 percent
of the vote in a multi-candidate primary will advance to the two-candidate runoff. Nobody is too long a
long shot, but there is one certainty: If Emanuel runs and gets into
the runoff, he’s not going to win.
Emanuel fatigue is epidemic. My
prediction: Whoever raises and
spends $8 million — $5 million in
the municipal election and $3 million for the runoff — will be the
next mayor.
Unlike major contests, where
donations flow in chunks of $1,000,
$5,000 and $10,000, aldermen
must grub and beg for $50 and
$100, usually in the form of tickets
for fund-raisers, the net reduced by
overhead for food and drink. An
alderman’s donor base is essentially his or her ward, generating $100
to $200 a year from local businesses and up to $100 from friends,
neighbors and political associates,
and occasionally from a grateful
constituent. “Special interests”
headquartered in the Loop or suburbs are not going to donate to an
alderman, who is just one of 50.
Arena attempted Downtown fundraisers for years, without success.
In 2015 the SEIU’s political action
committee pumped $700,000 into
the 45th Ward to re-elect Arena.
Lackluster fund-raising, from
$20,000 to $70,000 annually, is the
norm for alderman, and not a great
worry. Any challenger has to raise
that much. The public sector
unions spent $4 million in 2015 to
elect anti-Emanuel, anti-pension
reform aldermen, in order to have
some leverage. With Emanuel likely gone in 2019, the union money
will be spent to elect a pro-union
mayor, not aldermen.
