In 2013, the lowest proportions of early school leavers was observed in Croatia.

Youth unemployment in Croatia
April 2014:
 proportion of unemployed young people aged 15-24 – 18,3%
 proportion of unemployed young people aged 25-29 – 13,6%

The youth unemployment rate as measured by the Labour Force
Survey grew in just four years from 21.9% in 2008th to 43.0% in
2012th

The youth unemployment rate is steadily even 3.2 times higher than
the unemployment rate in the 25-64 age groups

young people without higher education and without work experience
are faced with the biggest obstacles in finding a first job

when it comes to the level of education, by far the most numerous
unemployed are youth with secondary vocational education (40.000
persons from three year programmes and 35.000 from four-year
programmes), followed by youth without secondary education (nearly
13.000)

one of the greatest challenges Croatia was addressing is
modernisation of VET curriculum

Purpose: To increase the availability and quality of LLCG services
CISOK portal for career development

it combines information on employment and unemployment and wage rates
the system includes combination of data from the relevant stakeholders
Advanced LMI (ALMIS)
the system includes combination of data from the relevant stakeholders and
provides an overview of the labor market at national and county level

CES whithin the delivery of the
Youth Guarantee
Croatia started implementing the measures on July 1st 2013.
23 CES measures directed towards young people under the age of 30, named
„Young and Creative“ - they provide employment and self-employment
subsidies, training and specialization subsidies, occupational training, public
works and job preservation.
“Occupational training without commencing employment” - over 50% of those
covered by this scheme found employment within a year of their training
Some of the regular CES activities have been modified to target young people:
e- counseling, e-mail communication, referral to jobs via SMS, email and
individual consultations with IT technology.
CES had established Youth Centres (2), CISOK - Lifelong Career Guidance
Centres (9) - central places for career guidance services to the wider
community and to a larger number of users, including young people.
During the period from 2014 -2017, it is planned to establish 50 new
organisation units (CISOK, Youth centers, MIC)

Challenges for youth employability
to establish committed cooperation between institutions
to further improve apprenticeship and traineeship schemes
to create a systematic approach to follow-up on youth school dropouts as well as the checkout from CES register in order to prevent
falling into NEET status which can be converted into long-term
unemployment
