A MESSAGE FROM THE GENERAL MANAGER
2015 Elections and Budget
Brambleton’s voice must be heard! I
am one who typically remains quiet
when it comes to politics, but I am vocal on matters related to issues that
impact our community. Election Day
for numerous County and State offices is fast approaching. These are
the offices that can have the greatest
impact on our community.
Transportation and schools are probably the two greatest issues that impact our community today. From
overcrowded schools to streets
jammed with traffic due to missing
links, these two issues require immediate attention. While the current County Board of Supervisors and
School Board have made steps in the
right direction, more effort and attention is needed towards these issues
and others.
One way to assure that our interests
are addressed is to elect the right
people to the various County and
State offices that are up for election.
This is where Brambleton needs to
have its voice heard. The way to let
the rest of the County know we are
serious about our needs and issues is
to vote on Tuesday, November 3rd.
This is an off election year, so voter
turnout will be low. When voter turnout is low, County elections are often decided by a difference of only a
couple hundred votes, if that. This is
where Brambleton residents need to
step up.
As Brambleton residents, we need to
commit to vote on Tuesday like it’s a
Presidential election year. Every registered voter must stop by the polls.
We need to take 15 minutes of our
time so that we can benefit from the
right people who are willing to serve
our community and our interests for
the next four years. Let’s impress
the rest of the County by having the
highest attendance numbers at the
polls. This will surely get their attention. Become familiar with the candidates and issues, and be sure to vote.
Let our voices be heard on November
3rd! 
Sincerely,
Rick Stone PCAM, LSM

Introductory Statement
First off, let me introduce myself, my name is Joseph R. Parker (go by Joe). My son, Steve and I just celebrated
our sixth anniversary in Brambleton on September 30th. I have lived in the Greater Washington D.C. area my
whole life. Born in Washington D.C. and grew up in the State of Maryland. Moved to the State of Virginia
in August, 1978, and have resided here since that me. During the thirty-seven years living in the State of
Virginia, have lived in three different communi es.
My reason for runing for one of the open Board Posi ons is very simple. Brambleton will be last residence
as I plan on re ring here, although re rement is not in my near term plans. Steve and I have really enjoyed
living in Brambleton. The way Brambleton is laid out, it is very conducive for outdoor ac vi es, whether you
are walking, jogging, or as in my case, swimming. If I am lucky enough to be elected, you will have someone
on the Board that will make sure that Brambleton stays a vibrant community in Northern Virginia. Have seen
in the past two communi es, where I resided, what you have to do to keep the community ac ve and vibrant.
Will use my experience as both a CPA and a controller for a local home builder to work on the Board.

truly happy to be here to raise our 2 year old daughter and our son born this past May.
Over the past several years, I have had the opportunity to volunteer in many different ways, as a covenants

Introductory Statement
As I finish my first term as a resident elected member of the HOA Board of Directors, I can say that I am
proud of what my fellow board members and I have been able to accomplish over the last three years. The
community has grown in dynamic and diverse ways but con nues to be a close knit, fun family community that
we all hoped it would be when we moved here. I’d like to think I’ve had a li le bit to do with that.
Although there have been a lot of public issues that I’ve spoken in front of many of you about, including the
unsuccessful fight to keep Briar Woods High School in Brambleton and speaking out against the Dulles Cargo
Road, there were lots of “behind the scenes” items that I worked just as hard on including community budget
decisions, covenants issues, resident ac vi es (including Brambleton Betas) and contract approvals to name
a few . All of these things I have enjoyed doing and am I’m looking forward to con nuing to do this for the
community with your support.
Hopefully I’ve earned your vote for a second term. Thank you again!

COMMENTS ON COVENANTS
Review of Design Guidelines and
Related Policy Resolutions
Elizabeth Stulga, CMCA - Design Review Manager
Since the most recent revision to the
Design Guidelines for Brambleton in
April 2015, the Covenants Committee
and staff have identified several areas
that require further clarity. It has also
recently come to the attention of the
Association that several provisions
in the Home Based Business Policy
Resolution #10 are unenforceable,
as they do not align with case law,
and in some cases the provisions are
in conflict with the Declaration for
Brambleton. At their meeting on October 5th, by unanimous consent, the
Committee agreed to seek the approval of the Board to propose revisions to this policy and to review the
other covenants-related policies for
the same purpose.
At their October 20th meeting, Brambleton’s Board of Directors approved
staff and the Committee to begin the
review process of the policy revisions
and to solicit resident input. The
Board suggested that the Committee
look to incorporate allowance for the
use of upgraded materials, especially
those that offer low maintenance options and provide improved durability and curb appeal, when considering revisions.
It is anticipated that proposed revisions will be drafted and presented
to the Covenants Committee at their
January 2016 meeting and then published for resident input in February/
March 2016 timeframe and for final
proposed revisions to be presented
to the Board in April 2016.
Comments and suggestions may be
submitted to docreview@brambleton.org at any time and are especially
welcomed during this review period.
All information submitted to the Association will be presented to the
Covenants Committee. Residents are
also welcome to attend a Covenants
Committee meeting to share their
input directly with the Committee.
Each meeting starts with a resident
forum period, and the time allowed
per speaker is set at the discretion of
the Chairperson. Meeting dates are
published in the weekly Friday Flash.

Lighting Up Your Holidays By the Rules
Sarah Conrad, Covenants Advisor
The holiday season is quickly approaching! The stores have already
started to decorate, and soon we’ll
start to think of the winter holidays
and what they mean to each of us.
One way we have traditionally enjoyed celebrating is to decorate our
homes in the spirit of the holiday.
Holiday decorations and lighting do
not require approval by the Covenants Committee. Nevertheless, if the
Committee is presented with a petition by three (3) owners who reside
in sight of the decorations pertaining to any alleged adverse effect
to their properties caused by the
decorations/lighting, the Committee
may compel the lot owner of the decorated lot to limit, constrain, or otherwise reduce or modify any decorative materials or lighting. Should the
Covenants Committee determine
that any decorations or lighting attract excessive traffic, unreasonably
interfere with the use and enjoyment
of the common area or adjacent lots,
or cause a dangerous condition to
exist, the resident responsible must
remove the decorations or lighting
within 48 hours after receiving notice
from the Association.
•
In addition, the following guidelines
apply to the display of holiday decorations and lighting:
Another traditional way to celebrate
is the exchanging of gifts. Whether
from Santa or a loved one, if the gift
is one for outdoor use, it may require
you to submit an application for approval to the Covenants Committee.
If you are not sure if the gift requires
prior approval, please contact the
Covenants team at designreview@
brambleton.org or 703-542-6263. 
•
Holiday decorations and lighting
must be specific and appropriate to the holiday occurring at
the time of display. All materials
must be within the boundaries of
the lot of the resident making the
display.
Christmas or winter decorations may
be placed out as early as the day after
Thanksgiving and may remain on display
until January 15th.

November 2015
Did you know Brambleton has a bluebird trail? Thanks to the efforts of
Brambletonian Karla Etten, the Brambleton Bluebird and Garden Club
(BBGC) has dedicated volunteers
who monitor the Eastern Bluebirds
throughout our community in over
40 nest boxes along the neighborhood trails. (And they’ve discovered
that other species, including chickadees, tree swallows and wrens, also
have successful fledge rates from
these boxes)! The Loudoun Wildlife
Conservancy and Virginia Bluebird
Society has noted that Brambleton
had the 2nd largest monitoring program in Loudoun County last year,
with over 1,000 bluebirds being successfully fledged countywide!
This month’s Human of Brambleton,
Karla Etten, is putting Brambleton on
the map with her passion for gardening and nature!
season was productive with 139
fledged bluebirds and 67 other protected species such as Chickadees,
Tree Swallows and House Wren. This
year we fledged a total of 146 nestlings from 42 nest boxes. Sadly only
17 were bluebirds. The 2015 season has been most unfortunate for
our Brambleton bluebird population due to the previous extremely
cold winter, aggressive competition
from house sparrows and other factors. Much lower numbers of fledged
bluebirds have been reported all over
the mid-Atlantic region. However, we
are finding ways to mitigate the bluebird competition and we are pleased
to announce that Brambleton will be
the first community in Virginia to incorporate a 2-holed nest box design
that will vastly improve a bluebird’s
ability to protect itself and family.
What other great programs are
there that you are passionate
about?
What prompted you to help start a
bluebird trail in Brambleton?
Prior to moving into Brambleton in
June 2006, I did some research to see
where gardening clubs were located. Low and behold, John & Loretta
White were listed as the founders of
a gardening club in Brambleton! I
called to introduce myself and to
inquire about the club. Loretta was
the very first Brambletonian I ever
spoke to. John White is the founder
and promoter of establishing a bluebird trail, I just facilitate. Thus in 2008
the Brambleton Bluebird and Garden
Club was officially established.
How many nests are there now
and how successful has this season
been?
Over the years the BBGC membership has grown and we now have 4
trails with 10+ nestboxes. The 2014
Besides being obsessed with gardening, this year I accepted a volunteer
position as the Virginia Bluebird Society (VBS) Loudoun County Monitor Coordinator as supported by
the Loudoun Wildlife Conservancy.
As Monitor Coordinator, I will facilitate the establishment, monitoring,
and maintenance of nestbox trails
throughout Loudoun County. Monitoring nest boxes involves weekly
visits and collection of information
to determine the status of our native cavity species during their active nesting cycle. The data from our
trails feed into the VBS collection system that tracks population trends in
Virginia. If interested in becoming a

BCA BUSINESS
Verizon Billing Platform Upgrade Will
Benefit Brambleton Residents
Rosemarie Linder, CMCA, AMS, PCAM - Director of Resident Services
In late August, BCA was informed
that Verizon planned to convert all
bulk agreement accounts in the community to a new Billing Platform. To
share this news, Verizon sent direct
mail to all residents with existing Verizon accounts, and BCA included information in the Friday Flash. Verizon
planned Brambleton’s conversion
after several successful community
conversions had been completed and
confirmed that the conversion would
be closely monitored by a dedicated
team.
In early October, the conversion was
performed over the course of approximately 10 days. During this period, Verizon was unable to accept
orders for new service or to make
changes to existing accounts. BCA is
aware that approximately 25 households were delayed in placing new
or change orders for service and that
there were some households with existing service that were impacted by
the conversion. Parts of Brambleton
experienced a power outage on one
of the conversion days, which also
caused some service outages. The
Verizon conversion team was directly
involved with expediting responses
to all requests for service.
There are several major benefits of
this conversion for Brambleton residents:
•
•
An improved customer service
experience when contacting
Verizon. Prior to the conversion,
when contacting Verizon, residents endured significant delays
due to the research required to
identify their account. Now, Verizon representatives will have direct access to individual accounts,
which will reduce the time residents spend on the phone to obtain service.
Billing statements will be more
detailed and will provide clear
information regarding pricing
and discounts related to the
bulk agreement. Prior to the
conversion, billing statements

Brambleton Gives Back
Sonya Farrell, Communications Coordinator
Tis almost the season to be merry and bright and give thanks…and there are many opportunities to give
back as well. It may still be almost two months until Christmas, but we’re already gearing up. Sure, we
decorate like there’s no tomorrow and spend hours contemplating the perfect gift, but this is also the time
of year when people are at their best and most generous, so we wanted to share some great ways for you to
consider helping others during the most wonderful time of year.
But, it’s not all about the holidays, or at least not the big holidays that everyone always thinks of. Halloween
can be a great time to give back. No, not by posting photos of your neighbor’s somewhat questionable costume on facebook, thus providing hours of entertainment to your 2,000 followers. Instead, you can donate
your (or your kids’) Halloween candy to organizations like Operation Gratitude, which collects candy and
sends it to our active duty troops stationed overseas. Little Smiles Pediatric Dentistry got involved with the
organization through its hygienist, Abby Kearns, who comes from a military family herself. Last year alone
they collected over 100 pounds of candy! They’ve had an overwhelming response from the community, and
this year they expect to collect even more. They’re collecting candy now through November 6th, and they
even allow kids to attach a quick note to their candy to send to the troops. So they can support our troops
AND save their own teeth. Everyone wins. What a deal, right?
Perhaps a more traditional, yet extremely huge, way of lending a hand is through Thanksgiving food drives.
It’s not hard to find one this time of year. One very local group, The Loudoun Soccer 2001 Boys Red Team recently organized a Thanksgiving food drive on behalf of Loudoun Interfaith Relief Inc. They’re collecting the
usual fixings: stuffing, boxed potatoes, canned goods, gravy, cranberry sauce, and grocery store gift cards.
We often take these everyday items for granted, but for less fortunate families, they can make a huge impact.
If you’d like to get involved, you can drop off items at the Brambleton Welcome Center or BCA Management
office at the Brambleton Town Center. All donated goods will be collected by the Team and delivered to
Loudoun Interfaith Relief in time to be distributed for Thanksgiving.
Finally, the big one. Toys. Who doesn’t love toys?
Every year, we collaborate with the Arcola Fire Department to bring Santa to Brambleton to collect
toys for less fortunate children. To say that Brambletonians are generous is a huge understatement.
Last year, Santa collected so many toys that his
sleigh overflowed and he had to enlist the help of
several Brambleton residents and their trucks to
haul the toys back. Santa will return to Brambleton
on December 6th. Check out his route on the map
printed on the next page. Not only is this event
wildly popular and just super fun for all kids, both
big and little, but more importantly it’s a heartwarming display of Brambleton at its finest. Let’s
do it again, folks!
Does anyone else have the warm fuzzies yet? Happy giving, everyone!

Checking In at the Little Free Library: Morning Walk Drive
Every other month, we're featuring one of our Little Free Librarian "curators." This
month, we reached out to Abel Sussman, the man who started it all.
"Amy and I moved to Brambleton in October of 2012, just a few weeks after our
3rd year anniversary. We loved Brambleton for the spacious houses, access to 267,
and all the HOA activities. A few months ago while visiting a friend, I saw the Little
Library he maintained. Originally I asked to have the library on Morning Walk Drive,
and I am thrilled that Brambleton expanded the plan to include several in the community (with more on the way if there is interest – hint, hint). Among my friends,
we always ask ‘What are you reading now?’ or ‘What are your favorite books?' The
library gives us a chance to share those stories.
Typically I take a batch of books to the local Library right before I start my evening
jog, using my son’s stroller to carry them. I’m glad that the Library has started to
become self-sustaining with donations from other neighbors as well. We run the
spectrum of children’s, young adult, and adult books at Morning Walk Drive. I think
it is funny that the most commonly donated book I see is What to Expect When
You're Expecting; I think that says something about our neighborhood.
In the future, I would love to have enough to start having themes, such as American History for July, scary books for Halloween, graphic novel weeks, and outer
space to go with the Star Wars movie this year. Soon, I look forward to teaching
my son the joy of reading."

GOING GREEN
LED & Recycling Options for the
Holiday Lighting Season
Rosemarie Linder, CMCA, AMS, PCAM - Director of Resident Services
With the holidays just around the corner, this may be a good time to consider upgrading to LEDs. The US Department of Energy website offers the
following facts about LEDs:
LEDs consume far less electricity than
incandescent bulbs, and decorative
LED light strings such as Christmas
tree lights are no different. Not only
do LED holiday lights consume less
electricity, they also have the following advantages:
•
Safer: LEDs are much cooler than
incandescent lights, reducing the
risk of combustion or burnt fingers.
•
Sturdier: LEDs are made with
epoxy lenses, not glass, and are
much more resistant to breakage.
•
Longer lasting: The same LED
string could still be in use 40 holiday seasons from now.
26
•
Using the Holiday Lighting Calculator
shared by Dominion Electric Power, I
found that our family could save over
$15.00 in electricity in one month by
just switching to LED lights on one
tree.
Whether you make the switch over to
using all LEDs, plan to migrate slowly
towards an LED lighting scheme, or
are not ready to make the change yet,
you will more than likely have existing
incandescent light strands that have
to be disposed of. The following are
some local and mail-in recycling options:

My experience at K2M, from start-up

a sense of community. We launched
our first business vertical, True World

Now that our proof of concept has
launched, our plan is to replicate the
model across various industries. We
hope to launch at least one more

“
I chose Heather after being with another agent for 90 days. We had heard great things
about her and saw her ‘Under Contract’ and ‘Sold’ signs everywhere. She immediately went
into action, revamping the home and holding Open Houses. She knew we needed our home
sold quickly & sure enough we had 2 contracts at the same time. I am forever grateful for all
she did for us!
