• Silver Line Comprehensive Plan Amendment (CPAM)
– Phase 1
• Urban Land Institute Technical Assistance Panel Jan – May 2014
– Initial analysis of planned, zoned, and existing land use in the Metrorail Service District and
identified issues and recommendations. Presented May 8, 2014
• Staff, EDAC, ULI discussed and presented final report July 16, 2014
– No significant changes in ULI report; Staff and EDAC generally agree
– Letter of support from DCRA, CFD, DAAR, LCCC for transit-oriented development
– Phase 2: RFPs issued for two independent studies
• Scenario planning exercise for western portion of Metrorail Service District to
identify appropriate land use mix outside immediate station areas
• Market and best practices study to identify land use options for Rt 606 Station
area that are compatible with Dulles International Airport
• Proposals have been received and are under consideration

LoCo METRO Details – Parking Garages

In Jan 2014, the Board of Supervisors notified the USDOT that the County will finance and
construct the garages separate from the Dulles Corridor Metrorail Project provided that the
USDOT provides TIFIA assistance for the Metrorail project.

METRO Observations
• Time is of the essence
• Rt 606 is the big challenge. No legislative applications.
– Rt 772 has Moorefield Station and Loudoun Station ZMAPs
• Consensus is that mixed use development is the highest and best use – the
devil is in the details
– Rt 772 already approved for mixed use, including residential
– Airport noise and residential at Rt 606 remains contentious
• Little support for re-do of noise contours
• Can noise be mitigated and help argument for residential?
• MWAA heavy lobbying in the building to respect airport; no residential
• Metro station naming moving along
