Warm greetings to our citizens and neighbours!
We are thrilled to provide you with the 2015 Quinte West Resident’s Guide. We hope you will find this a useful
resource and encourage you to also explore a further compliment of services online at www.quintewest.ca or by
visiting one of our municipal service locations located in Trenton and Frankford.
On behalf of myself and City Council, we are looking forward to our first of a 4 year term in office and are
committed to continued successes as we pursue further enhancements to our downtown cores and waterfront
area and continue to foster and celebrate the strong partnership with our military community.
There are endless opportunities that exist in this beautiful community and I invite you to explore the many
attractions, local businesses, events, waterways and scenic areas that make Quinte West, A Natural Attraction.

In an emergency, seconds count! When emergencies occur, dial 911

PRISM-911
In March, 2008 the City of Quinte West launched
PRISM-911, an Emergency Notification System.
PRISM-911 allows the City to directly contact
Quinte West residents via a telephone message
during emergency situations. The City’s PRISM
Program was the first of its’ kind in Canada. In
2008, the City of Quinte West was awarded two
major Provincial awards recognizing our innovative
PRISM applications, PRISM-GIS and PRISM-911
and in 2011 the City received a third Provincial
award for its PRISM Program.
The City currently has over 15,000 phone numbers
in our PRISM database (including cell phone
numbers); however, we are still missing phone
numbers. Your number may be one of them. Please
visit the PRISM page on the City’s website www.
quintewest.ca to see if your contact information is
in our database. In the fall of 2010 the City launched
PRISM-911 QWik Check which allows you to check
to see if your phone number is in the City’s PRISM
database. Just go to the City’s website and type
QWik in the search field to go to this site (the City
would also needs your cell number(s) if applicable).
All information in our PRISM database is utilized
for PRISM notifications only.

indicating their requirement for assistance. This
information is confidential and will only be used
by First Responders (Fire Department and OPP). If
you or someone you know in Quinte West needs
to be registered with PRISM-Care, please complete
the form and submit to City staff.
The City has successfully used PRISM-911 for
emergency notifications regarding an OPP standoff, flooding events, boil water advisories, missing
person events. Since 2008 the City has used PRISM
on twenty-five (25) occasions.
PRISM-911 ~ Keeping You Informed and Safe
The City will be updating our PRISM database via
a PRISM Verification process. This process will take
place annually between October and December
during which the City’s PRISM VoiceGate system
will call each number in our PRISM database
to ensure the contact information is accurate.
The responsibility to keep your PRISM contact
information updated is yours. For PRISM to
continue to succeed, the City needs your support
and assistance.
PRISM-Care is another innovative feature of the
City of Quinte West award winning PRISM Program.
PRISM-Care is a geo-referenced database that notes
if the owner / tenant of a subject property require
additional assistance from emergency personnel
in the event of an evacuation or other emergency.
Using the City’s GIS mapping system, people who

Adopt-a-Park/Adopt-a-Roadway
Program
The City of Quinte West has developed an Adopt-APark/Adopt-A-Roadway Program to help beautify our
roadsides and parkland.
How the Program Works. City parks, roadways,
and greenbelt areas can be ‘adopted’ by youth
clubs, neighbourhood groups, schools, or other
organizations. These groups plan and carry out
environmental activities within their adopted parks, in
cooperation with City staff.
Their volunteer work can be augmented by funds from
local sponsors to pay for materials and equipment.
Plaques will be mounted at the entrance of each park
or along the roadway identifying the adoptee group.
Objectives. The objectives of the project are to:
• create the opportunity for citizens to help the
environment
• build community pride and a sense of ownership
in our parkland and roadways
• develop opportunities for youth to learn about the
environment
• share the responsibility for a clean community with
residents
• reduce litter and associated costs of cleanup
• provide a means for service clubs and
corporate sponsors to contribute towards local
environmental projects

submit a completed registration form (available at
City Offices or for download at www.quintewest.ca)
and submit it to the Recreation & Tourism Services
Department or the Public Works & Environmental

LARGE AND BULKY CURBSIDE COLLECTION
Curbside collection for large and bulky items is available
by purchasing a large and bulky tag at City Hall or the
Frankford Municipal Office and items are picked up on
Friday only. The tags are priced from $10.00 for a small
item (chair, kitchen chair, end table, tv stand, bundled
wood, carpet), $15.00 for (couch, chair, desk, mattress,
box springs, toilet, tank) $27.30 (stove, dishwasher,
washer, dryer, microwave, humidifier, barbecue) to
$37.80 (for Freon item).
HELP BEAUTIFY QUINTE WEST PARKS
Honour or memorialize someone by beautifying
public spaces. Sponsorship options are available should
you wish to purchase a park bench or tree complete
with a plaque to be located in a City Park or at the
new marina. Please contact the City at 613-392-2841

The total area of parkland in Quinte West is approximately 400 acres, encompassing 57 community
and neighbourhood parks and floral displays, among other community recreational parkland areas.

Centennial Park
Park’s canteen.
Located in the “hub” of Trenton, Centennial Park is
home to the Duncan McDonald Memorial Community
Gardens (Arena), amphitheatre, splash pad, new
comfort station, skate park, 16 premier soccer fields,
1 premier hardball field and several play structures.
There is also a paved accessible waterfront trail that
runs through the park and links to downtown Trenton.
From fireworks to ice fishing, there are special events
and seasonal activities that take place in the park
throughout the year.
Hollinger Park
Hanna Park
This 42-acre park, located in the Trenton Ward,
features marked nature trails, beautiful scenery, tennis
courts, and a children’s play area. Hanna Park is home
to the recently opened Kinsmen Community Dog Park,
a fully enclosed, off-leash dog park.
Frankford Tourist Park
Situated on a stretch of parkland along the Trent River
in downtown Frankford, the Tourist Park is the centre
for regional outdoor activities and special events. The
park has a sandy beach area and playground, covered
picnic pavilion, and seasonal overnight camping
facilities. To reserve your camping site, please call
613-392-2841 x4414 during business hours or visit the
With over 25 acres of hardwood and pine trees, this
beautiful public park, located in the Sidney Ward,
features a mixture of trees on several marked trails. It
also offers a sheltered picnic area adjacent to an open
meadow with benches perfect for large group outdoor
activities.
Community Greenhouse
The Quinte West Community Greenhouse is a
community-driven, volunteer-run greenhouse located
on city property at 8 Meyers St. Trenton. This 100 ft.
long, 20 ft. wide professional greenhouse is run by a
handful of community volunteers who start the growing
season ‘under plastic’ in March. The greenhouse
provides fresh produce to the Trenton Care and Share
Food Bank, Salvation Army and Community Partners
for Success. These groups serve our produce to more
than 8,000 low-income earners in our community
during the greenhouse-growing season, between midMay and mid-October. If you’re interested in becoming
a volunteer with the Community Greenhouse, or if you

Environmental Services
What started out as a need to replace outdated
playground equipment in Batawa, has turned into a
community initiative with both the Batawa Lions Club
and the Batawa Development Corporation joining
the City of Quinte West in developing a “Natural
Playground”. The goal is to create and promote both
active and passive play while maintaining a space that
will be durable enough to ensure our investment for
years to come.
Conservation Authorities are community-based
environmental protection agencies that work closely
with municipal, provincial and federal government
partners, landowners and community groups to
conserve, restore and manage the natural resources
within their watershed jurisdiction.
This multi-phased project, expected to be completed
by 2017 is designed to be the connection point of the
community. The play space will be divided into junior
& senior areas as well as a swing bay, possibly a water
play and an adventure area.
The junior area will include a 4 metre tall wooden tower
with a slide and climbing wall as well as a multi – event
rope climber, limestone boulder and fallen log climber
feature. In the senior area a large robinia-pseudoacacia
log jam with a slide and climbing net dominating the
space, a horizontal log climbing wall is included and
edging ensures the separation of materials.
Between these two feature areas a water play
opportunity is presented, a concrete runnel in the
shape of the Trent Severn Waterway is set into a large
sand play area. The runnel includes wiers to represent
the lock system and is surrounded by carved logs
representing small boats or canoes.
Moving further into the site the user is presented with
a dual swing bay that includes an accessible basket
swing. Continuing into the site exposes an adventure
hillslide, a limestone boulder tunnel and even a zipline.
A portion of this park will be available for use
this summer. Watch for news about the launch.

and other land stewardship activities

Located in Hanna Park, just off Dufferin Ave., this offleash dog park allows plenty of space for your dog to
run. The dog park is completely enclosed to ensure
the safety of all.
Dog Park Rules and Regulations
• All dogs must be licensed.
• Puppies under five months of age are not currently
allowed in the park.
• No female dogs in heat.
• Dogs must be under the control of the handler,
who must have a leash.
• Dog owners/handlers must be present with their

The Quinte West Public Library provides two library
branches for residents, one in Trenton and one in
Frankford. Both libraries are housed in the municipal
buildings, allowing residents the ease of “one stop

material. We have a Family History collection, local
directories and microfilmed newspapers. Many of our
historical photographs are available on a searchable online database via an on-going digitization project. This
year, the library is very excited to provide downloadable
e-books and audio-books via our website.
The Quinte West Public Library is a member of Hastinet.
In partnership with the Belleville Public Library, Hastinet
provides reciprocal borrowing privileges to residents of
the two communities. With one library card, members
can use the resources of both libraries, either in person
or via our websites.
Home Delivery
Delivery of service to those unable to visit our facilities
is also available. “Homeward Bound” provides
materials to residents of many local seniors’ facilities
and volunteers deliver materials to members residing in
their own homes but who are physically unable to visit
their library.
Programs for Adults and Kids
A wide variety of programs are available at the library.
Free computer classes for seniors are offered a number
of times a year and the Writer’s Circle of Quinte West
meets monthly to share their stories. Other workshops
and programs are held at the library. The Quinte Branch
of the Ontario Genealogical Society calls our library
home, providing materials and assistance to visiting
genealogists. Regular workshops and guest speakers are
offered. We also provide space for organizations such as
Volunteer and Information Quinte and QUIS (Quinte
United Immigrant Services).
Kids are always welcome at the library. We provide
opportunities for families to play and learn together.
There are books for all ages in both English and French,
magazines, CDs and DVDs as well as downloadable
audio books and e-books. On our website readers can
find Tumblebooks and PebbleGo, online reading and
game programs.
Regular activity programs for kids are available at the
Trenton Branch. These include Mother Goose for
parents and babies, Storytime for preschoolers, Little
Hammers for young builders, Gaming for Tweens
and Teens, and special programs on Saturdays and
holidays such as March Break and summer.
Our Kid’s Space in Trenton is a centre for creative play
and learning with games and activities, a monthly Story
Box with reading activities and crafts, and 2 touchscreen
Early Literacy Station Computers for kids up to 12 years,
with both English and French programs. The new Teen
Zone offers comfortable seating for reading, especially
our growing graphic novel collection, 2 internet access
computers, and a group study/meeting area.

THE 5 W’s OF VOLUNTEERING
The Youth Advisory Council is the official youth
advisory committee for the City of Quinte West.
Established in 2009, the Youth Advisory Council
advocates for youth issues giving youth a voice, works
with the City of Quinte West and the YMCA, and
serves as a connection between the leaders of today
and the leaders of tomorrow.
WHO?
You! We have lots of fun and rewarding volunteer
experiences for youth, adults and seniors. Volunteer
individually, with a friend or with family…the choice is
yours!
Responsibilities
The responsibilities of the Youth Advisory Council are
briefly outlined below.
• Centralize all the requests/interests of youth (age
13-19) residents of Quinte West.
• Act as liaison between the youth residents, the
Mayor and City Council, and the schools located in
Quinte West.
• Plan and implement fundraising activities and
events in coordination with City Council, to
further the interests and means of local businesses,
service organizations, and youth residents.
• Become actively involved in the Quinte West
community.
• Play an active role in the Youth Advisory Council
appointment process.
• Identify and bring forward issues that have an
impact on the youth of Quinte West and may
be of sufficient significance to warrant the City’s
consideration or support.
• Encourage members of the Youth Advisory
Council to become more familiar with the
workings of local government through education,
involvement, and participation.
• Encourage the constructive input of the youth of
the City of Quinte West on those matters that are
likely to have an impact on them.

Frankford Youth Centre exists “to love and
serve the youth of Frankford in positive,
practical ways.” We are a drop in centre after school Tuesday
to Friday, and offer evening programs for
high school students on Friday nights.
There is a girls club and a boys club,
March Break and Summer Camps, and

year. Volunteers are always needed. Located in downtown Frankford, the youth

Trent severn waterway
Located on the beautiful Bay of Quinte at the mouth
of the historic Trent-Severn Waterway, Trenchtown
Wake Park is Ontario’s newest location for cable
wakeboarding. Set to open late May 2015, the park
will have two straight-line cables with jumps and rail
features that will cater to both the seasoned rider, or
someone who is just getting started. A Pro-shop is
on site and rentals are available. Lessons are included
with all riding time. Call ahead or book on-line. For

Originating in Quinte West, the Trent-Severn
Waterway is a popular summer boating attraction
connecting Lake Ontario through inland waterways to
Lake Huron. The mouth of the waterway at Trenton is
known as the gateway to the Trent-Severn Waterway.
Travelling northwest through Frankford, Sidney, and
Murray Wards, boaters can stop at any of the seven
Parks Canada locks operated in Quinte West. The
entire length of the waterway is 386 kilometres,
including 44 locks, two of which are hydraulic and
unique to North America.
MURRAY CANAL
The Murray Canal connects the Bay of Quinte
to Presqu’ile Bay, off Lake Ontario. The canal
was man-made in the 1880’s to accommodate
burgeoning shipping routes and to avoid open lake
navigation. The Murray Canal is bridged at County
Road 64 and Carrying Place. Overnight mooring
is permitted at each bridge, with public toilets and
picnic tables. There is a native portage trail existing
across the narrow band of land between the two
bays which is known as the Old Portage Road. It
claims to be part of the oldest road in Ontario.

Lock 6 in Frankford has been recently upgraded to
accommodate overnight visitors with electricity and

NEW BERTH ANNOUNCEMENT!
Trent Port Marina in the heart of Quinte West will be open for business this spring. The complete plan includes
over 380 docks. Phase 1 is targeted to open by mid-May and will see the breakwaters and over 200 docks
installed and ready for the 2015 boating season. All
transient and seasonal slips are served with water,
electricity and free WiFi.
The marina will provide boaters first class amenities
that include a bright and roomy boater’s lounge,
canteen, laundry facilities, and well-appointed showers
and washroom pods.
BBQ’s, FREE WiFi, covered pavilions, gardens and
walking paths will set the Trent Port Marina apart as a
place to “slip into something more comfortable”.
The main gathering hall overlooking the water,
equipped with Free WiFi and projection screens will be

The Memorial is a beautiful, permanent monument
honouring our Canadian soldiers – the men and women
who have sacrificed their lives in the war in Afghanistan.
The entire project has been funded solely by Canadians
honouring Canadian soldiers through the Give To Honour
Those Who Gave campaign, with no government assistance.
Located in Trenton, Ontario’s Bain Park on the beautiful
Bay of Quinte, and with Canadian Forces Base Trenton –
Canada’s largest Air Force Base – nearby, the Afghanistan
Repatriation Memorial is a fitting tribute not far from
where so many repatriation ceremonies occurred and at the
beginning of our fallen soldiers’ journey along the Highway
of Heroes, from Trenton to Toronto.
The entire site is designed to be reflective and contemplative
in character and harmonize with its surroundings. Within
the Memorial’s circular form, two granite benches provide
seating for those who come to reflect and enjoy the peace
and beauty of the Memorial site and park which is open
year-round.

Cadets must be 12 years of age to join, and may remain in the cadet movement until they reach their 19th birthday.
There is no fee to join cadets. Uniforms will be provided after enrolment. Applicants are required to produce their
birth certificates when applying to join cadets. Activities vary between each of the cadet elements (Air, Land, Sea).
There is classroom training, weekend exercises, and various community services involved. After a complete year of
parading with a cadet unit, the cadets may apply to attend a summer camp for Basic Training activities.
