April ANA Meeting Minutes
Arnada Neighborhood Meeting
7pm - Thursday, April 10th, 2013
Vancouver Housing Authority - 2500 Main Street
The oil terminal letter that was published in the March newsletter was briefly discussed. There
was a motion and a second to approve the letter as written and it was unanimously approved
with no neighbors abstaining .
Graffiti has been observed as increasing in the neighborhood with the better weather. Specifically in the commercial business areas. There was discussion to consider purchasing a pressure washer for the tool library for graffiti removal only.
• Discussion and updates in regards
to proposed McDonald’s on 4th Plain
and Main.
The tool library location may be moving in the near future, so the topic on the purchase of a
pressure washer was tabled. There was also the question posed on the liability to the neighborhood with mechanical tools. There was a motion passed for purchase of an appliance dolly for
moving the larger tools.
• Kickball league for summer 2014
There was discussion on the Sparkle awards. Specifically, there were questions on Arnada’s
nomination process. It wasn’t known for certain when or frequently nominees could be put
forward. With one nomination already put forward, a number of neighbors wanted to open up
nominations for others. It wasn’t understood fully by all of the neighbors how the bylaws applied and how the nominations should be put forward.
Arnada Neighborhood Association bylaws require that any action taken by the neighborhood that is to be forwarded to the city must be published in the neighborhood newsletter
in the month prior to the meeting at which the vote is to be taken. The Sparkle award falls
under this requirement. Issues which are strictly internal, such as whether to use association
funds to purchase additional supplies for the neighborhood tool bank, do not require previous
publicity. However, in order to participate in voting on any issue, property owners and residents
must have attended and signed in at least 2 meetings over 1 year prior. Residents can then
vote during their third meeting. The recent Sparkle Award nomination process did follow correct procedure; The announcement of the nomination was promoted in the agenda section of
the February newsletter. The February meeting notes recorded the nomination annoucement
with the motion to vote slated for March. Also, the motion to vote for the nomination during the
March meeting was publicized within the agenda section of the March ANA Newsletter.

nomination for a future date due to bylaw uncertaintity.
Park Planting, Kiosk, Neighborhood Garden & Dog problems in the Park:
There is a planting schedule for Wednesday, April 16th in the NW corner of Arnada Park.

Arnada Park is frequently being used an informal dog park with dog’s off lease and many
owner’s no being responsible to pick up after their dogs. Neighbors were advised to contact

also welcoming a new team this year, NW Neighborhood.

summer contact Todd at rockinbach@centurylink.net. We will
work to have a practice session two to three weeks before

Arnada Neighborhood Clean Up Day Saturday, June 14th
Help your dad out on Father’s Day by pitching in to clean your house and get rid of the clutter/trash at this neighborhood clean up.
Father’s, use your Father’s Day clout to get your family to help clean house.
Arnada will have both a yard debris box provided by Waste Connections and a chipper operated by city operations staff for yard waste.
The chipper can handle large limbs and brush, but not vines or sod. If you have all woody material, head for the chipper. If you have a
mix of vines and brush, the Waste Connection drop box will be the place for that material.
There will also be a compacting garbage truck that can handle most large items that don’t fit in your garbage can. This is a great opportunity to get rid of bulky items that aren’t repairable, like broken screen doors, rotten deck boards, broken flower pots, etc. Please do not
bring liquids, household garbage, hazardous waste, concrete or roofing. Take TV’s and monitors to a Goodwill store and old computer
equipment to Empower Up, 3206 NE 52nd Street (between St. Johns and St. James 314-4171).
We are also scheduled to have a metal box; the proceeds will benefit the neighborhood treasury, so this is a good time to get rid of metal
objects that you no longer want. Refrigerators, freezers and air conditioners cannot be accepted.
The clean up site will be at 16th and E Street from 9am - 3pm for the wood chipper and 9am - 3pm for the
Waste Connections services.
Because of these volunteers, our park is
that much more beautiful
Special thanks to those who helped plant trees and shrubs in
the bare area of Arnada Park the Vancouver School of Arts
and Academics, the City of Vancouver Urban Foresty’s Jessica
Antoine, Karen from Main Street Trader and the handful of Arnada
Neighbors. Together they planted Elms, Hemlocks, Dogwoods
and Serviceberrys to bare area of the park creating a better buffer
between the park and 4th Plain. They look great now, just want
until they grow!
Extra special thanks go
to Jessica and the VSAA
students as they also picked
up litter (including a trashed
up bicycle) around the entire
park and trimmed back the
English Ivy.
