Get to know your • Michele Ewing, Co-Treasurer, facilitated the meeting. She started by introducing the MVNA Board, the MVNA city Liaison, and the MVNA Neighborhood Police Officer. Michele updated residents on the MVNA funds and new checking account. Juli Crewdson, Cleanup Day Committee Chair, gave an update on the planning for the August 2nd event. We had an opening for MVNA Chairperson. The responsibilities were discussed and interested residents were asked to volunteer. Patty Marsden was voted into the position. A new position of Newsletter Editor was discussed and Jessica de Meurers was voted into that position. MVNA By-Laws were discussed. A committee was assigned to look at current by-laws and give recommendations for vetting at the next meeting. Michele Ewing is the Committee Chair. The floor was opened to discuss resident concerns, including dangerous traffic intersections, neighbors that don’t mow, feral cats, and fireworks. Mountain View Resource Directory Neighborhood Chair: Patty Marsden Neighborhood Vice-Chair: Kristin White Robert White Treasure: Michele Ewing Juli Crewdson Secretary Marsha Johnson MVNA 1st Annual Cleanup Day nd On August 2 , at Mt View High School, MVNA held our first Free Cleanup Day and it was a tremendous success! Volunteers arrived early and setup, while trucks from Waste Management arrived. Over 150 households took advantage of the event, many of them bringing multiple loads of household refuse and yard debris. According to the transfer station tickets there were two truckloads of bulky waste totaling 15.43 tons and three truckloads of yard debris totaling 5.42 tons, plus 40 cubic yards that went to a different yard debris processor. Additionally, four trucks of electronics were taken to Goodwill for donation. The neighborhood qualified for the Resource Conservation Challenge since we separated yard debris and bulky waste, diverted items for reuse and recycled metal. We received a check from the City of $100 for this extra effort, which means not only did residents get to dump their junk for free, we got paid for holding the event too! Additionally, we received $320.14 for the metal we recycled. Jose, the driver, was great! With the help of Caleb Mesplay, they worked all day collecting and dumping all kinds of junk multiple households. Proposed additions are shown in italics and deletions have been one lined. Please review the following changes and plan on attending the September 23rd at 6:45pm meeting to vote on the changes. NAME The name of this association shall be called the Mountain View Neighborhood Association. II. OBJECT The Mountain View Neighborhood Association is established by the residents of the neighborhood in order to unite the common interest and promote the welfare of the neighborhood and its residents. The neighborhood association shall concern itself with a variety of issues including, but not limited to, matters affecting livability and quality of the neighborhood and the community in general. III. BOUNDARIES NORTH BOUNDARY – S.E. Mill Plain Blvd. (south side) SOUTH BOUNDARY – McGillivray Blvd. (north side) EAST BOUNDARY – S.E. Parkcrest/Blairmont Drive (west side), excluding 152nd Court, 16th Court and the residences on the west side of Parkcrest Drive up to the south side of 7th Street. WEST BOUNDARY – S.E. 136th (east side) IV. MEMBERSHIP The membership of the Mountain View Neighborhood Association is open to all residents, property owners, managers or multifamily dwellings, licensed businesses and non-profit organizations within the boundaries of this neighborhood. V. OFFICERS The officers of the Mountain View Neighborhood Association shall be a chairperson, vice-chairperson, secretary, treasurer, newsletter editor, and newsletter distributor. The above officers Chairperson, vice-chairperson, secretary, and treasurer shall preside over all meetings, planning sessions and activities of the neighborhood association. One person may fulfill more than one position. One position may also be split between two people. Chairperson: Shall preside over all meetings and activities of the neighborhood association and be the official spokesperson for the association on topics vetted by the residents. Vice-Chairperson: Shall assist the Chairperson in all duties and perform the functions of the Chairperson in their absence and also serve as a spokesperson for the association on topics vetted by the residents. Secretary: Shall keep the minutes of the association’s public and executive meetings, legal records and notify members of meetings. Shall be responsible for official MVNA online media postings. Treasurer: Shall maintain the financial records of the association. Shall have custody of all MVNA funds. Shall present detailed report at board and resident meetings. Shall have prior resident approval for expenditures over $100. Newsletter editor: Act in conjunction with the officers, responsible for the production of the newsletter. Newsletter contents will be reviewed and approved by the officers prior to publication. However, the information provided and the opinions and views expressed in the Neighborhood Association newsletter or other documents do not necessarily represent the position of the City of Vancouver, nor does the City determine whether the information published is accurate or appropriate. Printed by the City of Vancouver Office of Neighborhoods. 2 Newsletter Distributor: Responsible to collect the newsletter from print shop and work with other volunteers to distribute the newsletter to residents in a timely fashion. VI. ELECTION OF OFFICERS Officers shall be elected annually at the spring meeting to serve commencing with the fall summer term. Officers are limited to two consecutive terms (in the same position). Elections to refill vacant positions shall occur whenever such vacancies occur. VII. COMMITTEES Special committees to handle specific concerns may be appointed by the chairperson as necessary. All committees shall have a Chairperson. Committee Chairpersons shall attend officer meetings during the durations of the special committees existence. Committee Chairpersons are not voting members at board meetings. VIII. MEETINGS The board shall meet as needed to discuss neighborhood business. The board shall meet not less than once every six months. Meetings are open to any association member; however, only board members shall have voting privileges at the board meeting. All decisions made by the board must be confirmed by a meeting of the general membership. A general meeting of all the membership shall be held not less than once every three months per year. Emergency meetings may be called by the board as needed. All decisions must be reached by majority vote of the membership attending the general meeting providing quorum is present. The official report of all decisions must record both majority and minority concerns. Meetings may be recorded for record keeping purposes. Members will be asked to sign an Attendance Roster at every General Meeting. IX. QUORUM A quorum shall consist of at least three of the elected officers and 10 voting members (representing at least 6 different households). A quorum shall be reached when attendance of the voting membership is greater than %50 of the average voting members attendance of the last two general meetings. And at least two officers are present. X. VOTING 1. All members 18 years and older are entitled to one vote. No proxies. 2. Attendees residing outside the neighborhood boundaries may take part in all debate but are not allowed to vote. 3. Voting may be by voice vote or secret ballot as decided by the membership prior to the election. Absentee votes will be accepted, as a written letter, prior to the scheduled meeting by the Chairperson provided there is an Composting Master Composter/Recycler Training and Workshops Compost is rich in nutrients that help plants to grow, acts to retain soil moisture and can help suppress plant disease. Using compost is good for your soil and can reduce the need to irrigate your garden or use toxic herbicides or pesticides. It’s easy to turn your yard debris and kitchen scraps into compost. Just as in nature, leaves and plant debris feed and enrich the soil, you can recycle the food scraps from your kitchen and yard debris back into your soil. The Master Composter/Recycler Program is a volunteerbased community program whose mission is to educate the community about recycling and help keep recyclable materials out of the waste-stream. Compost bins are for sale at Columbia Springs; the FreeGarden brand compost bin is $55 and the Seattle Composter is $65. Free Leaf Disposal Participants will learn about the care and feeding of redworms for vermicomposting. Family Wormshop participants assemble their own worm bin to take home.
