34 months for the whole project
One of the main BILAT-UKR*AINA objectives consists in
providing support to the implementation of the JSTCC S&T
roadmap by realizing pilot activities for suitable joint actions
between stakeholders from Ukraine and EU countries.
The present report summarizes the implementation and
results of Pilot Activity 1 (PA1), supporting the establishing
of the “Ukrainian National Technology Platform for
Advanced Materials – UNTPAM”.

Executive Summary
The present report describes the implementation and results of pilot activity fir joint action between
stakeholders from Ukraine and EU countries, namely “Ukrainian National Technology Platform for
Advanced Materials – UNTPAM” supported by FP 7 BILAT-UKR*AINA project.
It includes
-The background for preparatory phase of PA 1 as dissemination of knowledge on Technology Platforms
through appropriate research, industrial and public communities, identification the challenges and
stakeholders, analysis of market needs and collecting the research results ready for implementation in
industry;
-The core part - organizing exchange of experience between BILAT-UKR*AINA project partners from
Hungary, Poland and Romania, carrying out the training preparing and holding the Launch Conference for
National Technology Platform for Advanced Materials (UNTPAM);
- The steps for sustainability of this new form of interaction between industry and research sector in Ukraine
including the internationalization of further activity.
The Ukrainian National Technology Platform for Advanced Materials (UNTPAM) has been set up to present
the capacities of Ukrainian material science research and industry in this field to strengthen innovative
developments, to facilitate coherence in national and international cooperation and to initiate the definition of
a strategic research agenda for Ukraine. The aim of Ukrainian technology platform is the realization of a
communication mechanism at the level of public-private partnership to provide scientific, technological and
innovation development of Ukraine's economy, creation of an effective scientific space. Besides it starts a
mechanism for the practical implementation of research results both for small businesses and industry as a
whole.

Introduction
The BILAT-UKR*AINA Description of Work elaborated in mid-2012 proposed already three such
pilot activities which were considered good candidates at the time of conceiving the project:
•
Establishment of a (“mirror”) technology platform in Ukraine,
•
Facilitating participation of Ukrainian funding agencies in multilateral funding schemes and
ERA-NET activities,
•
Fostering cooperation and capacity building in technology transfer.
Coming from the well-prepared background and actual needs to make a bridge between research
and industry in Ukraine, the proposal on PA1 “Ukrainian National Technology Platform for
Advanced Materials – UNTPAM” was unanimously accepted by the BILAT-UKR*AINA
consortium during its Project Management Board meeting in Kiev and presented to the JSTCC
during its 2nd meeting in Kiev In May 2013.
Following this, PA1 was started in July 2013, with a planned duration of 18 months and the budget
of 50000 EUR as support from BILAT-UKR*AINA project. The IPMS (Frantsevich Institute for
Problems of Materials Science) as a core institute and initiator of mentioned Pilot Activity have
been approved by Project Consortium and authorized by NASU as a responsible actor. NASU itself
supported the process of initiating and sustainability support of the PA 1 by organising the special
coordinating events with Ukrainian large industrial actors (it couldn’t be done at the level of only
one institute).. PAN, RCISD and IPA were defined as BILAT-UKR*AINA project partners
involved in this activity as their experience of the states in transition (in certain period) on
establishing the national TPs would be taking on board as example for Ukrainian project team.
2.
Establishing of Ukrainian National Technology Platform for
Advanced Materials (UNTPAM) (realizing PA 1)
2.1. Background. Importance of novel and advanced materials for
Ukraine
The global mega-trends that strongly influence the production of materials that include
globalization, namely integration of economies and societies around the world in recent years have
become the driving forces for global economic growth. In this regard, the recent decades
fundamentally changed the structure of the world, including the European industry. Globalization
leads to a situation in which it became possible and cost-effective usage of global resources in a
variety of industries.
Scientific and technological progress and the implementation of its results to the innovations of the
industry should become one of the main factors of economic growth in Ukraine. As recognized by
experts, materials are unique and stimulating industry research, and will continue to affect more and
more influence on the industry, the economy and social life.

Material science is the most powerful area of modern science in Ukraine and a significant share of
the national wealth, which in the short term should steadily increase. Intellectual potential of
Ukrainian scientists, concentrated in a lot of academic and industrial research institutes and
universities is widely recognized throughout the world. At the global level Ukrainian material
scientists are solving and working in-call issues on the development of technology of laser materials
processing technology of artificial implants and functional ceramics.
New substances and materials were defined as one of 6 priority areas of science and technology as
approved by the Verkhovna Rada of Ukraine for the period up to 2020:
2.2. Challenges
One of the main challenge to the technology transfer - the most important component of technology
commercialization in Ukraine is the lack of knowledge about the needs of consumers, the state of
innovation in the market, i.e. the absence of marketing, which can be defined as the collection and
analysis of data for decision-making on an independent product development or acquisition of
appropriate technology. Modern marketing serves as a tool for strategic planning for institutions,
companies, innovative structures, and industries is becoming an important part of a competitive
economy.
The other major challenge to the implementation of research developments in the field of advanced
materials is great timing to enter the market of these materials and their manufacturing
technologies. For many complex materials because of their high research intensity it is, according to
experts, about 20 years. In order to reduce the time-to-market and gain a greater impact technology
faster, it should establish cooperation between researchers, manufacturers and actors-investors in
the venture capital and private equity in terms of priorities for research.
Therefore the necessary conditions have been formed in Ukraine that required effective measures to
preserve its S&T potential. Nowadays crisis in some sectors is caused by aging and significant
deterioration of equipment from one side and low innovative activity of enterprises from another
side. Furthermore, a lot of R&D and innovation products proposed by research institutes do not
meet demands of industry and thus lose their efficacy.
Establishment of the proposed UNTP platform would certainly help to overcome these
disadvantages.
2.3. BILAT-UKR*AINA and UNTPAM
The Ukrainian National Technology Platform for Advanced Materials (UNTPAM) was set up in
2014 with the main objectives to present the capacities of Ukrainian material science research and
industry in this field, to strengthen innovative developments, to facilitate coherence in national and
international cooperation and to initiate the definition of a strategic research agenda (SRA) for
Ukraine. The BILAT-UKR*AINA contribution to UNTPAM consisted in the realisation of Pilot
Activity 1 (PA1) “Ukrainian National Technology Plarform for Advanced Materials – UNTPAM”
with the following main contributions:
 Pilot support for a various activities facilitating the kick-off the process and its information
requirement

 Connection with European Technology Platforms and international exchange of experiences
It was expected that such support by BILAT-UKR*AINA would help the Ukrainian National
Technology Platform for Advanced Materials (UNTPAM) particularly in
• Establishing business relations between materials science researches and industrial sectors
from one side and materials science researchers and business representatives from another
side;
• Consolidation of the efforts of national producers and research engineers of advanced
materials on innovation technologies in the field of materials science and common access to
European and global markets.
• Setting up a communication mechanism on the basis of public-private partnership for
development prospective technologies and novel products
Experiences of the BILAT-UKR*AINA partners from Hungary, Poland and Romania as well as
experience of earlier established agro-food technology platform, the first national technology
platform registered in Ukraine in developing safe relations with industrial and business national
partners was planned to take on board. For raising awareness and presenting the new TP to the
public preparatory events (round tables, brokerage/working meetings) was foreseen, involving
Ukrainian stakeholders from governmental entities, enterprises and also appropriate EU TPs and
other initiatives.
3.
Implementation of PA1
3.1 Working plan, main executors and partners
PA1 was realised between July 2013 and May 2015. In line with the above objectives, the work
plan for PA1 activities consisted of the following work packages:
 Collecting research results ready for implementation in industry
 Market needs analysis in novel materials
 Gathering information of potential industrial users and potential cluster partners from
universities, high education institutes, all research entities;
 Events and training (technological meeting with Ukrainian stakeholders, international workshop,
brokerage events within research, innovation and industrial fair etc.)
 Information dissemination
 Elaborating the Strategy Research Agenda (SRA) for UNTPAM
The most important results are described in details in Section 3 below.
The realization of PA1 was coordinated by the BILAT-UKR*AINA consortium member NASU
(Center of Practical Informatics). In addition the BILAT-UKR*AINA consortium members
- Polish Academy of Sciences (PAN)
- SC IPA CA (IPA)
- Regional Center for Information and Scientific Development (RCISD)
contributed with funding by the project. Other BILAT-UKR*AINA consortium members
contributed, where suitable, as part of their normal BILAT-UKR*AINA activities.
The following Ukrainian stakeholders not belonging to the BILAT-UKR*AINA consortium were
crucial for the realization and implementation of PA1:

3.2. Analysis and Collecting the Research Results and Potential
UNTPAM Partners
As the main goal dedicated for establishing UNTPAM is to bring together industry and research
sector and potential investors we considered the potential partners paying significant attention to the
capacities of appropriate institutions. At our opinion they expected to be:
- Industrial organizations of all ownership forms;
- Representatives of the financial community (investors, banks, Chamber of Commerce and
Industry);
- Research organizations (institutes of NASU, universities with strong research sector);
- Public organizations of scientists, industry representatives (consumers and producers).
Such composition of platform participation provides the hope for successful solution of the main
task of this association to meet the needs of industry in the development of new technologies in
Ukraine and their implementation.
Therefore mapping of potential Ukrainian participants of UNTPAM partners from research and
industrial sector including SMEs has been organised as database and their activity during all this
period (now about 44 organizations are involved) have been updating through all period of PA 1.
(Annex 1). A brief description of some Ukrainian UNTPAM partners and their capacities are
submitted in the Annex 2.
According to the working plan of PA 1 the analysis of research results in material sciences that
were ready for implementation in industry being executed in 2012-2014 within the special NASU
programme for S&T projects (so called “innovative” projects involving end-users/pilot industrial
facilities) has been carried out. The most prospective results has been collected for their
presentation at appropriate fairs and/other relevant events updated regularly and organised in a
database list (in Ukrainian only).
3.3. Events and training
The number of working meetings has been carried out during July – December 2013with the
authorities of the NASU to define the most prospective large industrial partners and after that the

contacts with them were established as true participants of the UNTPAM. Besides the round tables
has been organized with representatives of State Agency for Science and Innovation of Ukraine
(cancelled for today and removed by issues of responsibility to MESU) and Committee for Science
and Education of Supreme council (Verhovna Rada) of Ukraine as well as 3 working meetings with
persons in charge of innovations and international cooperation of Ukrainian Chamber of
Commerce. The matters of cooperation in the field of industrial partners and potential investors
searching have been discussed as well as the possibility of their participation in launching
conference.
Establishing the effective contacts with foreign TP to find partners for transfer developments to
foreign markets were considering also as important goal to achieve the best result.
Two special joint coordination meetings between the Material Science Department of NASU and
stakeholders of Public Enterprise “Antonov” and Design Bureau “Yuzhnoye” (both – in 2014) has
been organised to foster cooperation of academic and industrial sector and promote the idea of
UNTPAM establishing.
The important input has been done by BILAT-UKR*AINA project partners, especially RCISD and
PAN who sent information materials in advance to planned events to familiarise Ukrainian team
with their experience and state-of-art of the national TPs. The webinar has been carried out on 10
July 2014 (postponed from February 2014 due to uncertain political situation in Ukraine). 15
persons took part in it including 11 Ukrainian representatives as well as project partners (DLR,
PAN, IPA, RCISD)
Project partners from Hungary, Poland and Romania shared their experience in national TPs
establishing and developing their current activity in cooperation with governmental bodies as well
as EU TPs. They stressed the exclusively important role of TPs close cooperation with international
ones.
NASU presented the current state of PA 1 including the sequence of steps for creation the database
of possible stakeholders and/or participants of UNTPAM, establishing the national network,
carrying out several meetings and the presentation on market needs prepared by IPMS (Kyiv,
Ukraine).
The discussion showed that experience of Central European states where interaction between
research and industrial sector has been significantly changed during last decades would be useful
for Ukraine that follows the same path. At the same time assistance of governing bodies as
ministries/agencies seems to be necessary for successful maintaining ones established TPs. It would
be exactly their role to identify the most prospective areas of cooperation in such form to make
possible integration of Ukrainian industrial enterprises to EU economy.
The Concept and Draft Programme for preparing the Launching conference was elaborated by
NASU with appropriate comments by DLR as WP Leader and ZSI as coordinator.
On the 24th October, Launching conference of the Ukrainian National Technology Platform on
Advanced Materials (UNTPAM) took place in Kyiv. The event gathered more than 80
participants from universities, academician (National Academy of Sciences of Ukraine) and branch
institutes, Ukrainian industrial entities, state and public organizations as well as project partners

from ZSI, DLR, PAN, RCISD and IPA (Annex 3). Participants presented their vision on
possibilities of activity of the Technology Platform in the existing stage of Ukrainian economics,
industrial and market needs, research potential and received the information about experiences of
the National Technology Platforms from EU member states and Ukraine according to the
Programme (Annex 4). The Memorandum of Understanding for Cooperation between UNTPAM
and the Romanian Technology Platform for Advanced Engineering Materials and Technologies has
been signed during the Conference at the initiative of Romanian partner (IPA CA) (Annex 5). The
Launching Conference was highlighted via BILAT-UKR*AINA, NASU, National Technical
University “KPI”, INCREAST project and other related web-sites as well as via Ukrainian TV
channel ICTV.
About 10 representatives of research, industrial and public sectors of Ukraine became the founding
members of UNTPAM. The legal status of the created Technology Platform has been approved
later by appropriate Juridical Service as a Civic Union “Ukrainian Technological Platform ”New
Materials and Perspective Technologies of their Manufacture”.
As follow up and maintaining the sustainability of created UNTPAM the working meeting with
representative of Polish National TP on New Materials was organized by PAN as PA1 partner
(February 2015, Warsaw) back to back with in-house training on NMP. It resulted in establishing
additional contacts beyond BILAT-UKR*AINA project activity.
At the end of PA 1 duration (15 May, 2015) the second web-meeting was organized by PAN and
IPMS NASU and carried out for UNTPAM members and partners. The KMM-VIN representative
presented the main point and the examples of KMM-VIN activities followed by discussion about
how to use the public-private experience in current and future situation in Ukraine.
4.
Results of PA 1 and maintaining its activity
4.1. National level
As follow up the Launching conference of the Ukrainian National Technology Platform on
Advanced Materials (UNTPAM) the two Coordination meetings of NASU, industrial stakeholders,
representatives of the State Space Agency of Ukraine together with one of the leading Ukrainian
organization in the space industry State Enterprise M.K Yanhel Design Bureau “Yuzhnoye” has
been carried. It resulted in developing and launching at the early 2015 the special research
programme on demands of this large industrial partner using the UNTPAM suggestions.
A Committee on industrial partnership and scientific and production cooperation at Ukrainian
Chamber of Commerce and Industry carried out two meetings with UNTPAM representatives. The
mentioned Committee brings together about 18 representatives of leading enterprises of defense
industry of Ukraine. In line with promotion of UNTPAM opportunities for bridging industry with
research sector about 55 research and innovation proposals from the institutes of National Academy
of Sciences of Ukraine had been disseminated during these meetings presenting the opportunity to
choose forms and organize appropriate cooperation in the area of defense industry that is very
actually for Ukraine in present time.

Additional large industrial stakeholders as State Enterprise “Antonov”, Treasury plant "Brovary
Powder Metallurgy Plant", Shipbuilding Company UMC “MARIN”, as well as SMEs sounded their
interest to become the UNTPAM partners. Naturally the background for this cooperation lies in
earlier periods but just now the form of Technology Platform showed the mentioned enterprises
way to new mode of research-industry cooperation.
Based on all previous steps and according to the PA 1 working plan the Strategy Research Agenda
(SRA) has been elaborated by the founders of UNTPAM, discussed with the interested partners
from Annex 1 and endorsed by UNTPAM President (Annex 6).
Some examples of realised to the moment developments executed by NASU institutes can illustrate
sustainability of started cooperation under UNTPAM Agenda.
 Development and production of grinding tools with diamond and cubic boron nitride using
ceramic relations for import substitution machine building enterprises Ukraine has been
realized by researchers and engineers of V.Bakul Institute for Superhard Materials of the
NAS of Ukraine on demand of Zaporizhya Machine-Building Design Bureau Progress State
Enterprise named after Academician A.G.Ivchenko
 Development and implementation of technology the film coatings quasi-optical filtering
devices for cryo electron receiving systems of VLBI international network antennas was
executed by G.V.Kurdyumov Institute for Metal Physics of the NAS of Ukraine upon
request of Joint Stock Company "Scientific and Production Enterprise “Saturn”
 Development and implementation of fiber composite materials for improved no-cutting and
friction wear properties to protect humans from the cutting cold arms has already finished in
the Institute for Problems in Materials Science of the NAS of Ukraine and passed to S&T
Center “Composite Materials”
4.2. Internationalisation of cooperation
The representatives of IPMS took part in Industrial Technologies Forum 2014 (7-11 April 2014,
Athens) in advance to official event of UNTPAM establishing. The contacts with Dr. Marco
Falcetti, EuMaT Steering Committee Chairman, Dr. Jose Carlos Caldeira, executive director of
Production and Technology Cluster of platform Manufuture, Dr. Paula Queipo Rodriguez, director
of department of external relations of Nanofuture platform defined mutual interest for cooperation.
Negotiations on possibilities of future cooperation, about practical ways of registration and
participation in Nanofuture platform activity have been carried out
The Memorandum of Understanding for Cooperation between UNTPAM and the Romanian
Technology Platform for Advanced Engineering Materials and Technologies has been signed as a
first step for starting cooperation with EU Technology Platforms.
UNTPAM representatives already established permanent links with Polish National TP with PAN
assistance and prepared certain proposals for promoting within the next Horizon 2020 calls.

6. Conclusions
A lot of branches of Ukrainian industry more or less deal with material science and new materials.
The need in advanced materials in general is confirmed by analysis done within PA 1 and interest to
cooperate with prospective research entities. For many years, quite stable relations between
scientists and businesses are continuing in materials research.
At the same time nowadays crisis in some sectors is caused by aging and significant deterioration of
equipment from one side and low innovative activity of enterprises from another side. Furthermore,
a lot of R&D and innovation products proposed by research institutes do not meet demands of
industry and thus lose their efficacy.
UNTPAM may contribute to the development of the energy sector of Ukraine, space, agricultural
machinery, transport, medicine etc.
Establishing of the Ukrainian National Technology Platform ”New materials and perspective

Annex 2: Description of Ukrainian participants of the UNTPAM
The main branches of industrial production (metallurgy, chemistry, and engineering) are dependent
on energy opportunities.
Therefore, we considered how UNTPAM may contribute to the development of the energy sector of
Ukraine. For many years, there were quite stable relations between scientists and businesses are
performed in order to materials research. Research institutes have gained considerable experience in
the development of advanced materials required for the stable functioning of the energy sector of
Ukraine. Below we give some examples.
G.V. Karpenko Physic and mechanical Institute of NAS of Ukraine has experience working with
thermal power plants of Ukraine, in particular Burshtyn TPP. This institute is developing
technology oxide-ceramic coatings on metals in electrolytic plasma. Technology may be used for
insulating wedge clamps of the turbine generator coils, pumps, and pump plunger sleeve. The need
for such detail is 10 000 articles/year. The same institution developed arc deposition technology of
restoration and protective coatings on parts operating under conditions of boundary friction,
abrasion and gas abrasion wear at room and high temperatures; restoration of the parts such as shaft;
seating and sealing surfaces recovery; recovery of components operating in a limited lubrication;
protection from corrosion-abrasion wear. The need for such detail is 12000 -15000 articles/year.
G.V. Kurdyumov Institute of Metal Physics of NAS of Ukraine have developed new wear- and
corrosion- resistant coatings with low-temperature synthesis processes on flexible thermally labile
materials for power sources (batteries, solar cells). The need for such detail is assessed up to 50 000
articles/year.
Atomic ion coating of turbine blades by spraying material developed Institute of Applied Physics of
the NAS of Ukraine for erosion and corrosion protection of the TPP and NPP turbine blades which
are manufactured in the Poltava Turbomechanical plant. The need for such detail is approximately
5000 articles/year/.
Requirements for materials for energy rapidly increasing, especially in connection with the
introduction of new renewable energy requirements and improve the efficiency of the power
equipment and the establishment of the EU emission reduction targets for CO2. To meet these
requirements a balanced approach must be adopted where study materials for various purposes
(structural or functional) underlying problems - from creation of large carbon capture systems to
broad adoption of solar panels.
Surrounding in boilers with high steam parameters or gas turbines leads to a relatively high risk of
corrosion in the hot zone, which necessitates the use of high-temperature, corrosion-resistant, wearresistant and thermal barrier coatings.
Technology for obtaining energy from biomass or waste such useful materials and coatings, similar
or equal to those used in the energy sector on fossil fuels, but with a higher corrosion resistance. So,
it requires the improved catalysts and membranes to scale bioenergy schemes sorbents for the
purification of biogas separation membranes for the separation of fermentation products and more.
Thus, priorities in energy sector are:
• expanding the boundaries of traditional energy use cheaper materials to reduce the cost of
electricity in the advanced systems;
• improved wear and corrosion resistance materials and coatings
• development and certification of Ni-based alloys for major components of power systems
capable of operating up to 800 ° C;
• development of composite ceramic matrix components for gas turbines;
• creation of a database of materials (alloys, coatings, compounds) for engineers and
designers of power equipment.
Ukrainian research institutions have significant achievement in mentioned priorities.
Traditionally strong sectors of Ukraine's economy are transportation, especially aviation and space
technology. In Ukraine cooperation between the leading manufacturers in these industries and
research organizations that promote successful development of vehicles has developed over
decades.
It was assumed that the involvement of the aforementioned institutions to participate in UNTPAM
will further increase investment for the development of this important sector of the economy and
accelerate its development. First of all we consider the cooperation in aircraft production between
SE "Antonov" and a number of academic institutions as I.M Frantsevich Institute of Materials
Science, G.V.Kurdyumov Institute of Metal Physics, Ye.O. Paton Electric Welding Institute (all are
the NASU institutes) and other.
Here we should mention such development as strengthening the surface aluminium and titanium
alloys with intense shock deformation, performed by G.V. Kurdyumov Institute of Metal Physics of
the NAS of Ukraine for aerospace and automotive industry.
It is important to include in the work program within UNTPAM researches performed by the
Institute of Thermoelectricity, NAS of Ukraine on the development and application of space
technology advanced thermoelectric materials.
The capacities of Donetsk A.A. Galkin Physical-technical Institute of NASU are performed on
design of zirconia and silicon carbide and ceramics nanopowders for various purposes (construction
materials with high thermal conductivity and wear resistance, catalytic for clearing water and air
and for catalysis of organic matter) on their basis. Manufacturing in pilot quantities was supported
by pilot plant.
There is a great need for wear-resistant and impact-resistant materials for ground agricultural
machinery in Ukraine. This need is up to 15-20 000 ton/year. It is also worth to include the research
and developments, conducted in this field by I.M. Frantsevich Institute for Material Science
Problems of NASU to UNTPAM SRA. Development performed in the interests of the agroindustrial complex of Ukraine by institutions of NAS of Ukraine as well as by technological
universities and high schools related to the creation of various wear-resistant bearing materials,
working in conditions of high pollution, and materials for the production of feed maker, is also
advisable to include in the UNTPAM SRA.

Memorandum of understanding for cooperation
This Memorandum of understanding for cooperation (hereinafter referred to as "the
MoU') is made between:
Ukrainian National Technolory Plafform for Advanced Materials - UNTPAM in the
name of Yuriy Solonin, Corresponding member of NASU, Chair of the UNTPAM being
an Authorized Person of Ukrainian Material Research Society and having business
address 3,1<nhy^anovsky St., 03680 Kiev, Ukraine.
National Institute for R&D in Electrical Engineering ICPE-CAr Romania,
represented by Kappel Wilhelm, General Director, being an Authorized Person and
having business address Splaiul Unirii no. 313, sector 3, Bucharest - 030138, Romania
hereinafter together referred to as "Parties"

PREAMBLE
In view of positive results of cooperation between Ukrainian and Romania in the field
of RTDI and being convinced in mutual cooperative assistance for social-economic
progress and industrial-innovative development of the Parties, the Parties confirm the
desire to promote, develop, and strengthen their mutual relationship.
2. The Parties further reoognze the importance of promoting the development of specific
cooperation programmes as well as activities related to the exchange of knowledge and
expertise in the frame of EU prograrnmes (i.e. Horizon 2020, etc.) and other bilateral
programmes or international RTDI funding prograrnmes.
3. The Parties and their represe,ntatives, following purposes of cooperation in the frames
of this Memorandum, agreed to maintain close contacts with each other to achieve the
goals and objectives and to develop the ideas acknowledged in this Mernorandum.
ARTICLE I
OBIECTIvE
This MoU for cooperation has the objective of establishing a framework in order to carry
out scientific, technologrcal, innovative and acadernic cooperative activities.
ARTICLE II
AREAS OF COOPERATION
The Parties shall establish specific cooperation agreements in the following areas:

ARTICLE VII
CONFIDENTIAL
INFORMATION
The Parties undertake either in a whole or partially not to disclose any "confidential
information" that is received directly or indirectly from each other. The definition and
scope of "confidential information" is subject to the discussion and agreement of the
Parties.
ARTICLE
VIII
DISPUTE RESOLUTION
Any dispute resulting from misunderstanding of the MoU or from any other reason shall
be resolved by the Parties in an open and collaborative way. The eventual resolution will
be confirmed, signed, and delivered in written form.
ARTICLE IX
FINAL PROVISIONS
l. The MoU will enter into force on the date of its signature and will remain in force
for a period of three (3) years and will be automatically extended furttrer next periods of I
year if there is no intention in written form to cancel the MoU from either Party. The
termination of the MoU will not affect the conclusion of the activities finished while it
was in force.
2.
The MoU or any of its parts may be modified after approval by the Parties. Any
modification must be signed by the Parties, delivered in written form and must speciff the
date on which the modification will come into force.
3. The MoU is signed on October,24,2014 in two original copies in English language.

During last 10 years European technology platforms created in various European
countries on correspondence with national and international priorities of one country or the
whole European region became very useful and effective instrument of building of new bridges
between advanced and innovation results of research and development and their practical
realization.
For the first time European TPs were established in 2003 after the European Council
called for a strengthening of the European Research Area by "…creating European Technology
Platforms (ETPs) bringing together technological know-how, industry, regulators and financial
institutions to develop a strategic agenda for leading technologies". Smart investment, especially
in research and innovation, is vital to maintain high standards of living while responding to
pressing societal challenges and taking advantage of demands from EU and global markets.
Building on the strategies for Europe 2020 and for an Innovation Union, the
Commission's Horizon 2020 proposal for an integrated research and innovation framework
program recognizes the role of European Technology Platforms (ETPs) as part of the external
advice and societal engagement needed to implement Horizon 2020.
Fora and networks such as ETPs are important because markets, while being powerful
drivers of innovation, often do not function perfectly when it comes to generating ideas in an
environment with a high degree of uncertainty and a need for coordination, which typifies the
innovation process. Networks facilitate the move to more open models of innovation by helping
improve the innovation capacity of individual firms. Empirical studies have demonstrated that
firms collaborating on R&D are more innovative than those that do not, and this is particularly
true for technologically intensive industries where interrelatedness and complexity is high or
where the knowledge base is multidisciplinary and widely dispersed. Furthermore, small firms in
particular have been able to take advantage of networks in order to overcome the disadvantages
of their size.
Ukraine is the country with strong potential in the field of materials sciences, one of the
most active participant of the projects of 7-th Framework Program funded European Research
and Technological Development from 2007 until 2013 among third countries. So fruitful
cooperation of Ukrainian initiative group from academic, government, public and industrial
organization with European experienced teams and experts from Hungary, Poland, Germany,
Italy, and Austria under support of BILAT-UKRAINA project allows to create Ukrainian
National Technology Platform on Advanced Materials and Technologies of their Production
(UNTPAM)
For today it became very actual in connection with signing the Agreement for the
Association of Ukraine to Horizon 2020, signed on March 20, 2015 in Kyiv by Carlos Moedas,
European Commissioner for Research, Science and Innovation, and Serhiy Kvit, Minister of
Education and Science of Ukraine. In proposed Strategic research agenda of UNTPAM the main
priorities in the field of materials science had been analyzed, areas of cooperation with ETPs had
been determined, perspectives of short-term (3-5) years and long-term (till 2020 ) development
had been formulated.

UNTPAM vision
Ukrainian National Technology Platform on Advanced Materials and Technologies of their
Production (UNTPAM) had been launched in Ukraine in 2014 (formally registered in 2015) in
order to assure the fruitful and effective cooperation between the representatives of industry and
other important stakeholders in formulating the orders for new materials and technologies of
their production for establishing of R&D priorities in the area of advanced materials and
technologies and revealing the new areas of applications for the known groups of materials, to
attract the attention of government and public organizations and also investors to new materials
and new technologies and to ensure the contacts with representatives of European Technology
Platforms.
According to STRATEGY FOR EUROPEAN TECHNOLOGY PLATFORMS: ETP 2020
(the document of European Commission) “European Technology Platforms will be a key
element in the European innovation ecosystem and will help turn Europe into an Innovation
Union. To do this, ETPs will have to take a holistic view, identifying the pathway to commercial
deployment of research, provide strategic insights into market opportunities and needs, and
mobilize and network innovation actors across the EU in order to enable European companies
gain a competitive advantage in global markets” So the mission of ETP, according the same
document should be the followings:
(1) develop strategies and provide a coherent business-focused analysis of research and
innovation bottlenecks and opportunities related to societal challenges and industrial leadership
actions: strategy function;
(2) mobilize industry and other stakeholders within the EU to work in partnership and deliver on
agreed priorities: mobilizing function;
(3) share information and enable knowledge transfer to a wide range of stakeholders across the
EU: dissemination function.
This will require the industry-led and focused ETPs to be inclusive and representative of
businesses, research organizations and universities in their respective fields and to be open to
new members. They will have to work in close partnership with Member States and Member
State based networks as well as with countries associated4 with the framework program, where
appropriate. The ETPs will also need to actively work with one another and engage with
stakeholders, including those along the value chain, NGOs, social platforms and
consumer/societal groups, as appropriate, to address wider challenges and foster solutions that
are socially responsible, inclusive and sustainable.”
The objectives of the ETPs will be achieved through the following activities, which can be
broadly categorized as:
• developing Strategic Research and Innovation Agendas including technology roadmaps and
their implementation plans, taking into account the corresponding sector policy objectives and
the potential economic, social and environmental impacts. The agendas will focus on those
actions with impact on the market and will propose timeframes for expected outcomes. They will
also include regulatory as well as other non-technological barriers such as business models, skills
requirements etc.;
• encouraging industry participation in Horizon 2020 and helping widen participation and build
capabilities within Member States through cooperation with networks/partnerships in Member
States. This includes identifying opportunities for partnership in the framework of Research and

Innovation Strategies for Smart Specialization implemented in the context of the EU Cohesion
policy;
• identifying opportunities for international cooperation and developing the necessary
understanding to facilitate future collaboration;
• providing networking opportunities including with other ETPs to address cross sectoral
challenges and promote the move towards more open models of innovation, by providing
opportunities for stakeholders to meet, exchange knowledge, make new contacts and develop
ideas for working in partnership;
• facilitating the formation of new partnerships that utilize ETP expertise to, for example,
identify parties that can work together to exploit the outcomes of a research project or address a
specific challenge.
For today UNTPAM has a juridical status of association of open type with possibility to increase
the member of its core and associated members. So the attraction of new players, correct
establishing of national research and development priorities, joint cooperation with existing ETP
will ensure a good results of UNTPAM activity for the nearest future.
UNTPAM tasks at the stage of its formation:
UNTPAM activity covers all elements of scientific development life cycle(from idea to
practical realization) such as formulation of scientific problems;scientific developments for
new technologies and new materials; solving the problem of scientific development
transfer;brokering and marketing activities;legal issues;the organization of enterprises,
companies, etc.
1. Revision of the current state of production and science in the field of materials science:
identifying available resources and potential possibilities.
2.Formation of requests for new technologies in the field of materials science, including
nanomaterials and biomaterials: marketing researches of world and national needs for new
technologies of such type materials and methods of their production.
3. Creating the conditions for active dialogue between all participants of the process,
including analysis of the legal framework, establishing contacts with regional and city
administrations, organization of seminars, forums and symposia.
4. Focusing of collaborative efforts on existing innovative developments in the field of
materials science, organization of consultations, trainings and "brainstorms"

The aims of UNTPAM for today can be determined as follows:

and business representatives from another side;

Situation in materials science in Ukraine
Ukraine has a strong potential in the field of materials sciences. In Ukraine more than 7
thousand researcher centers (including 10 Institutions of National Academy of Sciences of
Ukraine (NASU)) are involved in the development of new materials and related production
technologies. The main part of research activity is a priority of NASU. NASU institutions
have developed many welding and sealing technologies for materials and structures,
technologies for cast iron, steel, rolled stock, ferrous and non-ferrous metal productionand
processing, as well as powder metallurgy, ceramics, composites, synthetic diamond, and
crystal technologies. All these achievements contributed to the development of the mining
industry, energy sources, machine building, intercontinental ballistic missiles and other
military facilities and equipment and strengthened metal processingindustry and optical
mechanics with high-quality abrasives and the transport sector with anticorrosion systems.
High education universities play also an active role in such kind of activity during the last
years. Universities in Kyiv, Lviv, Kharkiv, and Odesa and specialized technical universities
in Dnipropetrivsk, Zaporizhia, Dniprodzerzhinsk, Ivano-Frankivsk, Mariupol, Sumy,
Mykolaiv, and Khersonhave established academic departments to educate specialists in
materials and related sciences and implement research projects under contracts with the
public and private sector. The majority of technical and general universitiesof today’s
Ukraine offer education programs in nanoscience and nanomaterial technology, new
materials for biomedicine applications, new materials for energy applications and ect.,

Some kinds of target investigations are carried out by special sectoral industrial
departments.
The majority of researches and technological solutions correspond to the world leading
edge ones exploring the advanced materials and product manufacturing methods as well as
computer modeling techniques. The area New Substances & Materials has been defined as
one of long term strategic priorities for the development of science and engineering in
Ukraine. The Law of Ukraine “On Priorities of Science and Technology Development”
defines the following national priorities up to 2020:
 basic scientific research of the most important problems of scientific and technological, social and economic, political and human potential development to ensure
Ukraine’s competitiveness in the world and sustainable development of its society
and state;
 information and communication technologies;
 energy and power efficiency;
 efficient nature management;
 life sciences, new technologies of prevention and treatment of the most wide-spread
diseases;
 new substances and materials.
The State law of Ukraine on “Priorities in Innovation Activities in Ukraine” defines the
following strategic innovation priorities for the period 2011-2021:
 assimilation of new technologies of energy transportation, putting into operation of
energy-efficient and resource-saving technologies, assimilation of alternative
sources of energy;
 assimilation of new technologies of high technology development of the
transportation system, rocket and space field, aircraft industry and shipbuilding,
armament and military technologies;
 assimilation of the new technologies of materials production, their processing and
interconnection; creation of the nano-materials and nano-technologies industry;
 technological modernization and development of agro-industrial complex;
 introduction of new technologies and equipment for a quality medical service,
treatment and pharmaceutics;
 wide use of technologies of cleaner manufacturing and environment protection;
 development of modern information and communication technologies and robotics.
All these priorities have a strong materials science component such as new classes of light,
strength materials, so cold multicomponent metallic systems which can be operated in various
kinds of extreme environments and find a number of various application in space and aeronautics
at famous Ukrainian industrial leaders SDO Yuzhnoe, DB Antonov, Motor Sich and ect; wide
class of nanomaterials and nanotechnologies which can be used as multifunctional materials in
automobiles and electronic devices, membranes for cleaning water and air, new renewable
energy sources and ect.
Ukraine is currently restructuring its research and innovation environment and aligned
its priorities with EU to increase cooperation and joint activities. As an example it should
be noted the very actual problem of creating of new materials for traditional and

renewable energy applications both for EU and for Ukraine. In FP7 program it was a
positive experience of SICA calls with wide participation of Ukrainian scientists in
development of new high-temperature materials for energy applications. And after 3 years
of 4 separate FP7 projects there are the positive results of such kind of cooperation and
furthermore joint intellectual property created during these projects. And one of the task of
this Strategic Research Agenda (SRA) sets out research and technological development
priorities for the medium to long term perspectives, including measures for enhancing
networking and clustering of the Research, Technology and Development (RTD) capacity
and resources in Ukraine for the materials science sector. It also makes an important
contribution to the preparation of the European Commission’s proposals for future
research programs. In parallel with this SRA, UNTPAM works on a Market Deployment
Strategy (MDS) which anticipates the key elements for the effective implementation of the
SRA. It aims to bridge the gap between the current state of development of a given
technology and its deployment. The implementation of the SRA involves support from a
range of sources, including the European Commission’s Framework Programs, other
sources of European funding, national research programs, industry funding and third-party
private finance.

Communication with European Technology Platforms:
During the stage of UNTPAM formation Ukrainian initiative group had multiple contacts
with representatives of successful ETP which activities are connected with materials
science. European experience showed that only one from 10 organized Platforms became
successful. And other Platforms interrupted their activity because of specific reasons. One of
the most successful European Technology Platform in the field of materials sciences is
EuMaT . It should be noted that last time special attention had been paid on the following:
New materials and manufacturing methods that can be applied for new products
and life cycle material solutions
Improved understanding of complex material degradation mechanisms (wear,
corrosion, mechanical reliability) in order to create efficient multimaterial and functionally
graded material solutions
Modelling and simulation of the material degradation mechanisms regarding
material properties and performance in operation as well as of the manufacturing processes
utilizing computational methods
Advanced materials refer to next generation of materials and their manufacturing
methods, e.g.:
New material groups, e.g. nanostructured materials, metal matrix composites,
multimaterial structures, functionally graded materials, smart/active materials
New manufacturing methods, e.g., for multimaterial structures, spray deposition of
MMCs, new coating joining and casting methods, powder metallurgical methods and
composite materials
Hybrid material systems, e.g. novel use of advanced high performance materials
together with commodity materials in multimaterial structures
All these items are very actual in Ukraine and Ukrainian scientists and end users
participate in current FP7 and Horizon 2020 project on these priorities

New Metal Materials.This priority is aimed at overcoming import dependency by wider
use of raw materials available in Ukraine to supply priority economic sectors with
newcompetitive metal materials, inexpensively doped, heat- and radiation-resistant alloys
and materials with outstanding mechanical properties (e.g. plastic recovery, super
damping,and super power), amorphous alloys, materials with unique controllable
magneticproperties.
Nanoparticle reinforced steels, ferroalloys and cast irons for constructions with possibilities of
large scale realization
Nano structured Equiatomic (High Entropy) Materials for Air-Space and Marine Vehicles
(results of meeting of EU and Ukrainian leading specialists)
New Substances and Materials of Chemical Production. This priority is intended to
develop scientific background and boost technology development to produce a wide range
of new chemical substances and materials to meet industrial needs, to expand
rawmaterials base with national reserves (ores, sulphur, coal, oil, gas condensate etc.)
andthrough more efficient use of imported raw materials, promotion of small-scale
chemicalproduction and basic products for the entire chemical industry of Ukraine (i.e.
manufactureof the wide range of organic materials, composites and chemicals, inorganic
substancesand materials (including pure and ultrapure ones), adsorbents, chemical
reagents,ceramics and the like; polymer materials and composites based on such agents;
newcatalyst agents and carriers for industrial needs and environment protection). This
areamay also include development of new medical products. Since Ukraine is very rich in
graphite deposits and natural carbon sources, several research organizations are
developing power sources – lithium batteries, supercapacitors and the hybrid systems. Kiev
National Technology and Design University and Institute for Sorption and Problems of
EndoecologyNASU have made world-class developments.Supercapacitors with
revolutionary properties are manufactured by Yunasco-UkraineLtd using IPR from these
institutions. Cooperation of research institutions and the private sector is important for
Ukraine to develop and manufacture energy storage,conversion and supply systems.
Studies to enhance capacity, reliability, and safety of power plant functioning are underway.
Carbon- and carbon fibre-based composites are being developed for production of blades
of wind power plants and provide anti-lightning protection for these units of power plants
(Institute for Problems of Materials Sciences of NASU). Experience in anti-lightning

protectionwas gained in cooperation with DBs Antonov and Boeing for which a composite
materialhas been developed to protect fuselage from high-power electric discharge.
Superhard and Ceramic Materials. This priority is intended to develop efficient
technological processes to synthesize structurally perfect crystals of diamond, superhard
materials including film-type materials with amorphous structure, super-flexible hard
alloys; oxide, silicon-carbide and boron-nitride ceramics, including nanostructured
ceramics, and to manufacture products with constructional and functional properties and
enhancedmechanical, electrophysical and other special properties based on such materials.
Composites and Powder Materials.This priority focuses oncomposite development based
on a polymer matrix armed with mineral,glass or slag fibres, woven and knitted structures
which are intended for casework and framework; development of high-strength and
heatresistant carbon matrix-based composites; ceramics-based compositesfor
constructional elements (including those for engines and power equipment) and functional
items; metal matrix-based composites for electrodes, contacts, wires, wear-resistant
cutting tools, friction units, energy storage units and converters etc. New processes and
materials are being developed for the powder metallurgy. The large cluster of Ukraine’s
materials science achieved much in the development of materials and coats for gas turbines
such as steel,superalloys, coats, and high-melting ceramics. New highly efficientcombinedcycle gas turbines (with > 60% performance factor, lowerproduction costs and lower CO2
emission) are of high demand both in EU and in Eastern Europe. It is very important for
these materials cooperation between academic institutes, universities from one side and
large end users such as Motor-Sich Group (Zaporizhia), DB Antonov, DB Yuzhnoe and
Turboatom (Kharkiv).Ceramic fuel cells of various purposes, both fixed and mobile, are also
very actual for Ukraine .Ukraine has all necessary raw materials for thistechnology and
devices (zircon, rare-earth oxides, manganese oxides and others). This technology is being
developed in close cooperation with Pridneprovsky Chemical Plant(Dniprodzerzhinsk).
Hard-facing and Coating Materials and Technologies.This priority is intended todevelop
and support production of new materials for welding, soldering and hard-facingto
manufacture equipment for oil chemistry, metallurgy, cryoengineering, nuclear reactor
industry, space and aviation technology, and for production of consumer goods. This
priority also includes new technologies and materials for corrosion-resistant,
strengthening and wear-resistant coatings on materials used in different sectors of the
economy. As forR&D in sealing of heterogeneous materials, Paton Institute of Electrical
Welding and Frantsevich Institute for Problems of Materials Sciences have succeeded
most. IPMS has developed dozens of systems for sealing metals, ceramics, glass and other
hard materials by soldering and adhesion methods. These technologies are suitable for
electronic engineering, car and aerospace industry. IEW has developed a unique living
tissue welding technology, which is already widely applied worldwide (>70,000 surgeries).
Biomaterials.This priority covers a wide range of polymers, metals, ceramics, carbonand
composite compounds, artificial and biological tissues and fibres, glues and other materials
with properties close to biological items. Such materials are biocompatible and safe for
humans. They include materials for capillary and flat membranes, artificial heart valves and
valves for vessels, filters for plasma immunosorbents, artificial joints and bones, drug
delivery and distribution systems, bioactive substances for wound and burn healing, suture

materials, dentures and other items.Studies of implants have been rapidly developing over
the recent years. R&D in artificialbone tissue demonstrates substantial progress.
Endoprostheses made from Synthekist(synthetic bone) material knitted to human bone
have been developed based onhydroxyapatite and clinically tested (more than 2000
surgeries so far). New findings havebeen obtained for titanium materials with cellular
hydroxyapatite coating.
The Priority Functional Ceramics focuses on the development and manufacturing ofnew
piezoceramic nanomaterials and the related items with more stable parameters; capacitive,
resistive, and magnetic ceramic materials and coatings for film-type devices used in
electronic engineering, communications, and acoustics, and massive and film type hightemperature superconducting materials featuring high critical parameters. This priority
may also include materials for hydrogen energy engineering, including those with
nanostructures.

Special materials and devices for agricultural machine building
According to the UN, Ukraine can provide quality food to more than 1 billion people. 25%
of the world's black soil are located in Ukraine, so Ukraine has all the chances to become
the world's supermarket of organically pure products. There are many special state laws
and programs ensuring the development of agricultural machine building equipment and
ots separate components. There are several success stories for using of the results of
research and developments for new materials for special kinds of agricultural machines,
for example production of cultivatorpaws from special kinds of beinite cast irons
(Frantsevich Institute for Problems of Materials Sciences), development of ecological plow
and many others. For today there are many small and medium agricultural enterprises in
Ukraine which produce relatively small amounts of ecologically clean plant production.
They used such kind of materials and small amounts of end products are produced at pilot
facilities of academic institutions and SME. Such experience should be disseminated by
joint efforts of UNTPAM members and members of association UkrAgroMach. For today
UkrAgroMach (ukragromash.com.ua) has more than 30 Ukrainian enterprises of
agricultural machine building such as Kharkov tractor plant which has developed market of
its production and export its production in more than 10 foreign countries, ChervonaZirka
factory which ensure the Ukrainian agricultural sector by quality production of seeding and
cultivating technique based on new technologies export its production in such countries as
Belarus, Bulgaria, Hungary Kazakhstan, Latvia, Lithuania, Moldova, Poland, Romania,
Russia, Slovakia, Kherson Machine Building Plant which produces Self-propelled combine
harvesters and many others. Ukrainian Materials Research Society to be one of the
establishers of UNTPAM has a positive experience of joint cooperation with UkrAgroMash (
dissemination of the results of research and development through more than 15 regional
departments in Ukrainian regional Centers, participation in various kinds of agricultural
machine building exhibitions, dissemination of positive experience of using of such kind of
production) and it may be the first step of UNTPAM activity concerning agricultural
machine building which allows to formulate the set of orders, to find the sources of funding
of new industrial lines instead of existing pilot production, to create the new working
places and to decrease the relative part of import agricultural equipment and to increase of
the relative part of Ukrainian high technology agricultural equipment in common balance.

Needs of Ukrainian large end users
Unfortunately the state of Ukrainian industry is very hard now and small enterprises to be
interested in implementation of advanced materials technologies and devices for today
have no opportunity to formulate the main technical requirements for new materials and
technologies. But there are the two large end users in Ukraine in the fields of transport and
space that have joint scientific cooperation with academic institutes. Furthermore there is a
special academic program of scientific cooperation between NASU and DB Yuzhnoe and DB
Antonov. The main requirements and tasks from DB Yuzhnoe are the following:
1. The need for the development of industrial technology of ultra disperse powdered
aluminum spherical particles with a diameter of 1 to 30 microns in a special shell that
protects against oxidation. Ukrainian research sector has not only an interesting portfolio
in this area but also a pilot production for such kind of materials.
2. The need for developing a method of calculating the stress-strain state of shell structures
made from laminated composite materials containing hyper elastic layers.
3.The need for the development of feasibility study for pilot production of carbon fibers
from POLYACRYLNITRILE (PAN) precursor. Preparation of proposals for main contractor
of the project - the German company EDS groups. Development of technical requirements
for designing and manufacturing of corresponding equipment. Testing world analogues of
carbon fibers to be used in Ukraine as reinforcing elements for polymeric compositions,
investigation of their service characteristics.
4. The need for the development and testing of technology for knitted carbon fiber
materials, production of composites from them by means of impregnation by polymer
binder to have a possibility to produce carbon-plastics with unique service properties.
5. The need for production of fiber reinforced materials with refractory metal fibers and
carbon nanoparticles for protection against electromagnetic radiation and radiation
emissions.
6. The need for the development of technology of heat-resistant and radiation resistant
materials for radio absorbing structural elements.
7. The need for composite materials to protect spacecrafts from radiation emissions and
electromagnetic radiation on the base of materials reinforced by oriented nanotubes.
Specialists form DB Yuzhnoe and various academic institutes of NASU successfully
participate in international projects of FP7 and other programs to have a possibility of
presenting and dissemination of their results at global European markets
The main areas of joint cooperation with DB Antonov are the following:
1. Applied aerodynamic research (testing the new materials and whole constructions);
2. Solving the problems of noise on the ground and in the cabin;
3. Strength of aircraft constructions during the stage of their development and following
operation;
4. New and advanced aircraft composite materials with unique properties;
5. Development and improvement of onboard electronic equipment, systems, training
modulus;
6. Solving the problems of electromagnetic compatibility and lightning protection;
These studies primarily related to new projects "Antonov", including AN-70, AN-148, AN158, AN-178, and modernization projects of aircraft that are in operation - AN-140, AN- 74,

AN-124 and others. The agreement provides for cooperation in the form of annual plans for
technical and scientific research "Antonov" perform applied research in the field of aviation
science and technology on the basis of bilateral agreements between institutions of NAS of
Ukraine and "Antonov".
The results of such type of cooperation can be implemented at one more large Ukrainian
end user “MotorSich” with very good industrial facilities ( till 2014 the Russian market was
main consumer of their production and now they search the new markets for their
production)
Within the framework of FP7 and current Horizon 2020 projects Ukrainian large end users
cooperate with similar European Organizations such as DLR, Lambordgini, and ect. So
there is a possibility to formulate the problems and find the methods of their solution by
common efforts.
Such contacts enhanced by Government Programs, UNTPAM activity and international
cooperation with corresponding European Technology Platforms will be the first stones in
building the bridge between research and industrial sectors in Ukraine and widening the
possibilities of technology transfer and improvement of innovation climate.
Wide perspective of cooperation with ETP are opened in the framework of Joint Initiatives, so
called Joint Undertakings (Fuel Cells and Hydrogen, CleanSky). This is cooperation in the
framework of open calls, cooperation in formulating of new calls for next periods and ect.

The main aims:
 establishing business relations between
materials science researches from one side
and business representatives from another
side;
 presenting of detailed information about
advanced materials research investigations ;
 issuing orders to perform aimed
researches for their practical
implementation;
 consolidation of the efforts of national
producers and research engineers of
advanced materials on innovation
technologies in the field of materials
science and common access to European
and global markets.
UNTPAM activity covers all elements of
scientific development life cycle (from idea to
practical realization) :
-
formulation of scientific problems;
scientific developments for new
technologies and new materials ;
solving the problem of scientific
development transfer;
brokering and marketing activities;
legal issues;
the organization of enterprises,
companies, etc.
UNTPAM tasks :
1. Revision of the current state of production and
science in the field of materials science:
identifying available resources and potential
possibilities.
2.Formation of requests for new technologies in
the field of materials science, including
nanomaterials and biomaterials: marketing
researches of world and national needs for new
technologies of such type materials and methods
of their production.
3. Creating the conditions for active dialogue
between all participants of the process, including
analysis of the legal framework, establishing
contacts with regional and city administration,
organization of seminars, forums and symposia .
4. Focusing of collaborative efforts on existing
innovative developments in the field of materials
science, organization of consultations, trainings
and "brainstorms"
The main principles of UNTPAM activity :
 acceleration of the practical implementation
of the results of scientific researches through
public-private partnerships;
 creating of synergies between UNTP partners;
 ordering of scientific developments by private
firms.
Expected results:
 significant acceleration of implementation
of scientific results;
 improving of scientific research funding;
 increasing of the number of working places;
 access to the European and world markets.
