SVP, Outreach and Capability Building Role SVP, Outreach and capability building Reporting to Function EVP, Services or CEO Services Level L2 Grade G2 Age Criteria Maximum age 45 years (till 30 May 2015) Experience 15 – 18 Years th Role Description To provide inputs for designing the overall strategy for Outreach and Capability Building and ensure end to end change management support and effective training delivery to the stakeholders using GSTN’s services. The role holder would also be responsible for networking and promoting the GSTN’s brand and related developments & offerings amongst the existing and prospective partners of GSTN and other stakeholder groups Key Responsibilities Strategy Design and Implementation ► Provide inputs into the overall strategy and creation of processes for Outreach and Capability Building ► Provide inputs to the Head of Services in the planning of the departmental budget during the internal budgeting exercise and ensure adherence to the same Outreach and Capability Building Operations ► Collaborate with Head, Services to understand the target stakeholders, their profile, requirements and expectations from GSTN ► Articulate the strategy to provide the following support to various set of stakeholders: ― Training to the set of people/ counterparts adopting GSTN’s offerings ― Change Management support to the stakeholders adopting GSTN’s offerings ― Networking and Outreach to various set of stakeholders including current and prospective partners of GSTN ► Stay abreast with various national and international practices on training, change management and outreach strategies ► Provide required inputs to the team on the profile of stakeholders, their training/ change management/ awareness requirements, level of maturity etc to help team build their understanding of the stakeholders ► Articulate standard processes and policies governing training, change management and networking & outreach divisions ► Build relationships with pertinent subject matter experts like training content developers, functional experts, trainers/ training agencies, change management specialists/ consultants, media agencies etc; Utilize their services as and when required with due negotiations on commercials ► Review the training content to ensure adherence to the stakeholder requirements ► Obtain the inputs of training delivery heads on training delivery process and mechanisms; Understand the region specific requirements and articulate effective training delivery plan with region specific customizations to be done by training delivery heads ► Evaluate the effectiveness of training content and delivery periodically basis review and stakeholder satisfaction feedback; Ensure continuous improvement in training content, delivery mechanism and capability of the subject matter experts being involved ► Conduct train the trainer workshops for inhouse talent to act as subject matter experts and trainers in the training unit of the organization to optimize costs of outsourcing ► As per the stakeholders’ requirements and business understanding, provide support to Head, Change Management in articulation of change management pillars and key interventions to be undertaken for every stakeholder ► Evaluate the effectiveness of change management support across various pillars; Ensure continuous improvement ► Leverage the established relationship with stakeholders to involve them in various networking and outreach initiatives being launched by GSTN ► Resolve the escalations (if any) pertinent to stakeholder communication or corporate branding during running of various branding events/ initiatives ► Provide feedback on effectiveness of various networking and outreach initiatives; Suggest improvements (if any) ► Suggest various mechanisms to standardize the services of training, change management and outreach to various set of stakeholders as far as possible with due level of customization People Development ► Take an active role in recruitment of incumbents into own team ► Conduct formal performance appraisal and provide developmental feedback for own team ► Identify training needs of subordinates and provide functional training inputs through internal and external sources Others ► Ensure timely preparation of MIS and Status Updates for circulation to the Top Management and other authorities as may be required Key Interfaces: External: Internal: ► Vendors/ Service Providers/ External agencies/ Consultants etc ► Government Ministries & Departments including Department of Personnel & Training (DoPT) etc ► External stakeholders like tax administration authorities etc ► All internal departments Key Attributes & Skills: ► Role holder to be sourced on deputation with minimum experience of 14 years at preferably at Director grade OR ► Role holder to be sourced from private sector with experience of 14 years and Post Graduate in Human Resource Management/ Change Management/ Any similar degree/ diploma ► Around 5-8 years of experience in Experience in Information & Broadcasting Ministry/ Related functions for an official on deputation is preferred ► Around 5-8 years of experience in Training and Change Management for a private sector candidate is preferred
