Date: May 8, 2015 Ref.: RFQ/15/143 Subject: Solicitation for Staff Training on OMB Super Circular (2 CFR 200) The International Foundation for Electoral Systems (IFES) - Washington DC, invites your firm to participate in this competitive solicitation for pricing and delivery of training on the newly released OMB “Super Circular” at the IFES office in Washington, D.C. BACKGROUND IFES is an independent, non-governmental organization (NGO) with headquarters registered in the United States. IFES promotes democratic stability by providing technical assistance to the electoral cycle worldwide to enhance citizen participation and strengthen civil societies, governance and transparency and receives support from a number of donor sources including the United States Agency for International Development (USAID), and the Department of State (DOS). DESCRIPTION OF SERVICES OMB Super Circular Training IFES is seeking a trainer(s) to provide training to a select group of IFES staff from its different departments of Contracts and Grants, Finance, Programs, and Human Resources. The trainer(s) should provide relevant training materials for attendees to understand the impact and changes that may be required as a result of the new regulations of the new Super Circular applicable to its USG funded awards. Separate modules should be proposed to cover the different staff focus areas cited above so that staff have the flexibility of attending different modules/sessions. Although the exact number of modules is left for the trainer to recommend, the following can be used as an example: Programs: General Overview – what it is and when it’s effective, etc. Contracts and Grants: Pre-Award process, Fixed-Price Awards, Revision to Procurement Rules, Subrecipient Monitoring and Management, etc. Finance: Changes to Indirect Cost Rules, Increase of Internal Controls, Audits, Cost Principles, etc. Human Resources: Integrity Rules, Conflict of Interest, Mandatory Disclosure, Compensation, etc. IFES anticipates that up to 30 staff may be attending each of the different modules. IFES will provide all necessary equipment and facilities. IFES would like to hold this training during the first week of June, 2015. The IFES office in Washington, D.C. is located at: 1850 K Street, NW Fifth Floor Washington, D.C. 20006 REQUIREMENTS Bidders must submit the following: 1. IFES requests bids for the above listed services for the time it estimates will be required to develop materials and provide the training. IFES anticipates that the subject matter should be covered in a one day period. The financial proposal should be broken down into unit costs. 2. Bidders must provide a brief outline/syllabus of the proposed training and modules and topics to be covered. 3. General information about the bidder’s history and experience. 4. Detailed description of past experience providing similar services in the Washington, D.C. area. 5. Names, addresses and telephone numbers of three business references, and approval to contact listed references. EVALUATION IFES will evaluate bids based on the following criteria: 1. EXPERIENCE OF PROPOSED TRAINERS; 2. QUALITY OF PROPOSED SERVICES/PROPOSED SYLLABUS; and 3. AVAILABILITY; AND 4. PRICE. Prices quoted must be valid for 60 days. 2. All procurement will be subject to IFES contractual obligations and contingent on the availability of donor funding. 3. IFES reserves the right to accept or reject any quotation or stop the procurement process at any time before the award, without assigning any reason or liability. 4. IFES reserves the right to accept all or part of the quotation when awarding the purchase order. 5. All information provided by IFES in this RFQ is offered in good faith. Individual items are subject to change at any time. IFES makes no certification that any item is without error. IFES is not responsible or liable for any use of the information or for any claims asserted there from. 6. IFES reserves the right to require any bidder to enter into a non-disclosure agreement. 7. The RFQ does not obligate IFES to pay for any costs, of any kind whatsoever, which may be incurred by bidder or any third parties, in connection with the Response. All Responses and supporting documentation shall become the property of IFES, subject to claims of confidentiality in respect of the Response and supporting documentation. Contain detailed cost breakdown, with applicable Tax/Charges clearly identified, provided against each of the categories of services described in this request. 2. In your cost breakdown, please specify the maximum number of participants per instructor and/or training session. 3. Please submit trainer’s CV. 4. Include a contact name, email address, and telephone number to facilitate communication between IFES and the Bidder. 5. A brief outline of the company and services offered, including: Full legal name and address of the company or individual; Full legal name of company’s President and / or Chief Executive Officer (not applicable for individuals); Year business was started or established 6.
