I-ACT Policy Statements:
I-ACT recommends the use of currently registered FDA equipment and only disposable speculums, rectal
tubes, or rectal nozzles. However, should the Therapist use reusable speculums, these speculums should,
at a minimum, be autoclaved for sanitation and cleanliness (30 minutes). Additionally, the autoclave unit
must be tested and inspected by competent authority at least four times per year- maintain documentation.
(Under NO conditions should a disposable speculum or rectal tube be reused).
I-ACT recognizes the FDA classifies equipment used to instill water into the colon through a nozzle
inserted into the rectum to evacuate the contents of the colon into three distinct classes; Class I (Enema
Kits), Class II and Class III are (Colon Irrigation Systems). Follow the guidelines of your manufacturer, as
approved by the FDA for the type of equipment (devices) you are using. Make no claims as to the use of
your device other than those approved by the FDA.
The main differences between Class I and Class II devices:
The code of federal regulations CFR 876.5210 & 876.5220 describe the differences between the Class I
and the Class II devices. From that regulation, a Class I device is an enema system and does not include
“colonic irrigation devices”. A “colon irrigation device” is a Class II device, which in part is described as:
“The system is designed to allow evacuation of the contents of the colon during the administration of the
colonic irrigation.
The Class I Device:
· The Class I device is defined as an enema system and may not have temperature control, temperature
gauges or water purification as part of the device. Class I enema systems must be self-administered.
· Manufacturers of Class I devices are not required to have third party oversight as they need not comply with the good manufacturing practices and record keeping that are required of Class II manufacturers. Class I devices are not as heavily regulated and controlled by the FDA as Class II devices are.
· Owners of Class I devices may not market their service using the terms “colonics or colonic irrigation” in describing the scope of their practice of evacuating the contents of the lower bowel.
The Class II Device:
· The Class II Device is a “colonic irrigation device”.
· Manufacturers of Class II devices are required to have third party oversight and must comply with
the good manufacturing practices and record keeping that are required by the FDA. Class II devices
are heavily regulated and controlled by the FDA.
· The FDA requires Class II devices to be sold and used on or at the order of a physician or health care
practitioner. This may be different in each state.
Although I-ACT is not aware of any laws that preclude you from assisting an individual with an enema,
I-ACT does want you to consider upgrading your equipment to the equipment that provides the greatest
safeguards to the public. In this profession, that would be equipment marketed as Class II devices.
Remember that I-ACT strongly recommends that all I-ACT members use FDA registered Class II devices
or devices equivalent to Class II devices regulated by the appropriate agency in your country. Only
individuals using FDA registered equipment will be placed on the I-ACT Web Site. Purchase equipment
at your own risk. Ensure you are in compliance with your local, state, federal and country guidelines.
Ensure that equipment you purchase is cleared for use in your country.
I-ACT recognizes there are two distinct types of colon irrigation systems; open and closed systems.
However, it is I-ACT policy that the colon hydrotherapist / technician is always in attendance / or is
immediately available to the client throughout the session. The degree of assistance is to be in compliance
with the instructions of the manufacturer of the equipment as registered with the FDA, and/or as directed
by a physician.
The policy on insertion is to follow the instruction of the referring physician; the guidelines of the
manufacturer as approved by the FDA; or the directives from the authority of your city, county, state, or
country ordinances.

in full. According to most state laws, putting initials after your name is not allowed unless you are licensed
or have a degree from an accredited professional school.

any disease, or that makes unsubstantiated medical claims SHALL NOT be used.

Like last year, I am at home spending time with
family and friends. I finally have a chance to relax
and reflect on all that has happened in 2014. This is
a nurturing environment to reflect and give thanks
and appreciation for all we have and all we received
in 2014.
As we review 2014, we have been blessed to
have had a fantastic 25th year of existence for our
association. We have set in place plans to ensure
that we will grow and become stronger in the next
25 years.
Our 25th Anniversary convention was an outstanding
success and became the springboard for our future
endeavors.
We are preparing for the first International Congress
of Colon Hydrotherapy to be held at the Hilton,
Birmingham Metropole in England! We are working
with the other associations in England and Europe
to put on this event. We thank ARCH, RICTAT,
and IPCH for their help putting this together. The
Italian association SIPC will also become a major
participant and we welcome their assistance.
All of this has been put in place by the efforts of
Richard and Marlin Armstrong and our International
Committee Chairperson, Dorothy Chandler. Thank
you all for your efforts.
Our 2015 Convention will be held in Nashville, TN.
You can relax and enjoy the music in the home of
Country Music while learning from a great line up
of speakers. We will have the best “Hoe Down” ever
and other fantastic activities. We’ll see Y’all there!!!

We anticipate that this effort should help you
generate relationships with medical doctors in your
area. In addition, it will help to spread information
about the value of colon hydrotherapy to the medical
community as part of our desire to educate the
doctors.
You can see that 2015 will be an exciting time. So,
take a moment and reflect on the past year, allow
yourself to rest and become strong so we can have
the best year ever. I wish you a prosperous and
health-filled New Year, wherever you are, in our
I-ACT global community.

I-ACT continues its mission
to educate the public,
protect consumer access
to colon hydrotherapy and
protect the right of the colon
hydrotherapy practitioner to
provide the service.
I-ACT has made Colon
Hydrotherapy Advocacy a priority. This advocacy is the designing and implementation of a proactive
legislative strategy, not reacting to legal challenges. This strategy will include the sustained action
by an identified core state leadership group, consisting of I-ACT members interested in volunteering,
support from our clients and the financial support of everyone. If each of us would solicit just
$100.00 from each of our clients, it would help us to protect our profession.
January starts the legislative cycle in most states. I-ACT has developed and is populating a state
legislative database which includes:
• State legislative cycle (time frame for introduction of bills and committee actions for both
houses).
• Number of Senate, House members and legislative districts.
• Party in leadership.
• Members in each identified legislative district.
Our legislative strategy will have several key training components:
• To educate the therapist community on the importance of legislative advocacy.
• To educate our clients to solicit their support.
• To network with other unlicensed practitioners.
• To educate our state legislative officials regarding our identity as a practitioner group and how
our businesses support our local economies.
• Members will learn how to contact their state legislators and create goodwill.
Our positive sustained action will change negative perspectives.
It will take each of us to gain legal protection. Lets get busy!!

We hope this letter finds you and yours in the best of health and ready to start a New Year.
As you read Gail’s letter, you can see how important it is for us to work together to support the legislative efforts. One of the strongest arguments that we have, to help the legislative bodies of our states to believe that
our profession is safe and our members are capable of working on the public in a safe manner, is the NBCHT
Certification Examination.

This exam is used by the only state in the US that licenses colon hydrotherapists, and that state is Florida.
The NBCHT has a policy to make this exam available to any state that is seeking legislation to help speed up
the process and support the effort. In addition, the National Board exam is “legally defensible in the event of
a judicial action against a colon hydrotherapist”. This is a very important point that cannot be over emphasized.
We have been talking about this exam for years, and many of you have not taken this exam. This exam is now
recognized in CT and in CO. Our profession is moving forward, so we strongly recommend that you not be
left behind.
To help prepare you for this exam, I-ACT has developed a preparation course. The cost for the webinar or
DVDs is only $150.00. Contact the I-ACT office to register for this new webinar or to get the DVDs. Then
take the National Board Certification Exam and get certified by the NBCHT.
I believe this exam will be extremely valuable to you as we try to get legislation passed through each state.
Taking the NBCHT Exam, demonstrates that you are a professional that is seeking to practice properly and
that you want to ensure the safety of your clientele.

HOW TO LOBBY YOUR
LEGISLATOR

HOW TO LOBBY YOUR LEGISLATOR
L
obbying to convince any individual of the merits of your position requires an understanding of the
rationale that supports that belief. Your goal is not to threaten or antagonize, but to influence on
the basis of your knowledge and understanding of the issues.
Be Prepared —Before You Lobby, Do Your Homework
Know Yourself
Be aware of your own personal prejudices or biases. Such knowledge will enable you to maintain objectivity
by anticipating your own response in a given situation.
Know Your Organization
If you are speaking on its behalf, you will want to be a credible representative. Be fully aware of your
organization’s positions and their development as well as the relationship it maintains with other
organizations and with the legislature.
Know Your Legislator
Make an attempt to understand the basis for your legislator’s positions which may include his or her:
• record on related legislation and/or votes (be aware of any prior favorable commitment to your
cause);
• party, position, and tenure in legislative and political power structure;
• constituent pressures;
• general predispositions;
• responsiveness to various kinds of personal interviews (sensitivity to legislative attitudes about
approach is essential).
Your appearance as an objective individual, able to deal sympathetically with the concerns of both sides, will
be enhanced.
Know Your Issue
Phrase the argument in your own words. Don’t be surprised if it appears you are more knowledgeable than
the individual you are lobbying. No one can be expected to address every question or matter of concern
regarding an issue, however so don’t hesitate to admit your lack of knowledge on a particular point. Be
willing to pursue the answer and report back.
Know Your Opposition
It is preferable to anticipate the opposition and answer their arguments positively before those arguments
surface publicly.
Effective Individual Communication
Your maximum influence comes in addressing your comments directly to your own legislator.
The Personal Visit
Perhaps the most effective method of transmitting your message, a personal visit allows both of you to
connect names with faces. In communication afterward, you will have established yourself as a known
concerned constituent. If your legislator is holding a hearing or workshop, try to attend. It is a good time to
meet your legislator informally.
If your representative is not available, ask to meet the legislative assistant. S/he can generally be expected to
be at least as well informed as your representative, and may have more influence than you suspect.
The Telephone
The telephone can be an effective tool. Remind the legislator of any previous contact. If the member is not
available, speak with the legislative assistant.

Your students may take an A&P course through their local community college or university. If they have taken an Anatomy & Physiology course for massage, from a state licensed school that provided
at least 45 hours of classroom time, that course will also count.
There is one course that may be used for the A&P pre-requisites.
Your student may take the Delmar course through CENGAGE
Learning, ONLY if you as the instructor or school register with
Delmar and set up the program. It goes through you, students MAY
NOT call Delmar, it doesn’t work that way.

Dear I-ACT Members,
This month I took some time to reflect back over some of the milestone events that happened within
our membership as we celebrated 25 years in the industry. We have been blessed in so many ways.
Many organizations don’t last as long especially with the drastic drop in the economy the past few
years. The emotion that comes up strongly for me is Gratitude.
I’m sure by now most of you have heard the good news! Well - Thanks to you, our members,
I-ACT has added $10,000.00 to our Legislative Account!
This is in Appreciation and Gratitude to YOU ~Warmest thanks to all of our I-ACT members for
your hard work and outstanding contributions.
As we move into the year 2015, I want to remind you, we are open to any ideas to help keep the
fund raising account afloat and tangible without donating too much of our own money. I am also
hoping to find volunteers that would like to join me on this venture to raise money. Please email
me with any ideas or let me know if you’re interested in helping to raise money. We look forward to
taking on the process of reenergizing and refocusing certain aspects of our industry.
We are starting on our 2nd edition cookbook. The focus is more on creating a gluten free cookbook.
It won’t be as large as the first edition. The goal is to have at least 100 pages with pictures. I need
all recipe submissions, with a photo, no later than January 30th 2015. This book will be printed in
house. I need High Quality photos for the book! Please start gathering your favorite gluten-free
recipes and send them to my email address gaylepalms@hotmail.com .

Professional liability insurance.
Allied Professional Insurance will write professional liability insurance for I-ACT members. You must be a current
member and keep your membership current to be eligible for the insurance. Contact the I-ACT office (210-366-2888)
for the application form, or go to the I-ACT web site - Members Only Section - and download the application from
the web site.
Doctors’ Insurance Agency also writes professional liability insurance for colon hydrotherapists. Email them at: info@

Another company, CM&F may write liability insurance for colon hydrotherapists (they have dropped numerous

“Enterostomal Therapist.” They will put a rider in the policy stating colon hydrotherapy if you request; however, it
is not required - this depends on the underwriter of the insurance.

UPDATE
Illinois Legislative Update for I-ACT Members
December 15, 2014
Greetings I-ACT Family,
This last year we’ve continued to build relationships with members of the General
Assembly and other natural health practitioners for support as we work to raise a
bill protecting colon hydrotherapy practice January 2015.
Since the association’s beginning, I-ACT has been open to all. Providing an
opportunity for individuals around the world, both unlicensed and medically
licensed, to enter the profession of colon hydrotherapy and gain certification.
Our history:
During 2012, four colon therapists were accused of practicing medicine without a
license and in 2013, three-colon therapist were refused business licenses in the
cities of Arlington Heights and Downers Grove. Two of the three therapists have
IL massage licenses but are not medical practitioners. (No colon therapy can be
provided in these cities without medical doctor oversight).
This committee is working diligently to bridge the gap between our US and
International membership by identifying equivalent education standards and
existing regulations governing colon hydrotherapy.
Just recently, our Exective Director, Dick Hoenninger, on board direction has
added a translation app to our website. This allows any members or visitor to
view the I-ACT website in their language. Please take time to check for accurate
translations.
With the assistance of General Assembly members, Sen. Iris Martinez, Sen. Mattie
Hunter, Rep. Ken Dunkin and Rep. Mary Flowers, we successfully negotiated a
verbal agreement with the secretary of the IDFPR, Manny Flores. (Illinois
Department of Financial and Professional Regulation) This agreement is in effect
so long as practitioners do not advertise treatment of medical conditions.
Unfortunately, we've been made aware that each city in Illinois is self governed
and may interpret the existing law independently. Attorney Anthony Pinelli
defended 3 of the 4 therapists in 2012-2013 and was a great resource to our
association on interpretation of the IL Medical Practice Act.

The election is over now and we have new elected officials and a new governor.
Our verbal agreement was made with Gov. Quinn's administration so it
will not exist with the change in leadership and the appointment of a new
secretary.
As you may remember both Colorado and Connecticut raised bills in 2013, which
became law, to protect colon hydrotherapy practice and public access to
practitioners. Its time for Illinois to join this proud group.
If you are a traditional naturopath and a member of the ANCB, please let me
know.
Send me your state senator and representative names.
Lastly, a financial report: the IL legislative fund administered by I-ACT has a
balance of $3494.00 as of Dec 2014. YEAH!!!!

Marketing and Branding Basics
Make the Most of Your Marketing Budget

Promoting your company is a must in order for your company to succeed. Some call it public relations, some call it
advertising – it doesn’t matter what you call it – it is all about marketing. Your business plan must include a marketing
budget which is essential to getting you started on the right path toward advertising and promotions. However, there are
many ways to get your company’s name out in the public without spending a dime.
You may wonder why this article is entitled
Marketing and Branding Basics…why not just
Marketing Basics? Aren’t they really the same
thing? They both affect the sales of a product
or service, so what’s the difference?
If your company does something good, tell people about! Post it on your social media sites – that is the best way to spread
news about your company free of charge – and, you have total control of the message. Tell the press - call your local
newspapers and find out who to send press releases related to your area of business. Ask that person – your new contact –
how to send it, when to send it, and if you can send other information pertaining to your company to that person as well. If
not, ask for another person to call.
Marketing is the active tactics used to promote
a product or service…it’s getting the message
out there to “use our services because of x, y,
and z” …it’s the methods used to encourage
a consumer to pick up the phone and make an
appointment.
If someone in your company was recently promoted, spread the word. Write a paragraph about it including their name, their
current position, their current duties, their former position and their hometown. Again – post it with a headshot on your
social networking sites. E-mail the info along with a headshot to the paper and chances are you will see it appear in the paper
within a few weeks.
Branding is the representation of your
product, service …it’s about who you are, your mission, what you stand for, your promise, your uniqueness…
it’s the expectation that you create about what it’s like to use your service or product and then delivering on that
expectation. Branding is saying, “this is me, this is what I’m like and if this appeals to you, you should buy me,
love me, and tell all your friends to like me to.”
So, can you have one without the other? Yes…but not effectively…used together they bring better results, and
can create repeat customers. Marketing campaigns may convince a prospect to try your service but branding of
the service or product is what creates loyalty from the customer, causing them to continually choose you and
recommend your service to others.
How does a logo create loyalty, that’s what branding is right? Branding is much more than a logo, its also
everything you say and do when providing your service, it’s your business culture, your customer service, and the
quality of your product or service.
Lets compare two examples, Office #1 has a thoughtfully designed logo that represents who they are, an attractive
brochure describing the benefits of using their services and their office is pristinely clean, has a zen-like calming
atmosphere with caring and conscientious providers, thoughtfully thinking of your every need and acting on it.
Office #2 also has an attractive logo with a flyer offering their services, with an office, while still clean, it’s white
walls are decorated with a generic poster, it has a provider who keeps you waiting and doesn’t apologize upon entry
to your room and lets their cell phone ring during your session although they don’t actually answer it.
Obviously you see that the customer in Office #1 will have a better experience than the customer in office #2.
Office #1 has carried their branding through to include their entire culture… so marketing office #1 will be
much easier than #2 because the branding is in place and it backs up what the marketing messaging says about its
services, therefore loyalty to office #1 will take root.
So how do you go about creating the branding and marketing for Office #1?
A Very Basic Plan:
1. Define yourself/your service/your product. In addition to writing about the features and benefits or your business,
write down as many adjectives that you can think of that describe you… for example… friendly, edgy, peaceful,
conservative, trendy, eco-conscious, warm, corporate, hi-tech, relaxing. These words can be used to define your
“look and feel” a term that graphic designers use when developing logos and marketing collateral that includes,
brochures, websites, emails and more. These words should also be used when designing your space, choosing your
work clothes, the script for you and your sales team, and for the person answering your phone.

If your company participates in a fundraiser, or donates money to a local non-profit organization, take a photo at the event
while your employees are in action, or of the check presentation, write a caption and e-mail it to your contacts. And, you
guessed it, post it on your social networking sites as well.
Also, offer yourself as an expertise in your field. Know what is in the local news. If you read the newspaper and see
something in the headlines about weight loss and you happen to be a nutritionist who can add another angle to the topic, call
or e-mail your contact and let them know. If you leave a message, be sure to give all of your contact info and the best time to
reach you – and be available. You want to create credibility, reliability and accountability.
Take advantage of the calendars in the local papers – they are free! Call the paper and find out when the deadline is to send
the information, how much lead time they need, how you should send the information and what format they need. Then,
make it a habit to send weekly or monthly press releases announcing your upcoming events, meeting etc.
You have the tools you need to market your business – by sharing that information; you are taking the first step to inform
others.

Committee (PSEC) now includes the PSEC as the
standing committee, and the Website Compliance
and Grievance committee as subcommittees.
Allowing actions identified in one committee to
flow readily into standard of practice revisions.
The PSEC reviews current SOP guidelines and
policies for updates, writes standards as necessary and provides all created documents and suggested
revisions to the board for review and approval.
The Website Compliance committee, reviews members websites for compliance with I-ACT
existing standards and identifies non-member copyright infringement of I-ACT logo or materials. The
committee is currently reviewing several member and non-member websites, the majority being logo
violations. Members who find practitioners in violation of I-ACT’s copyright are encouraged to notify
the office. A member of the committee will be assigned to contact the practitioner in question.
The Grievance Committee has had six grievances filed during 2014; all but two have been resolved.
Some of the actions continue to address a failure of communication between instructors and their
students. Each instructor is asked to comply with current I-ACT policy related to having an enrollment
agreement/contract clarifying what the tuition covers. This committee also responds to complaints
filed against members by other members or the general public. Members are encouraged to make
full disclosure to the public relating to their certification status, avoid being accused of deceptive
advertising or practices.
The committee extends its deepest appreciation to the I-ACT office staff, Brandi and Kristi and to the
many members who have assisted this committee in its actions.
All members in good standing may join the PSEC or Website Compliance committee. Please contact

Marketing and Branding Basics
Make the Most of Your Marketing Budget
Kathie Jankauskas
Promoting your company is a must in order for your company to succeed. Some call it public relations, some call it
advertising – it doesn’t matter what you call it – it is all about marketing. Your business plan must include a marketing
budget which is essential to getting you started on the right path toward advertising and promotions. However, there are
many ways to get your company’s name out in the public without spending a dime.
You may wonder why this article is entitled
Marketing and Branding Basics…why not just
Marketing Basics? Aren’t they really the same
thing? They both affect the sales of a product
or service, so what’s the difference?
If your company does something good, tell people about! Post it on your social media sites – that is the best way to spread
news about your company free of charge – and, you have total control of the message. Tell the press - call your local
newspapers and find out who to send press releases related to your area of business. Ask that person – your new contact –
how to send it, when to send it, and if you can send other information pertaining to your company to that person as well. If
not, ask for another person to call.
Marketing is the active tactics used to promote
a product or service…it’s getting the message
out there to “use our services because of x, y,
and z” …it’s the methods used to encourage
a consumer to pick up the phone and make an
appointment.
If someone in your company was recently promoted, spread the word. Write a paragraph about it including their name, their
current position, their current duties, their former position and their hometown. Again – post it with a headshot on your
social networking sites. E-mail the info along with a headshot to the paper and chances are you will see it appear in the paper
within a few weeks.
Branding is the representation of your
product, service …it’s about who you are, your mission, what you stand for, your promise, your uniqueness…
it’s the expectation that you create about what it’s like to use your service or product and then delivering on that
expectation. Branding is saying, “this is me, this is what I’m like and if this appeals to you, you should buy me,
love me, and tell all your friends to like me to.”
So, can you have one without the other? Yes…but not effectively…used together they bring better results, and
can create repeat customers. Marketing campaigns may convince a prospect to try your service but branding of
the service or product is what creates loyalty from the customer, causing them to continually choose you and
recommend your service to others.
How does a logo create loyalty, that’s what branding is right? Branding is much more than a logo, its also
everything you say and do when providing your service, it’s your business culture, your customer service, and the
quality of your product or service.
Lets compare two examples, Office #1 has a thoughtfully designed logo that represents who they are, an attractive
brochure describing the benefits of using their services and their office is pristinely clean, has a zen-like calming
atmosphere with caring and conscientious providers, thoughtfully thinking of your every need and acting on it.
Office #2 also has an attractive logo with a flyer offering their services, with an office, while still clean, it’s white
walls are decorated with a generic poster, it has a provider who keeps you waiting and doesn’t apologize upon entry
to your room and lets their cell phone ring during your session although they don’t actually answer it.
Obviously you see that the customer in Office #1 will have a better experience than the customer in office #2.
Office #1 has carried their branding through to include their entire culture… so marketing office #1 will be
much easier than #2 because the branding is in place and it backs up what the marketing messaging says about its
services, therefore loyalty to office #1 will take root.
So how do you go about creating the branding and marketing for Office #1?
A Very Basic Plan:
1. Define yourself/your service/your product. In addition to writing about the features and benefits or your business,
write down as many adjectives that you can think of that describe you… for example… friendly, edgy, peaceful,
conservative, trendy, eco-conscious, warm, corporate, hi-tech, relaxing. These words can be used to define your
“look and feel” a term that graphic designers use when developing logos and marketing collateral that includes,
brochures, websites, emails and more. These words should also be used when designing your space, choosing your
work clothes, the script for you and your sales team, and for the person answering your phone.

If your company participates in a fundraiser, or donates money to a local non-profit organization, take a photo at the event
while your employees are in action, or of the check presentation, write a caption and e-mail it to your contacts. And, you
guessed it, post it on your social networking sites as well.
Also, offer yourself as an expertise in your field. Know what is in the local news. If you read the newspaper and see
something in the headlines about weight loss and you happen to be a nutritionist who can add another angle to the topic, call
or e-mail your contact and let them know. If you leave a message, be sure to give all of your contact info and the best time to
reach you – and be available. You want to create credibility, reliability and accountability.
Take advantage of the calendars in the local papers – they are free! Call the paper and find out when the deadline is to send
the information, how much lead time they need, how you should send the information and what format they need. Then,
make it a habit to send weekly or monthly press releases announcing your upcoming events, meeting etc.
You have the tools you need to market your business – by sharing that information; you are taking the first step to inform
others.

UPDATE
Illinois Legislative Update for I-ACT Members
December 15, 2014
Greetings I-ACT Family,
This last year we’ve continued to build relationships with members of the General
Assembly and other natural health practitioners for support as we work to raise a
bill protecting colon hydrotherapy practice January 2015.
Since the association’s beginning, I-ACT has been open to all. Providing an
opportunity for individuals around the world, both unlicensed and medically
licensed, to enter the profession of colon hydrotherapy and gain certification.
Our history:
During 2012, four colon therapists were accused of practicing medicine without a
license and in 2013, three-colon therapist were refused business licenses in the
cities of Arlington Heights and Downers Grove. Two of the three therapists have
IL massage licenses but are not medical practitioners. (No colon therapy can be
provided in these cities without medical doctor oversight).
This committee is working diligently to bridge the gap between our US and
International membership by identifying equivalent education standards and
existing regulations governing colon hydrotherapy.
Just recently, our Exective Director, Dick Hoenninger, on board direction has
added a translation app to our website. This allows any members or visitor to
view the I-ACT website in their language. Please take time to check for accurate
translations.
With the assistance of General Assembly members, Sen. Iris Martinez, Sen. Mattie
Hunter, Rep. Ken Dunkin and Rep. Mary Flowers, we successfully negotiated a
verbal agreement with the secretary of the IDFPR, Manny Flores. (Illinois
Department of Financial and Professional Regulation) This agreement is in effect
so long as practitioners do not advertise treatment of medical conditions.
Unfortunately, we've been made aware that each city in Illinois is self governed
and may interpret the existing law independently. Attorney Anthony Pinelli
defended 3 of the 4 therapists in 2012-2013 and was a great resource to our
association on interpretation of the IL Medical Practice Act.

The election is over now and we have new elected officials and a new governor.
Our verbal agreement was made with Gov. Quinn's administration so it
will not exist with the change in leadership and the appointment of a new
secretary.
As you may remember both Colorado and Connecticut raised bills in 2013, which
became law, to protect colon hydrotherapy practice and public access to
practitioners. Its time for Illinois to join this proud group.
If you are a traditional naturopath and a member of the ANCB, please let me
know.
Send me your state senator and representative names.
Lastly, a financial report: the IL legislative fund administered by I-ACT has a
balance of $3494.00 as of Dec 2014. YEAH!!!!

Professional liability insurance.
Allied Professional Insurance will write professional liability insurance for I-ACT members. You must be a current
member and keep your membership current to be eligible for the insurance. Contact the I-ACT office (210-366-2888)
for the application form, or go to the I-ACT web site - Members Only Section - and download the application from
the web site.
Doctors’ Insurance Agency also writes professional liability insurance for colon hydrotherapists. Email them at: info@

Another company, CM&F may write liability insurance for colon hydrotherapists (they have dropped numerous
therapists, but some are getting insurance. - call 800-221-4904, or go online to cmfgroup.com. It will be listed as
“Enterostomal Therapist.” They will put a rider in the policy stating colon hydrotherapy if you request; however, it
is not required - this depends on the underwriter of the insurance.

Your students may take an A&P course through their local community college or university. If they have taken an Anatomy & Physiology course for massage, from a state licensed school that provided
at least 45 hours of classroom time, that course will also count.
There is one course that may be used for the A&P pre-requisites.
Your student may take the Delmar course through CENGAGE
Learning, ONLY if you as the instructor or school register with
Delmar and set up the program. It goes through you, students MAY
NOT call Delmar, it doesn’t work that way.

This month I took some time to reflect back over some of the milestone events that happened within
our membership as we celebrated 25 years in the industry. We have been blessed in so many ways.
Many organizations don’t last as long especially with the drastic drop in the economy the past few
years. The emotion that comes up strongly for me is Gratitude.
I’m sure by now most of you have heard the good news! Well - Thanks to you, our members,
I-ACT has added $10,000.00 to our Legislative Account!
This is in Appreciation and Gratitude to YOU ~Warmest thanks to all of our I-ACT members for
your hard work and outstanding contributions.
As we move into the year 2015, I want to remind you, we are open to any ideas to help keep the
fund raising account afloat and tangible without donating too much of our own money. I am also
hoping to find volunteers that would like to join me on this venture to raise money. Please email
me with any ideas or let me know if you’re interested in helping to raise money. We look forward to
taking on the process of reenergizing and refocusing certain aspects of our industry.
We are starting on our 2nd edition cookbook. The focus is more on creating a gluten free cookbook.
It won’t be as large as the first edition. The goal is to have at least 100 pages with pictures. I need
all recipe submissions, with a photo, no later than January 30th 2015. This book will be printed in
house. I need High Quality photos for the book! Please start gathering your favorite gluten-free
recipes and send them to my email address gaylepalms@hotmail.com .

HOW TO LOBBY YOUR LEGISLATOR
L
obbying to convince any individual of the merits of your position requires an understanding of the
rationale that supports that belief. Your goal is not to threaten or antagonize, but to influence on
the basis of your knowledge and understanding of the issues.
Be Prepared —Before You Lobby, Do Your Homework
Know Yourself
Be aware of your own personal prejudices or biases. Such knowledge will enable you to maintain objectivity
by anticipating your own response in a given situation.
Know Your Organization
If you are speaking on its behalf, you will want to be a credible representative. Be fully aware of your
organization’s positions and their development as well as the relationship it maintains with other
organizations and with the legislature.
Know Your Legislator
Make an attempt to understand the basis for your legislator’s positions which may include his or her:
• record on related legislation and/or votes (be aware of any prior favorable commitment to your
cause);
• party, position, and tenure in legislative and political power structure;
• constituent pressures;
• general predispositions;
• responsiveness to various kinds of personal interviews (sensitivity to legislative attitudes about
approach is essential).
Your appearance as an objective individual, able to deal sympathetically with the concerns of both sides, will
be enhanced.
Know Your Issue
Phrase the argument in your own words. Don’t be surprised if it appears you are more knowledgeable than
the individual you are lobbying. No one can be expected to address every question or matter of concern
regarding an issue, however so don’t hesitate to admit your lack of knowledge on a particular point. Be
willing to pursue the answer and report back.
Know Your Opposition
It is preferable to anticipate the opposition and answer their arguments positively before those arguments
surface publicly.
Effective Individual Communication
Your maximum influence comes in addressing your comments directly to your own legislator.
The Personal Visit
Perhaps the most effective method of transmitting your message, a personal visit allows both of you to
connect names with faces. In communication afterward, you will have established yourself as a known
concerned constituent. If your legislator is holding a hearing or workshop, try to attend. It is a good time to
meet your legislator informally.
If your representative is not available, ask to meet the legislative assistant. S/he can generally be expected to
be at least as well informed as your representative, and may have more influence than you suspect.
The Telephone
The telephone can be an effective tool. Remind the legislator of any previous contact. If the member is not
available, speak with the legislative assistant.

We hope this letter finds you and yours in the best of health and ready to start a New Year.
As you read Gail’s letter, you can see how important it is for us to work together to support the legislative efforts. One of the strongest arguments that we have, to help the legislative bodies of our states to believe that
our profession is safe and our members are capable of working on the public in a safe manner, is the NBCHT
Certification Examination.

This exam is used by the only state in the US that licenses colon hydrotherapists, and that state is Florida.
The NBCHT has a policy to make this exam available to any state that is seeking legislation to help speed up
the process and support the effort. In addition, the National Board exam is “legally defensible in the event of
a judicial action against a colon hydrotherapist”. This is a very important point that cannot be over emphasized.
We have been talking about this exam for years, and many of you have not taken this exam. This exam is now
recognized in CT and in CO. Our profession is moving forward, so we strongly recommend that you not be
left behind.
To help prepare you for this exam, I-ACT has developed a preparation course. The cost for the webinar or
DVDs is only $150.00. Contact the I-ACT office to register for this new webinar or to get the DVDs. Then
take the National Board Certification Exam and get certified by the NBCHT.
I believe this exam will be extremely valuable to you as we try to get legislation passed through each state.
Taking the NBCHT Exam, demonstrates that you are a professional that is seeking to practice properly and
that you want to ensure the safety of your clientele.

I-ACT continues its mission
to educate the public,
protect consumer access
to colon hydrotherapy and
protect the right of the colon
hydrotherapy practitioner to
provide the service.
I-ACT has made Colon
Hydrotherapy Advocacy a priority. This advocacy is the designing and implementation of a proactive
legislative strategy, not reacting to legal challenges. This strategy will include the sustained action
by an identified core state leadership group, consisting of I-ACT members interested in volunteering,
support from our clients and the financial support of everyone. If each of us would solicit just
$100.00 from each of our clients, it would help us to protect our profession.
January starts the legislative cycle in most states. I-ACT has developed and is populating a state
legislative database which includes:
• State legislative cycle (time frame for introduction of bills and committee actions for both
houses).
• Number of Senate, House members and legislative districts.
• Party in leadership.
• Members in each identified legislative district.
Our legislative strategy will have several key training components:
• To educate the therapist community on the importance of legislative advocacy.
• To educate our clients to solicit their support.
• To network with other unlicensed practitioners.
• To educate our state legislative officials regarding our identity as a practitioner group and how
our businesses support our local economies.
• Members will learn how to contact their state legislators and create goodwill.
Our positive sustained action will change negative perspectives.
It will take each of us to gain legal protection. Lets get busy!!

Like last year, I am at home spending time with
family and friends. I finally have a chance to relax
and reflect on all that has happened in 2014. This is
a nurturing environment to reflect and give thanks
and appreciation for all we have and all we received
in 2014.
As we review 2014, we have been blessed to
have had a fantastic 25th year of existence for our
association. We have set in place plans to ensure
that we will grow and become stronger in the next
25 years.
Our 25th Anniversary convention was an outstanding
success and became the springboard for our future
endeavors.
We are preparing for the first International Congress
of Colon Hydrotherapy to be held at the Hilton,
Birmingham Metropole in England! We are working
with the other associations in England and Europe
to put on this event. We thank ARCH, RICTAT,
and IPCH for their help putting this together. The
Italian association SIPC will also become a major
participant and we welcome their assistance.
All of this has been put in place by the efforts of
Richard and Marlin Armstrong and our International
Committee Chairperson, Dorothy Chandler. Thank
you all for your efforts.
Our 2015 Convention will be held in Nashville, TN.
You can relax and enjoy the music in the home of
Country Music while learning from a great line up
of speakers. We will have the best “Hoe Down” ever
and other fantastic activities. We’ll see Y’all there!!!

Announcing!!!! A special thanks to Beverly Blass,
as we have a new relationship with the company

Forum. This group has over 50,000 doctors that
participate in their Podcasts and Webinars.
We have paid $8500 so we will have a podcast in
January and another in February, AND will have
a member on their Evolution of Medicine Panel
talking about the human microbiome. See page 14
for additional information.
When the podcasts and panel presentations will
be held, we will notify you so you can listen and
participate. See page 15 for further information.
We anticipate that this effort should help you
generate relationships with medical doctors in your
area. In addition, it will help to spread information
about the value of colon hydrotherapy to the medical
community as part of our desire to educate the
doctors.
You can see that 2015 will be an exciting time. So,
take a moment and reflect on the past year, allow
yourself to rest and become strong so we can have
the best year ever. I wish you a prosperous and

I-ACT Policy Statements:
I-ACT recommends the use of currently registered FDA equipment and only disposable speculums, rectal
tubes, or rectal nozzles. However, should the Therapist use reusable speculums, these speculums should,
at a minimum, be autoclaved for sanitation and cleanliness (30 minutes). Additionally, the autoclave unit
must be tested and inspected by competent authority at least four times per year- maintain documentation.
(Under NO conditions should a disposable speculum or rectal tube be reused).
I-ACT recognizes the FDA classifies equipment used to instill water into the colon through a nozzle
inserted into the rectum to evacuate the contents of the colon into three distinct classes; Class I (Enema
Kits), Class II and Class III are (Colon Irrigation Systems). Follow the guidelines of your manufacturer, as
approved by the FDA for the type of equipment (devices) you are using. Make no claims as to the use of
your device other than those approved by the FDA.
The main differences between Class I and Class II devices:
The code of federal regulations CFR 876.5210 & 876.5220 describe the differences between the Class I
and the Class II devices. From that regulation, a Class I device is an enema system and does not include
“colonic irrigation devices”. A “colon irrigation device” is a Class II device, which in part is described as:
“The system is designed to allow evacuation of the contents of the colon during the administration of the
colonic irrigation.
The Class I Device:
· The Class I device is defined as an enema system and may not have temperature control, temperature
gauges or water purification as part of the device. Class I enema systems must be self-administered.
· Manufacturers of Class I devices are not required to have third party oversight as they need not comply with the good manufacturing practices and record keeping that are required of Class II manufacturers. Class I devices are not as heavily regulated and controlled by the FDA as Class II devices are.
· Owners of Class I devices may not market their service using the terms “colonics or colonic irrigation” in describing the scope of their practice of evacuating the contents of the lower bowel.
The Class II Device:
· The Class II Device is a “colonic irrigation device”.
· Manufacturers of Class II devices are required to have third party oversight and must comply with
the good manufacturing practices and record keeping that are required by the FDA. Class II devices
are heavily regulated and controlled by the FDA.
· The FDA requires Class II devices to be sold and used on or at the order of a physician or health care
practitioner. This may be different in each state.
Although I-ACT is not aware of any laws that preclude you from assisting an individual with an enema,
I-ACT does want you to consider upgrading your equipment to the equipment that provides the greatest
safeguards to the public. In this profession, that would be equipment marketed as Class II devices.
Remember that I-ACT strongly recommends that all I-ACT members use FDA registered Class II devices
or devices equivalent to Class II devices regulated by the appropriate agency in your country. Only
individuals using FDA registered equipment will be placed on the I-ACT Web Site. Purchase equipment
at your own risk. Ensure you are in compliance with your local, state, federal and country guidelines.
Ensure that equipment you purchase is cleared for use in your country.
I-ACT recognizes there are two distinct types of colon irrigation systems; open and closed systems.
However, it is I-ACT policy that the colon hydrotherapist / technician is always in attendance / or is
immediately available to the client throughout the session. The degree of assistance is to be in compliance
with the instructions of the manufacturer of the equipment as registered with the FDA, and/or as directed
by a physician.
The policy on insertion is to follow the instruction of the referring physician; the guidelines of the
manufacturer as approved by the FDA; or the directives from the authority of your city, county, state, or
country ordinances.

I-ACT recommends that you do not put the initials (CT) for colon hydrotherapist after your name, write it out
in full. According to most state laws, putting initials after your name is not allowed unless you are licensed
or have a degree from an accredited professional school.
Advertising copy which states or implies that colon hydrotherapy can treat any disease, promise cure for
any disease, or that makes unsubstantiated medical claims SHALL NOT be used.
