To: Badin Shores Lot Owners March is the time to elect members to serve on the Board of Directors. This year we will need to elect four (4) new members. The candidates were introduced and spoke at the January and February Board meetings. You will find their articles in this newsletter. We are required to have a general election and we must have a quorum of 267 ballots or proxies returned. If not, our election is invalid and we will have to waste your money to send out the ballots again. Please mark the enclosed ballot or the proxy. As stated previously, it is imperative that you cast your ballot. DO NOT MARK BOTH OR YOUR BALLOT WILL BE DISCARDED Place your ballot, marked UP TO the four candidates of your choice, OR the signed proxy in the pre-addressed envelope marked “Ballot” and mail. DO NOT SEND PAYMENTS WITH YOUR BALLOT According to the Election rules (XI-e), ballots MUST be mailed to P.O. Box 69, Richfield, NC 28137.No ballots or proxies will be accepted at the Annual Meeting at the Clubhouse on Saturday, March 12, 2016 at 9:00 a.m. Doors will open at 8:30 a.m. for signing in and enjoying coffee and refreshments. Remember: MAIL either the marked ballot or the signed proxy. We must have 25% (267) of lot owners to return either the ballot OR the proxy. Otherwise, the election will be void and will have to be redone. In case of inclement weather at the March board meeting, the meeting will be postponed to the April meeting. Your Election Committee 1 To my friends and neighbors at BSR, Hello my name is James Crocker; many of you know me as Jesse a nick-name I’ve had most of my life. My wife Brenda and I have owned property in the park for 5 years and lived here fulltime almost two, needless to say we love it here from the kindness of our Neighbors, to the peace and security we feel inside the park, we love it all. That is why I felt compelled to run for a board seat, I want to do everything I can to make BSR an even better place for not only us but our children, and grand children for many years to come. As many of you are aware we have some hurdles to overcome in the next few years. The park infrastructure has some age on it, and we will need to make wise, well informed decisions as these hurdles arrive. So we can spend the parks limited resources efficiently. In this area I can be very helpful, during my 9 years in the service and 20+ years in construction and engineering, I have planned and managed hundreds of large scale projects. And considered thousands of contractor bids. Finally I would like to thank you all for your consideration, and look forward to enjoying the park with all of you. Thanks, and God Bless you James Crocker Hello everyone. I'm Joe Salmons, Lot #371. I am single, with two children, well grown ups now. lol Daughter Mallory, and son Brandon. I also have a beautiful 5 year old granddaughter named Kaydence. I've been an owner in BSR for 4 years now and have loved every minute of it! I became interested in how the park was managed after attending some BOD meetings. After much consideration, as to time and commitment demands, and evaluating the current state of how our park is being governed, I am running in the 2016 elections, and would appreciate your support. I was recently chosen to fill a vacant seat, so I am currently on the BOD. I see many problems that need to be corrected if we expect to make BSR better going forward. 1st on the list. Communication! Not posting what the BOD has already voted on. The first step in communication is to listen. How can 7 people lead 1000 + owners if nobodies listening? I'll be a good listener. 2nd- Major distrust for our BOD. We have to rebuild the faith and trust. But trust has to be earned, and it's earned by doing the right thing. I will do the right thing. I am a conservative, which I believe is relevant. If I'm asking you to let me make decisions affecting your properties, and decide how your money is spent. Other qualities that I believe I have, that are important for a leader. 1) Must be independent. Without it, you lose the benefit of a seven member BOD. 2) Strong voice. 3) Honesty and open. 4) Must be open minded and fair. 5) Respectful. Which I believe has gotten completely out of hand. I've been employed with Energizer Battery Co. for 29 years. In that time I've had the opportunity to coach and be a leader on several teams, assembled to improve our process. I was in the construction prior to, and since then, as a second job. So I am familiar with codes, restrictions, and inspections. In closing, I believe that with the help of some of the other great candidates that are running, we can make a difference, and make 2016 the best year ever. Thank 2 you. Dear Badin Shores Homeowners, I am Howard Kimbrell.I have been a Badin Shores Homeowner since May of last year. I retired in December of 2014 after 44 years in the Civil Engineering Profession. I have a Bachelor of Science Degree from Iowa State University. 40 years of my career was focused on developing municipal water and sewer systems. I have been married for 46 years to my wife Bobbie. We have two grown sons. I am runing for the Badin Shores BOD because I want to make the park the best place it can be. I have 9 years of BOD experience on the non-pofit NC Water Environment Association. My knowledge of water and sewer systems will be a benefit in dealings witht the Handy SD. I support Ray Tart’s excellent ideas on improving the park Infrastructure. I believe Jody Folice is an excellent Office Manager and she deserves strong BOD support. There are some very attractive areas of the park, but there are areas that need imporovement. I will work to promote a positive & mutually beneficial relationship with Homeowners. Kimbrell My name is Nancy Absher and I am running for a position on the 2016-2018 Board of Directors here at Badin Shores. My husband, Jeff, and I have 2 children and 2 grandchildren. They enjoy it here as much as we do, so they visit often. We have been owners here for almost 8 years. We’re more like ¾ Timers, instead of Part-timers. I feel it is important to be a part of your community so I started volunteering shortly after we bought our property. I have served on the Appeals Committee, Events Committee and the Beautification Committee. And I am usually at the Cotton Candy machine for the Halloween Carnival! I previously served on several BODs for clubs I belonged to and the PTSA for my daughter’s middle school. Though none were as large as BSR, the duties are similar – to act on behalf of the group they represent and make informed decisions on future plans. Teamwork is vital for this to work. That is why communication is so important; even if it’s a chat with your neighbor across the street. And I chat a lot! Let’s work together to ensure our Park will continue to be enjoyed for a long time. I would appreciate your vote and the opportunity to serve you on the Board of Directors. I have owned several homes in BSR since 2004. My husband and I have 2 children Ashlyn and Jacob. We also own several companies. We have enjoyed BSR for 12 years now. I have been on several committees in the park. I was on the events committee for a total of 5 years and in 2009 I served as secretary and in 2010 I was treasurer for the Badin Shores board of directors. While serving on events I brought in the big Halloween carnival that we still have today, also DJ and movie on the beach. My time as treasurer I got rid of Slatter management saving the park 25K and came up with the past due rules which brought our bad debt from 80K to 20K. I have decided to re-run for the board again because I feel that I have the skills to make the park better. I am a team player but will not be a puppet. I feel communication is the key to success in the park. When voting I hope that you will cast your vote as to who will help the park a better place and better investment. When you have 7 board members that are willing to work for the park and caring homeowners who are willing to help you will have an unstoppable team that can make Badin Shores a well sought after resort. I hope that you will consider voting for me! Thank you Hello Concerned Homeowners It is with great compassion for Badin Shores Resort that I am introducing myself to fellow homeowners. I am Richard Childers, a lot owner for the past 3 years. I would like homeowners to consider allowing me the opportunity to hold a position on BSR’S board of directors. I have been advised by many, many friends at BSR to just enjoy the park and “stay out of the politics”. I value their input but also understand there must be balanced decisions and direction for BSR to survive. I would ask homeowners to please be understanding that not everyone will be happy with every choice made by the BOD, but it would be my intentions to make balanced decisions that are for the greater good and future of BSR. I can only hope that this position would only lead to more friends at BSR and never lead to a loss. If elected, I would take the “fix-it” approach to areas of concern. This process creates a list of items that need to be addressed- gather any and all input and ideas on each issue- and “fix-it” with the best possible answer for homeowners. Once fixed, mark it off the list and move on. I would hope that I would never have to defend my actions but discuss them. I believe that volunteers are a necessity in the park and create a stronger bond among homeowners. I currently am responsible for the –can recycle station- and organized and financed the fishing pier lights. With a great wife and family that consist of 4 children and 9 grandchildren, this position will require another need for my time. Once again I would hope this position would be a partnership between homeowners and BOD directors and respect each other’s free/family time. I believe in “FAITH-FAMILY-FRIENDS” and hope that others see this in my reputation. Thank you for your time and consideration for this position. Richard Childers December 29, 2015 4 A Few Things To Remember There is a process for calling in a guest (or contractor) to get into the Park. You must be set up in the computer with “verifiers”. You must come into the office in person and we will set you up with six questions. When you call the guard house to get a guest in, you will be asked two questions to make sure you are the homeowner. If you get the answers wrong, you will be asked to come down in person and sign them in. THIS IS THE ONLY WAY YOU WILL BE ABLE TO PHONE A GUEST INTO THE PARK! Payments for dues are not to be sent to the office. They must be mailed, (or paid on line ) to the bank in Atlanta. You could get a late fee if your payment is sent to the office, since your account is not considered paid until it is posted to your account . Payment Options Your dues are due at the beginning of each quarter. You have several options to pay these: 1. Use payment coupon and mail check 2. Pay online using either a credit card, or an e-check (instructions are available in the office.) 3. You may pay monthly, however they must be paid in full by the end of the quarter they are due in. All payments must be applied to your account no later than the last day of the quarter or a late fee will be added to what you owe. Late fees must be paid with your dues, or penalties will be applied to your account. Please allow enough time for the Postal service to deliver, and consider holidays, when the bank is closed, and mail service is slow. If you are concerned you might be past due, call the office. If you are not sure your payment will get there in time, call the office. If you do not know how much you owe, call the office. 336-461-3833 5 State of the Park - 2015 HAPPY NEW YEAR TO ALL Hope everyone is having a good start to this New Year. I would like to take this opportunity to go over some of our accomplishments and challenges we’ve had in and around the park over the past 12 months. As everyone knows, water leaks have always been our maintenance teams #1 challenge. While we had many water leaks over the past year, the Board approved a capital expenditure to place shutoff valves and meters in various locations around the park. This will is allow our maintenance team to isolate the leaks and only turn off water in the affected areas, while other areas will still have water while the leak is being repaired. It will also allow us to monitor the usage in the various locations which will help determine if there are leaks that have not been identified visually. While this is a major project and undertaking, it will take upwards to 10 years to complete this ongoing project, and replacing the entire water line infrastructure across those years. Another challenge the Board was faced with was replacing our long term Office Manager, Ricki Mitchell, due to her retirement. While it was a great loss for the Board, park and homeowners, Ricki deserves her retirement and I personally wish her a “laid back”, stress free, non-work related retirement. If you see Ricki in the park, please thank her for a “Job Well Done” across the many years of her employment with Badin Shores. That said, we have a new Office Manager in Jody Folice. Jody has been coming up to speed in all the many job functions related to her position and she will serve the park well as she becomes most efficient in her role. Speaking of our employees, and fast forwarding to most recently, another replacement the Board had to backfill was our Park Manager. While David Doby submitted his resignation and looking forward to retirement, this was also a tough job in replacing him. Ray Tart, former Board member and Vice President, accepted the position as Park Manager and is currently doing a magnificent job. Ray will also do great things in the future for the park. With Ray’s acceptance as Park Manager, this created Ray resignation as a current Board member. Shortly after that, two more Board members resigned, placing the remaining Board members in a position to have to backfill three unexpired Board terms. This was recently accomplished at the beginning of January 2016. Lastly, how could I not mention the Handy Sanitary District sewer increase from $30 to $58 per occupied lot? While the Board had no other choice to levy a special assessment to cover the ridiculous increase, the Board has been working diligently with our attorney to fight this increase legally and through a recently filed lawsuit against HSD. The recent 2016 dues increase was also due to the HSD increase, and again the Board had no other choice in that decision since our current budget could not sustain a roughly $27k per month expenditure. While the lawsuit has not been heard yet in a court of law, and knowing this could take months, possibly years, I hope everyone understands the Board is doing its best to resolve the HSD increase in any way possible. While the Board does have to make tough and sometimes controversial decisions, we also are homeowners and we didn’t like having our dues go up no more than any other homeowner did. Again, the Board will continue to fight this battle, no matter who the sitting Board members are, because after all, we are ALL homeowners 100% of the time. While these are just a few of our accomplishments and challenges we faced in 2015, I am sure I have missed some, but it was a great year for Badin Shores Resort. We as a community came together, put all of our differences aside, and made the above items happen. I personally look forward to a great 2016 and hope we can accomplish as many items as we did in 2015.
