We are working very hard with all of them to promote affordable housing in our local communities through efficient approval of projects to funding sources Jim Spane such as grants, etc that will help our industry rebound from the current recession. Several bills and issues impacting the homebuilding industry were monitored at the state level during the legislative session. BIAW has done a fantastic job this year in making sure bills that were detrimental to the building industry and to business were defeated or amended enough that the final outcome will not be that great on the industry. Locally, we are doing the same thing in both counties and in all the local jurisdictions. Sometimes it is tough just to keep up but we are staying ahead of the game and expect to do so for the future. The problem with local jurisdictions is that with our industry not working as much as we have in the past, it gives them time to look at things and recommend ways of doing business that will slow the process even more. I would think they would want everything to move quickly since permitting is a revenue source that is never ending and the quicker the response and approval, the more revenue the jurisdiction can enjoy. Other items are being monitored closely in both counties to be sure what the county does is in the best interest of our industry and for business overall. th The BIAW Board of Directors Meeting will be held in June 15 th to 17 at the Semiahmoo Resort in Blaine, WA. If you have any input for directors to take to this event, please either call me or call the SICBA office and talk to Wayne. We will be sure it gets addressed. st This months’ dinner meeting will be held on June 21 at the Farmhouse Restaurant. If you are unfamiliar with the location, it is on the corner of SR20 and LaConner/Whitney Road. This should be a great evening for everyone. Our program for the evening is our awards night where we recognize our Projects of the Year winners, SICBA Builder of the Year and Associate of the Year. We also invite the SICBA scholarship winners to this meeting and it looks like we will have a great showing of them as well. Look forward to seeing all of you there! The 27th Annual SICBA Charity Golf Tournament is July 14 th at Whidbey Golf and Country Club in Oak Harbor. There is still time to sign up, so come and take part in this fun event!! Marketing Committee Co-Chairs are Ted Clifton and Ben Burton The last meeting of the SICBA Marketing Committee was very well attended, with five members and two staff present. A review of our website showed us some areas we need to shore up, which Brenda is now working on. If any members have articles they have written, or would like to write that will help housing consumers in any way, please submit them to Brenda Harter, brenda@sicba.org. Thank you! Dinner Committee Chair is Mary Meier Our SICBA’s June Dinner Meeting will be held in Skagit County at the Farmhouse Restaurant. The program will consist of awarding the Projects of the Year along with the Builder & Associate of the Year. The SICBA Scholarship recipients will also be honored. Green Roundtable on June 24 The Morning session will cover Blower Door and Duct Testing presentation by Retrotec Energy Innovations. The afternoon session will review the new ENERGY CODES. Don’t miss this chance to learn from one of the nation’s foremost expert in this area, Ted Clifton. RSVP today, as this will be a very popular forum. During the month of May, Materials Testing and Consulting, Inc. held a free seminar on Construction Arbitration and Claims Avoidance at their Burlington Office. Watch for th more topics to be offered by MTC. On May 25 , Tim Garrison, ConstructionCalc, held another Microsoft Excel Brown Bag class in Oak Harbor at the NPSAR office. The Brown Bag Lunch Class series has been very popular in Skagit County and we are very excited to now be offering it in both counties. If you have a topic you would like to attend, please let us know. Your suggestions are greatly appreciated. The Education Committee’s next meeting is th on September 16 . Membership Committee Chair is Jon Westdal Hello to all my fellow SICBA Members! The May Membership meeting had 14 new membership applications to approve, plus 5 more were submitted later that week – and more are expected before the end of the Winning Hand Membership Drive. It's great to have new members to meet! To all of you who sponsored new recruits for our “Who's Got The Winning Hand?” membership drive, thanks, your efforts are appreciated. Without the work of the recruiters there would be no SICBA. If you weren't able to bring in a member this time “no worries” there is always opportunities to recruit if you tune in to it. Confession time, your membership chair isn't the best at recruiting. I've approached it as a learning experience in sales, a weak link for me. Opportunity is the key word here: Opportunity to present a great organization to your fellow business owners. Opportunity to practice your sales skills without losing a customer, well maybe SICBA loses but we'll ignore that. You can always call in backup. Opportunity to have the very best sales people give you tips on recruiting, which isn't that far off from sales. The best opportunities provide value to both parties and that is precisely what you have here, except that in this case its three parties that benefit. The new member, SICBA, and you! One last comment for this month: As I have been talking to business owners this month about SICBA I have had very positive responses like “Oh glad you came by, I've been meaning to look into this.” I do believe we have a good reputation – keep up the good work folks! Built Green Chair is Ted Clifton The SICBA Built Green® program continues to grow, despite the hard times for our industry. We currently list 66 members, down a few from our peak, but we continue to attract new members due to the dynamic nature of the Green Building movement, and the growing preference for Built Green® homes among the general public. We have a number of educational opportunities scheduled, including this month's Round Table event on June 24th. The topic for this Round Table will be the new Washington State Energy Code. As many of you know who have submitted for a new home permit, things have changed, a lot! We hope to sort out the details, to make your jobs all easier, Green Builder or not. All builders should attend this event. Haunted Corn Field Committee driven—no chair Frazier Farms is teaming up with us to create a Haunted Corn Field on McCorquedale Road (behind Sims Honda)! Here is our theme: During the mid 1930’s, a family living on a local farm was savagely murdered. Years later, a film, shot in black & white, shows the gruesome events that occurred that day. Skagit/Island Counties Builders Association 8 Our May dinner was great! For those of you that did not attend, there was a lot of information from Dean Hayes of Security First Financial and Leroy Reipma from Washington Federal about the availability of money to help with projects. Most of the money that is available is for the consumer but Washington Federal has and does make Spec Loans. I don’t know the specifics of the underwriting but they have done this within the last two months. Leroy talked about Bridge Loans, remodel loans, new construction loans and some of the requirements that are in place to obtain one of these types of loans. Please keep in mind this is mainly for the consumer but if you have a client that is wanting a project done, it might be an avenue you can use to help them find financing. Dean talked about FHA 203 assistance and how those loans are gotten. He also talked about brokering the other government loan programs and what is available. The bottom line was that everyone hears and says there is no money available but in reality, it is available— you just have to know where to go to get it. This evening was centered around membership and the membership drive we had in progress. Some fun things were done by the membership committee during the evening. Overall, it was a great meeting and a good time. We held our Membership Retention Drawing and Parr Lumber was the lucky winner. They will receive free dinners for the next meeting on June 21st at the Farmhouse Restaurant. A few months ago, we started a new drawing for those that completed the feedback forms at the dinner meeting. Island Asphalt appealed to get back in, and won. He has no time loss and has a kept on salary program. If you have no time losses you should appeal. There are some new people administering the program now and they are looking claims settlements as well as at any of your appeals that come in. Even if you are less than the $10,000 threshold, APPEAL!!!! Some of you have pointed out that it's hard to recruit without ROII. It is harder, but you still belong to the most active lobbying group for the building industry in the country, not just the state. We have overturned a lot of things and have lightened the regulatory burden that could have happened without the BIAW and SICBA political action. This same political action network also gives you heads up and education about the changes that are going to affect your business. You get to network with some of the finest builders and business people in the state. There are lots of education opportunities. There are classes, round-tables and speakers at our meetings. We also get numerous notices of local and county meetings that can educate you. You are also part of a group that looks in the SICBA directory for subs and suppliers and other members to do business with. The SICBA golf tournament is coming up. It would behoove us all to make sure that this park area has ample public access both for hikers and horses. If tourists don't know about the park, or how it can be used, it would be a real loss. The Legislative session looks to be closing down in the next few days. HB 2123 - a compromise bill - was passed last night. It is not what we had hoped for since SB 5566 passed so readily out of the Senate in the first place but it is a start. HB 2123 was amended to include an emergency clause that will allow it to be law much quicker and will not allow for a referendum to be initiated by those opposing any change in L&I. It will require an Initiative, which also requires twice as many signatures to get it on a ballot. The savings will be $900 million (projected) instead of the $2 billlion we had hoped for but it is still a good start. The really good thing about this is that the Legislature also included a "Stay at Work Program." This program will pay for 1/2 or 50% of the injured employee's wages for up to 66 days. This will also apply to the Kept on Salary program required by ROII Select so those members that are on the fence about renewing in the ROII Select program because of KOS are getting quite a relief. The other good thing about this is that it will NOT affect an employer's experience factor. This will save L&I some money and will save employers money with this program. There are some downsides to this legislation but overall, we got something out of it that will help our members and will help the ROII program overall. On the downside, since the savings aren't what we had wanted ($2 billion) the inevitable L&I Premium Increase will be more than it would have. It will likely be double digit but will be considerably less than it could have been without any reform passing. The Legislature also provided for L&I to create a "Rainy Day Fund" that will help shore up their dwindling "Contingency Reserves." They will still have the $8 billion in regular reserves to make sure all their permanent pensions are paid forever but they also need a contingency reserve to cover day to day claims, etc. This rainy day fund will do that for them. However, it is part of the reason that the increase will more than likely be double digit until they have it funded. Also in this legislation is a Settlement Compromise Agreement. Under this law, a settlement will not be offered to anyone under 55 years of age. As it stands right now, those are the only ones eligible for settlement. This is supposed to reduce to 50 years of age by 2016. They also added that settlements will not be lump sum payments but will be paid over a period of years. This will make the settlement less attractive because the worker has the choice and will more than likely want to stay with the pension depending on what is better - the settlement payments or their current income. Another good is a Fraud Protection Effort. HB 1701 (Sub-Contractor Misclassification) raised its ugly head again in this session and once again was not passed. They did, however set aside money for L&I to use for technology upgrades that will allow them to purchase software that will overlay 32 different databases in an effort to ferret out the unregistered contractors. So that is still moving forward. Possibly I1082 did some good after all. 15 2. The City of Mount Vernon is working on a plan to take over Electrical Inspections in the Building Department. This would remove the need to call L&I to have the electrical work inspected for construction since Mount Vernon could do it. Other jurisdictions have moved to this program and it has worked out very well because of predictability and the ease of scheduling the inspection. If any of our members have issues with this possibility, please let me know right away so those concerns can be discussed in detail and can be put to rest when possible. 3. Skagit County is working on reducing permitting times in the county. What we need from you are specific examples of when you applied for a permit and the hurdles you had to jump to get your permit after the application had been accepted as a complete application. We also need time frames for these permits because staff is saying no more than 30 to 34 days on any permit. 4. Snohomish County has made great strides in getting permits done and out quickly. I have been told that for a complete new house it was something like 2 weeks. Hopefully other counties will see this and try to be more efficient as well. 5. And then there is Island County. Island County is proposing to change the ordinance for permit time lines to read 120 days. I will be sitting down with Commissioner Price – Johnson and Bob Pederson on May 31 to discuss this and to see if there is anything that can be done to have language put in the ordinance that would not allow it to apply to small remodels, etc that should be just about over the counter approval. The other thing I am going to address with Island County is the requirement for proof of water before a permit can be issued when all the permit is for is to build a garage on an existing structure or on a piece of land that already has a dwelling on it. I would think that if there is a house, there is water. And, why should a person have to pay to prove there is water for a remodel? I do understand new construction and the need for water and septic but on existing dwellings? 6. The Washington Redistricting Commission is in full swing. Additionally, Counties have to look at their Commissioner District Boundaries to ensure they are equally divided throughout the county. So, not only could we be moved from one Congressional District or Legislative District, we also are looking at the possibility of being moved around in our own county. Hold on because this won’t take effect until 2012. So if you are or are not politically active, you might find the names on your ballot have changed from what you have been accustomed to over the years! Stay tuned and I will keep you informed as we get more information. 7. BIAW only emails Lawmaker Review and the Friday Fax (after the legislative session) to state directors and executive officers.
