It will take an average of 56 days per building and is expected to take 20 to 30 months to complete all six buildings. This part of the project is scheduled to begin in the E Building lobbies at 4 Captain, 6 Captain and 8 Captain and move on to the next building. Each lobby will require the removal of acoustical ceiling material and wall covering. Benchmark Environmental Engineers will be monitoring the air quality control while PW Stephens Contractor will conduct the abatement work. There will be corridor, stairwell and lobby access limitations during construction. Lobbies will be closed one at a time, for 2 – 4 days. No mail will be delivered for one day, with partial accessibility to mail boxes the following day. Notices confirming construction dates will be sent out to building residents and posted in the building lobbies so residents can plan for alternate access to their unit. After the lobby work is completed, the next phase of the project will be to move vertically into the building. Notices will be mailed to owners and residents approximately 10 days before their scheduled construction date requesting access to their unit. Gill’s Electric will start on the second floor and move up, removing the existing corridor light fixtures and replacing them with temporary lights. PW Stephens will then initiate abatement work next to prepare openings for the installation of light fixtures, fire sprinklers, pipes and soffit covers, and fire alarm adjustments and connections. PW Stephens will bore a 2-inch hole opening above the door of each unit to accommodate a sprinkler head as part of the fire suppression system. Chubb Fire Alarm will also access the unit to disconnect the LED box wiring above the entry door. During this project, there will be construction noise and increased activity in the common area hallways from 8:00 am to 5:00 pm, Monday through Friday. Benchmark Engineers will be monitoring and documenting air quality in the corridors after the ceiling and wall penetration work are completed. Mini enclosures or similar containment may be used in the construction areas and unit access may be limited during construction hours. Please continue to have patience and a sense of humor as we work together in facilitating the ongoing renovations and safety improvements here at Watergate. May 8: War Horse Emily Watson / David Thewlis 146 min / PG-13 Adapted from a novel by Michael Morpurgo, this majestic World War I drama centers on Devon lad Albert and his steadfast horse, Joey, whose faithful bond cannot be shaken - even when Joey is sold to the cavalry and sent off to France. May 15: We Bought a Zoo Cameron Crowe / Matt Damon 124 min / PG In this adaptation of Benjamin Mee’s memoir about buying and saving a run-down zoo, the locale shifts from Britain to southern California. However, the wacky spirit of the original is retained, complete with escaped tigers and a zoo crew of misfits. May 22: Tinker, Tailor, Soldier, Spy Gary Oldman / Kathy Burke 128 min / R John Le Carré's classic thriller of Cold War espionage follows an English spy as he returns to MI-6 under a cloud of suspicion. In the years since he was sacked by the agency, some suspect he's become an operative for the Soviet Union. May 29: The Iron Lady Meryl Streep / Jim Broadbent 105 min / PG-13 Meryl Streep provides a subtle and nuanced portrait of Margaret Thatcher, the first female prime minister of Britain, whose political career and determination changed the rules that had limited women's opportunities for leadership. 2 The hours for the Clipper Club pool and spa are from 6:00 a.m. to 10:00 p.m. on Sunday through Thursday, and until 11:00 p.m. on Friday and Saturday. The Anchor Club Pool is open from 9:00 a.m. to 9:45 p.m. daily, unless otherwise posted. Any day that the Clipper Club pool or spa is out of order, the Anchor Club and Pool will be opened by Security at 6:00 a.m. The hours for the B and D Building pools are from 8:00 a.m. to 10:00 p.m. daily. There will be a meeting at the Clipper Club at 7:00 pm on Sunday, June 24, 2012 to discuss how to dispense with over $2000 in Drama Club funds. This is the old Drama Club in which Rolf Tutschek was the main director. In an ongoing effort to reduce the raccoon and rodent population at Watergate, we ask that you please remember and abide by rule 12 on page 11 of the WCA Rulebook which states, “Feeding wild or stray animals (such as birds, geese, squirrels, feral cats, and raccoons) is prohibited.” Additionally, rule 11 on page 21 of the Rulebook states, “Bird feeders are not permitted.” Lastly, Pets and Animals page 29 section 6.12 of the Watergate Governing Documents states, “No animals, livestock, poultry, dogs, birds, parrots or other household pets of any kind or description shall be raised, bred, or kept in any Unit or in the Building or Community Common Area. The exceptions to this policy shall be (1) guide dogs required for the blind or hearing impaired, and (2) cats, which shall be maintained within the units, so long as they shall not constitute a nuisance.” HAPPY BIRTHDAY, WATERGATE! Having a valid Watergate ID is a requirement of the community for all residents. You must have a valid ID card in order to take advantage of the many amenities here at Watergate, including the use of the pools, tennis courts, and gym. Residents can register in the WCA Office Monday through Friday between 8:30 a.m. and 5:30 p.m. You will need an registration authorization form signed by your unit owner or property management company, and $5.00 with the return of your old ID card. If you have lost your ID card, you will need to pay an additional $25.00 deposit for a total of $30.00. Call to Order. President Robert C. Blain called the meeting to order at 7:00 p.m. Directors present were Jean Goldman, Tom Knight, Albert Repola and Neil Straus. Murray Kane and Lubor Mrazek were absent. Also present were General Manager Tim Sutherland, Controller Lisa Trabert, Assistant General Manager Jeff Kiel and six residents. II. Reports/Announcements. Secretary’s Report. Secretary Straus reported on action taken by the Board of Directors since the February 27, 2012 Regular Session: Prior to the regular board meeting, the Board of Directors, Finance Committee and WCA Management met to review and discuss the 2012/2013 Operation Budget. Treasurer’s Report. President Blain reported a favorable operating budget variance of $266,761 through 2/29/2012. Blain also reported an operating fund balance of $314,091 and a replacement fund balance of $6,964,679. The full report is available at the WCA office. Manager’s Report. General Manager Sutherland reported that the 2012/2013 budget proposal request calls for a 1% annual assessment increase. III. Statements and Requests. Questions about the use of a hydraulic lift to trim a tree at 8 Admiral, and the desire to have bike racks available for guests were presented. IV. Consent Calendar. Items Approved by Unanimous General Consent: February 27, 2012 Regular Session Minutes – As submitted. General, Auto (Allied) and Umbrella Liability (Great American) -- $61,371/$2118.80/$23,960 in premiums for $2M/$1M/$25M in coverage. Master Commercial Property (CIBA) - $270,420 premium for $198,483,222 in coverage. V. Old Business. None. VI. New Business. The following items were presented for Board review and consideration: Board Resolution to Record Three Notices of Delinquent Assessment. Secretary Straus read the following resolution: “Resolved, the Board of Directors (“Board”) for Watergate Community Association authorizes and instructs Allied Trustee Services to Record Three Notices of Delinquent Assessment (“Lien”) in the full amount of unpaid assessments, late charges, interest and collection fees and costs against the properties bearing Assessor’s Parcel Numbers 049-1528-250, 049-1528-560, and 0491529-032 as authorized by Civil Code Sections 1367.1 and 1367.4 if such accounts have not been reinstated by the Notice of Intent to Lien expiration date.” Straus moved, and Knight seconded, to approve the aforementioned Notices of Delinquent Assessments. The motion to approve was unanimous. VII. 4 WCA Committees. Architectural Control. Chair Elizabeth Altieri presented the following: 8 Commodore Drive, 356 - The homeowner has requested approval to install laminate flooring, removal of the popcorn ceiling texture, replacement of the tiled tub surround, installation of a pocket door in the wall that separates the vanity sink from the bathroom, unspecific reference to possible additional lighting and several items that don’t require approval such as: new flooring in the kitchen and bathroom; replacement-in-kind of toilet, vanity & sink, kitchen cabinets, sink, and countertops. The office has already given approval for the removal of the popcorn ceiling texture using a licensed asbestos abatement contractor and installation of laminate flooring. Approval for additional lighting is not required if the new fixtures are mounted to existing j-boxes, or if the lighting plugs into an existing wall outlet. With regards to the pocket door, according to the attached email from the City of Emeryville Building Department, a structural engineer report is not required for this particular installation due to its location. The committee therefore recommends that the Board approve the replacement of the tiled tub surround and the installation of a pocket door in the proposed location with applicable permits from the City of Emeryville Building Dept. The committee does not recommend approval of any additional lighting that requires the installation of new ceiling-mounted junction boxes, or new electrical outlets until such time that the homeowner can provide specific information. Straus moved, and Knight seconded, to approve the modifications to C356 pending receipt of all necessary building permits. The motion to approve was unanimous. VIII. Upcoming Meetings. Budget, Regular and Executive Sessions – April 9, 2012, and April 23, 2012 IX. Meeting adjourned at 7:41 p.m. at which time the Board went into Executive Session. Residents with a programmed land line can provide access to their guests at the lobby through the intercom system; residents without this convenience must meet and escort their guests into the building. Any other guest, resident or unregistered contractor requesting access to the building must first check in with Security and provide valid identification before a determination is made as to whether they should be granted access to the common hallways. Advertisement WARM WEATHER REMINDERS Advertisement 6 Noise Complaints: The WCA office receives double and sometimes triple the number of noise complaints at this time of year. Due to the construction of the buildings here at Watergate, voices and/or activity in your unit is often heard in neighboring units. Please be considerate of your neighbors when going about your daily routines, especially during quiet hours (10:00 pm to 8:00 am). Please note that the WCA office will not send a courtesy notice or a CC&R violation letter to your neighbor for normal living noises. Balconies: Please limit the items on your balcony to approved patio furniture and garden items only. Do not store unacceptable furniture, bicycles, boxes, cleaning tools, construction materials, or recycling containers on your balcony. Hanging pots must be located at least 2 feet behind balcony railings, and bird feeders of any kind are not permitted. Barbeques are allowed only when not causing an unreasonable nuisance to neighbors, and must be supervised at all times. Lighter fluid or self starting briquettes are not allowed, and a fire extinguisher must be available in case of an emergency. Pools: Pool rules are posted at each pool location and will be strictly enforced. Be aware that there is no lifeguard on duty. SWIM AT YOUR OWN RISK. All residents or their authorized guests must have their valid Watergate I.D. cards in their possession while in the pool area and must show their I.D. cards upon request. There is a limit of four guests per unit in the pool area at a given time. Children under 14 must be accompanied and supervised by an adult. There is no swimming or wading in the lagoon or fountain areas. This is a requirement of the community, and is particularly important during this time of construction when no guest or temporary parking is available. Your Watergate sticker allows us to identify you as a Watergate resident, and your vehicle as being authorized to park on the property. The number on the sticker provides us with a way to attempt to contact you should there be a problem. Advertisement You can register your vehicles with the Security Department 24-hours a day, 7-days a week. You will need to take your vehicle, your vehicle registration, and your valid Watergate ID card with you when registering. There is no charge to register. Stickers must be put onto your bumper by our staff and are not transferrable. Most often thieves are looking for items in plain view, with laptops being a favored item, and Ipads, Ipods, Iphones, cell phones, GPS, and digital cameras also being popular items. Cars with a visible backpack are especially targeted because they often carry those items. The method of operation is generally a smashed window, with the thieves reaching in and taking the loss. There is no messy search. The suspects are in and out quickly, possible traveling from the location in a vehicle. Most of the burglaries have occurred in the early morning hours, between 7:00 and 8:00 a.m., and in the early evening, between 5:00 p.m. and 7:00 p.m. PROTECT YOUR VEHICLE FROM AUTO THEFT In the United States a vehicle is stolen every 21 seconds. Stolen cars, vans, trucks, and motorcycles cost victims time and money, and increase everyone’s insurance premium. Stolen vehicles are often used to commit other crimes. The National Crime Prevention Council offers the following basic prevention information for protecting your vehicle and its contents. Basic Prevention: Never leave your car running or the keys 8 in the ignition when you’re away from it, even for a minute. Always roll up the windows and lock the car, even if it’s in front of your home or business. Never leave valuables in plain view, even if your car is locked. Put them in the trunk or at least out of sight. Buy radios and CD players that can be removed and locked in the glove box or trunk. Park in busy, well-lighted areas, Carry the registration and insurance card with you. Don’t leave personal identification documents or credit cards in your vehicle. When you pay to park in a lot or garage, leave just the ignition key with the attendant. Make sure no personal information is attached. Do the same when you take your car for repairs. Add Extra Protection: Install a mechanical locking device – commonly called a club, a collar, or a j-bar – that locks to the steering wheel, column, or brake to prevent the wheel from being turned more than a few degrees. Use it! Investigate security systems if you drive a car that’s an attractive target for thieves. This may also provide you with a discount on your auto insurance. Don’t become a victim of these serious crimes! ZERO TOLERANCE PARKING POLICY Many residents have questioned the reserved parking spaces posted as reserved parking on Watergate streets. These spaces are reserved specifically and only for residents whose assigned garage spaces are not available during the fire sprinkler installation project. These spaces are to be considered someone’s assigned garage parking space and are to be treated as such. Any vehicle found parked in the designated construction zone and not clearly displaying a correctly corresponding construction permit will be towed to make parking available for those residents displaced from their CC&R prescribed assigned garage parking. Vehicles will be towed as follows: Vehicles without any Watergate parking permit or sticker will be towed off-site to an impound facility. Vehicles with a Watergate parking sticker will be relocated elsewhere on the property at the vehicle owner’s expense. Vehicles with an expired construction zone parking permit will be relocated elsewhere on the property. Charges incurred by the Association for the relocation of a vehicle elsewhere on the property will be passed on to the owner of the unit to whom the vehicle is registered. Vehicles parked elsewhere on the property not clearly displaying a valid Watergate parking sticker are subject to tow at any time and without warning to an impound facility at the vehicle owner’s expense to make room for vehicles as outlined above.
