Dear Fellow Members,
Summer is really upon us, across the country record breaking heat has taken hold. Keep as cool as you can and keep those
Paps and the puppies cool as well.
Work continues on the 2013 week of specialties including the National. In a matter of weeks the host hotel will have available
to those planning on attending an on-line reservation site. Watch Pap Talk and the Announcements for information as it becomes available. Chairs for the various committees will be named in the coming weeks as well. Anyone wishing to volunteer
to help out in any capacity that week should contact either Jack Sirkoch, jasirkoch@yahoo.com, Zack Newton, zlnewt@gmail.
com, or myself at kevin.ray08@yahoo.com.

The first in a series of articles chronicling Pirate’s, a papillon puppy
with special needs, adventures and training to be a service dog ...

O
n April 16, 2012, I whelped a singleton
puppy – my very first, all-alone
whelping. Mama free whelped a beautiful
little sable boy with no assistance from me and
set about her duties of getting him ready to be
presented to the public — a pristine snow white
body and symetrical head markings that could
not have been more perfect had I painted them
on. He even has the “blenheim” kiss.
O
n Day 3 I started Dr. Battaglia’s “Super
Dog” stimulation and made plans for
the 7 surfaces in 7 days, each day a little
the opening of those little baby eyes. One eye
peeped open, but the other stayed closed … and
stayed closed … and stayed closed. I called my
friends; spent hours on the internet; bugged the
repro vet without getting any information and
just being told it would open.
I
t did not. This puppy was born
with one eye. You can imagine all of
the things going through my head
now. Fortunately we have several very good
ophthalmologists in Portland, Oregon, and one in
particular is my favorite. He even has a Papillon
of his own. He could read my mind as I showed
him my beautiful puppy, whom I had now named
“Pirate”, and kindly assured me that this was
incredibly rare in Papillons and was likely the
result of an injury or infection in utero. Since
Pirate was a singleton puppy, we will assume
infection. Dr. Scherlie recommended sewing the
lids closed a little later to avoid the possibility of
any infection … much the same as infections can
be problematic in the lip folds of some breeds.

i rate and I headed home with a whole
new set of plans for his little life. I was
confident he would adjust. I am sure that
Pirate does not even know he is supposed to have
two eyes. At this point I only saw the pampered
life of a couch potato in his future. But as Pirate
grew and began to play and explore the house,
it was very clear that there were lots of things
that Pirate was
completely capable
of handling just fine.
I started researching
AKC rules regarding
eligibility of dogs
with special needs in
companion events. I
could see absolutely
no reason why Pirate
would not be able to
compete for Rally or
Obedience titles.

u t with
every
day that
Pirate became
more confident,
more playful and
absolutely fearless
with new people
and things, a little voice in the back of my head
was telling me that this little dog could be a role
model to those with their own challenges. I began
to think of therapy … the kind of therapy dog that
visits the libraries, hospitals or care centers—the
kind of dog that lowers heart rates and calms
fears, that gives children the confidence to read
aloud. In mentioning that to friends, one told
me of a Facebook “friend” who has Papillons and
began a program in Ohio that might be something
to research.

is going to be
chronicled here in
PapTalk as I receive pictures and have updates to
add. I hope to be able to go back to Ohio myself

o make a long story short, Pirate, at 11
wks. old left home to the join the 4 Paws
for Ability program. This wonderful
organization provides task-trained service dogs
to children and veterans with special needs, from
traditional service dogs, to those trained for more
specific tasks like seizure alerts, FASD, anxiety or
depression. Pirate may only have one eye, but he
has two good ears and all his other doggie senses
in tact. We all know that Papillons are brilliant so
I expect him to excel in his training and they will
evaluate him to find the best fit for him in his life
of service. Pirate is going to be a very, very special
companion. He will have a job, a very important
job. And most important, he is going to be very
valuable to his person—not in terms of dollars,
Pirate and Dr. Neilan getting his Health Certificate
for his graduation, not to think he might still
remember me, but to see the face of his person
and know their story.

The 2013 PCA National Specialty will be held in the “Heart of the Bluegrass” in Louisville, Kentucky during the week of May 18th
through May 26th at the Crowne Plaza—Louisville Airport Hotel. Louisville is centrally located in the Midwest and is served by several
major interstate highways making it an easy drive from all of the major population centers of the eastern U.S. The Crowne Plaza Hotel
is located two minutes from the Louisville International Airport by the hotel courtesy shuttle. Motorhome parking with full hookups
and bath facilities are available across the street from the hotel at the Kentucky Exposition Center. Golf cart rental will also be available
for easy access to the hotel.
Be prepared for an entire week of Papillon fun!

Judge Selection Process
Excerpts from SR 05-2
Criteria for the selection of judges (to officiate at our National Specialty 2015 & 2016)
a. No judge that has judged a National in the last
10 years will be eligible to appear on the ballot.
b. Only judges that have been approved to judge
Papillons for a period of 2 years prior to the
ballot year, or longer, will be eligible.
c. Any person who has been approved to judge
and award points, CC;s. etc. within their own
country would be eligible to be placed on the
ballot. Should this person receive the required
number of votes then the final approval for the
assignment would be the responsibility of the
AKC. These proposed judges can be American,
Canadian or Foreign.
d. For a person to be placed on the ballot he/she
must have received no less than five nominations from individual members.

Proposed USDA Regulation Comment
Period Extended Until August 15
The following announcement from the USDA extends the time for comments on proposed rule changes that could
impact all of us to August 15. It is important to emphasize that signing the petition is great, but I’ve been told that it
will only count as one submission no matter how many signatures are on it. It is far more important and will have more
impact to comment directly to USDA/APHIS. Information from groups who are monitoring this process indicates that
they are printing out the comments as they come in and putting them in categories. That means it is better to submit
multiple comments on an individual subject rather than one long letter listing all your concerns as a long letter may get
lost. Make your comments personal; state how they will affect you and the way you raise and find homes for your dogs.
You can submit comments as often as you like.

The US Department of Agriculture (USDA)/Animal Plant Health and Inspection Service (APHIS)
announced today that the comment period on the
proposed regulations regarding “Retail Pet Stores
and Licensing Exemptions” has been extended until
August 15, 2012. We encourage any concerned dog
owners who have not yet signed the AKC petition
and/or submitted comments about this problematic
proposal to take advantage of this extra time to do so.
Background:
This important proposal would require all who own
more than four “breeding females” and sell even
one animal “sight unseen” to be regulated as a commercial breeder and be subject to federal commercial breeder licensing, regulation and inspections.
The term “breeding female” is not defined, so it is
unclear how USDA or even breeders themselves
would determine who falls under these regulations.
The term also includes multiple species (including
cats, dogs, and other small mammals).
The AKC believes that the USDA’s “one size fits
all” regulations are not in the best interest of all
dogs, responsible breeders, or puppy buyers. It is
unreasonable and virtually impossible for many
small hobby breeders to comply with the strict kennel engineering standards that were designed for
large commercial operations.

Both actions are important in helping send a
strong, clear message to APHIS on this issue. The
petition, which will be submitted with the AKC’s
formal comments to the USDA, will demonstrate
the immense number of people who are concerned
about this issue, and direct comments will help
educate on exactly how this proposal will impact responsible breeders, dog owners, and puppy buyers.

How the USDA/APHIS Proposed Rule
Change Affects Hobby Breeders
T
he USDA/APHIS has proposed a rule change
that will affect the majority of responsible
breeders and pet buyers. Previously, hobby and
show breeders fell under the definition of a “retail
pet store” and were exempt from USDA licensing
and inspection. Because of some perceived issues
with unhealthy puppies being sold sight unseen
over the Internet, they are proposing a change to
the definition. Under the rewritten rule, there are
two ways to qualify for the exemption.
1. ALL puppy buyers who purchase a puppy
from you must visit your premises personally to observe the puppy before purchase.
There is no number of dogs owned restriction for this exemption.
2. If you own 4 or fewer breeding bitches and
all the puppies you sell are born and raised
on your premises, you are exempt.
There are several major issues with this new rule
depending on your situation. Here are just a few:
1. Selling just one puppy to someone who has
not visited your premises to see the puppy
will void your exemption and you will be required to be licensed. That eliminates meeting someone at a show, meeting half way,
having a friend deliver a puppy or shipping
of puppies. Even if a buyer has visited your
premises previously, they must visit again
to pick up and/or observe a new puppy. This
could potentially reduce the pool of available
buyers since the cost of travelling long distances to pick up a puppy could be high. In
addition, this will make exporting puppies
to other countries more difficult as the buyer
would have to purchase an expensive plane
ticket in order to pick up their puppy at your
home.
2. Inviting strangers into your home to view
puppies can be potentially unsafe in this day
and age.
3. If you choose to use the 4 or fewer bitches
exemption, selling even one dog that you did
not breed and raise yourself will void your
exemption and you will be required to be

licensed. This means that dogs/bitches that
you may have purchased that need to be
placed must be given away forcing the breeder to absorb the cost of spay/neuter, dentals,
heath certificates and other costs associated
with placing a dog. In addition, puppies received for stud services or from puppy/litter
back agreements could not be sold since they
were bred elsewhere.
What can you do?
This proposed rule change differs from legislation
in that it does not have to go through the legislative
process. It must be publicly posted for comment
for a period of 60 days. Then the rule can be put in
place as written, modified based on the comments
or not put into the rules. Because of this, commenting on the rule change is very important. PCA
has submitted comments on behalf of the club, but
volume is important, so the more comments, the
better.

know including fellow breeders, puppy buyers, friends and relatives. Many people are
completely unaware of this rule change, but
it affects their ability to buy quality purebred puppies, so once they are know many
