FIRM BACKGROUND
Founded in 1950, CSI began as an engineering firm focused on serving
the phosphate industry, expanding to include surveying and land
development and municipal public works engineering. In the 1970s,
services expanded further to include water, wastewater and solid waste
engineering. In the 1980s, CSI added environmental scientists,
hydrogeologists, and public health professionals to address issues of
natural systems, groundwater, hazardous waste assessment, industrial
hygiene, and occupational health and safety.
Environmental engineering is a core aspect of CSI’s history and
capabilities. CSI has provided water use permitting (WUP) services to
more municipalities in Polk County for a longer period of time than any
other firm in existence. To further support the WUP design phase
services, CSI environmental scientists provide groundwater modeling,
wetland delineation, environmental permitting, Environmental Monitoring
Plan (EMP) development, and environmental monitoring services for
the City of Auburndale, Town of Dundee, Polk County Utilities, and City
of Plant City.

TAB 3. PROJECT APPROACH
GENERAL
CSI has carefully reviewed the Scope of Services
within the RFP and understands that this project is
the continuation of on-going monitoring and
reporting services as required by Special Condition
Nos. 14 and 15 of Water Use Permit (WUP) No.
20008522.009, and in accordance with the approved
Environmental Management Plan (EMP).
Additionally, permitting and surveying services are
required for the dredging of portions of Lake Eva.
The Chastain-Skillman Team is a perfect match for
this project. We have the experience, local knowledge
of the area, and have worked with City and regulatory
staff.
1.0
APPROACH
After the award of the contract, CSI will meet with
City staff for a project kick-off meeting to discuss the
various tasks of the project and key issues that need
to be addressed. As outlined in the RFP, three main
tasks are required for the project: EMP hydrologic
monitoring and datalogger calibration/replacement;
Ecological monitoring and reporting; and,
environmental permitting services.
2.0
EMP HYDROLOGIC MONITORING AND
DATALOGGER CALIBRATION/
REPLACEMENT
Equipment Calibration and Replacement
CSI's first task will be to repair or replace one
piezometer and three new dataloggers within the
monitored sites, as necessary. The City requires
calibration of the devices to be conducted semiannually in August and February if the quality
assurance procedures identify inaccurate data;
however, any dataloggers repaired or replaced
during the initial monitoring activity will be
calibrated at that time, and, if necessary, recalibrated
in February and August of each subsequent year.
CSI survey crews will establish elevations for the top
of casing and ground level at the location of the new
or repaired piezometer. CSI will coordinate with City
staff to identify the correct vertical datum to be used
for the survey. The elevation data will be provided to
the City, the Southwest Florida Water Management
District, and placed within CSI's database for
calculation and reporting purposes.
Quality Assurance
Dataloggers are great tools for the automated
collection of water level information. However, in our
experience, the devices do fail or no longer record
information accurately. To determine whether there
are problems with the dataloggers, CSI will manually
record the water levels within the piezometers each
month using a water tape, which is a tape measure
mounted with a probe that provides a visual/audio
signal when the probe comes into contact with water.
Manual water levels will be recorded to the nearest
1/100 foot and will be compared with the
information collected by the dataloggers. Batteries
and cables will be checked each month and replaced
if there are visible signs of failure.
Monthly Data Collection and Reporting
CSI will certify and provide the monthly water level
information to the City within one week of data
collection in a digital and/or hard copy format as
required by the City. The data will include
information obtained by the dataloggers, manual
readings by CSI staff, a graph of the data, and a brief
summary of datalogger performance. If it is
determined that the dataloggers are no longer
performing as required, the City will be notified and
CSI will recalibrate as needed, but at a frequency no

less than February and August of each year. CSI will
also provide updated graphics, exhibits, and summary
spreadsheets throughout the life of the contract.
It is our understanding that the City will transmit the
monthly data to the Southwest Florida Water
Management District. However, CSI will provide this
service, as needed.
3.0
ECOLOGICAL MONITORING AND
REPORTING
Annual Wetland Assessment Procedure (WAP)
Monitoring
Special Condition No. 15 of the City's WUP requires
annual monitoring of four wetland areas in
accordance with the Southwest Florida Water
Management District's 2005 WAP and the approved
EMP. The purpose of this event is to document
existing vegetative, soils, wildlife utilization, hog
damage, signs of stress/disease/fire, and other
conditions within each wetland. This information will
be collected and compared to the water level
information, meteorological conditions, and the City's
groundwater pumping data to determine if changes
to the wetlands are a result of pumping or other
factors. This event will be conducted within two
weeks of the kick-off meeting with the City.
Monthly Quantitative Evaluation
During the monthly water level data collection events,
CSI staff will conduct a brief qualitative assessment
of existing conditions within each wetland. The
purpose of this qualitative evaluation is to identify
readily observable trends within each site that might
indicate a potential long-term problem. The City will
be provided this information with the monthly water
level data. If major problems are identified, the City
will be notified immediately to develop a corrective
action plan.
Reporting
CSI will provide a draft report to the City two weeks
prior to the July 1 annual report due date for review
and comment. The report will include all data
collected for the period-of-record; photographs,
exhibits, maps, and WAP forms; an analysis of trends
with regard to soils, vegetation and hydrology within
each wetland as a result of meteorological or
groundwater pumping; and recommendations for
minimizing environmental impacts if they are
determined to be the result of the City's pumping.
The City will provide CSI with comments regarding
the draft report and the comments will be
incorporated as required. The revised draft report
will be sent to the City for a final review and
comment period. The final changes will be made and
the report will be submitted to the Southwest Florida
Water Management District on or before July 1.
4.0
ENVIRONMENTAL PERMITTING
SERVICES
Water Use Annual Report
CSI will assist the City with services pertaining the
Water Use Annual Permit as required by Special
Condition No. 14 of the WUP. This report is separate
from that described above and is due on April 1 of
each year. Tasks may include per capita use rate
data and calculations, residential and non-residential
water use, water conservation measures and updates,
water audits, alternative and reclaimed water
supplies summary, and updated service area maps.
It is our understanding that the City will prepare and
submit the report and CSI will provide a supporting
role as necessary.
TAB 3. PROJECT APPROACH
Lake Eva Dredging
CSI will prepare permit applications for the purpose
of dredging portions of Lake Eva. Although not
stated in the RFP, in our experience, U.S. Army Corps
of Engineers (ACOE) and State of Florida Sovereign
Submerged Lands Authorizations will most likely be
required in addition to the Florida Department of
Environmental Protection (DEP) permit. A separate
permit application is not required for the ACOE, but
they do have specific requirements that will need to
be addressed individually. It is unclear if a formal
lease will be required for a Sovereign Submerged
Lands Authorization, but in the event one is required,
CSI's survey department will prepare the necessary
survey and easement documents.
If required, CSI will prepare a permit application to
the Florida Fish and Wildlife Conservation
Commission for the navigational markers in selected
areas identified by the City.

Jim has a unique background in environmental engineering, municipal and public health engineering, and
project management. During his 42-year career, he has sought to apply these skills to produce innovative
designs for his clients. With respect to reuse water, he developed the design concept and was Principal-InCharge of the City of Bartow’s wastewater treatment and reuse system. The design was one of the first of its
kind in Florida and won the state engineering design award that year. He is past-chairman of the American
Society of Civil Engineers (ASCE) national committee on Public Health Engineering which deals with reuse
systems and other engineering topics that impact public health.

Art has 24 years of professional wetland experience in private industry, government (regulatory and
public works), and consulting. He has conducted wetland monitoring , wetland and surface water
delineations, permitting, and mitigation design for numerous clients. He is certified by the Florida Fish
and Wildlife Conservation Commission as a gopher tortoise Authorized Agent and performs gopher
tortoise burrow surveys, habitat assessments, permitting, and capture/relocation activities. Art also
conducts seasonal high water table determinations on existing wetlands, proposed stormwater retention
ponds, and proposed wetland mitigation areas. He has performed surveys and successfully obtained
mitigation permits for sand skinks on several municipal projects in Polk County.

Performed hydrological analysis and floodplain modeling for land development projects ranging from one

Doug has 33 years of professional experience in environmental science and planning including 31 years of
experience as a consultant to government and private industry. His areas of expertise include marine and

mitigation and habitat restoration; watershed management; environmental regulatory analysis and permitting;
and National Environmental Policy Act (NEPA) and related planning studies. He has served as the project
manager and/or lead technical professional on over 100 challenging projects and has authored or co/authored
over 20 technical papers and professional conference presentations. He has also served as operations manager
and supervisor of large teams of diverse environmental professionals in several science and engineering
consulting firms, with responsibility for business development, client service, and all aspects of technical project

CSI has been providing annual Water User Permit monitoring and
reporting services for the City of Auburndale since 2004. Each year,
data is collected on numerous lakes, wetlands rainfall, groundwater
pumping and analyzed to determine if the City's pumping has had an
impact to these valuable environmental resources. In addition to the
monitoring activities, CSI routinely assists the City with water use
permit modifications, groundwater withdrawal modeling,
Environmental Management Plan (EMP) updates, and installation &
survey of staff gauges and piezometers.

BRIEF DESCRIPTION
CSI has been providing annual Water User Permit monitoring and
reporting services for the Polk County Utilities Division's Central and
Southeast Regional Utility Service Areas (CRUSA & SERUSA) since 2010.
Five wetlands are currently monitored each year. Vegetation, soils, and
hydrologic data are collected at each location and the data is analyzed to
determine if the County's pumping has an impact on the surrounding
wetlands and surface waters.
CSI is currently assisting the County with a WUP within the CRUSA.
Responsibilities include the identification of potentially impacted wetlands to serve as monitoring sites,
coordinating with property owners for authorization to access the sites for the purpose of conducting the
monitoring activities, and preparing a revised Environmental Management Plan (EMP) describing the monitoring
protocols for the various sites to be monitored.

CURRENT AND PROJECTED WORKLOAD
CSI uses a project-focused team approach to assure
continuity throughout the project. The ChastainSkillman Team provides broad wetland and
environmental experience which will result in
reducing the time and costs associated with this
project.
The project manager is a Professional Wetland
Scientist who has primary responsibility from project
initiation through final close-out. The project
manager assembles the team and directs the
professionals and support staff needed to develop all
aspects of the project. These team members follow
the project through to completion.
The Team has full capacity and capability to staff
the project in order to meet the schedule. The Team
exceeds the quantity of manpower required to
successfully complete the Haines City Environmental
Management Plan Project. The Team’s professional
and technical staff is experienced all aspects of
water use permit monitoring Key personnel
assigned to this project have been selected based on
their extensive, combined experience on similar
projects. The Team has carefully assessed
manpower and resource availability for this project.
The table below indicates the actual manpower
commitments to this project and additional reserve
manpower available.
Based on the current workload of CSI’s key team
members, we are available immediately upon
contract award to begin project discussions and
planning. As for continuity and experience of
staff, our record of tenure and experience speaks
volumes. At CSI, our goal is to select key
personnel who will be here for the City, from start
to finish. In support of this selection process, the
following table represents key staff who will be
assigned to the City’s projects, their years with
CSI, and their availability to work on City projects.

Furthermore, CSI does not pursue new contracts
unless our future workload projections demonstrate
sufficient available man-hours to perform the
services required within the time constraints of the
Client. A review of current and future contract
obligations indicates that we can devote a full
complement of experienced staff to support the
City’s engineering needs. In addition to the key
personnel listed above, several junior level
professionals are available to perform tasks with
oversight of a senior-level staff member.
PROJECT BUDGET AND SCHEDULE
We understand that maintaining project cost and
schedule are all inter-related and that experienced
project planning is essential for executing a successful
project. Client surveys show that the most important
issues to the client are schedule and budget, with
the budget being controlled largely by project
coordination and time management. Our goal is to
deliver high quality projects ahead of schedule
and under budget.
Our general project strategy begins with a clear
definition of the project objectives. Meetings with
the Client Representative and the users clarify
needs and goals.
Original project goals and objectives are reviewed
throughout the work to assure that the final
outcome will be successful.
TAB 6. CURRENT WORKLOAD, BUDGET & SCHEDULE
During our first meeting for any project, a Work Plan,
addressing the approach to the success factors
including budgets and schedules shall be presented to
the City for concurrence. The Work Plan is then
reviewed with the Client and adjusted if necessary
before continuing with design development and
construction documents. Once accepted, we will
proceed with the design tasks and deliverables to
completion of the project.
Key components of the work plan are:
 Develop a complete, detailed schedule with
associated costs prior to project kick-off that
accurately reflects the needs and deadlines of the
City;
 Target interim "milestones" to complete
subsequent phases of the project with
presentations and submittals to City staff, to
present and review the project design and cost
estimates; and
 Review written comments from the City and other
applicable parties and authorization to proceed
with the next phase of work.
The project manager is responsible for
communications with the Client and users. CSI
project managers meet with and report to Client
representatives on a regular basis. The interim
milestones provide opportunities for City feedback.
CSI uses SnapShot Progress Reports to keep the
client informed of their project status. These are
submitted weekly or monthly depending on the
project stage and client preferences. This report
depicts completed tasks and work product, actual
start/finish dates, tasks planned or in progress,
deviations from schedule with corrective actions,
manpower data, and forecast schedule. They can be
tailored to provide additional information at the
client’s request.
Internally, we hold weekly departmental meetings to
monitor the status and progress on each active
project. Resources are assigned and coordinated as
required to keep all projects on task and on schedule.
Interim deadlines are imposed on each sub-task to
minimize schedule disruptions.

CSI LAKELAND OFFICE
CSI’s main office is located only 30 minutes away
from Haines City. Our proximity to the City provides
advantages: meeting schedules are flexible; travel
time is minimal; and site visits during construction
can typically happen at a moment’s notice.
CSI has a Lakeland corporate headquarters office of
55 professionals and support staff located on Old
Highway 37, a mere 26 miles from Main Street. From
this location, we have successfully performed
hundreds of highly successful projects for area
clients such as the Polk, Hardee and Highlands
Counties and the cities of Plant City, Lakeland,
Bartow, Auburndale, and Winter Haven, as well as
others. This office location provides the opportunity
for rapid response times when the City calls, and it
facilitates easy face-to-face communication with City
officials as needed. We have found that constant
open communication is one of, if not the most
important factor in successful project delivery and
client satisfaction.

TAB 8. LITIGATION STATEMENT
In its 64 years in business, we are proud to state
that Chastain-Skillman, Inc.’s (CSI’s) Professional
Liability insurance company has only paid one
claim on the firm’s behalf or any of its officers or
employees. The following project represents its
only paid claim which was settled in mediation.
Oakwood Golf Course – this was a claim in which
the owner of a golf course sued the developer of
subdivision lots surrounding the golf course and
named CSI in that suit as the consultant to the
developer. The golf course flooded in 2005 after
experiencing record rainfall. The services
performed by CSI were on behalf of its client and
in full compliance with applicable SWFWMD
standards. Additionally, CSI was not responsible
for or involved with the design of the golf course.
Due to numerous hurricanes passing over the area
in which the golf course is located, this area
received substantially more rainfall than normal.
This was clearly evidenced by the city and county
work in this area having to deal with emergency
flooding. Additionally, the golf course is located at
the lowest elevations of a closed basin. The
amount of rain and the associated groundwater
levels significantly exceeded the regulatory design
assumptions. This case was settled in mediation in
2011.
