Farmers’ Market coming to downtown Cassville
Rachael Freeman
The Cassville Main
Street Association (CMSA)
and members of Garden Sass
have teamed up together to
bring a Farmers’ Market to
the square in Cassville on
Saturdays.
After conducting many
focus groups and surveys,
the CMSA found that one of
the main venues that citizens
want to see in downtown
Cassville is a Saturday.
Mary Cupps, who takes
the lead for the CMSA Promotions Committee, stated,
“We are thrilled to have this
happen.
“We are willing to do
what we can to make this
farmers’ market as successful as possible. Our goal is
to make the downtown area
vibrate and encourage people
to visit the square.”
Garden Sass president
John Potter expressed his excitement for the opportunity
to move to the square. “It
will be beneficial for us and
help Main Street bring more
traffic to the square.”
Garden Sass will setup around the square along
7th Street starting Saturday,
April 6th, and will be there
on Saturdays through November 23rd, weather permitting.
Garden Sass will continue their regular hours of operation behind MFA near the
city baseball fields on Tuesdays and Fridays from 7:00
a.m. to 11:00 p.m. starting
the first week of May. Members discussed the possibility
of forgoing Fridays and just
meeting on Tuesdays and
Saturdays if they are successful around the square.
Cassville Main Street
has asked that Garden Sass
provide an activity once a
month such as face painting,
bluegrass music or an opportunity for children to learn
about planting a garden.
While Garden Sass will
be in charge of managing
the Farmers’ Market, outside
vendors are encouraged to
take part. The cost is $5 for
the first day and $1 a day after that. CMSA has designated 20 spots for the Farmer’s
Market.
BC Sheriff’s Department
arrest fugitive after day-long manhunt
Kathee Baird
The almost day long
search for a man who stole a
Barry County Sheriff’s deputy’s service revolver while he
was trying to serve a warrant
on March 13th ended about
6 p.m. the same day with the
man’s arrest.
Chris Andrew Young,
21, of Monett, was wanted because he had violated
terms of his release after
he was charged with stealing a chain saw from the
Monett police department
last month.
The manhunt for Young,
who had a pair of handcuffs
dangling from his wrists
when he fled, ended when
he was apprehended hiding
behind a house about four
blocks from where the incident began, according to
Barry County Sheriff Mick
Epperly.
Several streets surrounding the apartment Young
bolted from were blocked
off by the fire department,
and some schools in the area
were placed on lockdown
for a couple of hours. Four
people who were inside the
apartment were taken into
custody, questioned and then
released, according to Epperly.
Barry County Prosecutor
Johnnie Cox charged Young
with stealing on March 4 and
he was released on his own
recognizance (without having to post a bond) and was
placed under the supervision
of the Southern Missouri Judicial Services.
According to the probable cause statement filed
against him in the stealing
case, he was driving a car
in which he had two passengers. The group spotted the
chainsaw, circled the block
and Young exited the car and
put the chainsaw in the back
seat, where police found it
when they stopped the car.
Epperly explained that the
police department had been
having a spate of stealing
issues and started utilizing
cameras in an effort to thwart
them.
On March 8th, the service supervising the terms of
Young’s release reported that
he had violated those terms,
and the deputy whose gun
was stolen was attempting
to arrest him after a warrant
was issued for his arrest. Epperly says Young, who told
jailers he was high on meth
when the officer attempted
to arrest him, had not been
reporting to the agency that
was supervising his pre-trial
release. “Had he just reported he wouldn’t have had a
warrant,” said Epperly.
One of the other two
people in that car, Jeremy
Danzer, 23, of Monett, also
was charged in connection
to the theft of chainsaw. A
27-year-old woman from
Pierce City who also was in
the car has not been charged.
Cox has charged Young
with assault of a law enforcement officer, resisting
arrest and stealing/theft of a
firearm in connection to the
March 13th incident. He is
being held without bond in
the Barry County jail.

Cassville Schools vandals
Rachael Freeman
The Cassville Police
Department are currently investigating an act of vandalism to property on Cassville
Schools campus last Thursday night, March 14.
According to Cassville
Police Chief Dana Kammerlohr, the above photo is a security camera photo of the
vehicle involved in the vandalism.
Cassville School Superintendent Richard Asbill said
that the school is working
with the Cassville PD to
identify the perpetrator.
“It appears the vandals
drove around campus shooting a pellet/bb gun at various
windows causing window
breaks and damage,” stated
Asbill.
The vehicle has been described as a silver Ford Sport
Trac with tinted windows.
If you have any information concerning the vandalism, please contact the
Cassville Police Department
at (417)-847-4700.
Barry Electric COOP to hold
annual members meeting
YOUNG
Barry County Sheriff’s Department, Lawrence County
Sheriff’s Department, Missouri State Highway Patrol,
which also aided in an air
search, and Missouri Conservation Department assisted
in the search for Young.
Barry Electric Cooperative will hold its 66th annual
membership meeting at the
First Baptist Church Family
Life Center, located at Fifth
and West streets in Cassville,
at 1:00 p.m. on Thursday,
April 4.
Registration will begin
at noon and the business session will be called to order
at 1:00 p.m. Members are
asked to bring the registration card that is printed on
the outside cover of the April
issue of Rural Missouri.
The meeting will include: reports from officers,
directors and committees;
the election of three directors; and other business.
At the close of the meeting, each member attending and voting will receive a
credit certificate worth $10,
which can be applied to their
next electric bill.
All members are encouraged to attend.
Cassville’s Radio Shack closing after 14 years
Samantha Barberio
Jim Craig has been an
active member of the community for many years. He
was mayor for five years and
has been in business around
Cassville for 29 years.
His business ventures
included three franchises
over those years, which were
Craig’s Home Center, Western Auto Store and Radio
Shack.
His most recent store
is Radio Shack and after 14
years, they are closing the
doors to this franchise on Friday, March 29th.
Craig stated, “The business has been good to me. If
I could do it again, I would.
I’m going to miss it and miss
all the people. We’re grateful
for all our loyal customers
over the years.”
Many speculations have
came up about why Radio
Shack is closing, Craig states
the reason might be a shift in
buying habits.
For the remainder of
March, Radio Shack will
hold closing sale with all
items marked at 30 percent
off the ticketed price.
Pictured above, left to
right, are: Craig and Radio
Shack employee Doug Landstad.

CHS group sponsors annual Chain of Life effort
Several personnel changes for City of Seligman
On March 7, the Cassville High School Students Against Destructive Decisions (SADD)
kicked off their annual Chain of Life campaign to inspire students as well as community members to stay drug and alcohol free.
This year’s Chain of Life effort was started by Cassville’s Mayor Bill Shiveley and Cassville R-4 Superintendent Richard Asbill. The two signed their names on a slip of paper and
then looped the slips of paper together to start the chain. During March, students, staff and
the community are encouraged to add their names to the chain, which will be on display at
Cassville High School for the remainder of the school year.
Pictured above, in the front row, from left, are: Korissa Letta, secretary; Emily Cooper,
president; Mayor Bill Shiveley; Cassville Superintendent Richard Asbill; Miranda Gaches,
vice president; and Alex Hang. Back row: Bryton McCowan, male representative; Melissa
Arnold, reporter; Zach Thomas; and Linzie Osbun, female representative.

While they were eating,

them. After the song, a drawing was held for four prizes.
The winners were as follows: Jimmy Cotton, fishing

Well, I know come April 2,
2013, we will have a choice
of raise taxes or not to raise
taxes here in Barry County.
No one likes to have their
taxes raised. Food is way
too high and gas seems to
be going up. My property
tax went up in 2012 and my
house is older. We just keep
paying and paying. Obama
care, how will that effect our
taxes? No one is creating
any jobs in this State as far
as I can see. Or it’s being
kept a secret. Jobs are gong
overseas. What are we doing
to our country? I know Barry
County is not the richest
county. We could combine
road districts. That could
save money. I also know that
we get a lot of tourists come
through here in the spring and
summer and for our beautiful
fall. My question is why it is
always the way when a city or
state or county needs money
the first thing is “let’s raise
taxes.” Well, I just wonder
why we cannot think of other
ways to raise money for our
country. Someone said to me
that they could try a tourist
tax. I would think that might
be a road to go down to bring
in some extra revenue for our

county. If it were a 4% tax
on, say, all hotel rooms and
cabins in the area. We are
talking about 4 cents on every
dollar. If the average room
cost $60.00 a night, we are
talking about $2.40 on every
room. So, let’s say we have
200 rooms available that’s
equals $480.00 a night, times
7 nights is $3,360.00 and we
do this all spring, summer
and fall, how much money
would that be in income?? It
would be about 7 months if
we are fortunate and have a
good spring thru fall season
and that does not include
Shell Knob and Monett yet.
All of Barry County must
be included. My figures
come out to be between
$75,000.000 to $94,000.00,
could be more if we have a
good season. That sure would
help our Sheriff and deputies.
Why is it always about
raising the taxes? People plan
for vacation well in advance.
Do you think 4 cents on a
dollar would stop someone
from going on there planned
vacation? I would hope not.
Many places have a tourist
tax. Something we may
consider. Let the tourist pay
the tax. We have a beautiful
area for tourists. What we
need are the people that want
to implement a tourist tax.
Something to think about.
Thank you for your time.

I encourage the voters of
Barry County to support the
proposed Barry County 1/8cent sales tax increase that is
sorely needed for the various
services provided by the
County to its citizens.
Part of the increase will
necessarily be used for the
needs of law enforcement,
which needs I will address.
During the last six months
of 2012, after the retirement
of Circuit Judge Robert
Wiley, I had the privilege of
performing various duties
of that position which
required me to preside over
various court proceedings in
Barry, Lawrence and Stone
Counties.
These counties make up
the 39th Judicial Circuit.
During this 6-month period, I
noted that Barry County has a
full time prosecuting attorney
and one half time assistant.
Lawrence County has a full
time prosecuting attorney,
one full time assistant and
one half time assistant.
Stone County has a full time
prosecuting attorney and
three full time assistants.
Also, due to financial
constraints, on most days,
Barry County was only able
to provide one bailiff for
three courtrooms whereas
Lawrence and Stone Counties
were able to provide one
bailiff for each courtroom.
In fiscal year 2012, the total
criminal case filings for the
entire Judicial Circuit were
8,161. Barry County’s filings
were 2988-37% of total
filings, Lawrence County’s
filings were 2790-34%
of total filings, and Stone
County’s filings were 238329% of total filings. Over
the past several years, due
to financial constraints, the
Barry County Sheriff has had
to significantly reduce the
number of Sheriff’s deputies.
Due to several capital murder
cases in the last couple
of years, our prosecuting
attorney and his staff have
been stretched to their
limit. Thankfully, we have
conscientious civil servants
in all of our law enforcement
positions but I can assert
from personal observation,
they all are overworked and
are in need of additional
manpower to address the
needs of our Country. Barry
County, unlike the federal
government, cannot print
money or borrow money
from China. Further, unlike
the federal government,
the County is required
to formulate a budget
and actually operate the
County within the financial
constraints of that budget.
From personal experience
and observation, as a citizen
and taxpayer, I receive the
most for my tax money
at the local level. If we, as
citizens of Barry County, ask
our county to continue to
provide necessary services
and to protect our property
and us, we must provide the
financial wherewithal to do
so. I encourage you to vote in
favor of the proposed 1/8th
sales tax on April 2nd.
Carr L. Woods
Senior Judge

David ‘Andy’ Antoine
Tarpy
David ‘Andy’ Antoine
Tarpy, 28, of Neosho, died
March 13, 2013, in Indiana
from injuries sustained in an
automobile accident. Andy
was born May 19, 1984, in
Joplin, the son of Scott and
Coleen (Belisle) Tarpy. He
was a lifelong area resident
and graduated from Neosho
High School, class of 2002.
During high school, he was
active in drama, debate,
choraleers, cecilian choir
and any other vocal program
offered. His love of performing
started in 3rd grade when he
was given his first solo for
the elementary Christmas
program. From that point he
had a love of performing and
received numerous district
and state honor choirs which
lasted throughout his school
career. He was a performer
since early childhood so his
fascination and eventual love
for performing came as no
surprise or disappointment
as he belonged on stage.
He made each role his own
and always left the audience
laughing. He loved to play
his guitar and sing, especially
spending time with friends.
He was an avid lifelong fan of
KU Basketball, Kansas City
Chiefs Football and St. Louis
Cardinals Baseball.
Andy is survived by his
mother, Coleen Tarpy of
Neosho; brother, David Tarpy
and wife, Kristen of Overland
Park, Kan.; sister, Meghan
Tarpy and fiance Clay
Sexson, of Goodman; three
nephews, Wyatt and Henry
Tarpy and Rilynn Sexson;
maternal grandmother, Linda
‘Nana’ Belisle of Neosho;
paternal grandmother, Shirley
Tarpy of Lawrence, Kan.;
numerous aunts, uncles,
cousins, countless friends
and his beloved cat, Leia.
Andy is preceded in death
by his father, Scott Tarpy;
maternal grandfather, Andy
‘Papa’ Belisle; and paternal
grandfather, Sonny Tarpy.
The body has been taken
for cremation. A Celebration
of Life service will be held
on Saturday, March 23,
2013, at 2 p.m. at the Neosho

Your electric cooperative uses highly trained line clearance professionals
to properly maintain the clearance around power lines. Never attempt to
prune a limb near a power line yourself. Instead, give our crews a chance
to show you how well they
work by reporting any
potential branch problems.
We appreciate the business.
